Finance Minister Mthuli Ncube while presenting the 2021 National budget on Thursday proposed to set aside $123 Million for the non-exclusion of pregnant girls in schools, The Sunday news reports. The funds will be used to provide psycho-social support for girls who fall pregnant while they are still in school.
Speaking during the budget statement presentation Professor Mthuli Ncube said:
<blockquote>Government allows non-exclusion of pregnant girls in schools and to ensure observance of this provision, psycho–social support will be enhanced at schools and an allocation of ZWL$123 million has been set aside.</blockquote>
Additionally, the Professor also proposed to capacitate education officers so that they monitor and evaluate schools to improve the quality of education in Zimbabwe:
<blockquote>Monitoring and evaluation of schools will be strengthened to ensure quality education outcomes in all institutions and this will be complemented by the provision of supervision vehicles at a total allocation of $220 million. Government will also prioritise the teacher on the job re-training in order to meet the requirements of the new competence-based curriculum and introduction of teaching and learning of all 16 languages at schools.</blockquote>

Zimbabwe’s Finance Minister Professor Mthuli Ncube on Thursday 25 November 2020 presented the 2021 budget which among other things projected that the country’s economy will grow by 7.4 percent.
The budget has since received varied responses with some saying it is progressive while the former Minister of Finance (GNU era), <a href="https://news.pindula.co.zw/2020/11/26/mthuli-ncubes-2021-national-budget-fictitious-biti/" rel="noopener noreferrer" target="_blank">Tendai Biti of the opposition MDC Alliance describing it as “a giant yawn.”</a>

During yesterday’s 2021 national budget presentation, Finance Minister Mthuli Ncube proposed that informal traders pay USD $30 tax to be collected through their landlords, ZimPrice Check reports.
According to the publication, the tax has always been there but tenants were evading paying it. The Minister is just proposing a new way to collect the tax.
The part of the budget statement that speaks about the new proposal by the Minister states that:
<blockquote>A number of enterprises operate from designated business premises where the landlords are either Local Authorities or private property owners such as the Gulf Complex and Kwame Nkrumah Mall, among others. Their place of business is, thus, comprised of partitioned units in commercial buildings.
The fixed nature of the business, thus, presents an opportunity for the tax administration to improve tax collections from presumptive taxes. I, therefore, propose to introduce a presumptive tax of an equivalent of US$30 per unit per month.</blockquote>
Apart from the tenants tax, Professor Mthuli also set presumptive tax for other informal traders and stated that:

<li>Bottle-stores and restaurants $10 000 ZWL</li>
<li>Hairdressers $2 500 ZWL</li>
<li>Cottage industry $10 000 ZWL</li>

The tenants tax will only apply on commercial properties and they will not apply on domestic properties according to the publication. The minister projected that the economy will grow with an estimated 7.4% in the next 2 years among other projections.

Mthuli Proposes A $30 Tenants Tax For Informal Traders

The Finance Minister Mthuli Ncube presented the 2021 National Budget yesterday and here are some of the major highlights from the budget themed Building Resilience and Sustainable Economic Recovery:

<li>The economy is expected to rebound by 7.4% in 2021 from a consecutive 2-year downturn</li>
<li>150 000 formal jobs lost due to the COVID-19 pandemic are expected to be recovered</li>
<li>Year on year inflation is projected to reach 9% by the end of 2021</li>
<li>PAYE tax-free threshold reviewed from ZW$5000 to ZW$10 000</li>
<li>IMTT (2% Tax) tax-free threshold from ZW$300 to ZW$500</li>
<li>Youth Employment Tax Credit reviewed from ZW$500 to ZW$1500</li>
<li>Bonus Tax-Free Threshold revied from ZWL$5 000 to ZWL$25 000 effective 1 November 2020.</li>
<li>Excise Duty on Tobacco and Alcoholic Beverages reviewed upwards</li>
<li>Cannabis Levy, chargeable on the value of exports, at varied rates ranging from 10 to 20% in line with the level of processing introduced.</li>
<li>Govt Introduces a simplified tax regime for self-employed professionals.</li>
<li>Suspension of Powdered Milk &amp; Ring-fenced quantities of raw Cheese for the Dairy Industry extended.</li>
<li>Duty suspended on motor vehicles imported by Safari Operators and buses for Tour Operators</li>
<li>Suspension of Duty on Cross-Border Luxury Coaches extended</li>
<li>Rebate of Duty on raw materials imported under the Shoe Manufacturers Rebate</li>
<li>Rebate of Duty on Fertiliser Manufacturers</li>
</ol>
The government further made promised to do the following:
<blockquote>

