President Emmerson Mnangagwa, the current chairperson of the Southern African Development Community (SADC), has urged political parties in Mozambique to respect the results of the October 9, 2024, presidential election, which the country’s Constitutional Council confirmed on December 23.
The Constitutional Council announced that FRELIMO’s presidential candidate, Daniel Chapo, secured approximately 65% of the vote, a decrease from the 70% reported by the electoral commission in October.
The Council also adjusted the number of parliamentary seats awarded to FRELIMO, though the reasons for these changes were not revealed.
In a statement issued on Wednesday, December 25, Mnangagwa called on all political parties and candidates to accept the election results, saying this is a core principle of the rule of law.
While South Africa has called for dialogue and offered to mediate, Mnangagwa asserted that other countries should respect Mozambique’s sovereignty and refrain from interfering in its internal affairs. Reads the statement:

The ruling by that country’s top electoral court, which upheld FRELIMO Party’s victory, completes and thus exhausts all lawful processes on determining election results, in line with that country’s national laws, and in keeping with SADC’s Election Guidelines and expectations.
SADC thus expects all parties to the electoral process, both individually and collectively, to abide by the decision of the Council which should provide a constitutional way forward for the country, and facilitate the way to greater peace, normalcy and stability in the interest of all Mozambicans.
SADC stands ready to assist the incoming Government, and People of Mozambique, in consolidating their electoral democracy on the basis of the aforesaid Court decision which should be held sacrosanct by all. Indeed, this is what the rule of law is all about.
Further, SADC urges the international community to respect the sovereign will of the people and the Republic of Mozambique, exhorting all concerned to constructively support all processes towards peace, law and order which the country and people sorely need and deserve.
Our Region witnessed a record number of national elections in the last two years, itself a loud testimony that democracy continues to find deeper roots and to flourish in our SADC Region.

Matemadanda said the general atmosphere in Mozambique was peaceful and denied claims that Zimbabweans voted in the Mozambique elections. He said:

Further, the opposition party RENAMO, a former rebel movement, has called for the elections to be annulled and for a caretaker government to be established to reform the electoral system before new elections take place.
During the summit, SADC executive secretary Elias Magosi opened the proceedings by praising Mozambique, Botswana, and Mauritius for conducting what he characterised as “peaceful” elections, a statement that contrasts sharply with the turmoil currently unfolding in Mozambique. He said:

South Africa was represented by Deputy President Paul Mashatile, while Tanzania was represented by Deputy President Dr. Hussein Ali Mwinyi, also the President of Zanzibar.

Mozambique Protests Lose Momentum

Nick Mangwana, the Permanent Secretary for the Ministry of Information, Publicity, and Broadcasting Services, has issued a stern warning to The Mirror, a local newspaper based in Masvingo, suggesting that the publication will soon face consequences for its reporting.
Mangwana’s comments came after The Mirror published an article alleging that ZANU PF facilitated the participation of Zimbabweans in Mozambique’s disputed October 9 elections.
Mangwana accused the newspaper of “wantonly breaking the law with brazen frequency,” criticizing it for what he described as irresponsible reporting.
Writing in the state-controlled <a href="https://www.herald.co.zw/zimbabwe-doesnt-meddle-in-neighbours-electoral-processes/">The Herald</a>, Mangwana vehemently denied the allegations, insisting that ZANU PF does not interfere in political events in neighbouring countries.
He said that while the party occasionally sends senior officials to the region for meetings and discussions, this should not be misconstrued as an endorsement of election interference or rigging.
The controversy intensified after several people from Masvingo were caught on camera admitting to having voted in Mozambique’s elections, sparking suspicions that Zimbabwean authorities may have played a role in facilitating vote rigging. Said Mangwana:

The strange thing is that initially these accusations were not coming from any participants in the Mozambican elections, but some media outfit in Masvingo which has been wantonly breaking the law with brazen frequency.
For this outfit, the writing is on the wall. Some Mozambican political parties only latched onto this accusation much later to try to explain away their performance during the elections.
But they know the truth that Zimbabwe did not send its nationals to vote in their elections, neither did it participate in any perceived rigging exercise, real or imagined.
The tragic part of all this is that there are Zimbabweans who are willing participants in the peddling of this disinformation.

