The Amalgamated Rural Teachers Union of Zimbabwe (ARTUZ) has welcomed the recent gazetting of education regulations aimed at enforcing the implementation of both the Education Act and the Constitution.
Among the key provisions, the regulations prohibit schoolchildren from visiting teachers’ quarters without a valid reason and ensure that no student will be denied access to education due to unpaid fees or levies, lack of a birth certificate, pregnancy, or poor academic performance.
The regulations were gazetted by Primary and Secondary Education Minister Torerayi Moyo on Friday, 14 February, through Statutory Instrument 13 of 2025.
In a statement issued on 15 February, ARTUZ acknowledged the inclusion of eight progressive policies and recommendations from its quarterly monitoring reports.
However, the union expressed strong concerns about sections 20 (2) &amp; (3) of the regulations, arguing that these provisions violate section 75 of the Constitution.
ARTUZ warned that the sections, which mandate parents to fund basic education, could further limit access to education for many children. ARTUZ said:

Section 75 (1) – Every Citizen and Permanent Resident of Zimbabwe has a right to; a basic state-funded education, including adult basic education; and 
Further education that the state must make available progressively through laws, and other measures.
Section 75 states that access to State-funded basic education is absolute. Progressive realization of state funding only applies to further education not basic education.
We find the gazetted regulations violate this basic right.

ARTUZ also criticized the requirement for fee payment before schools open, highlighting its negative impact on payment plans that have helped keep students in school. The union said:

Schools have been engaging with parents on payment plans. These regulations are against the spirit of payment plans which have kept learners in school.
The Minister should have clarified how the state is going to fully fund basic education not to transfer the burden to struggling parents.
The mere assertion that no learner should be turned away from school for failing to pay fees is inadequate.
</blockquote>
ARTUZ commended the Minister for addressing crucial issues, including the handling of sexual abuse cases, school feeding programs, school discipline, and support for learners with disabilities and pregnant girls, among others.
However, the union expressed disagreement with Section 12(C), which grants parents the authority to withdraw their pregnant children from school. ARTUZ said:

The Education Act makes it an offence for parents to keep children at home. Parents should not be allowed to decide whether a pregnant girl should stay in school or not.
Some parents may pull girls out of school for either cultural or religious reasons. The right to education for pregnant girls should be absolute.
The regulations are silent on the provision of sanitary pads which is a critical issue provided in the Education Act.

ARTUZ argued that the regulations make it easier for school heads to expel students. The union believes the regulations should have specified that expulsion should be a last resort, only after all other clearly defined options have been exhausted.
Under the current provisions, first-time offenders could be expelled for what are considered serious offences.

ARTUZ Welcomes New Education Regulations, Criticizes Parental Funding Clause

The government has implemented new regulations that prohibit schoolchildren from visiting teachers’ quarters without a valid reason.
No student will be denied access to education due to non-payment of fees or levies, the absence of a birth certificate, pregnancy, or low academic performance.
These measures are part of a set of regulations gazetted by Primary and Secondary Education Minister, Torerayi Moyo, on Friday, 14 February, through Statutory Instrument 13 of 2025.
The new regulations aim to address societal issues such as drug abuse, sexual harassment, and bullying.
Section 12 stipulates that if a girl becomes pregnant, the school is required to provide psycho-social support to assist her through the process. It reads:

Where a girl who is a pupil at a school becomes pregnant, the school head — (a) shall inform the parents of the girl as soon as possible if they are not already aware of the pregnancy, (b) shall facilitate psycho-social supportive services to the girl and parent, (c) if the girl and her parents so wish, the girl shall be permitted to remain at school for as long as possible before the delivery of her child, and to return thereafter as soon as her health and the health of her child permit it.
</blockquote>
Section 14 of the regulations prohibits students from visiting teachers’ quarters. It reads:
<blockquote>
14 (1) No pupils must be allowed at the school staff quarters. (2) Every school shall develop guidelines for the pupils to access staff offices and base rooms to ensure safety of the pupils. (3) Subsection (1) shall not apply where the pupil is a child or relative of the teacher or member of staff whose living-quarters he or she enters and resides in.
</blockquote>
Section 18 grants school heads the authority to suspend a student for up to 14 days if they reasonably suspect the student of serious misconduct, allowing time for investigations. It reads:
<blockquote>
No pupil may be suspended from school without first being granted a reasonable opportunity, with the support of his or her parents, to make representations with respect to the proposed suspension.
</blockquote>
Section 20 prohibits the exclusion of students from school due to non-payment of any fees or levies. However, it requires parents and guardians to settle school fees and levies before the start of each new term. Reads the regulations:
<blockquote>
Basic education is compulsory and, if the parents of the pupil cannot afford the tuition fees and levies at a Government school, the State shall assist, within the limits of the resources available to it, in providing that education.
Admission of children into Government schools; No school head shall exclude a child of school-going age from enrolment at a Government school solely on the ground that the child does not have a birth certificate.
No child of school-going age shall be denied admission into basic education in Government schools based on the quality of results he or she possesses.

