The traffic department should be removed from the ZRP and be managed by town council police whose fines are more deterrent. The towns councils have a duty to ensure that their town roads and residential areas are covered on central CCTV which should assist their traffic sections to detect offenders. The chaos in the big cities has nothing to do with ZRP but the responsible municipalities. They have burdened the ZRP for too long with their own incompetence.
