Speaking after a fact finding mission and a tour of Zimdef projects at Harare Polytechnic, chairperson of the Parliamentary Portfolio Committee on Higher Education, Science and Technology, Mr Peter Matarutse (MDC-T) called for the amendment of the Zimbabwe Manpower Development (Zimdef) Act arguing that the legislation gives the Minister excessive powers and is prone to abuse.
Said Matarutse:
As a committee we feel that the act that governs Zimdef needs to be modified. The act gives too much to the Minister. He can do anything with the act and the funds. The permanent secretary should be actively involved and as we speak he seems not to be involved with the in the day to day running of the Zimdef funds.
Matarutse’s comments come after the misappropriation of Zimdef funds by Higher Education Minister Professor Jonathan Moyo and his deputy Godfrey Gandawa.
