Two miners were tragically killed in an explosion at a Kwekwe mine on Saturday after one of them accidentally placed a hot object on top of hidden explosives, causing them to detonate.
According to a statement from the Zimbabwe Republic Police (ZRP), the incident occurred at Donzic 6 Mine, Kwekwe. The ZRP said:

The ZRP confirms a tragic incident in which Loveson Nkiwane (41) and Albert Mulima (36) died after an explosion believed to have been caused by heated mine dynamites on 15/03/25 at Donzic 6 Mine, Kwekwe.
Preliminary investigations reveal that one of the victims had unknowingly placed a hot iron pick head underground, directly onto a hidden cache of the explosives.
Subsequently, the heat from the pick head ignited the dynamites, causing a devastating explosion which claimed the lives of the victims.

The ZRP is currently conducting a thorough investigation to determine the exact circumstances surrounding this tragic incident.

The Speaker of the National Assembly, Jacob Mudenda, called on miners to avoid Hwange National Park and instead extract coal from other areas of Matabeleland North Province, where it is plentiful.
This follows a proposal by the Chinese company Sunny Yi Feng to launch a coal mining project in Sinamatella, a part of Hwange National Park. 
Sinamatella is a critical habitat for black rhinos and supports a growing population of this endangered species.
During a parliamentary session on tourism, Mudenda urged coal miners to focus on untapped coal deposits in Binga, leaving Hwange National Park undisturbed. He said:

I will not subscribe to mining in national parks. The place that has been identified for mining purposes is not the only location where coal can be found.
We have coal in the southern part of Binga, as well as in the southeast and southwest of Binga—still virgin land with plenty of coal deposits.
Why disturb the ecology of the animals there?

Bhejane Trust, a non-profit wildlife conservation organisation based in Victoria Falls, recently warned that the effects of coal mining in Sinamatella would extend beyond wildlife. 
The organisation said that tourism in the area would suffer, leading to the closure of tourist camps, loss of business, and damage to the park’s infrastructure.
The Trust also expressed concerns that mining operations would likely result in severe water pollution, destruction of infrastructure, and social issues such as prostitution, with little to no benefit for the country.
Such activities would disrupt the park’s ecosystem, threaten biodiversity, and severely impact wildlife habitats, particularly those of black rhinos.
The Zimbabwe Parks and Wildlife Management Authority (ZimParks) has also called on the Ministry of Mines and Mining Development to reject Sunny Yi Feng’s application to prospect for coal in Sinamatella, citing concerns that mining would increase the risk of species extinction and hinder the recovery of animal populations.

Mudenda Condemns Sunny Yi Feng's Proposal To Prospect For Coal In Sinamatella

A Chinese company hired by the Environmental Management Agency (EMA) to close open pits left by artisanal miners in Umzingwane River reneged on the deal and was found carrying out riverbed mining.
As reported by <a href="https://www.zimlive.com/chinese-company-hired-to-undo-damage-by-illegal-miners-was-mining-at-night-official/">ZimLive</a>, EMA terminated the partnership with the company, Friends of the Environment, but it is unclear if anyone was prosecuted.
Tafadzwa Muguti, the secretary for presidential affairs and devolution, revealed how Friends of the Environment duped EMA during his visit to the catchment areas of major dams in Matabeleland South to witness the environmental damage caused by illegal mining.
By engaging in illegal activities, Friends of the Environment damaged a bridge at the confluence of the Umzingwane and Inyankuni rivers.
Officials say this contributed to poor inflows into major dams supplying Bulawayo with water. Said Muguti:

We had a Chinese company here, Friends of the Environment, who partnered with EMA and the province later found out that by day they were closing the pits in the name of Friends of the Environment and by night they were mining. They destroyed a whole bridge while looking for gold.

Rampant illegal mining is being blamed for the low water levels in dams supplying the City of Bulawayo, despite recent rainfall. Added Muguti:

There was a cabinet directive which ordered all provinces to intensify the anti-alluvial mining campaign.
Now this is almost a 150-meter bridge which was destroyed completely in the name of mining. This is the Umzingwane River, it supplies water to Bulawayo and the collapse of this bridge is causing water challenges as the water has stopped flowing.

Zimbabwe has experienced a surge in mining investment from Chinese companies, but Muguti acknowledges that “not everyone is here for the benefit of Zimbabwe.”

A Chinese company hired to fix environmental damage caused by illegal miners in Zimbabwe was caught mining for gold at night. They were supposed to close dangerous holes in the ground left by the miners. The company caused damage to a bridge which affected water supply to the city of Bulawayo. The partnership with the company was ended, but it is unclear if anyone was punished. The government is cracking down on illegal mining to protect the environment and water sources. Some Chinese companies are not helping Zimbabwe like they should.

Chinese Company Hired To Reverse Environmental Damage Destroys Bridge While Searching For Gold at Night

On Wednesday the 22nd of January 2025, disturbing videos emerged on social media showing a violent confrontation between Ming Chang Sino-Africa Mining Investments management and employee Kholwani Dube.
Following the release of the videos, the company issued a statement giving its own version of what happened.
Later, the Zimbabwe Republic Police issued a public statement confirming the violent incident, dated 23 of January 2025.
To provide a balanced perspective, we are conducting a detailed analysis of the publicly available information regarding the incident between Ming Chang Sino-Africa Mining Investments and employee Kholwani Dube, as only one side of the story has been reported so far.
We analyzed the incident by compiling multiple short videos and applying a fusion model that combines speech and visual features.
This comprehensive approach provides a coherent and accurate understanding of events.
Wage dispute gone wrong?
The videos series reveals a heated exchange between the employee, Kholwani Dube, and his employer, Mr. Lui Haifeng.
Dube repeatedly demands his unpaid wages, shouting “I want my money, shoot me!” Mr. Haifeng responds aggressively, telling him to “shut up.”
This exchange suggests a long-standing conflict fueled by the employer’s failure to pay Dube’s wages, causing significant frustration and distress.
Notably, Dube’s plea to “shoot me” appears to be a response to Mr. Haifeng’s words or actions, implying a perceived threat to his life.
This call to ‘shoot me’ by Mr Dube indicates that he was responding to words and/or actions of Mr Haifeng indicating an intention to shoot him.
At this stage we clearly observe the cause of the conflict – nonpayment of wages. This sharply contradicts the Statement released by Ming Chang Sino-Africa Mining Investments which claimed that Dube “…was observed repeatedly disregarding instructions from his supervisors on a construction site.” The company statement fails to give background information leading to the unusual behaviour by Dube.
Be that as it may, there was still room to de-escalate the conflict by persuading Dube to disembark from the excavator and come for dialogue.
Armed with a pistol, the employer took aim at Dube, who at one time had to protect himself from the shots being fired with the excavator bucket.
The employer is seen moving to both sides of the excavator bucket as he continues to point his pistol at Dube.
According to an audio recorded by an eyewitness circulating on social media, Mr Haifeng fired 6 shots at Dube.
The witness stresses that Mr. Haifeng fired live ammunition at Dube, but this claim cannot be corroborated through the videos.
From the beginning, our conflict analysis reveals the root cause: non-payment of wages, contradicting the company’s statement that Dube disregarded instructions.
The employer, armed with a pistol, escalated the situation, firing shots at Dube, who used the excavator bucket for protection.
Dube could be seen rotating the excavator cab 360 degrees and at one time stretching the bucket teeth without reaching the employer.
At no point did he move the excavator towards the employer, even an inch. This is very important in determining who was the aggressor between the two. 
At least we should have seen Dube driving the excavator towards Haifeng, chasing him and threatening to overrun him. But instead, it is Haifeng who is seeing trying to find an angle to fire at Dube.
All video evidence available contradicts the statement by the company which claims “Dube even attempted to run over the Manager Liu Haifeng with the excavator…”
On the contrary, it is Mr Haifeng who tried unsuccessfully to take Dube’s life. According to an audio recorded by an eyewitness, Dube used the excavator bucket teeth to defend himself from shots fired by Haifeng.
The company statement claims “Mr Liu Haifeng fired a warning shot into the sky, considering all firearm handling and safety procedures.”
Again, this is refuted by the evidence at hand which clearly shows Haifeng pointing his gun towards Dube.
What could the employer have done?
If Dube was a threat, then he was a danger to himself than to any other person. He was clearly unstable and frustrated as demonstrated by his shouts for his money and daring the employer to shoot him.
The employer was supposed to call the Zimbabwe Republic Police and temporarily vacate the scene until Police arrives.
In the interim Dube’s workmates, with whom he supposedly had no qualms, could have been asked to try and restrain him.
Someone not involved in the confrontation could have played a mediatory role in the interim as they awaited the Police to arrive.
Further, a proper company purporting to be a good corporate citizen must have trained security personnel on the ground.
The moment Dube started behaving abnormally the matter must have been immediately handed over to company security.
However, we see the company executives engaging in violent confrontation with Dube, including discharging a firearm, which was an apparent attempt at Dube’s life.
Taking the law into their hands?
The video ends with Dube being violently tied with what looked like a wire, and a gun pointed to his head. A Chinese national is profusely bleeding on the leg from an alleged knife attack by Dube.
The moment of the knife attack is not captured on videos circulating in the public domain. A lot of action is lost between Dube’s disembarkation from the excavator and capture by the Chinese nationals. 
There seems to have been a major escalation leading to the knife attack. In the absence of video evidence, it is not possible to judge whether the knife attack was an act of aggression or self-defense on the part of Dube.
Nevertheless, as Dube lay face down, tied hands and legs, two people are heard discussing the knife attack.
The two Zimbabweans are first heard complaining that “asungwa zvisiri right” with the other concurring “asungwa zvisina kunaka” meaning Dube was tied in a very inhuman and cruel manner.
One then asks “ko uyu anga aitawo sei nhai” meaning what had this one done which resulted in him being stabbed.
The other replied, anga achida kumurwisaka, aine pfuti, atombopfura 3 shots” meaning he wanted to attack him with a gun, in fact he fired 3 shots at Dube.
However, it is clear from the video that the Chinese nationals were using disproportionate force in tying Dube, including the inappropriate use of the gun.
The manner in which he was tied did not allow any movement of his body. It was a clear act of torture as confirmed by his workmates in the audio.
By this time Dube had been disarmed of the knife hence he paused minimum danger to anyone.
An isolated incident?
This is not an isolated incident. There is a growing public anger regarding the ill treatment of Zimbabweans by Chinese nationals.
In a Police memo issued yesterday on the Gweru incident, Police also reported that Mthahandazo Sibanda (20) was shot with a 9mm Derya pistol by a Chinese national whilst allegedly stealing gold ore at Binyup Mine 5 in Filabusi on the 20th of January 2025. 
In 2024, CNRG reported the shooting of Emmanuel Geje in Shurugwi by a Chinese national for allegedly trespassing at a gold mine.
The shooting of Zimbabweans by Chinese nationals has become a national security threat that cannot be ignored anymore.
What must the government of Zimbabwe do?
The first and most important response to the Gweru incident is to investigate whether Ming Chang Sino-Africa Mining Investments is properly registered to operate in Zimbabwe.
If the answer is yes, there is also needed to investigate whether the company is complying with all its statutory and regulatory requirements such as paying monthly dues to NSSA.
Further, since this is apparently a labour dispute, the Ministry of Labor ought to investigate the labour practices of Ming Chang Sino-Africa Mining Investments, i.e. whether all workers are on contract, wages meet the national standards stipulated by the relevant act and regulations and safety and health standards of the company.
The next phase is to broaden the inquiry. The Government sets the tone of how investors ought to behave and treat Zimbabwean citizens.
Improving the ease of doing business is not the same as tolerating aggression against citizens and suspension of the rule of law.
Government needs to be vocal in reading the rules to investors and abandon the affirmative action toward China whereby Chinese nationals enjoy special treatment from authorities whilst they are brutalizing citizens.
There is also need for a clear database of Chinese investments in Zimbabwe, giving their names, shareholders and areas of operation. This information should be available online and be accessible with the click of a button.
Government must also screen Chinese nationals intending to do business in Zimbabwe. There are several Chinese entities operating illegally in Zimbabwe.
This information is also available in parliamentary reports and Hansard. There is no self-respecting country that allows foreign nationals to come in and operate without authorization. There must be severe consequences for operating in Zimbabwe illegally.