The government made new rules for schools: 

- Kids can't go to teachers' rooms unless it's important.
- No one can stop kids from going to school for not paying fees, having no birth certificate, being pregnant, or doing badly in school.
- The rules help with problems like drugs, harassment, and bullying.
- If a girl is pregnant, the school will help her and let her stay in school as long as possible.
- Students can't go to teachers' homes unless they are related or have permission.
- Schools can suspend students for up to 14 days if they do something very wrong.
- Kids can't be kept out of school for not paying fees, but parents should pay fees at the right time.
- All children should be allowed to go to school, even if they don’t have a birth certificate or if their results are not great.

New Regulations Prohibit Learners From Visiting Teachers' Quarters, Ensure Pregnant Pupils Remain In School

The Anglican Diocese of Manicaland has handed over 14 buses valued at US$3 million to its primary and secondary schools in the province.
As reported by <a href="https://www.newsday.co.zw/local-news/article/200038297/anglican-schools-receive-14-buses">NewsDay</a>, the buses were officially commissioned by Bishop Eric Ruwona on Friday at St Catherine Girls College in Rusape.
The event, which also marked the opening of the girls-only school, underscored the Diocese’s commitment to improving educational opportunities.
In his welcoming remarks, Bishop Ruwona said the addition of the buses would greatly improve the quality of education, particularly through facilitating educational tours for students. He said:

We are going to employ transport managers who are going to manage these buses so that we generate income. We don’t want these buses to lie idle.
As the Anglican Diocese of Manicaland, we are always striving to make our schools the best in the country.

The occasion was graced by several dignitaries, including diocesan secretary Edmund Father Samutereko, Archbishop of Central Africa and Bishop of Lusaka Albert Chama, Manicaland Provincial Affairs Minister Misheck Mugadza, and Provincial Education Director Richard Gabaza, who stood in for Primary and Secondary Education Permanent Secretary Moses Mhike.
In a speech read on his behalf, Mhike said that he hoped the buses would be put to good use. He said:

I want to applaud the Anglican Diocese of Manicaland for the procurement of buses. This is responsible enough from a responsible authority.
The acquisition of the top-of-the-range buses is a commitment to the delivery and improvement of learners’ outcomes under a responsible authority.
The buses are going to reduce the transport costs as the schools used to hire buses. My hope is that the buses are going to be put to good use.

Some of the schools which benefited from the buses are St Mary Magdalene, Little St Augustine of Hippo Primary School in Penhalonga, St Anne’s Mission School, St David’s High School, St Francis of Assisi Primary and Newengo, among others.
In total, the diocese has 54 schools.

The Anglican Diocese of Manicaland gave 14 buses to their schools worth $3 million. The buses were handed over at a special event at St Catherine Girls College. This will improve educational opportunities for students by providing transportation for educational tours. The schools will also make money by hiring out the buses when not in use. Many important people attended the event and praised the Diocese for their responsible decision. Schools like St Mary Magdalene and St David's High School were among those who received buses. Overall, the Diocese has 54 schools in total.

Anglican Schools In Manicaland Receive 14 Buses

The Zimbabwe School Examinations Council (ZIMSEC) has announced the examination fees and structure for the June and November 2025 sessions.
In a notice issued on Thursday, 13 February, ZIMSEC confirmed that the fees remain unchanged from previous sessions and urged candidates to strictly follow the registration dates and deadlines provided by their schools. ZIMSEC said:

The ZIMSEC June and November 2025 Examination Registrations are now in progress. Guardians and Candidates can visit their nearest School/ Centre for registration.
</blockquote>
The 2025 examination fee for Ordinary Level (per subject) is set at US$24 in total. Of this amount, candidates in public schools, local authority schools, and non-profit mission schools will pay a USD portion of US$11, while the government will subsidize US$13. Private school, college, and private candidates will not benefit from the government subsidy and will be required to pay the full US$24 per subject.
For Advanced Level (per subject), the 2025 examination fee is US$48. Candidates in public schools, local authority schools, and non-profit mission schools will pay a USD portion of US$22, with the government subsidizing US$26. Private school, college, and private candidates will not receive the government subsidy and will pay the full US$48 per subject. Said ZIMSEC:
<blockquote>
Parents and guardians are guided to pay the fees in a currency of their choice. (Rand, USD, or ZWG). For payments in ZWG, the prevailing interbank USD to ZWL exchange rate as of the 10th of March 2024, for the June session, and the 24th of March 2024, for the November session, will be confirmed by ZIMSEC to all examination centres.
</blockquote>
ZIMSEC also clarified that the government subsidy does not apply to candidates retaking any subjects, and the BEAM programme does not cover retake examinations.
The subsidy is limited to a maximum of 7 subjects for Ordinary Level candidates and 4 subjects for Advanced Level candidates, including Communication Skills.

ZIMSEC has set the examination fees for the June and November 2025 sessions. The fees are the same as before. Candidates in public schools, local authority schools, and non-profit mission schools will have part of their fees paid by the government, while others will need to pay the full amount. The fees can be paid in different currencies. The government subsidy does not apply to retaking subjects, and there is a limit on how many subjects can be subsidized. Candidates need to follow registration dates provided by their schools.

