South Africa’s Border Management Authority (BMA) is working with its Zimbabwean counterparts to curb illegal immigration into South Africa.
<a href="https://www.sabcnews.com/sabcnews/bma-working-with-zimbabwe-to-prevent-entry-of-illegal-immigrants/">SABC News</a> reported that BMA Commissioner Michael Masiapato evaluated the preparedness at the Beitbridge Border Post—the largest land port between Zimbabwe and South Africa—on Thursday, in anticipation of the end of the festive season.
The Beitbridge Border Post is a crucial gateway connecting South Africa with the Southern African Development Community (SADC) region.
Authorities also launched a crime-fighting campaign yesterday to tackle urgent challenges.
Masiapato said they expect a rise in the number of vehicles and people by the weekend’s end.
Given its high volume of travelers and goods, the border post is also a hotspot for illicit activities, such as the smuggling of contraband.

A military tribunal in the Democratic Republic of Congo (DRC), has sentenced 13 soldiers to death on charges of murder, looting, and cowardice.
Military authorities said this was a drive to improve army discipline following territorial losses due to soldiers fleeing their posts.
The soldiers were sentenced on Tuesday in Lubero, a town in DRC’s eastern North Kivu province. The region has seen nearly three years of conflict with the Rwanda-backed M23 insurgency, alongside other militia violence, <a href="https://www.reuters.com/world/africa/congo-sentences-13-soldiers-death-bid-boost-discipline-2025-01-01/">as reported by Reuters</a>.
Local army spokesperson Mak Hazukay said intensified fighting in the Lubero territory has been exacerbated by instances of soldiers abandoning their positions, which has allowed the enemy to gain ground. He said:

Some of the soldiers who are supposed to be fighting the enemy at the front have shown a kind of indiscipline. We had to organise this educational trial to set things right.
</blockquote>
In total, 24 soldiers were put on trial. Besides the 13 given death sentences, four received prison terms ranging from 2 to 10 years, six were found not guilty, and one case was delayed for more investigation.
The hearings aimed to rebuild trust between the military and the public said military prosecutor Kabala Kabundi.
All those convicted claimed they were not guilty and had five days to appeal their sentences. A lawyer for one of the defendants confirmed plans to appeal.

After letting them go, he also fled. The suspects were in jail for crimes like assault, robbery, and burglary.
All 13 suspects are now on the run, and the police are searching for them.
The police spokesperson, Rae Hamoonga, said Phiri took the cell keys from a constable while he was drunk. He said:

Ivory Coast has announced that French troops, who have been in the country for many years, will start withdrawing this month.
In a statement on Wednesday, Ivorian President Alassane Ouattara said the withdrawal will begin soon.
The French Marines Infantry Battalion (BIMA) base in Port-Bouët will be handed over to Ivorian forces in January 2025. The 43rd BIMA base will also be returned to the Ivorian military by early 2025.
At one time, France had around 600 troops in Ivory Coast. Recently, several West African countries have called for the removal of French military personnel.
This decision to reduce military cooperation with France comes amid growing anti-French sentiment in many African countries, especially in the Sahel and West Africa.

A 40-year-old foreign national was arrested in South Africa after allegedly attempting to drive a luxury BMW across the border into Zimbabwe on New Year’s Eve.
According to South African police spokesperson Lieutenant Colonel Stephen Thakeng, officers on duty at the Beitbridge Port of Entry spotted a man driving a black BMW G70, 7 Series, valued at over R2 million.
The man intended to cross into Zimbabwe with the vehicle. Said Thakeng (<a href="https://www.iol.co.za/news/south-africa/limpopo/man-arrested-at-beitbridge-border-driving-stolen-luxury-bmw-into-zimbabwe-a8d1fd05-934f-49e5-b432-8d741935f47c">via IOL</a>):

The man had a South African passport. Preliminary investigation reveals that the vehicle is wanted by one of the banks in South Africa. The driver alleged that the real owner will be flying to South Africa on January 1.

Thakeng added that the man was arrested and charged with possession of a suspected stolen vehicle and providing the SAPS with fraudulent documents.
The vehicle was seized, and he will appear in the Musina Magistrate’s Court on January 3.
Meanwhile, Limpopo police commissioner, Lieutenant General Thembi Hadebe, commended the officers for their vigilance in ensuring the suspect was brought to justice.
She attributed the successful arrest to the increased police presence during the festive season.