An Analysis Of The Gweru Shooting Incident

Seven artisanal miners were killed when a mine shaft collapsed at Botha Mine, Bindura, on Saturday, 18 January.
The Zimbabwe Republic Police (ZRP) has released the names of five of the seven deceased, identified by their next of kin. They are:

<li>Leo Chapondama, a male adult of Maganyani Village, Masembura, Bindura</li>
<li>Zolani Nyani (21), a male adult of Church Road, Chipadze, Bindura</li>
<li>Samson Madyira (20), a male adult of Waerera Village, Masembura, Bindura</li>
<li>Jacob Madyira Nongwe (34), a male adult of Waerera Village, Masembura, Bindura</li>
<li>Mathew Madyira (23), a male adult of Waerera Village Masembura, Bindura.</li>
</ul>
ZRP spokesperson Commissioner Paul Nyathi said the other two victims are yet to be identified by their next of kin.
He also warned the public against conducting mining activities at illegal shafts and disused mine sites.
The current incessant rains have made the ground wet and prone to collapse and mine trappings, Nyathi said.

Seven miners died when a mine in Bindura collapsed. The police identified five of them, but two are still unknown. The police warn people not to mine in dangerous areas. The wet ground can cause more collapses. It's important to stay safe while mining.

Mine Shaft Collapse In Bindura Kills Seven Artisanal Miners

The government has deployed members of the Zimbabwe National Army, Zimbabwe Republic Police, and other security forces across the country to protect rivers and other important natural areas that have been harmed by gold smuggling syndicates.
Officials are also starting to seize equipment used in illegal mining operations that damage the environment.
In November 2024, the government passed a law, Statutory Instrument 188 of 2024, to ban mining in riverbeds.
Pfungwa Kunaka, the permanent secretary in the Ministry of Mines and Mining Development, confirmed the deployment to <a href="https://www.theindependent.co.zw/local-news/article/200037066/army-deployed-in-gold-plunder-hotspots-fresh-crackdown-impounds-riverbed-mining-equipment">The Independent</a> but did not say what would happen to the seized equipment. Said Kunaka:
<blockquote>
Arms of the State such as the police and the army and other security forces have been deployed to enforce the Statutory Instrument.
We have operations where some of the equipment has been confiscated and being kept at some known place so that they do not keep mining.
Government took a bold move to ban alluvial mining following serious concerns over environmental degradation and damage to rivers, as well as leakage of the minerals.
The effect of the ban in terms of the statutory instrument is that mining must be undertaken by registered miners.

Thousands of people in eastern Zimbabwe are without access to clean water due to riverbed mining, which has contaminated water sources with toxic chemicals, leading to widespread health concerns.
James Mupfumi, director of the Centre for Research and Development (CRD), estimates that around 85,000 people in Chimanimani and Mutasa districts are being exposed to polluted water and the risk of disease.

The army is helping to stop people who are taking gold illegally from rivers. They are also taking away the machines they use. The government made a law to ban mining in rivers in November 2024. This is because mining in rivers is hurting the environment and making people sick. Thousands of people in eastern Zimbabwe don't have clean water because of riverbed mining. The army, police, and other security forces are working together to protect the rivers and help the environment.

Army Deployed To Alluvial Mining Hotspots

Persons responsible for remitting mining royalties to the Government, but failing to do so timely without just cause, face up to six months in prison, as per the recently enforced Finance Act.
If royalties are not remitted by the required deadline, interest will accrue at a rate determined by the Minister of Finance, Economic Development and Investment Promotion. This interest begins accruing the day after the deadline and continues until full payment is made.
In special circumstances, the Commissioner-General of the Zimbabwe Revenue Authority may extend the time for the remittance of royalties without charging interest. Reads part of the Finance Act:
<blockquote>
As soon as it comes to the notice of the Commissioner-General of ZIMRA that any person responsible for remitting royalties timeously (which requires that royalties be remitted in the form of the mineral concerned and part local currency and foreign currency) has failed to do so, the Commissioner shall serve upon that person notice to pay amount equal to the amount of the royalties payable (hereinafter called “the primary civil penalty”).
</blockquote>
The Act also says a person upon whom the Commissioner has served a notice who fails without just cause to comply with the notice within the first seven days of the period of 181 days shall be liable for a secondary civil penalty of US$30 or the maximum monetary figure specified from time to time for level 4, whichever is the lesser amount for each day the person remains in default, not exceeding 181 days. Reads the Act:
<blockquote>
If the person continues to be in default after the period specified in subparagraph (a) (181 days), shall be guilty of an offence and liable on conviction to a fine not exceeding level 10 or to imprisonment for a period not exceeding six months or to both such fine and such imprisonment.
</blockquote>
The Act further stipulates that a primary and secondary civil penalty that becomes payable by the infringer shall constitute a debt due by the infringer to ZIMRA and shall, at any time after it becomes due, be recoverable in a court of competent jurisdiction by proceedings in the name of the Authority.
The primary and secondary civil penalty shall be paid into and form part of the funds of the Consolidated Revenue Fund. Reads the Finance Act:
<blockquote>
Where the Commissioner is satisfied that the failure on the part of the person concerned or any other person under the control or acting on behalf of that person to make payment of the mining royalties within the period for payment and was not due to an intent to avoid or postpone liability for the payment of the mining royalty, he may remit in whole or in part, any penalty or interest payable.
</blockquote>
Pending the outcome of any civil or criminal proceedings concerning the payment or non-payment of royalties, the person liable to deduct and remit royalties must do so timeously or be liable to the penalties for failure to do so.

