2 Ministers Performed Below Target - Mnangagwa

The Office of the President and Cabinet (OPC) has announced that two (2) ministers performed below target since last year when they signed performance contracts.

Misheck Sibanda, the Chief Secretary to the President and Cabinet, announced that 19 out of 21 Cabinet Ministers were evaluated.

Of those, 2 Ministers excelled beyond expectation, 15 met their targets while 2 performed below target.

Best-performing Minister:

Dr Anxious Masuka, the Minister of Lands, Agriculture, Water and Rural Resettlement, was named the overall best performer. Masuka is said to have performed above set targets. Record wheat harvest is among his best performances.

Frederick Shava, the Minister of Foreign Affairs and International Trade was named as the runner-up.

Best-Performing permanent secretary:

John Basera, Permanent Secretary in the Ministry of Lands, Agriculture, Water and Rural Resettlement, was named the best-performing permanent secretary. 

Best-performing head of a Govt Institution:

Professor Quinton Kanhukamwe, Vice Chancellor of the Harare Institute of Technology (HIT) was named the best-performing head of a government institution. Runner up: Engineer Sebastian Marume the Chief Executive Officer (CEO) of the Zimbabwe Manpower Development Fund (ZIMDEF).

Local Authorities:

69% performed below-set targets. There is no one that exceeded set targets.
