City of Harare Acting Finance Director Mr Stanley Ndemera has clarified that the 50 percent rates discount actually applies to the amount a resident pays, and not 50 percent of the whole bill. This comes after some residents groups accused the City of Harare of misleading ratepayers by claiming a 50 percent discount when in actual fact it is a 33 percent discount.
