Mthuli Ncube Rules Out Scrapping 2% Tax

Finance and Economic Development Minister Mthuli Ncube has rejected calls from legislators to either lower or remove the intermediated money transfer tax (IMTT), which is charged at 2% of all financial transactions.

Speaking in the National Assembly, Harare East MP, Tendai Biti (CCC), on Thursday urged Ncube to remove the tax, saying it was burdening the poor. Biti said:

We do not need that IMTT tax. We are one of the few countries in the Sub-Saharan African region that has that tax.

The IMTT punishes the small person who goes into a bank; it does not punish the rich person at the ATM [automated teller machines]. So why are you punishing the poor?

In his response, Ncube said scrapping the IMTT tax will erode the government’s revenue base. He said:

There is also a request that there should be an exemption for local authorities from paying the IMTT tax.

The Portfolio Committee on Local Government recommended that local authorities should be exempted from paying IMTT tax.

The IMTT tax has over the past years generated substantial resources that have enabled the government to support various infrastructure projects, including responding to shocks such as COVID-19 and other climate shocks that the economy has experienced.

The proposal to exempt local authorities will erode our revenue base, but besides, these local authorities at that level are also benefiting from the devolution budget to deal with infrastructure developments at that local level.

Interpretation of financial information with political lenses will often result in biased conclusions.2% tax is imperative for the Government to finance its projects which in the process create employment and stimulate economic activity therefore benefitting the citizens

@ noname.... This tax is dubious and oppressive to the poor citizens in that when you pay say using electronic money you are taxed but if you pay with hard currency you do not get taxed. On top of this oppressive tax you pay vat which is very high compared to other countries in our region

Mtuli ncube is concerned about government revenue base because that is where all their salaries and packs come from. Besides he doesn't have dictionary that contains these two words: poverty and hunger. The orphans (poor Zimbabwean masses) are now taking care of the welfare of the likes of him yet it is supposed to be the other way around. Mtuli dines where he likes, with whom he likes, when he likes and what he likes but not the ordinary person in the streets can afford that. Have a little respect.

Despite Biti's position of being a CCC member, his statement on the 2% tax is very logic in its own capacity, this tax is indeed subjugating the poor. Austerity for prosperity is there but we should do things dilligently to make the masses enjoy rather than suffer in this already inconstent economy! NEVERTHELESS, Let's vote for ED in the 2023 harmonized elections! VIVA ZANU PF! Our revolutionary party!

It is quite understood by many citizens especially those who never been to school that the government of Zimbabwe is a parasitical organism that sucks even a dead cow , mthuli is claiming that the 2%tax had assisted us during the covid era no that's a blue lies , China and other countries donated ppes in agust last year imf gave Zimbabwe government 9milion usd which made mnangagwa to leave Hakainde Hichilema 's inauguration and looted all the monies so hatina zvatingaite zvedu asi chokwadi tinochiziva only needed is to dislodge zanupf from power and replace it with a good government , CCC.