ZIMSEC Sets 2025 June And November Examination Fees

The Mthwakazi Republic Party (MRP) has petitioned the government, the Zimbabwe School Examinations Council (ZIMSEC), and the international community to withdraw and ban Heritage Studies school textbooks, which it claims promote a single culture and language while marginalising others.
The petition, signed by MRP secretary-general Velile Moyo, National Women’s League chairperson Kinalimang Magaseni, and National Youth League chairperson Mkhululi Jele, was dated February 10, 2025.
It was addressed to the Ministry of Primary and Secondary Education and copied to ZIMSEC, the Zimbabwe Republic Police, the President’s Office, the authors of the Heritage Studies textbooks, the Southern African Development Community, the African Union Commission, UNICEF, UNESCO, the Office of the High Commissioner for Human Rights, Defence for Children International, and the Child Rights International Network. <a href="https://newsday.co.zw/southerneye/local/article/200038170/mrp-petitions-govt-zimsec-over-controversial-heritage-book">The petition reads in part</a>:

We demand the immediate removal and ban of all forced tribal and culturally-biased educational school literature, including Heritage studies school textbooks that perpetuate the forced teaching and learning of Shona-oriented heritage to all students in all school grades up to tertiary level in all provinces in Matabeleland and Midlands [provinces]…
We demand that Primary and Secondary Education minister Torerai Moyo take immediate action to withdraw and ban all heritage studies school textbooks that promote one language and dominant culture, but to develop and implement a new, inclusive curriculum that celebrates and promotes the cultural diversity and heritage of all Zimbabwean communities.
</blockquote>
The Mthwakazi Republic Party (MRP) argued that the Heritage Studies textbooks violate the Constitution of Zimbabwe (2013) and international human rights law, including the United Nations Convention on the Rights of the Child and the African Charter on the Rights and Welfare of the Child.
MRP claimed the Heritage Studies curriculum is not only oppressive but also discriminatory, contributing to the marginalization of Ndebele-speaking communities.
The secessionist party called on authorities to intervene and protect the rights of Ndebele children and learners in Matabeleland and the Midlands.
Government departments and SADC have yet to respond to the petition, while international organizations such as Defence for Children, the AU Commission for Human Rights, the Secretariat for Child Rights Connect, and UNESCO have acknowledged receipt.
In a recent statement, the Ministry of Primary and Secondary Education clarified that it had not approved the use of the textbooks in question in schools.

The Mthwakazi Republic Party wants to ban Heritage Studies textbooks that promote one culture and language. They say these books are unfair to other cultures. They sent a petition to the government and ZIMSEC asking to withdraw the books. They want a new curriculum that celebrates all Zimbabwean cultures. The party thinks the books violate the Constitution and children's rights. They worry that Ndebele-speaking communities are being left out. MRP Petitions Govt, ZIMSEC To Ban Heritage Studies Textbooks

Shingirirayi Secondary School in Mazowe District, Mashonaland Central Province, is facing collapse due to encroaching small-scale mining activities, and the nearby Jumbo Mine, reported <a href="https://www.sundaymail.co.zw/fears-over-possible-school-collapse-in-mazowe">The Sunday Mail</a>.
Established in 1987 with 400 students, the school is situated in an area heavily impacted by mining.
A recent report from the Mashonaland Central Province mines and explosives inspectorate noted significant damage to teachers’ houses and roads near the school, as well as environmental hazards including dust, blasts, and noise.
The report recommended the immediate evacuation of both learners and teachers to ensure their safety. Part of the report reads:
<blockquote>
In view of the above, and in the interest of safety and health of learners at the school and promotion of environmental protection best practices, the inspectorate recommends relocation of the school.
</blockquote>
Taungana Ndoro, Director of Communications and Advocacy in the Ministry of Primary and Secondary Education, said they had engaged the Ministry of Mines, EMA, and local leaders and are assessing the situation.
Ndoro said immediate steps include working with the Department of Civil Protection and local stakeholders.
Authorities are also evaluating the possibility of temporarily or permanently relocating the school. Said Ndoro:

A task force comprising education, mining and environmental experts to oversee these interventions is also being mooted.
The ministry recognises that this challenge extends beyond Shingirirayi Secondary School. To protect schools nationwide, we are establishing clear guidelines for siting schools away from high-risk zones and reviewing existing infrastructure in mining areas…
We urge mining operators, communities and policymakers to join us in prioritising education and child welfare above all else.
Updates on Shingirirayi Secondary School and broader interventions will be shared transparently as developments unfold.
</blockquote>
EMA spokesperson Amkela Sidange urged mining companies to practice responsible mining that prioritises environmental protection. She said:
<blockquote>
In cases where there is dust, we encourage mining corporations to apply dust-suppressing measures.
</blockquote>
The village head, Tungamirai Phiri, said relocating to a recreational facility is nowhere near a solution since it’s already degraded ground. He added:
<blockquote>
Village heads, together with our councillor and chief, do not second relocation but rather spearhead perimeter wall construction, water and energy supply, humps construction and an awareness campaign as a measure to reduce school dropouts.
</blockquote>
In 2023, the government closed Globe and Phoenix Primary School in Kwekwe, Midlands province, after 18 students were injured when a classroom floor collapsed into an underground mining shaft.
Some of the learners fell into the shaft while others managed to escape through windows as the floor caved in.