More than 2,000 Mozambican families sought refuge in Malawi last week as violent protests erupted over a disputed election on October 9, resulting in dozens of deaths.
Monitoring group Plataforma Decide reported that the death toll had reached 125 since the court’s decision and 252 since late October.
On Christmas Day, over 1,500 prisoners escaped from Maputo Central Prison, taking advantage of the national protests following the disputed polls.
According to <a href="https://www.reuters.com/world/africa/mozambicans-flee-neighbouring-malawi-amid-post-election-unrest-2024-12-27/">Reuters</a>, some businesses, including banks, were closed in Mozambique’s capital, Maputo, on Friday, and patrols were set up in some areas.
A senior Malawian official said that as of Wednesday, 2,182 Mozambican households fleeing the violence had crossed into Malawi’s Nsanje district, which borders Mozambique.
In a letter to the country’s commissioner for refugees seen by Reuters, Nsanje district commissioner Dominic Mwandira described the situation as dire, with people urgently requiring humanitarian assistance.
Protests in Mozambique intensified after the Constitutional Council announced on December 23 that FRELIMO’s presidential candidate, Daniel Chapo, secured approximately 65% of the vote, a decrease from the 70% reported by the electoral commission in October.
The Council also adjusted the number of parliamentary seats awarded to FRELIMO, though the reasons for these changes were not disclosed.
Mozambique’s main opposition leader, Venancio Mondlane, who the Constitutional Council said came second in the presidential election and who rejects the results, has called for more protests from his supporters but urged them not to loot or damage infrastructure.

The Zulu King, Misuzulu kaZwelithini, has dismissed his prime minister and KwaZulu-Natal Cooperative Governance and Traditional Affairs (Cogta) MEC, Reverend Thulasizwe Buthelezi.
The dismissal was communicated through a letter to the Zulu nation and all citizens, dated December 25, 2024. The letter stated:

I address you with a heavy heart as I announce my withdrawal with immediate effect of the name of Rev Thulasizwe Dominic Buthelezi from this esteemed position.
Reasons for the withdrawal are to be shared with traditional leaders and the nation in due course as we are still observing uMkhosi until the end of January.

The king called on the nation to unite in support of the process to appoint Buthelezi’s successor, “who will carry forward the torch of leadership.”
King Misuzulu kaZwelithini announced Buthelezi’s appointment at the commemoration of the Battle of Isandlwana in Nquthu, KwaZulu-Natal, in January.
Buthelezi served for about 11 months after the death of the former Zulu prime minister and Inkatha Freedom Party (IFP) founder, Prince Mangosuthu Buthelezi, last year.
He took over the position following the death of Prince Mangosuthu Buthelezi in September 2023. Prince Buthelezi had held the position of traditional prime minister for almost 70 years and worked with three different kings since 1954.
In a similar move in February 2024, King Misuzulu dismissed Ingonyama Trust Board chairperson Thanduyise Mzimela and appointed himself as the new chair of the trust, which administers rural land in KwaZulu-Natal.
For the first time since its formation in 1994, the king, as the sole trustee of Ingonyama, will also chair the ITB.
During the reign of his late father, King Goodwill Zwelithini, Judge Jerome Ngwenya served as the chairperson until the late king’s death in March 2021.

King Misuzulu kaZwelithini Fires The Zulu Traditional Prime Minister

Criminologists in South Africa say criminals who escaped from a Mozambican maximum-security prison earlier this week might cross into neighbouring countries to continue their activities.
Over 1,500 prisoners escaped from Maputo Central Prison on Christmas Day, taking advantage of national protests following the disputed October 9 polls.
Police Chief Bernardino Rafael said the prisoners escaped when protesters vandalised a government building and police cars. Said Rafael:

The inmates disarmed the prison warders and freed their fellow prisoners.
</blockquote>
He said that 29 of the escapees had been convicted of terrorism, while others were sentenced for serious crimes.
In an interview with <a href="https://www.citizen.co.za/news/news-world/news-africa/sa-faces-fallout-from-mozambique-prison-escape/">The Citizen</a>, Professor Anni Hesselink, a criminologist at the University of Limpopo, warned that many of the absconding inmates could be violent and aggressive offenders.
Among the escapees are murderers, rapists, armed robbers, serial rapists, and serial killers, with some serving time for multiple violent crimes. Said Hesselink:

Fleeing to South Africa and amalgamating with criminal networks and the criminal underworld cannot be ruled out, as it will enhance their prospects of freedom.
It will, in turn, put more strain on SA’s problematic high crime rate, our overburdened intelligence and police forces, contributing to the illegal immigrant issue, escalating fear of crime and xenophobia.
</blockquote>
Institute for Security Studies crime analyst Willem Els told The Citizen that it was concerning the escaped criminals were armed and dangerous, having managed to disarm prison warders of weapons and ammunition. Said Els:
<blockquote>
We know that 100 of the prisoners were rearrested and killed by the soldiers, but we don’t know how many of them are still out there.
Since there is unrest in that country, we will see an influx of political asylum seekers coming into the country and some of the criminals might take advantage of that to sneak into the country.
It is not easy to control many people. Remember that some years ago, most of the soldiers were forced to take packages and you can guess what happened when the money was finished.
You may find that some of them were forced to use their skills in the wrong way and be part of the criminals.
</blockquote>
Els emphasized the need for South Africa to strengthen its borders to prevent the entry of dangerous criminals.
He also urged the South African government and SADC countries to work towards bringing peace to Mozambique, to prevent the spillover of criminal activities.

A South African woman, Ntombelanga Pretty Labane, is scheduled to return to court in March 2025 to face fraud charges after earning more than R1.2 million working as a school teacher despite not having a matric certificate.
Labane, from Mpumalanga, holds a Bachelor of Education (B.Ed) degree. However, she allegedly used a fraudulent matric certificate to apply to Walter Sisulu University, where she obtained her degree.
Mpumalanga provincial spokesperson for the National Prosecuting Authority (NPA), Monica Nyuswa, confirmed to <a href="https://www.iol.co.za/news/south-africa/mpumalanga/woman-without-matric-who-earned-r12-million-working-as-a-teacher-to-face-trial-next-year-1d845447-11fb-46cd-8572-7756647136f8?fbclid=IwZXh0bgNhZW0CMTAAAR2x4BtOZxYyrfifPwpVq2AQsdM7OFvh8jhrzWDG3Lw3s8OtZmhiGgZscY0_aem_Xg_jHu60subgkf-ruTU9aA">IOL</a> that Labane’s case has been postponed to March for trial.
Labane, who is not in custody, has made several court appearances before the Amersfoort Magistrate’s Court in Mpumalanga.
She was arrested by the Directorate for Priority Crime Investigation, also known as the Hawks, on charges of fraud.
Lt. Colonel Dineo Sekgotodi, a provincial Hawks spokesperson in Mpumalanga, said that Ntombelanga Pretty Labane had been employed as a teacher since 2016.
It is alleged that on September 1, 2016, Labane applied for a business and accounting teacher’s position at Hlelimfundo Secondary School in Amersfoort, under Mpumalanga’s Volksrust circuit.  Said Sekgotodi:

Labane submitted a CV, copies of a fraudulent matric certificate, a B-ED degree, and SACE (SA Council for Educators) certificates to the school principal, who informed the school management team to consider her application. They then agreed that she is suitable for the post.
</blockquote>
The principal notified the School Governing Body (SGB) of the decision made by the school management team, and the SGB expressed its support for the decision. Said Sekgotodi:

The management team allowed Labane to apply for the post, and she was given an application document called EDU 1 to apply for the post. SGB members and the principal signed the application forms on September 12, 2016.
All relevant documents were sent to the circuit manager who signed and took them to the Department of Education’s district office at Ermelo.
The application was sent to the Human Resource Persal registry section, and it was forwarded to the Human Resource Provisioning section.
After the human resource provisioning section checked it, it was forwarded to the employment section where it was captured and Labane was employed.
</blockquote>
Labane’s troubles began when a whistleblower, aware that the woman had not completed her matriculation, reported the issue to the Public Service Commission offices in Mpumalanga. This led to an investigation by the Public Service Commission. Said Sekgotodi:

After the investigations, findings and recommendations were made.
The principal, circuit manager and the district office were asked about a fraudulent matric certificate and they reported that they did not notice that it was fraudulent as they do not have detectors to verify the validity of the documents.
The Public Service Commission referred the matter to the Hawks’ Secunda-based serious commercial crime investigation (unit) for further investigation in July 2022.
</blockquote>
The Hawks spokesperson confirmed to IOL that Labane is not in custody, as no arrest warrant has been issued against her.
Further investigations by the Hawks revealed that Labane does not possess a Grade 12 certificate.
She attempted the matric exams four times— in 2003, 2004, 2005, and 2006— but failed each time. Said the Hawks:

Labane then forged the matric certificate by putting the certificate number: 040 9517 7028 B which belonged to another candidate called Nozipho Ritta Ngema.
The results that were appearing on her fraudulent matric certificate were not her real results.
</blockquote>
Labane submitted her fraudulent matric certificate to apply for admission at Walter Sisulu University, where she successfully obtained a Bachelor of Education (B.Ed) degree.

Mahamat called on Mozambican security services to exercise restraint in the use of force while maintaining law and order in the country. He said:

The Chairperson encourages security services to exercise restraint in the use of force in the midst of the violence and maintenance of law and order.
The Chairperson further urges the Government and the all the national political and social actors to seek a peaceful solution to resolving the current crisis to avoid further loss of life and destruction of property.
The Chairperson reaffirms the AU’s commitment to collaborate with the Mozambican Government and national stakeholders, as well as the Southern African Development Community (SADC) towards putting a stop to the violence and safeguarding of constitutional democracy in the Republic of Mozambique.

The European Union (EU) takes note of the proclamation by the Constitutional Council of the results of the general elections held on 9 October, announcing Daniel Chapo as President of the Republic of Mozambique.
The EU is extremely concerned by the post-election violence and deplores the considerable loss of lives that occurred so far.
We urge all sides to maintain restraint and refrain from any action that may further exacerbate tensions. We also call for accountability and justice to tackle instances of human rights violations.
As testimony of the EU’s continued engagement on contributing to strengthening Mozambican democracy and following an invitation by the authorities of Mozambique, the EU deployed an Election Observation Mission (EU EOM) to observe the electoral process. EU EOM noted irregularities during counting of votes and unjustified alteration of election results.

Zambia’s Constitutional Court has ruled that former president Edgar Lungu is ineligible to stand in future elections after he announced his return to active politics in 2023, reported <a href="https://www.news24.com/news24/africa/news/constitutional-court-rules-lungu-cant-stand-as-a-presidential-candidate-in-zambia-20241210">News24</a>.
The court determined that Lungu’s first term, which lasted 20 months from 2015 to 2016 following the death of then-president Michael Sata, should be considered a full term.
His second term spanned from September 2016 to August 2021, after which he lost the presidency to United Party for National Development candidate Hakainde Hichilema in the 2021 national election.
Lungu had contended that his initial period in office did not count towards the maximum term limit, but the court was persuaded otherwise by arguments presented by youth activist Michelo Chizombe.
This ruling prevents Lungu from challenging incumbent Hakainde Hichilema in the 2026 elections.
Justice Arnold Mweetwa Shilimi, the deputy president of the Constitutional Court said:

A person who has twice held office and been elected cannot serve another term. Our combined interpretation of the constitution is that the respondent’s term of office from 25 January 2015 to 13 September 2016 constituted a term of office.

Lungu assumed office after the death of Sata in October 2014. Chizombe argued that since Lungu had been properly installed, it did not matter that his succession was not via a vote.
Ahead of the trial, Lungu accused Hichilema of using the law to avoid a showdown at the polls, describing it as “cowardly and dirty political schemes” to bar him.
The Constitutional Court was initially seen as sympathetic to Lungu, who had appointed six of its eleven judges.
Hichilema removed three of those judges, all of whom had ruled against him when he challenged Lungu’s previous victory.

Mnangagwa became SADC Chairperson on August 17, 2024, during the 44th SADC Summit in Harare, Zimbabwe.

