A picture taken on the evening of 21 May 2019 shows commuters on top of a bus traveling back home from work in Harare. A hike in fuel prices has resulted in private transport fares going up. In response to the hiked fares, the government lowered the fares for its ZUPCO fleet of buses. Resultantly, Zimbabweans have are crowding into these buses causing dangerous overloading and people occupying space on the buses not meant for ferrying people.
