Finance and Economic Development Minister Mthuli Ncube said that depositors with small bank balances whose savings were wiped out by currency changes last year will be compensated.
In 2019, Treasury re-introduced the Zimbabwe dollar and removed its 1:1 pegging to the United States dollar resulting in depositors losing their savings as the value of the local currency plummeted.
Announcing the 2021 national budget on Thursday, Ncube said a US$75 million fund will be established to compensate depositors who had small balances of US$1 000 or less. Said Ncube:
<blockquote>As part of a broader reform process under the Transitional Stabilisation Programme, the government through the central bank introduced a market-determined exchange rate through the Monetary Policy of (SI 33 of 2019) 20 February 2019.
This entailed transition from an exchange rate of US$1:RTGS$1, initially to US$1:RTGS$2.5 and thereafter determined by the interbank market activities.
This transition resulted in currency losses to small and vulnerable households with deposits less than US$1,000 in the bank. The movement in the exchange rate from US$1:RTGS$1 to US$1:RTGS$2.5 resulted in a loss for such depositors.
Therefore, the government has made a decision to compensate the small and vulnerable depositors who had US$1,000 and below for the exchange rate movement loss from US$1:RTGS$1 to US$1:RTGS$2.5, with resources equivalent to US$75 million.
The resources will be administered by the Deposit Protection Corporation.</blockquote>

Mthuli: USD Depositors To Be Compensated For Exchange Losses

In a move that some have called “sucking up to the army” treasury’s single biggest allocation in the 2020 Budget was to the army The Insider reports. The Ministry of defence and war vets got $3.1 Billion and the publication quoted the treasury boss to have said he had to “prioritise allocations and disbursements to the security sector”.
Some analysts who spoke to the publication had this to say about Mthuli giving billions to the defence ministry:

The defence ministry’s sizable allocation came a few days after the defence minister <a href="https://www.pindula.co.zw/Oppah_Muchinguri">Oppah Muchinguri</a> reportedly warned the govt not to take “this peace for granted” according to the publication.

Mthuli Ncube's 2020 Budget's Single Biggest Allocation Was To The Security Sector

Normally one would praise such innovation but in the current situation, this is a disgrace.
This Minister has presided over an economy this year which has seen hospitals denuded of doctors and basic medicines and hundreds of thousands of children out of school. His policies have decimated people’s savings and the basic infrastructure of Zimbabwe is crumbling.
In other words, space satellites cannot possibly be a national priority when the most basic needs of the Zimbabwean people are not being met. To that extent, this proposal is harebrained and must be rejected. But it is worse than that.
Firstly the hypocrisy of the Mnangagwa regime, and its propaganda arms such as the ZBC and Herald, is breathtaking. These are the people who criticized <a href="https://www.pindula.co.zw/Nelson_Chamisa" rel="noopener noreferrer" target="_blank">Nelson Chamisa</a> for dreaming of bullet trains and spaghetti roads, surely far more needed than satellites.
Secondly, there is no doubt a sinister or corrupt side to this fascist and corrupt regime’s proposal. Sinister in that the satellite may be intended to spy on citizens’ communications. Corrupt because billions more may be hived off to cronies who will be given satellite contracts.
All in all whilst this may be laughed off as a silly plan it must be taken seriously and rejected out of hand. For all the applause the <a href="https://www.pindula.co.zw/Zimbabwe_African_National_Union_-_Patriotic_Front" rel="noopener noreferrer" target="_blank">ZANU-PF</a> MPs gave it yesterday, mature, honest citizens must oppose this profligate and sinister plan.</blockquote>

Coltart: Satellite Proposal A Profligate & Sinister Plan That Should Be Resisted {Full Thread}

Finance and Economic Development Minister Mthuli Ncube said that the government will, with effect from January 2020, end subsidies for maize and wheat.
Ncube made the announcement on Thursday during is 2020 budget presentation. He said:
<blockquote>The current subsidy policy whereby Government funds the procurement of grain at market price and sell this to registered grain millers at a subsidised price has been open to abuse and placed a huge burden on the fiscus.
At times the intended beneficiaries do not enjoy the benefits of the subsidy from Government.
To address these distortions, Government, will, with effect from January 2020 remove the existing grain marketing subsidies for maize and wheat that were being provided to Grain Millers through the <a href="https://www.pindula.co.zw/Grain_Marketing_Board" rel="noopener noreferrer" target="_blank">Grain Marketing Board</a>.
The intervention will see GMB selling wheat and maize at market prices, with Grain Millers having an option to either import or purchase grain from GMB.</blockquote>
The government has been subsiding the country’s major staple grains in a bid to keep the price of mealie meal and bread within the reach of the majority of citizens.
Ncube admitted that the scrapping of subsidies will result in an adjustment in the prices of mealie meal and bread.

Former Finance Minister <a href="https://www.pindula.co.zw/Tendai_Biti" rel="noopener noreferrer" target="_blank">Tendai Biti</a> has expressed his thoughts ahead of <a href="https://www.pindula.co.zw/Mthuli_Ncube" rel="noopener noreferrer" target="_blank">Mthuli Ncube’s</a> 2020 National Budget presentation later on Thursday.
Biti observed that Zimbabwe’s economy has contracted massively and has projected 2020’s growth to be -12%. Writing on Twitter, Biti said:

Biti Speaks Ahead Of Mthuli Ncube's Budget Presentation

Finance and Economic Development Minister <a href="https://www.pindula.co.zw/Mthuli_Ncube" rel="noopener noreferrer" target="_blank">Mthuli Ncube</a> presents the 2020 National Budget this Thursday, with high expectations that he will propose measures that will spur production.
<a href="https://www.pindula.co.zw/Eddie_Cross" rel="noopener noreferrer" target="_blank">Eddie Cross</a>, an economist, says Ncube will seek to raise salaries, including for civil servants since inflation has eroded their earnings. He said:
<blockquote>There is going to increase in people’s salaries, but it’s going to be gradual and will be very carefully planned and monitored.
The other thing I think he is going to do is that he is going to strengthen the value of the Zimbabwe dollar.</blockquote>
However, another economist, Gift Mugano, says salaries and wages should not be increased as this will drive up prices.
He added that Ncube should announce measures to substitute imports through incentivising local production and growing export earnings.

Mthuli Should Raise Salaries Gradually & Carefully - Cross

The 2020 National Budget presentation has been tentatively set for November 4, 2019. It will be Finance and Economic Development Minister<a href="https://www.pindula.co.zw/Mthuli_Ncube" rel="noopener noreferrer" target="_blank"> Mthuli Ncube’s</a> second budget presentation since he was appointed a minister in 2018.
The theme of Ncube is 2019 budget was “Austerity for Prosperity” and the results have been a sluggish economy beset by galloping inflation and currency volatility.
The country is facing a myriad of challenges which need to be addressed urgently. These include galloping prices caused by the constantly rising exchange rate, shortage of foreign currency needed for imports as well as acute fuel and electricity shortages.
Other challenges Ncube need to address include low industrial and agricultural production, little investment inflows, and high cost of business.
He also needs to deal with ease of doing business constraints, a multiplicity of taxes (among them the infamous 2 per cent tax), and poor infrastructure.
