Botswana To Legalise Undocumented Zimbabweans - President Boko

Botswana’s new president, Duma Gideon Boko, wants undocumented Zimbabweans legalised by granting them temporary work and residence permits.

Speaking on the BBC Africa Daily podcast before his historic inauguration on Friday, Boko said Zimbabweans do jobs that would otherwise not get done.

Botswana is home to the world’s second-largest population of Zimbabweans fleeing their country’s economic crisis, and they are often met with resentment, leading to daily deportations.

The move may not be well received in the diamond-rich southern African nation, but President Boko, 54, who recently ousted the ruling party that had been in power for 58 years, sees it as a key part of his efforts to revive the economy.

He said managing the influx of thousands of Zimbabweans crossing through the long and porous border between the two countries has been a significant challenge. Said Boko:

They come in and are undocumented. Then their access to amenities is limited, if it is available at all, and what they then do is they live outside the law and they commit crimes – and this brings resentment.

So what we need to do is to formalise, have a proper arrangement that recognises that people from Zimbabwe are already here.

The exact number of Zimbabweans in Botswana is unclear, but thousands have been crossing the border regularly since Zimbabwe’s economy collapsed due to hyperinflation two decades ago. Many have also sought political asylum.

Available statistics show that Zimbabweans make up 98% of what are classified as “irregular migrants” in Botswana.

In response to a parliamentary inquiry earlier this year, a government minister revealed that between 2021 and 2023, 13,489 migrants were recorded, with 13,189 being Zimbabwean nationals.

Deportations of Zimbabweans are conducted daily by police stations across Botswana, targeting those without proper documentation or those involved in criminal activities.

They are often employed in low-wage jobs, primarily as domestic workers and farm labourers. Said Boko:

A lot of these workers from Zimbabwe perform tasks that the citizen finds unattractive… they do jobs that would otherwise not get done and so there’s no conflict there.

In any and every construction site in Botswana the majority of people with those skills are from Zimbabwe, so we need to do a twin programme of allowing them to come in and we utilise the skills that they have and in the process of utilising these skills we also engage in some sort of skills transfer.

We can’t stop people with skills from coming in when we don’t have the skills ourselves – we need to develop these skills and it takes time, so in the interregnum we need to have them come in properly, come in legally and be rewarded appropriately for the skills that they bring.

However, late last year, the government faced backlash after proposing that identity cards replace passports for travel between Botswana and Zimbabwe. The general sentiment was that this change would result in an influx of more Zimbabweans.

How things change, once upon a time it was Zimbabweans who refused to do such menial jobs because the Rhodies had built an economy second only to South Africa in the region. Now we're the beggars and being treated like trash by countries which were so much behind us, oh how I will never forgive Zanu PF for bringing this once great economy to its knees. Back then Botswana didn't have a chance, and it shall come a day when we will rise again, a New Great Nation when new leadership comes through so that we can reclaim our place and regain our once revered status.

The funny part is you say Zanu pf brought this country in the to its knees, when exactly can you did you see this country in upright, pre independence and it was wars, worse than as people were killed like pests, there were sanctions worse than than what we are having, we were only confined to rural life, content with our agricultural produce, and proud of our mis educational we could tackle country life bettered than degree loads then But it wasn't a good Zanu, post independence as the receding and dust settled we were poised for a boom, it was another transformation that needs formidable support, even times of land redistribution support was much needed to settle those years tossed into arid infertile and lands of pre independence era So we as a nation was never upright but we're clammering for an old Zim, that never seen daylight

In 1980, the new Zimbabwe inherited the old Rhodesian apartheid state's relatively sound infrastructure which it essentially maintained until the middle of the 1990s, who stopped maintaining it? Zanu PF, hence why they're responsible for the current situation. Prior to 1998, our country was distinguished by efficient, export oriented agriculture, we also had a diversified industry, which could have formed the nucleus for the comprehensive industrialization of our country. Who destroyed all of that? No one other than Zanu PF with its chaotic land reform which led to hyperinflation which also led to destroying the industry. Since 2001, Zimbabwe has lost its traditional status of belonging to the few countries in Africa that are ranked as having an average level of development by the United Nations Development Program. The Human Development Index of our country dropped from 0.571 in 1995 to 0.491 in 2002(now it is back in the 0.50s range but it is still lower than the value in 1995, by now in 2024 we should have been in 0.60s or 0.70s range but we are still stuck were we where in 1995, that is shameful) , who was also responsible for this? Zanu PF was in power while this was happening yet you say that I'm wrongly placing the blame on them. Are you also aware that around 1998, Zimbabwe was recognised as having one of the world's highest trade surpluses per capita, accompanying the likes of Singapore on that ranking, why? because we didn't have to import so much because our industry was firing yet you say that Zimbabwe never saw daylight. The list is endless, I could go on and on but you get the idea, this economy was once strong and everyone knows that including Zanu PF and it is no secret that Zanu PF destroyed all of that with their corruption, incompetence and blatant disregard for the rule of law, I will leave you with another fact.......who initially caused the currency mess? It was non other than Zanu PF in 1997 when they dished out unbudgeted special payments to war veterans which amounted to 2% of GDP, which they financed by printing money thereby starting the long road of inflation which eventually led to the Zim dollar being abandoned. All I have stated happened while Zanu was in power and in most cases it was them who initiated all of this and yet you claim that Zanu isn't responsible for the current situation we find ourselves in, the truth is bitter but not accepting it won't solve the problem it will only persist.
