In direct defiance of a Ministry of Higher and Tertiary Education, Science and Technology Development directive, Lupane State University (LSU) has barred students with outstanding fees from writing their exams. The school is also reportedly not accepting the transfer of electronic funds through the Real Time Gross Settlement (RTGS) system. The Ministry has directed all state tertiary institutions to allow all students to write their exams. For those students who have outstanding school fees, the Ministry directed the institutions to withhold results instead.
However, LSU spokesperson Mr. Zwelithini Dlami said that the university was only barring students who were not registered, and confirmed that the university was not accepting RTGS. Said Dhlamini:
Everyone who registered was accepted and are writing their examinations including some who have challenges with finances but have put down something and negotiated for payment plans. As far as I know even the Vice Chancellor has agreed that those who have made down payments should be allowed to write their examinations