If someone doesn't pay mining royalties on time, they could go to jail for up to six months. The Finance Act says if royalties are not paid on time, interest will start to add up. The Zimbabwe Revenue Authority can extend the deadline without charging interest in some cases. If someone doesn't pay after getting a notice, they could face a fine or imprisonment. Any penalties must be paid to the government fund. The Act allows some penalties to be waived if there was no intent to avoid payment. If someone doesn't pay, they could face legal action.

Late Mining Royalty Remittance Now Punishable By Up To Six Months In Prison

Three illegal miners are believed to have been trapped in a disused gold mine in the Makaha area of Mudzi District for the past four days.
As reported by <a href="https://www.zbcnews.co.zw/government-steps-up-efforts-to-rescue-mudzi-trapped-miners/">ZBC News</a>, the trio was operating in the abandoned mine when heavy rains recently pounded the region, likely causing the collapse that trapped them.
In response to the situation, the chairperson of the Provincial Civil Protection Unit, along with local traditional leaders, visited the Makaha area on Tuesday to assess the situation and intensify efforts to locate the trapped miners.
Tavabarira Kutamahufa, the Permanent Secretary of Mashonaland East Province, said:

This is a very unfortunate incident in our area and we are hoping that our rescue operations will yield some positive results.
</blockquote>
The trapped miners all hail from Gokwe; two of them are brothers, while the third is their cousin. Family members and concerned villagers are gathering at the scene, anxiously awaiting news and hoping for the safe rescue of the miners.

Three Illegal Miners Trapped In Disused Makaha Gold Mine

A teenager was crushed to death by a rock in a disused mine shaft at Sunace Mine in Umguza District, Matabeleland North, while engaging in illegal gold mining with four friends on Thursday.
Luckmore Sibanda (17) was killed by a large rock that fell on him while he was illegally digging for gold in a decades-old mine shaft.
His four colleagues, two of whom are also believed to be teenagers, escaped unhurt and later notified the authorities at Sunace Mine that Sibanda was trapped under a rock, although they were unsure if he was still alive.
Zimbabwe Republic Police (ZRP) acting spokesperson in Bulawayo Province, Assistant Inspector Nomalanga Msebele, confirmed the incident. She said:

Police confirm the sudden death of Luckmore Sibanda, national identity document not held, a male aged 17 years from Lukala Village under Chief Mtshane Khumalo.
On the afternoon of 12 December, the deceased’s father was approached by an adult male informing him that Luckmore Sibanda was trapped in a mine shaft.
When they went to check on him, it was discovered that the deceased’s body was trapped under a large rock. The team tried to retrieve the body but failed.
A police report was then made. Upon investigation, it was discovered that the mine was closed, and the deceased and his colleagues were engaged in illegal mining.
We encourage members of the public to desist from illegal mining as it endangers their lives.

In an interview with the <a href="https://www.chronicle.co.zw/teen-illegal-miner-crushed-to-death-four-survive-mine-collapse/">Chronicle</a>, the late teenager’s father, Never Sibanda, said that the family is struggling to come to terms with the devastating possibility that his body may never be retrieved from the shaft. He said:
<blockquote>
Chances of his body being retrieved from the shaft are very slim. He was crushed by a large rock, which must be moved to retrieve his body, something we believe may not be possible.
His peers are still in school, but he chose to join his friends in gold mining. It hurts to lose our child at such a young age.
</blockquote>
Sunace Mine security supervisor Muzikababa Makwelo said that the chances of retrieving the body are less than two percent, adding it would be extremely risky to send a rescue team into the mine.
Makwelo said security teams frequently engage in running battles with illegal miners, who often carry dangerous weapons such as machetes and knives during their unsanctioned raids on the mine. He said:

We have in the past tried to seal off the entrances of the disused shafts, but they always find a way in to dig for gold.
It’s a constant battle to keep them away from these old shafts, no matter how dangerous the conditions are.

A 17-year-old teenager named Luckmore Sibanda was crushed to death by a rock in a mine shaft while illegally mining for gold with his friends at Sunace Mine. Teen Killed In Mine Shaft While Engaging In Illegal Mining

ZANU PF members clashed in Goromonzi North on Wednesday after a group of party youths invaded Lonely Park Farm, owned by Antony Retzlarf.
According to <a href="https://www.newsday.co.zw/local-news/article/200036234/gunshots-as-zanu-pf-youths-fight-over-gold-claim">NewsDay</a>, they demanded to be included in gold mining activities following the recent discovery of gold deposits on the farm.
The youths, led by ZANU PF leaders from Vhuta Ward 13, accused Pardon Chibamu, the party’s provincial youth league secretary for education, of secretly taking over the gold claim they had discovered as villagers.
During the disturbance, the youths sang war songs and waved placards while attacking Chibamu and damaging his Toyota Fortuner vehicle.
They also sent a letter to Daniel Garwe, the ZANU PF Mashonaland East provincial chairperson, on December 10, protesting Chibamu’s takeover of the mine.
The letter was signed by local ZANU PF leaders, including area councillor Peter Million. Part of the letter reads:

We hereby (submit) a complaint to your respective office against the offer of mine site given to Pardon Chibamu by the farmer Antony Retzlarf.
The Vhuta community discovered a gold belt at Lonely Park Farm and when it got to the ears of Pardon Chibamu, he misled Mr Retzlarf and negotiated to get the place using his party muscle (sic).

Ceylon Gotora, the villagers’ secretary, confirmed the incident to NewsDay on Friday, saying gunshots had been fired at the site. Said Gotora:

Chibamu asserted that he was the rightful owner of the mine and dismissed claims from others who argued that it did not belong to ZANU PF. He said:

Those who demonstrated at the mine are not even ZANU PF people. ZANU PF people are disciplined.

The area has been further compromised by trucks hauling heavy loads of gold ore and soil, alongside other illegal mining activities.
Potholes and dangerous ditches have formed, and images of the damage have circulated on social media, drawing attention to the urgent situation.
In response, the Ministry of Transport and Infrastructural Development announced on X (formerly Twitter) on Wednesday that work to repair the damaged road would begin soon. It said:

Currently, the Shurugwi-Zvishavane Road (Boterekwa area) is affected. The Ministry of Transport and Infrastructural Development is working to repair the road by tomorrow.
Let’s work together to preserve our roads and prevent accidents! Be wary of illegal mining activities and report any incidents to the authorities.

However, X users blamed ZANU PF and Chinese miners for flagrantly violating environmental laws and causing damage to the road.
The last king of CHIVI wrote: “Let’s stop pretending that we don’t know who are destroying our environment and now roads, in china they conserve every inch of their country. The way they’re damaging Boterekwa shows how much hate they have for us and our country”.
Lancie Sekos said: “Half-hearted.. tepid statement.. we all know who is causing this damage to the roads but of course, you wouldn’t dare touch on that. Boterekwa as we knew it is no more.. we have the Chinese (who would never do this in their own country lest they face the firing squad) &amp; Zanu thugs.”
Erikana Mbedzi said: “That area is under a Chinese company called Chengxi. Why are you not arresting them for environmental degradation and damage to infrastructure? Munovatyaka maChina. The only foreigners whose arrest has to be okayed by Vene”.

Mazowe Mining Company (MMC), owned by Metallon Corporation, was once a prominent figure in Zimbabwe’s mining sector. Today, it faces allegations of decay, mismanagement, and controversial leadership decisions.
Accusations ranging from unpaid salaries to financial mismanagement and shadowy leadership appointments have sparked widespread concern among workers and creditors.
At the centre of the turmoil is an allegedly opaque management structure, questionable financial practices, and a persistent silence from those once responsible for the company’s operations.
Despite numerous attempts to gain clarity, Mazowe Mining’s leadership and former executives have reportedly avoided engaging with stakeholders, fueling speculation and suspicion.
<h2>Unpaid Workers and Broken Promises</h2>
Mazowe Mining’s workforce has borne the brunt of the crisis, with allegations of unpaid wages and a lack of accountability driving their frustrations.
Reports suggest that the company owes over US$22 million in salary arrears—US$18 million from a first corporate rescue application and an additional US$4 million from a second.
Despite these significant debts and the mine’s continued operations, only a small number of workers, allegedly fewer than 10, have reportedly received retrenchment bonuses.
Many others remain uncertain of their employment status, having only received retrenchment notices without formal letters.
Questions have been raised regarding the retrenchment process, specifically how Mazowe allegedly proceeded without the oversight of regulatory authorities such as ZIMRA, NASSA, NEC, or the Mining Pension Fund.
Allegations suggest that the company bypassed necessary approvals, such as securing the involvement of the Master of the High Court, despite being under corporate rescue proceedings.
Many workers, some supporting entire families, have faced financial ruin. Since 2016, they have reportedly received either partial salaries or none at all, while the company remains silent.
The critical questions are: Why has Mazowe Mining allegedly failed to prioritize paying its workers? What is the company’s plan, if any, to resolve the wage arrears?
<h2>Shadowy Management Structure</h2>
There are further allegations regarding uncertainty about who is actually in charge at Mazowe Mining. Reports suggest that figures such as Hapson Makotore, a former Company Secretary, have allegedly reinserted themselves into leadership roles without legal mandate or board approval.
This alleged lack of transparency has raised concerns over the legitimacy of the company’s operations and decision-making processes.
Workers have called on Mazowe Mining to provide audited financial records detailing its funds and production figures and to make these accessible on public notice boards.
Who are the legitimate decision-makers at Mazowe Mining, and do they have legal authority to manage the company?
<h2>Financial Mismanagement and Alleged Missing Gold</h2>
Another serious allegation concerns Mazowe Mining’s financial management. Insiders have claimed that multiple sets of financial records were allegedly created to hide money being siphoned off.
Furthermore, there are reports suggesting that bribes were paid to silence those raising concerns. These allegations cast doubt on the financial integrity of the company.
Questions have also been raised about Mazowe Mining’s production figures. Some allegations suggest that some of the gold produced since 2022 has not been declared to the Ministry of Mines.
Discrepancies between internal reports and those submitted to authorities have fueled suspicions of gold smuggling and financial fraud.
Where is the allegedly missing gold, and why do Mazowe Mining’s internal production reports differ from those submitted to the authorities? Could this be part of a larger scheme to defraud stakeholders?