The SADC Chairperson and the President of the Republic of Botswana will also perform a ground-breaking ceremony for the commencement of the construction of the SADC Standby Force Regional Logistics Depot (RLD) at Rasesa village, in the Kgatleng District, 40km from Gaborone.
The SADC Standby Force Regional Logistics Depot will serve as a storage for materials, equipment and end-user stocks for use by the SADC Standby Force when undertaking mandated peace support and humanitarian missions.
The SADC Chairperson oversees the highest level of the governance structure of SADC, and among others, has the overall mandate of providing policy direction, and controlling the functions of SADC.

Mnangagwa And Boko To Visit SADC Secretariat Headquarters

South Africa’s Democratic Alliance (DA) has hit back at reports suggesting that Minister of Basic Education Siviwe Gwarube could lose her job amid growing tensions over the Basic Education Laws Amendment (BELA) Act.
On Sunday, newspaper reports suggested that President Cyril Ramaphosa is under intense pressure from within his African National Congress (ANC) to fire Gwarube who – in accordance with her party position – is openly opposed to the implementation of the Basic Education Laws Amendment (BELA) Act.
In a statement, DA leader John Steenhuisen insisted that firing Gwarube or any other DA minister “for doing their jobs” would not be tolerated. He said:

Doing so would signal an end to the Government of National Unity (GNU).
</blockquote>
Steenhuisen also addressed misinformation surrounding the consultation process, which has been ongoing since Ramaphosa signed the BELA Act into law nearly three months ago. He said:

These consultations are ongoing through the clearing house mechanism within the GNU. During this time, the minister has met with members from Solidarity, and the Presidency, at NEDLAC (National Economic Development and Labour Council) after a dispute was lodged by the union.
This process is entirely separate from the consultation process, and conflating the two is misleading, and factually incorrect. This was a mandatory process, in terms of the law, to prevent strike action arising out of the dispute. The outcome of this engagement was a settlement, signed by the Minister of Basic Education, the Presidency, and the union.
The fact that the Presidency has now distanced itself from this legislated process, which they were party to, is as disgraceful, as it is confusing.
As leader of the DA, I would like to make this point loud and clear. We support the process followed by the minister, as she was fulfilling her legally obligated responsibilities, and respect the outcome of the negotiations at NEDLAC.
We have been clear since the outset. We are in government to bring about positive change, including inclusive economic growth, and jobs, and at all times we are guided by the rule of law and the Constitution of South Africa. Anything to the contrary will not be tolerated.

Although the Act was passed by Parliament on October 26, 2023, and assented to in September, the implementation of sections 4 and 5 has been delayed for three months to facilitate multi-party discussions and the development of proposals aimed at resolving the ongoing disputes.
Clause 4 gives the Basic Education Department the authority to instruct schools to enrol more pupils if there is a surplus in some schools. This aims to address imbalances in school admissions.
This clause allows provincial departments to amend schools’ mother-tongue education policies only if the community around the school does not speak that language. This is intended to ensure that language policies are more inclusive and reflective of the local community.
The Democratic Alliance (DA) opposes Clauses 4 and 5 of the Basic Education Laws Amendment (BELA) Act for several reasons.
The DA believes these clauses give the state too much control over school admissions, potentially undermining the autonomy of School Governing Bodies (SGBs) and leading to a loss of local decision-making power.
Clause 5, which allows provincial departments to amend schools’ mother-tongue education policies, is seen by the DA as a threat to the preservation of mother-tongue education. They argue that this could lead to the marginalisation of certain languages and cultures.
The DA, along with other stakeholders like trade union Solidarity and NEDLAC, has called for these clauses to be excluded from the BELA Act to maintain peace and stability in schools.

DA Warns Ramaphosa That Firing Siviwe Gwarube Would Break GNU

Ghana’s former President, John Dramani Mahama, has won the country’s presidential election after Vice President Mahamudu Bawumia conceded defeat.
Bawumia admitted the loss in a news conference on Sunday and said that the people of Ghana had voted for change.
He called Mahama, of the National Democratic Congress (NDC), to congratulate him on his victory.
Mahama (65) secured 56.3% of the vote, while Bawumia received 41.3%, according to the NDC’s internal tally. The NDC also won the majority in parliament.
This marks the end of two terms in power for the New Patriotic Party (NPP), under President Nana Akufo-Addo, which has faced economic challenges including high inflation and a debt default.
Mahama’s victory makes him the first president of Ghana’s Fourth Republic to reclaim the presidency after being voted out. He was president of Ghana between July 2012 and January 2017.
His campaign focused on addressing the country’s economic struggles and corruption, while also voicing support for a controversial anti-LGBTQ bill passed by Ghana’s parliament in February but which is yet to be signed into law.
Ghana’s election commission is expected to announce official results by Tuesday.