Mangwana argued that these “falsehoods” not only misrepresented the situation but also put Zimbabweans living in neighboring countries at risk.
He claimed that the spreading of such claims had prompted Zimbabwe’s ambassadors in Botswana and Mozambique to issue public warnings, advising Zimbabweans living there to exercise caution.
The controversy comes amid a tense political backdrop, as Botswana held its general elections on October 30.
The elections resulted in a victory for the opposition, despite efforts by senior ZANU PF figures, including Patrick Chinamasa, who had campaigned for the ruling party.
The involvement of high-ranking ZANU PF officials in the Botswana election campaign further fueled suspicions of political interference. Said Mangwana:

Zimbabwe’s Ambassador to Mozambique, Victor Matemadanda, has urged Zimbabweans living in Mozambique to remain indoors until the political situation in the country stabilises.
His call follows ongoing protests by opposition supporters who are challenging the results of the October 9, 2024, elections, in which FRELIMO was declared the winner.
In an interview with <a href="https://www.herald.co.zw/stay-indoors-in-mozambique-locals-urged/">The Herald</a>, Matemadanda advised Zimbabwean nationals to avoid public gatherings and stay safe as tensions continue to rise in Mozambique. He said:

My advice is that our people should stay indoors until the situation normalises. They should keep away from the demonstrations. Many people prefer to be indoors.
I think likewise Zimbabweans should do the same. They should try as much as they can to avoid gatherings, to make sure that they are safe.
We have not seen or heard of any Zimbabwean who got injured or killed in Mozambique. I would like to advise Zimbabweans who are in Mozambique that they should not forget that they are in a foreign land.
They should stay in their homes and not get involved in the protests. When they see people gathering or grouping they should try to avoid those gatherings. Once violence starts, it will not distinguish a local from a foreigner.

For Zimbabweans who want to travel to Mozambique for business, Matemadanda warned that they might face transport challenges.
Next week, Zimbabwe will host an Extraordinary Summit of SADC Heads of State and Government in Harare where the recent general elections in Mozambique and Botswana will be discussed.
Botswana held peaceful elections on 30 October and the winner, Duma Boko, an opposition candidate, was inaugurated on Friday, November 8.
However, in Mozambique which held elections exactly a month ago, the winner of the presidential race, FRELIMO’s Daniel Chapo, is yet to be inaugurated amid unending protests across the country over alleged rigging of the vote.

Matemadanda Urges Zimbabweans In Mozambique To Stay Indoors

South Africa’s Border Management Authority (BMA) temporarily closed the Lebombo port of entry on Tuesday night due to violent protests in Mozambique.
BMA Commissioner Michael Masiapato said that seven Mozambican police officers had sought refuge with South African border security amid the unrest.
The protests, which began in late October in Maputo, were sparked by the disputed elections on October 9, in which the ruling FRELIMO party, led by Daniel Chapo, was declared the winner.
Masiapato confirmed incidents of violence in Ressano Garcia, a small area in Maputo Province near the Lebombo port and said the South African side remained unaffected. He told <a href="https://www.news24.com/news24/southafrica/news/lebombo-port-of-entry-set-to-close-amid-violent-post-election-protest-in-mozambique-20241105">News24</a> on Tuesday night:

Speaking at a post-cabinet briefing in Harare on Tuesday, Information, Publicity and Broadcasting Services Minister Jenfan Muswere said:

Violence has erupted in Mozambique following the disputed elections on October 9, which saw the ruling FRELIMO party, led by Daniel Chapo, declared the winner.

