Martin Rushwaya is the current Chief Secretary to the President and Cabinet. He is a former deputy chief secretary for Administration and Finance (Accounting Officer) in the Office of the President and Cabinet. He was appointed by President Emmerson Mnangagwa in 2019. He was co-chairman of the Zimbabwe-Mozambique Joint Permanent Commission on Defence and Security (JPCDS). He was the permanent secretary in the Ministry of Defence and War Veterans Affairs from 2013 and was retained in the position by Emmerson Mnangagwa in September 2018 before being reassigned in 2019.

In 2013, Rushwaya was appointed as the Permanent Secretary for Defence and War Veterans, a position that he retained in 2018. In 2019, he was appointed Deputy Chief Secretary for Administration and Finance (Accounting Officer) in the Office of the President and Cabinet.[1] In September 2023, Rushwaya was appointed as the Chief Secretary to the President and Cabinet by President Emmerson Mnangagwa. He replaced Misheck Sibanda who had retired.[2]

Helicopter Crash

Rushwaya was aboard an Alouette III helicopter that was forced to land in the Mchakazi area in Gutu Central on 29 December 2018. The helicopter reportedly developed a fault before arriving at its intended destination. The pilot eventually managed to control and land the chopper and in the process, the wheels and propeller were damaged. No injuries were sustained in the mishap.[4] Speaking about the incident nearly a month later, at her mother's funeral[5], Rushwaya said:

We were on an official business trip and wanted to return to Harare on time to catch the evening visit at Avenues Clinic where my mother was admitted when the mishap occurred.

Farm Mechanisation Scheme

In July 2020, Martin Rushwaya was listed, in the BSR of 18 July 2020, as a beneficiary in the 2007 RBZ Farm Mechanisation Scheme, as a result of the Fast Track Land Reform Programme.