Shingirirayi Secondary School in Mazowe is in danger of collapsing because of nearby mining activities. The mines are causing damage to the school and its surroundings, like teachers' houses and roads. The government is considering relocating the school to keep the students and teachers safe. They are working with mining and environmental experts to find solutions. It's important for mining companies to be responsible and protect the environment. Another school in Kwekwe was closed in 2023 due to a similar incident. It's important to prioritize education and child welfare above all else.

School In Mazowe At Risk of Collapse Due To Mining Activities

Forty learners from Knowstics Academy, whose results were withheld by the British Council due to the institution’s failure to pay outstanding examination fees, have finally received their Cambridge Ordinary Level results.
The examination results were withheld after the previous administration failed to remit US$22,000 in exam fees to the British Council.
Chengetai Mujakachi, the British Council’s regional head of communications for Sub-Saharan Africa, confirmed the development to <a href="https://www.manicapost.co.zw/new-knowstics-academy-learners-finally-get-cambridge-o-level-results/">The Manica Post</a>. Said Mujakachi:

We had a productive meeting last Thursday at our offices in Harare, which included the Corporate Rescuer (representing the school), a representative of the parents affected, and our legal teams.
Based on a revised written assurance and a schedule of payment for the settlement of the debt, we have decided to release all pending results.

Forty students from Knowstics Academy finally received their Cambridge O-Level exam results after they were initially withheld by the British Council due to unpaid fees. The school owed $22,000 in exam fees. The British Council confirmed that after a meeting with the school's Corporate Rescuer and parents, they decided to release the results based on a new payment plan. Now, the students can see how they performed in the exams.

Knowstics Academy Students Finally Receive Withheld Cambridge O-Level Exam Results

Chaos erupted at Phakamani High School in Plumtree, Matabeleland South Province on Friday as students challenged their teacher during a heritage studies lesson.
The female teacher was discussing the hierarchy of languages and cultures and said that Shona was the most recognised language in the country.
However, the students disagreed and said the Constitution equally recognises all 16 national languages.
The teacher had said, “In Zimbabwe, we have 16 languages, with Shona being the first language,” which sparked fury among the learners.
In response to inquiries from <a href="https://newsday.co.zw/southerneye/local/article/200037808/chaos-in-class-in-plumtree-as-learners-clash-with-teacher">Southern Eye</a>, Taungana Ndoro, spokesperson for the Ministry of Primary and Secondary Education, confirmed on Monday that the government’s Heritage-Based Curriculum recognises all 16 national languages, including Sign Language. Said Ndoro:
<blockquote>
Besides, no language is compulsory, even English is not compulsory. Therefore, the allegations do not represent the government’s position and we are going to send a team to the school to investigate.
</blockquote>
Mthwakazi Republic Party (MRP) leader Mqondisi Moyo said students have the right to protest against the marginalisation of their language and culture. Said Moyo:
<blockquote>
I applaud the learners for knowing their right to their language and culture and resisting the imposition of other people’s language and culture on them.
What happened at the school was a significant event marking a pivotal moment in the struggle for cultural preservation and educational equality.
Tribal egotism can hinder national unity, social cohesion and inclusive development and can hinder Matabeleland learners’ education and cultural heritage by imposing a dominant culture and language, marginalising or erasing Ndebele and other local languages, histories and cultural practices and limiting access to education and resources to other tribes.
</blockquote>

Students at Phakamani High School in Plumtree, Zimbabwe got upset when their teacher said Shona was the most important language. They said all 16 national languages are equally recognized. The government agrees and says no language is compulsory. The Mthwakazi Republic Party leader supports the students' protest against the marginalization of their language and culture. He says everyone should have the right to their own language and culture. It's important to preserve different cultures and languages to have a united and fair society.

Plumtree Students Challenge Teacher's Remarks On Shona Language

The Minister of Higher and Tertiary Education Innovation Science and Technology Development, Frederick Shava, said the government is working to improve the conditions of service for staff in universities and colleges, reported <a href="https://www.herald.co.zw/govt-to-improve-conditions-for-higher-education-staff/">The Herald</a>.
During a meeting with heads of tertiary institutions in Harare on February 3rd, Shava acknowledged that higher education institutions are losing skilled workers due to low pay. He said:
<blockquote>
Almost every university that we have under our ministry is experiencing a lot of movement of skills, people resigning and moving to other places or taking jobs elsewhere and the complaint that they have is the salary level and other conditions of service.
So, we are trying to address both so that we are comparable to the regional salary levels. His Excellency the President has already authorised us to move towards regional parity, we still have to discuss and negotiate with the Ministry of Finance to see how best we can get to those levels.
Those levels do not just mean money, its money, its conditions of service, its accommodation, so this is what we are trying to explore to see if we can retain people because we are satisfying some of their basic needs.
</blockquote>

The government wants to make university and college staff happy. They are working to give them better pay and working conditions. Many skilled workers are leaving because they do not get paid enough. The President wants the salaries to be like in other countries nearby. They are also looking at things like housing to keep staff happy. They still need to talk to the Ministry of Finance to make this happen.