Several pressing questions remain unanswered: Did Gwavava receive US$40,000 to change his position on Mazowe Mining’s financial situation? Why did he claim to have firsthand knowledge of the company’s distress in his original affidavit, only to later withdraw those claims?
Despite these critical questions, Gwavava has remained silent, raising doubts about his involvement in the crisis.
<h2>A Rotten Core</h2>
Mazowe Mining’s once-respected legacy has allegedly been tarnished by allegations of corruption, financial mismanagement, and worker exploitation.
The company’s refusal to address these serious accusations and its avoidance of accountability suggests deeper systemic issues. Workers, creditors, and other stakeholders continue to suffer while those in power allegedly remain unresponsive.
The mounting allegations raise one key question: How long can this situation persist before the truth comes to light and Mazowe Mining faces full accountability?
For now, Mazowe Mining remains a company cloaked in secrecy, but the unanswered questions continue to build pressure. Whether these allegations will lead to any legal consequences or resolution remains to be seen.

Statutory Instrument 188 of 2024 specifies that anyone found violating these regulations will be considered guilty of an offence and liable to a fine not exceeding level 14, imprisonment for up to twelve months, or both a fine and imprisonment. Reads the Statutory Instrument:

Environmental Management (Control of Alluvial Mining) (Amendment) Regulations, 2024 (No. 3)
IT is hereby notified that the Minister of Environment, Climate and Wildlife has, in terms of section 140 of the Environmental Management Act [Chapter 20:27], and in consultation with the Environmental Management Agency, made the following regulations:—
1. These regulations may be cited as the Environmental Management (Control of Alluvial Mining) (Amendment) Regulations, 2024 (No. 3).
2. The Environmental Management (Control of Alluvial Mining) Regulations, 2014, published in Statutory Instrument 92 of 2014 (hereinafter called “principal regulations”), are amended by the repeal of section 3 and substitution of the following sections-
<h2>Prohibition of alluvial mining</h2>
3. (1) No person shall, with effect from the promulgation of this section, conduct alluvial mining activities or carry out prospecting for alluvial deposits in or along any river or public stream (as that term is defined in section 2(1) of the Water Act [Chapter 20:24]), whether or not-
(a) they are in possession of-
(i) a special grant; or
(ii) an express written authority of the Minister responsible for administration of the Act granted under exceptional circumstances in terms of Statutory Instrument 92 of 2014; or
(iii) an Environmental Impact Assessment as required by section 97 of the Environmental Management Act that authorises the alluvial mining in question; or
(iv) any authority, permit or licence whatsoever under whatever enactment issued that purports to authorise alluvial mining activities or prospecting for alluvial deposits;
(b) they are implementing an Environmental Management Plan pursuant to an EIA referred to in paragraph (a) (iii);
(2) To avoid doubt, any special grant, written authority, permit, licence, EIA or Environmental Management Plan referred to in subsection (1) that is or purports to be valid or in force immediately before the date of promulgation of this section shall, with effect from such date, cease to be valid or have any force or effect.
(3) Any person who contravenes subsection (1) shall be guilty of an offence and liable to a fine not exceeding level 14 or to imprisonment for a period not exceeding twelve (12) months or to both such fine and such imprisonment.
(4) A magistrates’ court convicting any person for contravening subsection (3) shall, on its own motion or on the motion of the prosecutor, order the person convicted to undertake such remedial action as may Seizure pursuant to section 3.
(5) The holder any special grant or written authority referred to in subsection (1)(a) (i) or (ii) who, immediately before the date of promulgation of this section, was lawfully conducting alluvial mining activities or carrying out prospecting for alluvial deposits shall, with effect from the promulgation of this section, immediately cease such activities or prospecting, and must, no later than thirty days of such cessation, have carried out such rehabilitation measures in terms of section 7 as may be appropriate in the circumstances.
(6) Any person who contravenes subsection (5) shall be guilty of an offence and liable to a fine not exceeding level 14 or to imprisonment for a period not exceeding twelve (12) months or to both such fine and such imprisonment.
<h2>Seizure pursuant to section 3</h2>
3A (1) If a person is charged with contravening section 3(1), any inspector or police officer may seize-
(a) any precious stones or other valuable mineral in the vicinity of any alluvial mining works or in the possession of any person acting in contravention of section 3(1); and
(b) any vehicle, machinery or other equipment or articles used in connection with a contravention of section 3(1);
pending the outcome of the prosecution of the offence.
(2) Where a vehicle, machinery or other equipment or article is seized under subsection (1)(b), and the person from whom it i seized alleges that the vehicle, machinery or other equipment or article used in connection with the offence concerned was availed to him or her by another person who owns the vehicle, machinery or other equipment or article, such property shall neverthelees be liable to be seized and held under this section unless the owner proves to the satisfaction of an inspector or police officer that he or she was unaware that the property in question would be so used.
(3) All property which has been seized under subsection
(1) shall
(a) be taken forthwith and delivered to a place of security under the control of an inspector or police officer; and
(b) be held in custody at the owner’s risk until—
(i) the criminal proceedings in connection with which that property has been seized are abandoned or discontinued or are concluded otherwise than with the conviction of the accused, in which event the custodian inspector or police officer shall forthwith restore such items to the person from whom they were seized or to whom they belong, as may be appropriate;
or
be necessary to rectify any environmental damage caused by the violation of this section, or make an order for damages proven to have been suffered during the course of the prosecution to be paid out for any persons affected by such contravention.
(ii) the criminal proceedings have resulted in the conviction of the accused person, in which event the convicting court may order any such items to be forfeited to the State or returned to the accused person, as it deems fit in the circumstances.
(4) The Agency shall establish and maintain a register of items of property seized under this section, to be known as the seized items register, in which the Agency shall record the following —
(a) a description of seized items including, where necessary their quantity; and
(b) the name of the person from whom they were seized and the place at which they were seized and the reason for seizure; and
(c) the date of seizure; and
(d) the manner of eventual disposal (whether returned to the person referred to in paragraph (b) or forfeited to the State).”
3. The Environmental Management (Control of Alluvial Mining) (Amendment) Regulations, 2021 (No. 2), published in Statutory Instrument 104 of 2021, are repealed.

Government Gazettes Ban On Alluvial Mining By Special Permit Holders

Energy company Grid Africa has reached an agreement with a group of miners in Zimbabwe to build 200 megawatts (MW) of solar power for their operations, costing around US$180 million.
This deal comes as miners struggle to find reliable energy sources for their operations. ZESA Holdings, the country’s power utility, has been unable to meet the growing energy demand, and power blackouts have caused mining companies to lose an estimated US$500 million in revenue.
In an interview with the <a href="https://www.theindependent.co.zw/business-digest/article/200035304/grid-africa-zim-mines-strike-200mw-solar-deal">Zimbabwe Independent</a> during the Zimbabwe-Zambia Energy Projects Summit in Victoria Falls this week, Grid Africa CEO Norman Moyo shared details of the agreement. Said Moyo:

Today, in Zimbabwe, we are focusing on developing 200MW for the mines.
The mines need 200MW worth of power, and we have now concluded a deal to supply that power to the mines.
A 200MW (project) requires anything up to US$180 million. That is the level of investment you need to put in.
We have got a number of strategic partners — our banking partners who are coming through. We have equity investors and development agencies coming through to support us in developing these mines.
We have already commenced. You will start to see, over the next three years, all that 200MW (project) beginning to come online.
However, we do it in (phases). For us, we are very happy to do a 20MW mine and we move on to the next mine.
Those are smaller projects, quick (and) easy to execute, but they add up very quickly. So that is how we are going to be rolling out that.
We are not going to build one big plant. We don’t think it is the most efficient (way to do it).