Ghana’s Opposition Wins Presidential And Parliamentary Elections

The African National Congress (ANC) has emerged victorious in the by-elections held in Thabazimbi, Limpopo, South Africa on Wednesday.
The by-elections were triggered by the dissolution of the Thabazimbi Local Municipality, which left all council seats vacant.
With over 51,000 registered voters eligible to participate, voting took place across 57 stations in the region. A total of 405 candidates from 21 political parties and five independents contested the 24 available seats.
According to the Electoral Commission of South Africa (IEC) in Limpopo, 19,812 people cast their ballots in the by-elections.
Addressing the media on Thursday, December 05, IEC electoral provincial officer for Limpopo Nkaro Mateta said:

This falls within the range of our normal by-election turnout of around 40%.
</blockquote>
The ANC secured 39.65% of the vote, winning 10 council seats, while the Democratic Alliance (DA) followed with 16.41%, earning four seats.
The Economic Freedom Fighters (EFF) gained three seats with 13.32%, and both the Labour Party of South Africa and the Freedom Front Plus (FF+) obtained two seats each.
The uMkhonto weSizwe (MK) and Thabazimbi Residents Association (TRA) each secured one seat.
Despite the ANC’s victory, no party achieved an outright majority, resulting in a hung council and the need for coalitions.
In the 2021 local elections, the ANC had won 11 out of 12 wards but lacked an overall majority, leading to DA control of the municipality through a coalition with smaller parties.
This shift reflects a growing trend of hung councils in South Africa, with the number of such councils increasing significantly from 29 in 2000 to 82 in 2021.

In his congratulatory message on Wednesday, December 4, Mnangagwa said that Nandi-Ndaitwah’s victory reflects the trust and confidence that the people of Namibia have in her leadership. He wrote:

South Africa's President, Cyril Ramaphosa, Reshuffles Cabinet

The governing South West Africa People’s Organisation (SWAPO) candidate, Ndemupelila Netumbo Nandi-Ndaitwah, has been declared the winner of Namibia’s presidential election, making her the country’s first female president.
Following last week’s contested election, Nandi-Ndaitwah (72) secured over 57% of the votes cast, while her closest rival, Panduleni Itula from the Independent Patriots for Change (IPC), received 26%.
In the National Assembly election, SWAPO won 51 of the 96 seats, while the IPC won 20 seats.
The results were announced on Tuesday evening by Elsie Nghikembua, chairperson of the Electoral Commission of Namibia (ECN), in the capital city of Windhoek. Said Nghikembua:

In the presidential elections,15 candidates participated… by the powers vested in me as the chairperson of the ECN, [I] do hereby declare that Nandi-Ndaitwah has been duly elected the president of Namibia.
</blockquote>
Following logistical issues and a three-day extension of polling in some areas, Itula said on Saturday that his party would not recognise the election results, citing allegations of electoral malpractice.
As a result, many opposition parties decided to boycott the results announcement.
SWAPO has been in power in Namibia, a large but sparsely populated southern African country, since 1990, when it gained independence from apartheid South Africa.
Nandi-Ndaitwah, a party stalwart and current vice president, is a trusted leader who has served in high government positions for 25 years.
Nandi-Ndaitwah was promoted to vice president from minister of foreign affairs in February after President Hage Geingob died while in office.
Once sworn in, she will join an exclusive group, as Tanzania’s Samia Suluhu Hassan is currently the only female president in Africa.
Itula, a trained dentist, is regarded as more charismatic than Nandi-Ndaitwah. He reduced SWAPO’s popularity in the 2019 presidential election, lowering its vote share from 87% to 56%.
The IPC has announced plans to seek justice through the courts and has urged people who believe they were unable to vote due to mismanagement by the electoral commission to file reports with the police.