Govt Pledges To Improve Pay And Conditions For University And College Staff

The Higher Education Quality Assurance Committee (HEQAC) of the Zimbabwe Council for Higher Education (ZIMCHE) has approved the Brethren in Christ Church’s (BICC) proposal to establish the University of Matopo.
BICC, which currently operates Matopo High School, Mtshabezi High School, and Wanezi High School, among others, will now expand its educational footprint with the new university.
With this approval, Matabeleland South Province will increase its higher education institutions to three, joining Solusi University and Gwanda State University, which are already located in the province.
In an acceptance letter addressed to Professor Henry Sibanda, chairperson of the University of Matopo Trust (UMT), ZIMCHE Chief Executive Officer Professor Kuzvinetsa Dzvimbo confirmed that the provisional registration for the University of Matopo is valid from January 2025 to January 2026. Said Prof. Dzvimbo:
<blockquote>
We are pleased to inform you that the application by the proposed University of Matopo for registration was approved by HEQAC of ZIMCHE. The proposed University of Matopo is hereby granted provisional registration, which shall be valid for 12 months from January 10, 2025, to January 11, 2026.
The provisional registration authorises the institution to commence or continue the development of physical facilities, assemble academic resources, and submit academic programmes for consideration and approval by ZIMCHE.
</blockquote>
Prof. Dzvimbo further said that the university may only begin recruiting students once it receives specific approval from ZIMCHE.
Before the provisional registration expires, the University of Matopo must apply for final registration by submitting the necessary forms and paying the prescribed fees.

A group called Brethren in Christ Church wants to start a new university called the University of Matopo. They already run some high schools. The Zimbabwe Council for Higher Education said yes to the new university. It will be in Matabeleland South Province. They have until 2026 to get everything set up and approved. They can't take students until they get final approval. This will be the third university in the province. It's a big deal for the community and for education in the area.

ZIMCHE Grants Provisional Registration For University Of Matopo

The Zimbabwean government diverted millions of US dollars intended for the Basic Education Assistance Model (BEAM) programme to fund preparations for the Southern African Development Community (SADC) Summit in August 2024.
Speaking at a recent event in Mhondoro, Minister of Primary and Secondary Education, Torerayi Moyo, admitted that the diversion of BEAM funds led to unexpected school drop-outs, poor attendance, and suffering to learners. Said Moyo (via <a href="https://bulawayo24.com/index-id-news-sc-national-byo-250127.html">Bulawayo24</a>):
<blockquote>
I am aware of the unexpected school drop-outs, poor attendance and suffering that was caused when we withhold and delay in effecting payments of BEAM fees countrywide. We apologise to all beneficiaries and some struggling masses who were shortchanged.
The money which was supposed to pay fees meant for BEAM was diverted into funding the SADC Summit and I know you are aware that we successfully hosted the event.
It was beyond my control to stop the spending on the SADC Summit, but I promise and (you will) agree that from now onwards, you will notice that there have been great improvements in terms of educational systems and policies.
We assure all beneficiaries that everything is now in order and we will never shortchange all beneficiaries this time.
We heard your plight and worst experience when we failed to pay for their school fees within the normal time frame.
We wish to correct and rectify that abnormality and make sure every child gets back to school and fulfil their educational expectations.
We will see from the Schools’ improvement grant coffers if we can assist in renovating some blocks affected by cyclones in Mhondoro.

Moyo committed to securing the necessary funds for Muzavazi Secondary School to facilitate its development from a satellite school into a fully recognized institution. He said:
<blockquote>
I will release US$5,000 from complementary funding and pledge it to Muzavazi Secondary School so that they will be developed from being a satellite school into a formal institution which will have an examination centre, ensuring construction of a lock room for examination papers security.
From the information which we gathered here, we heard the Headmistress disclosing that since its inception (Muzavazi Satellite Secondary school), it boasts of a 12,5% pass rate in 2023, whilst in 2024 (last year), it improves to 19%, hence the need for us to construct that strong room to transform it into a formal one.
</blockquote>
He also promised to organize and host a celebration for Muzavazi Primary and Secondary (Satellite) Schools if they exceed his target of a 50% pass rate plus 1% over the next three to four examination years.

Marange High School (MHS), run by the United Methodist Church (UMC) in Manicaland Province, recorded a notable improvement in the latest Zimbabwe School Examinations Council (ZIMSEC) 2024 Advanced Level exams.
According to <a href="https://www.newzimbabwe.com/marange-umc-high-school-among-manicalands-zimsec-advanced-level-results-fast-movers/">NewZimbabwe.com</a>, out of 85 students who sat for their ‘A’ Levels, the school’s overall pass rate rose to 98.82% from the previous year’s rate of around 91%.
This increase is remarkable considering MHS does not strictly recruit only competent learners, unlike other schools.
16 students achieved results ranging from 14 to 20 ‘A’ Level points. One student earned 20 points in Mathematics, Physics, Computers, and Chemistry, while four others scored between 16 and 19 points.
Marange High School has also championed the girl child’s right to education, enrolling 56 female students and 29 males.
Official records indicate that most districts in Manicaland Province achieved higher than the national pass rate of 94.58%, with Buhera at 97.8%, Makoni at 97.3%, Mutare at 96.54%, Nyanga at 97.16%, Chimanimani at 98.23%, Mutasa District 98.7%, and Chipinge District, the lowest in the province, at 93.5%.
Approximately half of Zimbabwe’s top 10 performing schools have been from Manicaland Province over the years.
According to ZIMSEC, 31,443 of the 33,246 candidates nationally achieved Grade E or better in two or more subjects, representing a pass rate of 94.58%, compared to 94.60% in 2023.