At the summit, Grid Africa signed a major deal with Africa GreenCo Group to generate 100MW of electricity for mines in Zimbabwe.
According to the agreement, Grid Africa will produce the power, and Africa GreenCo Group will manage its delivery to the mines.
Lion Mashiri, director of Africa GreenCo Zimbabwe, stated that the 100MW project will cost about US$70 million. Said Mashiri:

This project will be on land in the Midlands Province around Kwekwe. It will be done at the farm surrounding ZIMASCO.

Zimbabwe needs between 1,800MW and 2,200MW of electricity, depending on the season. However, as of Friday, November 22, the Zimbabwe Power Company (ZPC) reported that power generation was much lower, with Hwange producing 1,084MW, Kariba 124.5MW, and Independent Power Producers (IPPs) contributing 50MW, totalling 1,258.5MW.
The government has set ambitious electricity goals for 2030, aiming to generate 2,100MW from renewable sources by that year.
As part of its Renewable Energy Policy, the country also plans to achieve 1,100MW by 2025, reducing reliance on traditional hydroelectric power, which has been impacted by irregular rainfall and climate change.

Zimbabwean Miners, Grid Africa Strike 200MW Solar Power Deal

The Zimbabwean government has defended foreign mining companies amid growing allegations of exploitation of local workers and environmental degradation.
Several Chinese-owned companies, in particular, have been accused of destroying the environment, including polluting rivers, as they aggressively mine for lithium and other valuable minerals in the country.
The increasing scramble for resources has raised concerns about the environmental impact and the treatment of local employees, with accusations that government officials are turning a blind eye to these violations.
During a recent Parliamentary session, Caston Matewu, the Marondera Central MP from the Citizens Coalition for Change (CCC), raised questions about the operations of foreign mining companies, urging the government to take action.
In response, Minister of Justice, Legal and Parliamentary Affairs, Ziyambi Ziyambi, who is also the Leader of Government Business in Parliament, defended the foreign firms, saying that all mining companies, regardless of ownership, are operating in compliance with Zimbabwe’s laws. Said Ziyambi (via <a href="https://www.newzimbabwe.com/zimbabwean-government-shields-foreign-mining-companies-accused-of-exploiting-rural-communities/">NewZimbabwe.com</a>):

Firstly, I want to say that there is no massive plundering of minerals. That is overstretching the so-called foreigners. There is no foreigner who is coming here and mining illegally.
They are following the confines of the law and the majority of them are doing whatever is required according to the laws.
The communities are supposed to benefit. The miners are supposed to follow the environmental laws that are supposed to be there and they are supposed to also do their community corporate social responsibilities.
Moreover, they also pay royalties and taxies even to our Rural District Councils. So, I believe that Hon. Members can suggest what they believe must be done that is outside the laws that are already existing instead of over-dramatising and saying plundering of communities.
We need to say that as legislators, that this is as far as what the law can provide but we believe it is short of what should be done to ensure that our communities benefit.

Dissatisfied with Ziyambi’s response, Matewu challenged the government to ensure that local communities directly benefit from the mineral extraction, urging that the wealth generated from Zimbabwe’s resources should be used to improve the livelihoods of the people living in mining areas. He said:

However, my question still remains— what are you going to do to make sure? This is because when we went for budget consultations with most of the Members of Parliament in here, it was clear from those residents that they are not benefitting anything.

The Environmental Management Agency (EMA) has banned two Chinese mining companies suspected of causing environmental damage through their alluvial mining activities along the Sanyati River.
According to <a href="https://www.newsday.co.zw/local-news/article/200034525/govt-whips-errant-chinese-miners">NewsDay,</a> one of the companies was operating on the Hurungwe side, while the other had started clearing land on the Kariba rural side.
Both companies were reportedly using heavy equipment, including an excavator and water pump, among other machinery.
Mashonaland West EMA provincial spokesperson Munyaradzi Nhariswa said one of the companies, Riverlion (Pvt) Ltd, was sanctioned for excavating and modifying the river channel. He said:
Indeed, two companies were identified: Riverlion (Pvt) Ltd situated on the Hurungwe side and Baimei Investments located on the Nyaminyami side.

Riverlion (Pvt) Ltd was engaged in riverbed mining activities along the Sanyati River, with open workings and a wash plant within the river.
The company was sanctioned for excavating and modifying the river channel as defined in the Environmental Management Act [Cap 20:27] as read with Statutory Instrument 7 of 2007, as well as storage and usage of hazardous substances without the required licence from the agency as required in terms of Statutory Instrument 268 of 2018.

Baimei Investments was sanctioned for implementing a prescribed project without an Environmental Impact Assessment (EIA) certificate. Said Nhariswa:

Both companies were served with environmental protection orders directing them to cease all mining activities immediately and relocate their equipment 500 metres away from the Sanyati River.
The order directed them to only recommence operations once they obtain the necessary licences.

The companies had tampered with riverbeds as defined in EMA regulations which attracts “a fine not exceeding level 14 or to imprisonment for a period not exceeding five years or to both such fine and such imprisonment.”

The Mining Industry Pension Fund (MIPF) will compensate pensioners who lost their benefits during the hyperinflationary era between 2006 and 2009.
More than 33,000 people have not yet claimed their benefits; of those, about 10 pensioners are set to receive about US$100,000.
During the Zimbabwe Diamond and Allied Minerals Workers Union’s Gwanda regional meeting held last week, MIPF Bulawayo branch manager Perseverance Dube said that those without benefits should visit MIPF offices. He said (via <a href="https://www.newsday.co.zw/local-news/article/200034536/windfall-for-33k-pensioners-some-to-get-us100k-compensation">NewsDay</a>):

We are paying compensation for everyone who lost pension benefits between 2006 and 2009. If it means liquidating some of the MIPF assets to do that it will be done and some of the pensioners but just a few I think around 10 or less will be given US$100 000 or so, but they are few of them.
We are working on ensuring that those who lost benefits get compensated and we have around 33 000 people who have not claimed their benefits so far. If you know some of these people, just advise them to visit MIPF offices.

In 2015, the late former President Robert Mugabe established a commission of inquiry to investigate the devaluation of life insurance policies and pensions following Zimbabwe’s shift to a multicurrency regime in 2009.
The Justice George Smith-led commission found that policyholders and pension scheme members were prejudiced during the conversion and recommended compensation.
In 2023, the government issued regulations to recognise the loss of value of pension products from January 1, 2000, to February 28, 2009, ensuring affected members are compensated.
Insurers and pension funds were instructed to submit compensation plans, including lists of eligible policyholders and compensation amounts, by December 31.
Last week’s Zimbabwe Diamond and Allied Minerals Workers Union meeting aimed to adopt a strategic plan for building union power, securing jobs, and driving transformation.
Key strategies included fighting for the benefits and pensions of retired and retiring mine workers.
Dube said that, in addition to NSSA, the World Bank established industry-based occupational pension schemes. He said:

In the mining industry, we have MIPF, in clothing, we have the Clothing Industry Pension Fund, in catering, we have the Catering Industry Pension Fund.
So the government also looked at that structure and said for each industry we are going to set up an industry-based pension scheme for every industry that looks at the needs of that particular industry and addresses them, but NSSA is for all of us.

Dube said in addition to the 4.5% NSSA contribution, mine workers also contribute 7.5% to MIPF for occupational-based schemes.