<li>Strict observance of the Budget and Public Finance Management Act rules</li>
<li>Borrowing only for the budgeted expenditures and through market-based operations</li>
<li>No more recourse to Central Bank overdraft and other windows</li>
<li>Gradual reduction of the wage bill</li>
<li>Continuous review and rationalisation of public service posts;</li>
<li>Rolling out of PFMS controls to all departments and local levels;</li>
<li>Adherence to new Procurement Act rules</li>
<li>Limit subsidies to those that are targeted and accommodated in the Budget;</li>
<li>Complete migration of the Public Service Pension scheme from Pay-As-You-Go- pension to 
funded Pension Scheme</li>
<li>Continue strengthening taxation systems.</li>

2021 National Budget Highlights

Finance Minister Mthuli Ncube today presented a ZWL$421.6 billion budget, premised on an economic rebound which is also hinged on anticipated recovery from COVID-19.
The budget proposed that toll fees be payable in foreign or local currencies at the Foreign Currency Auction Rate.
Under the new structure, Light Motor Vehicles will pay $2, minibuses $3, buses $4, heavy vehicles $5, haulage trucks $10 and the residential discount will be set at $10 per month. Said Ncube:
<blockquote>In addition, toll fees for foreign-registered vehicles will be payable in United States Dollars or equivalent in other foreign currencies, using the above rates.</blockquote>
The budget also proposed a PAYE tax-free threshold of ZWL$10,000 per month from ZWL$5,000 per month.
It also revised the bonus tax-free threshold from ZWL$5,000 to ZWL$25,000, effective 1 November 2020.
Meanwhile, the largest allocation of ZWL$55.2 billion was made to the Ministry of Primary and Secondary Education, that also included a provision for sanitary wear for girls from disadvantaged backgrounds.
The Ministry of Lands, Agriculture, Water and Rural Resettlement was allocated ZWL$46.3 billion while the Ministry of Defence was allocated ZWL$23.8 billion.

Tollgate Fees To Be Payable In Forex Or RTGS Equivalent

Finance and Economic Development Minister Mthuli Ncube has proposed an array of taxes in his projected 2021 national budget.
Ncube has proposed to introduce a Cannabis Levy, which is chargeable on the value of exports at varied rates of tax that correspond to the level of the process.
The Levy is premised on the projection that the potential value of cannabis exports for medicinal purposes is estimated at US$1.25 billion next year.
According to the levy proposal, 10% will be charged on the export sales value of finished packaged medicinal cannabis oils that are ready for resale; 15% on the export sales values of bulk extracted medicinal cannabis oils that require further processing and/ or packaging; and 20% on the export sales value of dried medicinal cannabis flowers.
On presumptive taxes, that is, taxes levied on informal traders, Ncube proposed that self-employed professionals will now pay a presumptive tax ranging from $250 000 to $1 million a month effective January 1, 2021.
Medical professionals will pay $500 000, engineers $500 000, legal $500 000, architects $250 000 and realtors $1 million.
Ncube, however, said the presumptive tax will not apply to professionals who produce a valid Tax Clearance Certificate for the year of assessment.
On the fuel sector, Ncube said fuel excise duty will be paid in foreign currency unless the importer provides satisfactory documentary evidence to the effect that funds were sourced through the auction system.
To encourage the importation of fuel by pipeline, the Petroleum Importers’ Levy has been reviewed to USD$0.05 a litre on both diesel and petrol.

Mthuli Introduces Cannabis Levy, USD Fuel Excise Duty

MDC Alliance vice president Tendai Biti, who is a former Finance Minister, said the 2021 national budget, presented by Treasury chief Mthuli Ncube this Thursday, is yet another “damp squib” as expected.
Biti said the reintroduction of the Zimbabwe dollar has failed and the government should have re-dollarised the economy to restore the real value of wages and pensions. Said Biti:
<blockquote>As expected this was yet another damp squib. A real missed opportunity to address the key distortion in the economy which is forex and monetary policy.
The fiction of Zimbabwe dollar is not working. The real value, real wages and real incomes needed to be restored. Maintaining Zimbabwe dollar fiction is madness.
The failure to restore USD wages and pensions is the ultimate theft and failure by the regime. Failure to deal decisively with pensions and the Justice Smith Inquiry recommendations is another disaster.</blockquote>
Biti also castigated the tax measures proposed by Ncube in his 2021 national budget which include a 20% levy on the export sales value of dried medicinal cannabis flowers. Biti added:
<blockquote>The raft of tax measures proposed are anti-poor and anti-people particularly presumptive taxes
The tax attack in the informal economy, the levying of taxes in USD, the punitive taxes on fuel makes the 2021 budget is vicious anti-working-class budget.
Budget assumptions are a pipe dream and 7% GDP growth rate is an illusion. The country is trouble.</blockquote>