Marange High School in Zimbabwe did very well on their exams. 85 students took the test, and almost all of them passed. Some students got really high scores, especially in math and science. More than 40 students from Knowstics Academy who sat for Ordinary Level examinations in 2024 will not be able to join thousands of learners across the country who will start Lower Sixth classes this Monday, as they have not yet received their Cambridge Ordinary Level results.
School authorities allegedly embezzled over US$40,000 in examination fees.
While most learners studying at private schools received their results on time, these 40 students are still awaiting theirs as the British Council is reportedly demanding payment of the examination fees before releasing the results.
The government is trying to engage both parties to resolve the issue, but the process is hindered by the fact that both the school, currently under judicial management, and the examination board are private entities, making it difficult to find a mutually beneficial solution.
Minister of Primary and Secondary Education, Torerai Moyo, told <a href="https://www.herald.co.zw/knowstics-academy-learners-in-limbo-as-lower-sixth-classes-start/">The Herald</a> on Friday that if the dispute had been between ZIMSEC and the school, the ministry could have intervened more swiftly.
The British Council of Zimbabwe has said they will not release the results until the school pays the balance of US$22,000, citing a breach of contract.
When contacted for comment by The Herald on Sunday, the school’s corporate rescue practitioner, Bhudhama Chikamhi, said:

There is no progress yet regarding the release of results; we are still where we were last time.
</blockquote>
However, Chikamhi said not all 40 students would be stranded, as some had also sat for the ZIMSEC O-level exams and could use those results, giving them alternative options to further their education.

40 Knowstics Academy Students In Limbo As Lower Sixth Classes Begin

The results of the October/November 2024 National Foundation Certificate (NFC) to Higher National Diploma (HND) examinations conducted by the Higher Education Examinations Council (HEXCO) are now available.
HEXCO centres can start collecting results from their respective regions on Wednesday, January 29, 2025.
On Friday, Professor Fanuel Tagwira, Permanent Secretary for Higher and Tertiary Education, Innovation, Science and Technology Development, said that 67 per cent of students achieved success.
In the November/December 2023 exams, HEXCO recorded a 68 per cent pass rate, marking a major improvement from the 60 per cent pass rate achieved in 2022.
Tagwira thanked all stakeholders involved in the examination process for contributing to the high pass rate.

The HEXCO exam results for October/November 2024 are out, and students did well with a 67% pass rate. Schools can get the results from January 29, 2025. Professor Tagwira said thank you to everyone who helped in the exams.

The Minister of Primary and Secondary Education, Torerayi Moyo, said they have intervened to resolve a standoff between Knowstics Academy and the British Council Zimbabwe.
Over 40 students are in limbo because their Cambridge O-Level results were withheld due to the school’s former management failing to pay US$41,272 in exam fees.
With Lower Sixth classes starting next Monday, there are concerns these students might be disadvantaged without their results.
In an interview with <a href="https://www.herald.co.zw/govt-to-rescue-knowstics-academy-learners/">The Herald</a>, Moyo said the government has stepped in to help the students. Said Moyo:

At the moment, I am in contact with the judicial manager because the school was placed under judicial management after they filed for insolvency.
I have dispatched my officials to the school to talk to the judicial manager and also to talk to the directors of the school.
We also needed to engage the British Council and they came to my office two days ago and they were saying that they could release the results only if the directors of the school had paid. However, that disadvantages our students.

Knowstics Academy O-Level candidates registered for an average of 10 subjects. Science subjects cost US$136 each, and other subjects cost US$122 each.
The results scandal emerged just a month after Knowstics Academy was placed under corporate rescue to improve its operations and reputation.
The school expects the results to be released before Monday. However, the British Council of Zimbabwe has asserted that they will not release the results until the school pays the remaining US$22,000, citing a breach of contract.
On Thursday, Chengetai Mujakachi, the regional head of communications for the British Council in Sub-Saharan Africa, said Knowstics Academy must pay the money. Said Mujakachi:

Knowstics Academy is in breach of contract with the British Council and there is a total of US$22 000 in outstanding examination fees, which have not been paid by the school’s management to the British Council.

We continue to engage with the school’s corporate rescuer and are urging payment of the US$22 000 in fees owing.

Govt Intervenes In Knowstics Academy Exam Fee Dispute

Two learners, including one who had attained six A’s in their O-Level exams, lost their lives on Wednesday afternoon while on their way to collect their results at Mt St Mary’s High School in Hwedza.
The victims, named as Denzel and Wayne, were part of a group of students travelling from Harare to the school when their kombi overturned.
Both Denzel and Wayne were residents of the capital city, with Denzel’s funeral wake being held in Mabvuku and Wayne’s in Southlea Park.
Denzel, who had reportedly scored an impressive 6A’s, 3B’s, and a C in his O-Levels was among the promising young minds whose bright futures were tragically cut short.
The injured students were rushed to Mt St Mary’s Hospital for treatment, as authorities at the school confirmed the devastating incident.