Mining Pension Fund To Compensate 33,000 Pensioners

Leading chrome mining company, African Chrome Fields (ACF), has revealed its ambitious plans to capture up to 25% of the global market share for high-grade chrome concentrate by 2026. At a press conference, ACF Chairman and Country Representative, Zunaid Moti, shared, “(the) goal is to position ACF as a major player in the global chrome industry, while setting Zimbabwe apart as the home of high-quality chrome concentrate, and helping to build its reputation for its resource capabilities.”
ACF operates six spiral wash plants across the Midlands province in the Ngezi, Lalapanzi, and Chinyikwa regions. These plants use a combination of gravity and water to extract chrome without the use of chemicals, supporting environmental sustainability and land rehabilitation efforts. ACF’s current production averages 30,000 tonnes of high-grade chromium concentrate monthly, which is critical in producing ferroalloy for high-grade stainless steel. The company is expected to generate over $40 million in revenue for Zimbabwe’s treasury in 2024.
Looking to the future, ACF has planned significant investments to boost production capacity, aiming to increase monthly chrome output to between 50,000 and 60,000 tonnes. The company targets 800,000 tonnes of annual production by 2030. This will be achieved by increasing its number of wash plants from six to eight over the next 18 months, while also relocating three wash plants to Lalapanzi and one to Ngezi. By the end of 2025, ACF anticipates generating $100 million in foreign exchange revenue for Zimbabwe annually, rising to $150 million by 2030. Moreover, its initiatives are set to benefit over 8,500 community members, directly and indirectly, through job creation and infrastructure development.
“Our plans demonstrate our confidence in the strength and global competitiveness of our products, as well as our belief in Zimbabwe’s future. We’re proud to carry the Zimbabwean badge on the world stage, and to partner in its development by building infrastructure that supports sustainable growth and creates jobs,” said Moti.
Looking to New Horizons in Chrome Production
In addition to expanding production, ACF is enhancing its beneficiation processes to produce a low-silica chrome variant, using hydrosizers to reduce silica levels. This product, with chrome content exceeding 50% and silica below 0.5%, can be used as chemical-grade material and foundry sand. It also has potential applications in refractory linings for smelters, enhancing the durability of high-grade, ultra-low carbon ferrochrome.
The company’s aluminothermic facility is also ramping up production of ultra-low carbon, high-grade ferrochrome for clients in the aeronautical engineering sector. “Our goal is to elevate Zimbabwe’s mining capabilities to compete on a global scale, and to earn recognition for the technology and innovation we are bringing to the industry,” Moti added.
Empowering Local Businesses and Communities
Beyond its own operations, ACF is focused on empowering other local businesses involved in beneficiation. The company plans to supply up to 50% of its chrome concentrate to local smelters at fair market prices, strengthening Zimbabwe’s domestic value chains.
In terms of social responsibility, ACF is involved in various community projects. The company is setting up a bakery that will produce 2,000 loaves of bread daily for children at a local primary school and nearby communities. Additionally, ACF plans to introduce two buses over the next two years to transport pupils from Lalapanzi, Ngezi, and Chinyikwa, covering fuel and driver costs to ease the burden on schools and parents.
“Ultimately, ACF is committed for the long-term. We see ourselves as a partner to Zimbabwe and especially the communities in which we operate, so it’s important to us to make a meaningful difference. Providing education, transportation, and nutrition for children is just one way in which we’re working to support local families and creating a better future for the next generation,” Moti emphasized.
As ACF continues to expand its footprint, the company is well-positioned to unlock new opportunities for growth while providing substantial benefits for Zimbabwe’s economy and communities.

Government Offers Funeral Assistance For Six Miners Killed In Kwekwe Landslide

The mining industry has proposed increasing the foreign currency retention threshold from the current 75% to 85%. This change would enable miners to better meet their funding requirements, reported <a href="https://www.herald.co.zw/miners-seek-85pc-exports-retention/">The Herald</a>.
In 2023, the Reserve Bank of Zimbabwe (RBZ) had already increased the foreign currency retention threshold for exporters from 60% to 75%.
This adjustment came after exporters complained that the high export surrender requirements made it difficult to access foreign currency for critical expenditure and financing operations.
Mining companies require foreign currency to cover a range of essential expenses, including paying for electricity, which is billed in hard currency, importing critical production inputs, procuring local inputs that are priced predominantly in foreign currency and other necessary financing and operational needs.
In its latest report on the state of the mining industry and prospects for 2025, the Chamber of Mines of Zimbabwe said:

The current 75 percent foreign currency retention is inadequate to meet operational requirements and funding expansion projects.
The average foreign exchange retention that meets the mining industry’s foreign currency requirements is at least 85 percent.

According to the Chamber of Mines, the mining sector plans to spend US$600 million on capital expenditure projects. Additionally, mineral exports are projected to reach US$6 billion in the coming year, up from US$5.5 billion in the current year.
The mining industry is a crucial economic driver for Zimbabwe, accounting for:

Miners Seek Increase In Foreign Currency Retention Threshold To 85%

The High Court has ordered some miners to cease alluvial mining operations in Penhalonga, Manicaland province, following a challenge by residents aimed at protecting the environment.
According to the Zimbabwe Lawyers for Human Rights (ZLHR), on September 21, 2024, three residents—Peter Dengure Maneswa, Blessing Tafadzwa Chigova, and Treasure Maziti—filed an urgent application at the Mutare High Court against miners Kainos Mhandu and Edson Rainford.
The residents, who were represented by Calexy Maunga and Tatenda Sigauke of Zimbabwe Lawyers for Human Rights, argued that the miners’ activities violated environmental laws, increasing the risk of flash floods during the upcoming rainy season.
The miners were accused of unlawfully occupying the banks of the Mutare River and conducting operations with two excavators without necessary licenses or authority.
The residents claimed the mining operations infringed on their constitutional rights to property and a safe environment, as their properties border the river.
The mining activities were deemed unlawful due to the absence of lawful authorisation from the Minister of Environment, Climate and Wildlife and were being done without securing an Environmental Impact Assessment Certificate, thereby violating the Environmental Management (Control of Alluvial Mining) Regulations, 2014 and the Environmental Management (Control of Alluvial Mining) Amendment Regulations, 2021.
On September 23, 2024, High Court Judge Justice Isaac Muzenda ordered the immediate removal of mining equipment from the Mutare River and prohibited any further mining operations in the area.
The High Court Judge ruled that if the miners failed to comply with the order, the Sheriff or Deputy Sheriff could take necessary actions, including involving the Zimbabwe Republic Police.

High Court Orders Miners To Stop Alluvial Mining In Penhalonga

Residents of Bulawayo’s Ward 2 are outraged by illegal gold panning occurring along the Matsheumhlope River, situated between the Northend and Tegela suburbs, which is resulting in massive environmental degradation.
In a message shared within the community’s Ward 2 WhatsApp group, which was seen by <a href="https://cite.org.zw/illegal-mining-wreaks-havoc-on-matsheumhlope-river/">CITE</a>, resident Helmand Shoko said he was alarmed after discovering the situation during a walk along the river on October 5. He said:
<blockquote>
I witnessed the extent of the destruction being done by gold panners. The environmental damage is now a serious concern. I did not make a citizen’s arrest, but I warned and escorted one of the panners away.
</blockquote>
Shoko urged the Environmental Management Agency (EMA) and local councillors to take immediate action, adding that there was a need for regular patrols in vulnerable areas to protect the environment.
Another concerned resident, Dubley, called for community unity and urged residents to organise themselves and make citizen arrests.
He shared his own struggles with a different neighbourhood issue—an ongoing battle to enforce noise regulations.
Dudley explained that it took a lot of effort to prompt local police to take decisive action. He said the lack of broader community support made the challenge even more difficult. He said:

My neighbour and I had to go through hell before our honourable Officer-In-charge took decisive and strong action to control the noise as per the by-laws. Nobody within this forum supported us in our terrible struggle.
If you want any change to happen -take remedial steps as soon as you see the root causes of the problem. Take steps immediately through the law enforcement agents.
</blockquote>
In an interview with CITE, Ward 2 Councillor Rendani Moyo conceded that there is an increase in illegal mining activities in suburban areas due to a lack of enforcement of relevant laws against the practice. Said Moyo:

I am concerned about the proliferation of illegal mining activities in suburban areas. This points to a lack of enforcement and we are currently in a conversation with other stakeholders to find a solution to this menace.
These activities frequently lead to land degradation, and pollution, and create dangerous open pits, putting residents, particularly children, at risk of injury or even death.
Illegal mining in these areas is not just about extracting resources unlawfully, it is also causing massive damage to our infrastructure and putting people’s lives at risk not to mention the possibility of violence.

In August 2024, the government of Zimbabwe imposed an immediate ban on riverbed mining or alluvial mining due to its detrimental effects on the environment.
Information Minister Jenfan Muswere said alluvial mining has significantly contributed to water pollution, siltation, and the degradation of river channels, disrupting vital riverine ecosystems.

Illegal Gold Mining Wreaks Havoc On Matsheumhlope River

The Anti-Corruption Trust of Southern Africa (ACT-SA) has condemned the illegal alluvial gold riverbed mining activities taking place at MaDollar dam in the Sessombi area of Zhombe, Kwekwe, disguised as dam scooping, allegedly protected by law enforcement and local authorities.
In a statement, the ACT-SA chairperson Alouis Munyaradzi Chaumba said his organisation and its officials have been threatened by an organised crime syndicate involved in the activities for exposing their illegal mining activities. <a href="https://www.newzimbabwe.com/outrage-over-illegal-alluvial-gold-mining-syndicate-polluting-dams-chinese-chief-and-politicians-fingered-in-unholy-confluence-of-corruption/">Said Chaumba</a>:
<blockquote>
This unholy confluence of corruption, patronage, and state-sanctioned impunity has effectively rendered the illegal mining activities immune to any form of legal consequence, thus perpetuating a cycle of exploitation and injustice that shows no signs of abating.
In an audacious display of audacity and intimidation, Chief Gwesela, a member of the MaDollar dam syndicate and a traditional leader in the region, issued ominous threats against the ACT-SA regional director through WhatsApp.
Despite the gravity of these threats, the Zimbabwe Republic Police, operating out of the Kwekwe Central Police Station, refused to accept a report of the incident from the ACT-SA director, a blatant violation of their duty to uphold the law and ensure the safety of citizens.