SADC To Hold Emergency Summit In Harare

Mozambique’s ruling party candidate, Daniel Chapo, has been declared the winner of the country’s 09 October presidential election amid opposition claims of rigging.
Chapo, from the FRELIMO party, which has been in power since 1975, when the country attained independence from Portugal, secured more than 70 per cent of the votes, the National Election Commission (CNE) said on Thursday. This comfortably cleared the 50% mark needed to avoid a second round.
Venâncio Mondlane, who had captured the imagination of many young voters and who claimed to have won the election, came second out of four candidates with 20.3%.
The candidate of the opposition party RENAMO, Ossufo Momade, came third with more than five per cent, according to the CNE.
Mondlane, 50, backed by the PODEMOS party, has claimed he won the vote, alleging electoral fraud and manipulation in favour of FRELIMO.
After the results were announced, Chapo told his supporters that he strongly condemned the recent murders of two opposition figures.
He also criticised the opposition’s strikes, which were meant to protest what they said was ongoing dishonesty.
This week, the police stopped the protests by using tear gas to disperse the crowds. Said Chapo:

As the FRELIMO party, we want to once again reiterate our repudiation of the murders of Elvino Dias and Paulo Guambe as well as other citizens physically affected in this ongoing process of demonstrations.

Elvino Dias, an opposition lawyer who had been preparing a legal challenge to the results, and Paulo Guambe, an official with the PODEMOS party, died in a hail of bullets in the early hours of last Saturday.
PODEMOS supported Mondlane, who had been forced to contest the election as an independent.
Chapo promised to “try to do better for the Mozambican people,” no matter their race, religion, or political beliefs.
The 47-year-old Chapo will officially become the president of Mozambique in January, making him the first president born after the country gained independence.
As the commission announced the election results, crowds of supporters for Mondlane gathered in various cities, including Maputo and Nampula, holding signs that read, “Tired of being the slaves of thieves.”
Police blocked their way into central Maputo and used tear gas to disperse protesters who were burning tyres and tearing down election posters.
Other protesters attempted to block the road from the capital to the South African border.
Clashes with police resulted in several injuries across the country, with one reported death in Nampula. Since voting day, Mondlane has called for protests on social media.
Local and international election observers said the vote count was falsified. Mozambique’s Catholic bishops claimed there was ballot stuffing, while EU observers reported “irregularities during counting and unjustified changes to the election results.”
Mozambique is one of the poorest countries in the world and is still recovering from a scandal in 2016 when it was revealed that the government had secretly borrowed $2 billion (£1.5 million) in corrupt loans.
This led the IMF and other financial supporters to stop their assistance, causing the economy to suffer greatly.
Current President Filipe Nyusi of Frelimo is resigning after completing two terms, the maximum permitted.

The Chairperson of the African Union Commission, Moussa Faki Mahamat, has condemned the murder of Mozambican lawyer Elvino Dias and a local politician, Paulo Gambe, which occurred in the early hours of Saturday.
The murders have been linked to the elections held in Mozambique nearly two weeks ago.
In a statement issued on Monday, October 21, Mahamat urged Mozambican security authorities to conduct a thorough investigation and bring the perpetrators to justice. Reads the statement:

According to the SADC Lawyers Association (SADCLA), Dias represented opposition leader Venâncio Mondlane and provided legal services to the PODEMOS political party.
He was killed alongside Paulo Guambe, a representative of PODEMOS. A woman in the same car was injured.
It is alleged that the attackers fired about 25 bullets at the victims, indicating a clear intent to kill, according to SADCLA.

Opposition parties have accused FRELIMO of electoral fraud. Mondlane, an independent candidate and Chapo’s biggest challenger, claimed he was in the lead according to his own tally and called for a nationwide strike on Monday, October 21.
Mondlane alleged that FRELIMO aims to maintain control over the country’s resources, including finance, business, and natural resources.
Simango, the presidential candidate for the Democratic Movement of Mozambique, announced plans to challenge the election results in court.
Observers, including the International Republican Institute, reported that the election did not meet international democratic standards, highlighting issues such as vote buying, intimidation, and lack of transparency.
Chapo has urged calm among voters while they await official results, but criticism of the electoral process continues from various observers and NGOs. Final results are expected on October 24.

