Italy dominated the match in both halves of a game full of chances.
Barella and Insigne got on the scoresheet for Italy, both producing superb finishes to fire Italy 2-0 ahead, but Lukaku pulled one back just before the break from the penalty spot.
Belgium then pushed forward in search of an equaliser in the second period, with Lukaku going the closest, but his effort was brilliantly blocked on the line by Spinazzola.
The Italian defence then used all of their experience to stand firm and hold on for the win.
Meanwhile, Spain progressed to the semi-finals after beating Switzerland 3-1 on penalties.
The Swiss went behind through an own goal but equalised through Shaqiri before having Freuler sent off.
They held on through extra time to take it to penalties but faltered where they thrived on Monday. Simon made two saves and Vargas missed, and Spain’s three was enough to go through.