ACT-SA has demanded that all those implicated in illegal alluvial riverbed mining should be held accountable for their actions. Said Chaumba:

Members of the syndicate conducting these illegal alluvial riverbed mining activities should be held accountable for their actions.
The participation of the Zibagwe Rural District Council’s chief executive officer and Hardrock Mine should be probed, especially on the circumstances that led to the granting of the dam scooping authorisation that appears to have no applicant.
It should also be in the public interest to expose the high profile politically exposed individual or individuals who are alleged to be part of the syndicate and providing protection to all those on the ground.
It is alleged that the syndicate members are openly telling people that they will not stop the illegal mining activities because of the backing that they enjoy from some individuals who have political muscles.
</blockquote>
The ACT-SA report has been shared with several government agencies, including the Zimbabwe Anti-Corruption Commission and the Office of the President, calling for an immediate investigation into a syndicate involved in illegal alluvial riverbed mining.
ACT-SA has demanded urgent action from authorities to investigate the issuance of dam scooping authorizations, halt illegal mining, confiscate equipment, and hold perpetrators accountable.
The organisation also called for compensation for affected farmers and accountability for those abusing their power in this matter.
It urged the Zimbabwe Investment and Development Agency (ZIDA) and other authorities to thoroughly investigate the involvement of Chinese parties in these illegal activities.

ACT-SA Condemns Illegal Gold Mining At MaDollar Dam Disguised As Scooping

Three artisanal miners tragically lost their lives on Wednesday in Mapinga, reportedly due to inhaling exhaust fumes from a generator they had brought underground.
The generator was being used to power a jackhammer, which was employed to break apart large chrome ore boulders.
As reported by <a href="https://www.herald.co.zw/three-die-in-mapinga-chrome-mine-shaft/">The Herald</a>, the bodies of the three men, all aged 27, were recovered around 6 PM, two hours after the accident, and transported to the mortuary at Banket Hospital for post-mortem examinations.
Among the bereaved is 65-year-old Gogo Pamidzai Kaitano, who lost two of her sons in this incident. The third victim was a neighbour of the brothers.
Ellesha Chitiza, a nephew of one of the deceased, shared his account of the tragic event. He said:
<blockquote>
I received a call from Musoja who was sponsoring my uncle, cousin and friend, that something terrible had occurred at the mine.
I rushed to check what had happened. I noticed that the bodies of my uncle and cousin were lying lifeless a few metres from the entrance of the mine. My friend’s body was a distance away from those two.
I went down the shaft to investigate what had caused their death but couldn’t go further as I was now gasping for air. This means that there was a presence of poisonous gas in the shaft.
</blockquote>
He said the generator in question was never found at the scene.
Gogo Kaitano, a resident of Kilmaqdouh Compound near Mapinga Truckstop, is heartbroken after the loss of her sons. Partially blind, she is grappling with profound grief following the tragic accident. She said:
<blockquote>
They were caring for me; as you can see I am partially blind. For the past two months after joining the sector, they bought food and brought other items to the house. They had started working towards constructing a modern house.
</blockquote>
Didymus Mukuya Mangeyi, the son of Gogo Kaitano, appealed to the Government and well-wishers to assist them in such a difficult time.
The Permanent Secretary in the Office of the Minister of State for Mashonaland West Provincial Affairs and Devolution Josphat Jaji, who also chairs the Civil Protection Unit, said the district protection unit had been notified and investigations are underway.
Provincial Minister Marian Chombo expressed her sorrow over the situation, assuring that assistance will be provided to the affected families.

Three Miners Die From Exhaust Fumes In Chrome Mine Shaft

Gold miners in Mashonaland East Province have accused the police of shielding illegal miners who are disrupting their operations.
A manager at Hun Sen Mine, a major Chinese-owned operation in the Makaha area of Mutoko, told <a href="https://www.pindula.co.zw/">Pindula News</a> that illegal gold miners, commonly known as makorokoza, are increasingly encroaching on their claims.
These illegal miners not only operate without authorisation but also pose serious environmental hazards due to their unsustainable practices.
The manager, who requested anonymity, alleged that they have reached out to police in Murehwa, including Officer Commanding District Superintendent Moyo and Inspector Katigu, head of the Police Internal Security and Intelligence (PISI), to address the issue of illegal mining in the area. Said the official:
<blockquote>
In early September, we contacted [Dispol] to report the presence of illegal miners and requested their arrest along with the confiscation of their equipment.
He agreed to conduct an operation and asked us to fund it, providing a budget of US$2,700 to cover fuel and the officers’ meals during the deployment.
We paid him the amount in cash through [the PISI] three weeks ago, and he assured us that the operation would take place within three days. However, nothing has materialised.
The company management has reached out to him twice, but he continues to postpone the operation, and to date, no action has been taken.
Now, we are noticing police officers meeting with the illegal miners instead.
</blockquote>
The official further alleged that they have received information indicating that these police officers are warning the illegal miners about the upcoming operation, advising them to hide their equipment before the scheduled enforcement action. He queried:
<blockquote>
Our concerns now centre on whether it is lawful for senior police officers to demand payment to fulfil their official duties.
Is it appropriate for them to inform criminals about an impending operation? Can we expect to achieve the desired results from the police under these circumstances?
</blockquote>
Efforts to obtain a comment from the local police over the allegations of protecting illegal miners and asking for payment from miners by law enforcement are ongoing.

Gold Miners Accuse Police Of Shielding Makorokoza

Riverbed mining is reportedly continuing unabated in Manicaland Province, three weeks after the government announced a ban on alluvial mining.
High-ranking ZANU PF officials and security officials are allegedly at the centre of these activities, which are causing significant environmental destruction.
In an interview with the <a href="https://www.theindependent.co.zw/local-news/article/200031935/securocrats-zanu-pf-bigwigs-in-illegal-mining">Zimbabwe Independent</a>, James Mupfumi, director of the Centre for Research and Development (CRD), claimed that riverbed mining has intensified since the ban was implemented. Said Mupfumi:
<blockquote>
It (riverbed mining) is continuing; It’s lawlessness. They are not accountable to anyone. They are not accountable to the government. It benefits individuals.
It is also happening in Chimanimani. It is happening in Odzi. In Chimanimani, the mining is taking place under the banner of a company (named supplied), which is (allegedly) affiliated with the military. We don’t know where the proceeds are going.
</blockquote>
However, the chairperson of the chrome sector in the Zimbabwe Miners Federation, Tafirei Masuma, told the Zimbabwe Independent the named military firm was not involved in riverbed mining. He said:

The said military company was never doing riverbed mining. It was rehabilitating damaged portions of rivers in Manicaland under the guidance of the Environmental Management Agency (EMA).
They were doing it perfectly in line with the requirements of Ema. It never defied the law. It will never defy the instructions of the government because it is also a state institution.

Masuma, however, conceded that illegal mining was rampant in Manicaland but maintained that the said military company’s activities were lawful.
The Zimbabwe Independent reported sources as saying despite the ban, advanced equipment continues to devastate Zimbabwe’s rivers, with Odzi and Mutare rivers among hotspots of environmental degradation.
Mupfumi blamed politically connected individuals and alleged security sector-linked entities for perpetuating the illegal mining. He said:

We expected that after the ban there was going to be a stop and also that there would be measures in place for rehabilitation.
But there is nothing like that. The major concern is the issue of opacity. These are cartels which are protected by political elites.
There are names of people who are exploiting special grants. We have the names. Third parties are showing up claiming that they have been subcontracted to mine by the original holders of the special grants.

Farai Maguwu, executive director of the Centre for Natural Resource Governance (CNRG) said riverbed mining is continuing in spite of the ban. He said:

It is indeed continuing. In areas such as Penhalonga, we have seen an increase. Small-scale miners have arrived in the area with their equipment. They are digging near the river. Nothing has abated.
There is a need for political will to address the problem. Now, if the senior politicians are benefiting from the environmental carnage that is taking place, it means those Cabinet decisions would merely be rhetoric. We need political will, commitment, and seriousness.

ZANU PF’s director of information, Farai Marapira, has dismissed allegations that members of the ruling party are fueling illegal mining activities.
Obert Jiri, the permanent secretary for Lands, Agriculture, Fisheries, Water, and Rural Development, who announced the ban, said the ministry has not received any reports regarding illegal mining in Manicaland.