Mozambique Elections: FRELIMO Leads Provisional Election Results Amid Allegations Of Fraud

Mozambicans are voting for a new president in an election this Wednesday that could extend the ruling party’s 49 years in power since the southern African nation gained independence from Portugal in 1975. 
Approximately 17 million of Mozambique’s 32 million population are eligible to participate in the elections, which will include parliamentary and provincial votes across 11 provinces.
Current President Filipe Nyusi, 65, of the governing Mozambique Liberation Front (Frelimo) party, will step down after eight years in office.
He may be the last of Frelimo’s founders who fought in the liberation war, a conflict that resulted in significant loss of life.
Many young Mozambicans are expressing frustration with the existing system, seeking more job opportunities and security amid high poverty levels and ongoing armed conflict in the north.
Four candidates have been approved for the presidency: Daniel Chapo (47), Ossufo Momade (63), Venancio Mondlane (50), and Lutero Simango (64).
Chapo is viewed as a favourite to win the elections due to the advantages of Frelimo’s incumbency. Although he only entered politics in 2011, he quickly became Frelimo’s president in May 2024 after serving as a provincial governor in Inhambane. Chapo claims his experience gives him an edge over competitors.
During the official six-week campaign, which ended on Sunday, he distanced himself from Frelimo’s corruption issues and promised to restore peace in Cabo Delgado, a region affected by armed conflict. 
He also travelled to South Africa to engage with the significant number of Mozambicans living there who can vote abroad and met with leaders of the African National Congress (ANC), viewing them as historical allies.
However, many voters, particularly the youth, struggle to dissociate Chapo from the corruption and decay associated with Frelimo’s nearly 50 years in power.
In some areas, Frelimo members face hostility during campaigns, and while the party is expected to win, there are concerns about electoral fraud, with opposition parties alleging the presence of “ghost” voters on the electoral roll.
Momade is the leader of the opposition Mozambican National Resistance (Renamo), which holds only 60 of the 250 parliamentary seats and a few of the 65 municipalities.
Unlike Daniel Chapo, Momade is part of the old guard, having fought in the Mozambican civil war (1977-1992) against Frelimo and later transitioning Renamo into a political party.
Despite his age, Momade remains popular among Renamo supporters, particularly in the northern Nampula region, where he is recognized for signing peace accords that ended the Renamo rebellion in 2019.
He ran for the presidency in the 2019 elections but received only 21% of the vote, compared to President Nyusi’s 73%.
Momade contested the election results, claiming they were fraudulent, a view echoed by European Union observers.
Renamo officials criticized the municipal elections in October 2023, where Frelimo won nearly all locations.
Mondlane, nicknamed VM7, has gained a strong following among young Mozambicans, who make up two-thirds of the population.
A former deputy in the Mozambican House of Assembly, he ran unsuccessfully for mayor of Maputo in 2023 but left Renamo when Ossufo Momade did not step down.
Now running as an independent, Mondlane is supported by the Democratic Alliance Coalition (CAD), a group of nine political parties.
Many young voters express on social media that only Mondlane can bring about meaningful change. 
However, the enthusiasm surrounding him raises concerns among analysts about potential post-electoral violence, which has been common in Mozambique.
Like his competitors, Mondlane has pledged to end violence in Cabo Delgado, create jobs, and improve the healthcare system.
Simango leads Mozambique’s third-largest party, the Democratic Movement of Mozambique (MDM).
His election promises focused on creating jobs for young people by establishing factories to process natural resources, such as timber, within the country rather than exporting them.
Vote counting will begin immediately after the polls close on Wednesday, with partial results announced as they are compiled.
The National Election Commission is set to release official tallies within 15 days. Following this, contesting parties may file objections with the Constitutional Council, which will evaluate their validity.

Mozambicans Vote For New President

Mozambique’s ruling party, FRELIMO, is set to hold a campaign rally in Chegutu, Mashonaland West Province, this weekend.
The event aims to garner support for the party’s new presidential candidate, Daniel Francisco Chapo (47), who succeeds incumbent President Filipe Nyusi.
An invitation, seen by <a href="https://www.newzimbabwe.com/mozambiques-frelimo-to-hold-rally-to-mobilise-registered-voters-resident-in-zimbabwe/">NewZimbabwe.com</a>, indicates that approximately 300 guests are expected to attend the rally at Chegutu Hall.
Among the key figures expected to address the gathering is Mary Mliswa-Chikoka, ZANU PF’s provincial chairman for Mashonaland West.
She will represent ZANU PF, Zimbabwe’s governing party, which shares a long-standing historical relationship with FRELIMO dating back to the Zimbabwean War of Independence. Wrote Sarah Cossa, Frelimo Chegutu branch chairperson:

Chapo was elected as FRELIMO’s presidential candidate for the October elections after securing a resounding 94.1% of the votes cast by members of the party’s Central Committee.
Currently serving as the governor of Inhambane Province, Chapo’s victory marks a significant moment for FRELIMO, as he becomes the first “born free” candidate for the party.
Born two years after Mozambique gained independence from Portugal in 1975, Chapo represents a new generation of leadership within FRELIMO.
If elected, Chapo will become Mozambique’s fifth democratically elected president since independence. He will follow in the footsteps of Samora Machel, Joachim Chissano, Armando Guebuza, and the current president, Filipe Nyusi, all of whom have led the nation under FRELIMO’s banner.
Chapo graduated with a law degree from Eduardo Mondlane University in Maputo in 2000. Following this, he pursued further studies, completing a Conservator and Notary course in 2004 and a master’s degree in Development Management from the Catholic University of Mozambique in 2014.
Beyond his academic pursuits, Chapo has held various positions within the public sector. He has taught Constitutional Law and Political Science, worked as a radio announcer at Rádio Miramar in Beira, and served as a conservator for the Nacala-Porto district.
In 2015, he was appointed administrator of the Palma district in Cabo Delegado Province, and in 2016, he became the governor of Inhambane Province.
Mozambique will hold its seventh presidential and parliamentary elections on October 9. This will also be the second election for provincial governors and the fourth for provincial assemblies.

Mozambique's FRELIMO To Hold Campaign Rally In Zimbabwe

President Emmerson Mnangagwa on Thursday, 20 June, met Mozambique’s ruling party, FRELIMO, Secretary-General and presidential candidate in the country’s October 09 general elections, Daniel Francisco Chapo.
Posting on his social media pages after the meeting, Mnangagwa said he was “honoured” to receive the FRELIMO presidential candidate. He wrote:

President Filipe Nyusi is finishing his term, and President Chapo is set to be the FRELIMO Presidential candidate in the general elections later this year. During our meeting, I presented him with a gift as a symbol of the enduring friendship and collaboration between our two countries.

The 47-year-old Chapo, who is currently the governor of Inhambane Province, was elected by FRELIMO as its candidate for the October presidential elections.

Following a meeting with some ZANU PF Politburo members at the party headquarters in Harare, Chapo said he will continue working towards the development of the two countries’ economies if he wins the elections. He said:

FRELIMO and ZANU PF are sister parties, we are brothers. Mozambique is Zimbabwe and Zimbabwe is Mozambique.
That’s why we are always together… We are here because we want to be closer with ZANU PF. We want to continue to fight to develop our countries and to get peace…
We know that ZANU PF is experienced in terms of elections. We want that campaign spirit in Mozambique.

Chapo’s delegation constitutes FRELIMO Politburo member Eneas Comiche, presidential advisor Rafael Jose Rohomodja, Central Committee member Tome Picasso, advisors Ricardo Sengo and Adilson Andinane, protocol officer Ana Celeste, and Zimbabwean Ambassador to Mozambique, Victor Matemadanda.
ZANU PF Politburo members, who attended the meeting, were Christopher Mutsvangwa (Secretary for Information and Publicity), Tendai Chirau (Deputy Secretary for Security) and senior party members of staff.
If elected, Chapo will become Mozambique’s fifth democratically elected leader since the country attained independence from Portugal in 1975.
Samora Machel was the first president of democratic Mozambique, succeeded by Joachim Chissano, then Armando Guebuza and current President Filipe Nyusi, all from FRELIMO.
Chapo became the first “born free” FRELIMO presidential candidate, as he was born two years after Mozambique’s independence from Portugal in 1975.
He graduated in Law from the Faculty of Law of Eduardo Mondlane University, in Maputo, in 2000.
Chapo took the Conservator and Notary course in 2004 and ten years later completed a master’s degree in Development Management from the Catholic University of Mozambique.