2021 National Budget Another Damp Squib As Expected, Says Biti

Zimbabwe’s economy is projected to grow by 7.4% in 2021 on the back of an anticipated rebound in the agriculture sector as well as in mining, electricity and construction among other things.
This was said by Finance and Economic Development Minister Mthuli Ncube while making his 2021 national budget presentation this Thursday. He said:
<blockquote>… economic growth is expected to rebound in 2021 from the consecutive two-year slump to record 7.4%.
From the supply side, this growth will be driven by a strong recovery in agriculture, mining, electricity, construction, transport and communication as well as finance and insurance.</blockquote>
Ncube also projected formal employment to grow with about 150 000 formal jobs in 2021 as the country emerges from the COVID-19 pandemic. Ncube added:
<blockquote>In line with economic rebound projected in 2021, formal employment is projected to grow with about 150 000 formal jobs are expected to be recovered after having been lost due to COVID-19 pandemic.
Similarly, incomes are also expected to rise, with per GNI per capita expected to increase to US$1 835 from current levels of US$1 156.
Beyond 2021, growth is expected to level off to around 5% annually. The projected growth trajectory assumes reduced severity of COVID-19 pandemic as vaccine coverage expands and therapies improve.
The attendant macroeconomic stability, improved supply of electricity, favourable agricultural season and effective policy implementation will also assist the growth and development agenda.</blockquote>

Zimbabwe's Economy Projected To Grow By 7.4%

Finance and Economic Development Minister Mthuli Ncube has said the government will increase the monthly COVID-19 cash transfers to vulnerable members of society from the current ZWL$300 per month.
Presenting the 2021 national budget in the National Assembly this Thursday, Ncube revealed that the government has allocated ZWL$2.4 billion for the programme, with ZWL$98 million having already been disbursed. He said:
<blockquote>To cushion the vulnerable members of society, the Government allocated ZWL$2.4 billion for COVID-19 cash transfers.
The identification of beneficiaries is ongoing and it is expected that the number will significantly increase. So far, over 202 077 beneficiaries are in the database and already receiving allowances.
At current monthly allowances of ZWL$300 per household, Treasury has disbursed ZWL$98 million through the Ministry of Public Service, Labour &amp; Social Welfare towards vulnerable households.
In view of the escalating cost of living, the monthly allowances are being increased and Treasury is making the necessary adjustments on this facility.</blockquote>
The current ZWL$300 per household per month is roughly equivalent to US$3 and for a household of at least 5 members, the amount contributes very little to their well-being.

COVID-19 Cash Transfers To Be Increased - Mthuli

Former Finance Minister Tendai Biti anticipates that the 2021 national budget to be presented this Thursday will be devoid of substance and will fail to address the critical ills bedevilling the country’s economy.
Biti says he does not foresee Finance and Economic Development Minister Mthuli Ncube addressing the currency issue or offer a stimulus package to the struggling economy. Biti said:
<blockquote>We expect the budget to be an overzealous exercise in self-delusion and grandiose self-praise. In other words a giant yawn. It will not address the issue of currency. It will not accept that de-dollarization has failed. It will not restore real value to wages and pensions.
It will not offer any stimulus to the economy. It will not offer a way out of the depression. Its biggest weakness lies in that it will be indexed in the local currency when the real economy out there is now a US cash economy. Without this reality, the budget will be a fiction.</blockquote>
Ncube was expected to present the 2021 national budget in the National Assembly on Thursday, 26 November 2020.

2021 National Budget To Be Presented Tomorrow

Zimbabwe’s Minister of Finance and Economic Development, Professor Mthuli Ncube has proposed that he would fund the operations of anti-corruption units through the national budget.
This comes amid reports that the Zimbabwe Anti-Corruption Commission (ZACC) and  Special Anti-Corruption Unit (SACU) in the president’s office are being bribed to throw away some corruption cases.
Ncube speaks when the Pre-Budget Paper is set to be presented to parliament, public and captains of industry for consideration ahead of intensive 2021 budget consultations. He said:
<blockquote>We then turn to effective institutional building and governance.
Here we are looking at property rights, aligning laws to the constitution, strengthening our social construct, processes and procedures, rebuilding our state-owned enterprises, dealing with corruption and capacitating the institutions that are dealing with corruption.</blockquote>
<a href="https://news.pindula.co.zw/2020/01/25/zacc-seeks-to-retain-part-of-the-recovered-looted-money-to-fund-its-operations/" rel="noopener noreferrer" target="_blank">ZACC had proposed earlier this year</a> that it retains a portion of the ill-gotten wealth it would have recovered from accused persons and organisations.
Speaker of Parliament, Jacob Mudenda last year suggested parliamentarians should push for the commission to be funded from the country’s Consolidated Fund.
Zimbabwe is ranked among the worst corrupt countries and is believed to be losing an average of US$1 billion annually to corruption when its national budget is US$4 billion.
