Mliswa Says Eligible Voters Who Are Not Voting Must Be Penalised

Norton Member of Parliament (Independent), Temba Mliswa, has proposed that eligible voters who choose not to vote must be penalised.

He made the remarks in an interview with a local radio station, ZiFM.

Mliswa, a former member of the ruling ZANU PF, said the government would have used the taxpayers’ money to ensure that the electorate is registered therefore choosing not to vote after successfully registering should be punishable.

Zimbabwe is gearing up for the harmonised elections scheduled for 2023. 

Political analysts say the electorate, especially members of the opposition, has been disillusioned by ZANU PF’s prolonged stay in power despite their voting for its removal in previous elections.

Some members of the opposition allege that the Zimbabwe Electoral Commission connives with ZANU PF to manipulate electoral processes in favour of the ruling party making it folly to participate in electoral processes.

Meanwhile, there has been a bevvy of organisations mobilising the citizenry to register to vote and vote in the upcoming elections.

MPs should be pernalised if they fail to meet their mandate. However, in Zim there is ghe issue if the multi currency regime with prices mostly pegged to the USD so if an initiative was proposed by the time the beuracracy and ZANU. PF involvement is concerned the devolution funds or funds for Community development are disbursed, the funds will not be enough to cover costs/ expenses as they are given ZWL not USD. Also it is the office not the MP or councillor. That us why corruption os rampant. People in ZIM vite for MDC/CCC because they hate ZANU PF but then they complain when nothing is done we need to move to a situation of knowing the candidate and what they are able to deliver based on past examples if there are any. But when there are no such examples yhe citizens should be able to remove the MP ir Councillor ka.

politicians you the one's to be blame not voters, your false and fake promises makes the majority of voters not to vote. For it becomes useless and time wasting for one to spend time in long lines to vote for fake promises you give to the voters. How about government penalized politicians who don't fulfil their promises to the people. You can't penalize no one's it's my right to vote if I choose not too it's my choice. saka @Mliswa how about you guys penalize each other from not meeting your promises that you make during campaigns

Expenses linked to elections include inter alia:- 1. ZEC- staff and office expenses; 2. Collation and maintenance of the voters roll; 3. Boundary delimitation costs; and 4. running of the main elections and by-elections (staff, per diem, transport & fuels, printing. monitoring etc) These are not cheap. In March 2022 Treasury allocated almost US$4 million for by-elections , delimitation for 2022 alone. With the harmonised elections in 2023, significantly more is required

Temba's initiative is not new. In Australia voting is mandatory, just like basic (primary) education. If you don't vote there's a hefty fine on the first instance. Repeat offenders face jail time. The logic that taxpayers money has been used to set up electoral systems only for citizens to 'boycott' their civic duty by not voting is laudable. One is also reminded of the saying by Abraham Lincoln, "If you don't vote, you lose the right to complain."

You are wrong comrade Present the candidates first, then voter registration. Sometimes i wanted Strive Masiiwa as president, he is the reason i have registered to vote. My candidate has been nominated by thousand of Zimbabweans but he is not intrested in politics. Tell me why i should vote for either drinking dirt water or clean acid just because theres no drinking water? I cant choose a better devil because theres no God.

To abstain is a vote on its on it has a bearing on the outcome. Laws must be fine tuned to harness the abstain vote. If a winner fails to reach a quorum he must share power with other candidates as simple as that. Having more votes than other candidates should not give one the mandate to rule over a constituency that did not achieve a quoram. Take a leaf from the RSA

In fact abstain vote must be legalised, it must have a bearing on the election outcome. No contesting candidate should assume full mandate if those who voted him did not reach a quoram. There must be some power sharing arrangements amongst the candidates. Zvimwe nguva unotoshaya candidate yokuvhotera, calibre of candidates would be off putting. Default victories or winner take all must be abolished. To many reps are operating without a mandate. This calls for the change of electoral laws