According to the school’s development committee chairman, Mr A. Nyasha, the accident happened at Chizema Shops, just before Mkondwa school, some 15 kilometres before the students’ destination. He said:

Several Cambridge O-Level candidates at Knowstics Academy in Mutasa had their results withheld because the school failed to pay US$22,000 in exam fees to the British Council.
Acting Manicaland Provincial Education Director (PED), Richard Gabaza confirmed the development to The Manica Post. He said a team has been deployed to investigate the matter.
A circular dated January 16, 2025, addressed to parents and stakeholders, revealed that Knowstics Academy’s corporate rescue practitioner, Bhudhama Chikamhi, initially believed the situation was under control, causing a delay in communication. Part of the circular reads:

The purpose of this communique is to advise parents and stakeholders that British Council has not released the Form Four Cambridge results due to the fact that the former management of the school appear to have embezzled the examination fees. The examination fees paid by the parents were not remitted to the British Council.
I have been having meetings with the officials of British Council, and was hoping to resolve the matter so that they could release the results today (January 16) at 9am, but we ended up spending the entire day having discussions with the officials, and up to now (11pm), I am still waiting to get their final position regarding release of the results…
The reason for the delay in communicating this matter to the parents and stakeholders was due to the fact that I believed the matter was under control, given that I negotiated the release of the Advanced Level results.
The British Council released the A-Level results and was expecting that they were going to do the same with the O-Level results, especially after we had a long meeting with the officials, after which I subsequently effected a part payment of the outstanding amount.

Parents at Zamba Primary School in Mutare protested on the first day of the 2025 Second Term, forcing the Ministry of Primary and Secondary Education to reverse its decision to appoint a new deputy headmistress.
The parents and guardians opposed the appointment of Mrs. Gowora as the deputy head, claiming she practised satanism.
Acting Manicaland Provincial Education Director, Richard Gabaza, confirmed the incident to <a href="https://www.manicapost.co.zw/parents-resist-deputy-head-deployment/">The Manica Post</a>. He said:

On the first day schools opened well, save for an incident here in Mutare at Zamba Government Primary School where parents resisted the posting of a deputy head to their school, alleging that she practices satanism. However, urgent action was taken to remedy the situation, and there is now calm at the school.

Angry parents gathered at the school and protested against Mrs Gowora’s transfer from Nyamauru Primary School in Dangamvura.
They disrupted the opening day with protest songs and carried placards with messages like “Witch must go now,” “Gowora must go now,” “No to Satanism here,” and “Office must be closed until further notice.”
The parents took their children out of the classrooms and sent them home. They also forced the closure of the administration block by putting up posters at the entrance.
The school headmaster, Vincent Chigwanda, had to get help from the Mutare District Schools Inspector’s office while teachers stayed in their classrooms.
Later, Mutare District Schools Inspector, Tracy Mademutsa, visited the school and told the parents that Mrs Gowora’s transfer had been cancelled.

Parents at Zamba Primary School in Mutare didn't want a new deputy headmistress because they thought she was a satanist. They protested, and the Ministry of Education changed its decision. The parents sang songs, carried signs, and took their kids out of school. They closed the office and blocked the entrance. The headmaster had to get help, and later, a school inspector said the transfer was cancelled. The parents were happy, and everything calmed down at the school.

Ministry Reverses Deputy Head Appointment After Parents Protest Alleged Satanism

Divine Samuriwo, a 12-year-old boy, skipped Form One after the first term and started homeschooling. 
Just seven months later, he took the Cambridge Ordinary Level exams and passed four out of six subjects.
As reported by <a href="https://www.hmetro.co.zw/genius-12-has-4-o-level-passes-he-dropped-from-his-form-one-class-to-write-o-level-exams-a-few-months-later/">H-Metro</a>, Divine, who will turn 13 this Saturday, skipped Form One after just one term and took the exams in November.
He scored an A in Commerce, Bs in Business Studies, Economics, and Accounts, a D in English, and an E in Maths.
He dreams of becoming a chartered accountant and is currently studying for an ACCA diploma while also doing his Advanced Level studies. Divine said:

I decided to skip Form One after realising that the route was too long to get to Form Four. With the support of my parents, I then started homeschooling, preparing for the O-Level exams.
I didn’t want some of the subjects which were not in line with my dream of becoming a Chartered Accountant. With the support of my father, mother, teacher, Lesley and Banda, it went very well. I also used video learning as well as using the internet.
To imagine sitting for four years, I said no. Maud (Chifamba) inspired me and I had to invest in homeschooling which paid off.
It was difficult in the first place but, with the support I got I pushed. I only failed Maths and English.
I read six hours per day and I have time to socialise but not as the other kids. I want to be my own boss at some stage after I gain experience at an audit firm.

Maud Chifamba is a Zimbabwean accountant and academic prodigy who made headlines by becoming the youngest university student in Africa at the age of 14.
Meanwhile, Divine’s mother Pauline, who is a marketing expert, said:

Government officials and educators attended the ceremony, including Higher and Tertiary Education, Innovation, Science and Technology Deputy Minister Simelisizwe Sibanda.

14-Year-Old Girl Attains Five O-Level Passes Through Home Schooling

Lower Six (Form 5) classes will begin on January 27 after the Zimbabwe Schools Examinations Council (ZIMSEC) released the November 2024 O’ Level results last Friday.
The Primary and Secondary Education Secretary, Moses Mhike, confirmed the date in a statement on Monday. Said Mhike:

The commencement date for the 2025 lower sixth classes is Monday, the 27th of January 2025. Please ensure that all Heads of schools, teachers, parents and pupils are advised of this date.