Government Ban Fails To Stop Riverbed Mining

Hwange Central Member of Parliament, Daniel Molokele (CCC), has criticised Chinese coal miners in the district for not respecting Zimbabwe’s laws in their operations.
This follows complaints from residents of Ingagula township in Hwange about excessive dust pollution caused by Chinese miners’ haulage trucks and coal mining activities.
In a recent interview with <a href="https://vicfallslive.co.zw/mp-daniel-molokele-speaks-out-against-chinese-companies-arrogance-and-disregard-for-the-law-in-hwange/">VicFallsLive</a>, Molokele alleged that Chinese investors are shielded from scrutiny due to their connections with powerful politicians in Harare.
He argued that this protection has led to a sense of arrogance among the Chinese companies operating in the area Said Molokele:

We have also made efforts to reach out to the Chinese companies, most community local members are complaining that it’s the Chinese companies that are leading in terms of violations of environmental laws and making sure that there’s too much pollution, not just of the air but of the land and the rivers… but what we have learnt is that Chinese companies are very arrogant and they never respect any type of law including labour relations act.
When you look at the terms and conditions of their employees, it’s clear that they are deliberately and arrogantly violating the laws in terms of working hours, in terms of compassionate leave, study leave, medical aid, pension aid and permanent employment and so on…
In terms of health and occupational hazards, awareness and protection, so there’s a lot of violations happening… but it’s the manner in which Chinese investors start investments here in Zimbabwe because they come through high-level politics and they have got connections in Harare and some of the companies that China had set up here in Hwange, they major shareholding include the political elite and that’s where the source of arrogance is coming from… I have been working with other parliamentarians to set up a national chapter for the Inter-Parliamentary Alliance on China.
We have an organization that works in over 50 countries that has been set up called IPAC headquartered in London that seeks to ensure that Chinese companies wherever they are investing, they have a sustainable development model and they respect local communities.
So we are in the process of setting the national chapter in Zimbabwe, hopefully, it’ll help to increase our capacity to force the Chinese companies to be more accountable.

Molokele pledged to raise the issue in the National Assembly to hold Chinese companies accountable for their environmental and social impact in Hwange.

Hwange MP Daniel Molokele Slams Chinese Miners For "Arrogance And Disregard For The Law"

The government of Zimbabwe has initiated a review of Exclusive Prospecting Orders (EPOs) granted to investors three years ago for coal-bed methane exploration to evaluate their commitment to these projects.
Holders of EPOs enjoy exclusive rights to explore and potentially extract minerals within designated areas, which prevents other entities from engaging in similar activities.
EPOs are typically granted for a specific duration and may be renewed based on the holder’s adherence to regulatory requirements.
In 2021, the government issued five EPOs to investors interested in coal-bed methane, including Alabara Resources, Sakunda Energy, Tumagole of South Africa, Zambezi Gas, and Shangani Energy Exploration.
In an interview with <a href="https://www.herald.co.zw/govt-starts-reviewing-epos-for-coal-bed-methane/">The Herald</a> on Friday, Mines and Mining Development Deputy Minister Polite Kambamura said that various factors would be considered when evaluating the approval or rejection of an EPO. He said:

So, we will be looking at all those issues (such as) do (holders) have the capacity? Have they done similar work elsewhere? Do they work in other EPOs in the country because we do not want people to just hold for speculation.

Methane is extensively utilised as a fuel for heating and electricity generation, as well as a raw material in the production of various chemicals, such as ammonia for fertilizers.
Zimbabwe is believed to have significant reserves of untapped coal-bed methane (CBM), particularly in the Matabeleland North region.
The Lupane and Hwange districts are estimated to contain over 800 million cubic meters of CBM per square kilometre.
Moreover, additional studies indicate that Zimbabwe may possess more than 40 trillion cubic feet of potentially recoverable gas in the Lubimbi area of Lupane. This untapped resource presents substantial opportunities for energy development in the country.

Zimbabwe Starts Reviewing Exclusive Prospecting Orders For Coal-Bed Methane

Farai Maguwu, the founding director of the Centre for Natural Resource Governance, has characterised the proliferation of Chinese mining operations across Zimbabwe as a form of “organised crime” due to their exploitative nature.
Maguwu made these remarks during a virtual discussion organised by the Bubi Community Parliament last week, where he was a guest.
The discussion focused on environmental management and degradation in the Bubi district.
Chinese miners have been accused of extensive environmental degradation and a reluctance to reinvest in the communities where they operate.
Maguwu claimed that mines that started operating in Zimbabwe after the year 2000 have failed to meaningfully improve the areas in which they are situated. He said (via <a href="https://www.newsday.co.zw/southerneye/local/article/200031454/zim-mining-activity-is-organised-crime">Southern Eye</a>):

Mining that is conducted in Zimbabwe is organised crime, it is not really formal. In terms of mines that started operating after the year 2000, the one that I think is a demonstration of unit of environmental social or governance risk is Zimplats.
If you go to Zimplats you will realise that they have invested in the road infrastructure, and they have built a town such that even if Zimplats is said to have ceased operations in Zimbabwe, that settlement will continue to exist.
They have built houses for their staff, it is actually a town that they have built. But those coming from China, they have no intention to stay here, they have no intention to transform the place from the way they found it and turn it into a better place.
</blockquote>
Maguwu argued that some of the so-called investors are not genuine investors at all, but rather criminals masquerading as such.
He went on to assert that these individuals “cannot even build toilets for their employees,” underscoring their blatant disregard for the basic welfare and dignity of the local workforce. He said:

The difference between a criminal and an investor is that an investor improves the place and leaves it a better place than they found it.
If you look at towns like Shurugwi and Zvishavane, they were built due to mining. Bindura, Hwange, they built that town from coal and today we have Hwange town because of mining.
But for criminals, what they leave are pits, some of these miners cannot even build toilets for their employees.
They do not invest in people, the environment and the future. Marange is a sad story, there is nothing in Marange, the roads are bad, and the clinic staff quarters are dilapidated.
</blockquote>
Maguwu also claimed that the working conditions in most mining companies were deplorable, adding that some workers are driven to supplement their meager incomes by stealing from their employers.

Farai Maguwu says Chinese mining in Zimbabwe is like organized crime - not good for the people or the land. Chinese miners don't help the communities where they work, just take and leave. Real investors should make things better, not worse. Some miners are not real investors, just criminals pretending to be. They don't care about the workers or the environment. Maguwu also said that working conditions in many mines are bad, forcing some workers to steal to make ends meet.

Maguwu Decries Chinese Mining Operations In Zimbabwe As "Organised Crime"

Wilfred Runyararo Munetsi, the Deputy Director of Communication, Advocacy and Mining Community Suitability in the Ministry of Mines and Mining Development, has said the government is at an advanced stage in setting up an electronic system to administer, track mining rights, and process mining licences.
Munetsi stated that this new computerized system is envisaged to help address the long-standing issue of disputes over multiple allocations of mining claims.
In the past, the absence of a high-tech tracking system has resulted in such disputes spilling over into the courts of law, leading to delays in investments and production processes in the key mining sector.
Speaking in an interview with <a href="https://www.manicapost.co.zw/mining-tracking-system-on-the-cards/">The Manica Post</a>, Munetsi revealed that the ministry has already rolled out a pilot project to test the newly introduced electronic system. Said Munetsi:

The mining cadastre portal is now a work in progress as we are currently at pilot test, and hope to launch the system in full soon.
The goal of establishing the mining cadastre portal is to provide an electronic platform for all stakeholders in the mining sector in Zimbabwe to engage directly with the Ministry of Mines and Mining Development.

Munetsi said that the country has more than 60 extractable mineral deposits, but less than 10 are presently being commercially exploited for various reasons. He explained:

Mining in this country has, for various reasons, been dominated by small-scale miners, who would then attract big capital for expansion.
Small-scale miners favour gold for various reasons, including that it is easy to find, and is ubiquitously distributed across the country, including in Manicaland.
It is also easy to mine and process using rudimentary tools, has a ready market, has no minimum or maximum size, and thus can be mined at any scale.
So, there has been bias towards gold mining at the expense of other economic minerals that are not that attractive to small-scale miners.
</blockquote>
Munetsi said price fluctuations, challenges with the marketing of minerals and the huge cost of extracting some minerals are some of the factors hindering mining in the country. He said:
<blockquote>
What I know is that of all the minerals that have been mined, the mines were abandoned, not because of exhaustion of ore, but other reasons such as declining prices. So mining is always intermittent as prices fluctuate.
For instance, mica miming which used to be very important in the 1930s ceased due to a drastic fall in prices. Now the mining of the mineral has resumed in Karoi.
Marketing is also an issue. There are many minerals that could be mined, but small-scale miners cannot meet the marketing requirements of quality, quantity and timeliness of supply. Also, the miners do not know how to search for markets.
For instance, silica has become one of the most sought-after minerals, but is not attractive enough, and being an industrial mineral, requires certain minimum and maximum qualities, which the miners do not want to be bothered about.
This applies to industrial minerals such as limestone and feldspar, among others.
Some minerals are not being mined because they require huge processing plants that require huge capital injection.
For instance, iron ore and other base metals. There is a lack of promotion and awareness by authorities on the various minerals and how they can be mined.
For instance, there are many different types of gemstones which are mined in neighbouring countries, which are not mined here.
Maybe those countries do not have gold that steals all the thunder like what is happening here.

Earlier this week, the Government announced the immediate banning of riverbed mining following revelations that mining activities were causing water pollution, siltation and degradation of river channels.