Unlike CALAs, which assess a broad range of subjects, these projects allow learners to focus on specific areas of interest, fostering creativity and minimising costs.
A major difference, too, is that one SBP is conducted throughout the year per learning area, while CALAs were conducted per school term.
The assessment of the SBP will follow both continuous assessment (CA) and summative assessment (SA).
Continuous assessment will include recorded activities from the SBP and other activities done by the learners for assessment, while summative assessment will include end of week, month, term, year or checkpoints assessments which was not done in CALAs.
For ECD (early childhood development), the model will mainly be continuous, with profiling and school-based projects, which is another shift from CALAs.

In order to strengthen a conducive learning environment, the curriculum will promote use of the internet of things (IoT), robotics, AI and block chain. Avoidance of explicit content and upsetting visuals are important aspects of digital safety.
Ensuring universal design elements are incorporated into every new school building to improve accessibility and everyone’s safety is also a priority.
There is also encouragement of the construction of safe infrastructure, such as playgrounds, water sanitation and hygiene facilities, furniture and sanitary restrooms, that are age- and disability-appropriate.

Here Is How School-based Projects Differ From CALAs

The Zimbabwe School Examinations Council (ZIMSEC) board says there is a need for urgent interventions to improve the Ordinary Level pass rate, which remains below the 50 per cent benchmark.
ZIMSEC board chairperson, Professor Paul Mapfumo, announced the release of the 2024 Ordinary Level examination results on Friday, January 17, revealing a national pass rate of 33.19 per cent.
This marks an improvement from last year’s pass rate of 29.41 per cent, with progress noted across most categories.
In a press briefing in Harare yesterday, Mapfumo stressed that the current pass rate necessitates immediate action at all levels of the education system. He said:

This year’s results show a marginal improvement in performance across most categories.
However, we must confront the reality that two-thirds of candidates are still failing to meet the benchmark of passing five or more subjects. This calls for urgent interventions at all levels of the education system.

A record 291,341 candidates sat for the 2024 exams, marking a 7.85 per cent increase compared to 2023.
Among these, 199,258 candidates wrote five or more subjects, but only 66,130 achieved five or more passes at Grade C or better.
The results revealed notable improvements: school candidates posted a pass rate of 33.70 per cent, up from 30.19 per cent in 2023.
Private candidates also saw a rise in their pass rate, increasing from 21.85 per cent to 29.60 per cent.
In terms of gender performance, female candidates outperformed their male counterparts, achieving pass rates of 33.54 per cent and 32.65 per cent, respectively.
Candidates with special needs demonstrated remarkable progress, achieving a pass rate of 36.36 per cent, up from 25.79 per cent in 2023. Said Mapfumo:

The release of the O-Level results comes just a week after ZIMSEC announced the 2024 November Advanced Level (A-Level) examination results.

2024 ZIMSEC O-Level Results To Be Released On Friday, Jan. 17

The Progressive Teachers Union of Zimbabwe (PTUZ) has urged other unions to unite and present a collective voice when engaging the government on teachers’ concerns.
Teachers’ unions have expressed frustration over the government’s refusal to engage with them, despite increasing calls for dialogue to resolve the ongoing issues surrounding salaries and deteriorating working conditions, as schools open for the new term today.
Throughout the previous year, teachers’ unions repeatedly sought meetings with government officials to address the urgent challenges facing the education sector, but their requests were ignored.
In an interview with <a href="https://www.newsday.co.zw/local-news/article/200036947/govt-shuns-crucial-teachers-talks">NewsDay</a>, PTUZ president Takavafira Zhou said teachers’ representatives should meet and discuss the issue, saying teachers are “ill-prepared” for the reopening of schools this Tuesday. Said Zhou:

As PTUZ, we are still in the process of engaging our members and other unions over the course of action to take as a collective.
We are, however, perturbed by the government’s arrogance at a critical time of our education system. Many teachers have, as of now indicated that they are ill-prepared for opening schools and have no money to pay fees for their own children, let alone travel to their respective schools.
All the same, we must learn from history that isolated attempts to address the genuine concerns of teachers will not lead us anywhere.

However, it remains to be seen whether the various teachers’ unions can truly unite, as some have previously been accused of colluding with the government rather than advocating for solutions to the challenges teachers face.

In a statement released on Monday afternoon, ZRP spokesperson Commissioner Paul Nyathi emphasized the importance of ensuring the safety of learners during their commute to and from school.
Nyathi also called on transport operators to ensure their vehicles are roadworthy and certified as safe for carrying passengers before transporting children to school. He added:

Drivers should exercise caution, avoid speeding and above all comply with all road rules and regulations to prevent road traffic accidents.
The Police advises parents and school authorities to ensure that learners do not travel at night, as this can expose them to various risks, including road traffic accidents.

Nyathi also advised school authorities to deposit school fees and tuition-related payments at financial institutions to minimize the risk of robbery and theft, as large sums of cash on school premises can attract criminal attention.
He said that criminals often gather information from individuals close to school staff and authorities, using this to target schools for theft.
