Mozambique is bracing for renewed protests after the announcement of final election results, expected by Monday. The unrest has already led to 130 deaths and major disruptions.
Opposition leader Venancio Mondlane has threatened “chaos” if the Constitutional Council validates the initial results, which place him second behind the ruling FRELIMO party candidate, Daniel Chapo.
Mondlane, speaking from self-imposed exile, said that if the election results reflect “electoral truth,” peace would prevail, but if found fraudulent, it would lead to disorder and chaos. His social media broadcast has been viewed by 2.4 million people.
The election commission announced that Mondlane received 20% of the vote, while Chapo secured 71%. Mondlane disputes the count, claiming that he actually won with 53%, compared to Chapo’s 36%.
Protests have led to standstills in city centres, disrupted industries and power plants, and halted operations at the main border with South Africa, causing major losses for neighbouring countries.
Police have been accused of using live ammunition against protesters, with at least 130 deaths reported by civil society groups and cited by Amnesty International.
The US government on Thursday raised its warning level against travel to Mozambique, due to the potential for violent protests.
Mozambique’s largest industrial employer, Mozal Aluminium, said it was making contingency plans in case of civil unrest after the announcement.
Speaking to AFP, Maputo-based political and security risk analyst Johann Smith said:

I’m convinced that if Monday the Constitutional Council declares the election as free and fair, which I am 100 per cent convinced it will, then the blood is going to flow.
</blockquote>
The council must make its ruling by Monday so that President Filipe Nyusi can hand over power after his two-term limit ends on January 15.
Mondlane said on Wednesday that he believed Nyusi, 67, might use the growing tension to declare a state of emergency and remain in power.
Nyusi rejected this claim in a national address on Thursday. Said Nyusi:

Speaking to journalists on the sidelines of the Extraordinary Summit of the Heads of State and Government of the Southern African Development Community (SADC) at the New Parliament in Mt Hampden on Wednesday, November 20, Matemadanda stated that what is being described as protests are actually looting syndicates targeting supermarkets. He said:

The Mozambican people are clever and they know they have won an election.
They are not worried and are not losing sleep. I did not see what you call a demonstration.
I have seen only people who are organised to commit crimes by looting. Why are you demonstrating in a supermarket?
That is what they are doing and after picking what they want, they disappear.

Matemadanda said the general atmosphere in Mozambique was peaceful and denied claims that Zimbabweans voted in the Mozambique elections. He said:

I have never come across a person who voted in Mozambique.
I was moving around and I did not see anyone. Those videos you are seeing are fake.
</blockquote>
The Mirror reported that hundreds of Zimbabweans, including two of its journalists, participated in the Mozambique elections at a polling station in Masvingo.
Mozambique’s FRELIMO party has successfully campaigned in Zimbabwe, while the Zimbabwean opposition faces challenges in securing clearance for election rallies.
Since 2004, Mozambicans living in Zimbabwe, as well as in countries like South Africa, Malawi, Portugal, Zambia, and Tanzania, have been able to vote in Mozambique’s general elections from their resident countries.

Matemadanda Says Looting, Not Protests, Behind Mozambique Unrest

The Southern African Development Community (SADC) held an extraordinary summit in Harare on Wednesday, November 20, but overlooked the civil unrest in Mozambique following the recent disputed elections.
The declaration of the ruling Front for the Liberation of Mozambique (FRELIMO) presidential candidate, Daniel Chapo, as the winner sparked widespread protests that have resulted in at least 35 deaths and over 300 arrests.
According to Mozambique’s National Election Commission, Chapo secured 71 per cent of the vote, while the main opposition leader, Venancio Mondlane, an independent candidate, received 20 per cent.
Mondlane has rejected the official results, declaring himself the true winner and calling for a rerun of the elections held on October 9.
In response, SADC urged opposition leaders to pursue legal avenues to challenge the election results, which was a setback for Mondlane’s demands.
Further, the opposition party RENAMO, a former rebel movement, has called for the elections to be annulled and for a caretaker government to be established to reform the electoral system before new elections take place.
During the summit, SADC executive secretary Elias Magosi opened the proceedings by praising Mozambique, Botswana, and Mauritius for conducting what he characterised as “peaceful” elections, a statement that contrasts sharply with the turmoil currently unfolding in Mozambique. He said:

We did not expect that the election processes could deteriorate to the extent of serious conflict, disruption of economic activity, threat to human lives, and even loss of lives, as well as damage to property and infrastructure.
There are appropriate structures under the electoral laws and constitution of member states that deal with complaints and any misgivings about elections.
We plead with all those that are aggrieved with the election process to follow these lawful procedures and ensure safety of citizens and stability of the country.
</blockquote>
Mozambique’s Constitutional Court is currently reviewing a petition from the opposition to refrain from validating Daniel Chapo’s victory, with a decision still pending.
At the SADC summit, Chairman President Emmerson Mnangagwa chose not to address the violent clashes in Mozambique during his speech.
This omission is particularly glaring given the controversy surrounding Mnangagwa, who had congratulated Chapo even before the official results were announced.
Mnangagwa is a close ally of both outgoing Mozambique President Filipe Nyusi and incoming President Chapo.
On Wednesday, the SADC leaders decided to refer the ongoing crisis to the organ on politics, defence, and security, which is chaired by Tanzanian President Samia Suluhu Hassan.
However, Hassan was not in attendance at the summit, raising questions about the immediate response to the unrest in Mozambique. A communique issued at the end of the meeting said:

Only five heads of state of the 16-member bloc, including Mnangagwa, attended the Harare summit, with many leaders sending their foreign ministers.
President Duma Boko (Botswana), President Felix Tshisekedi (DRC), President Andry Rajoelina (Madagascar), and President Nyusi (Mozambique) attended the summit.
South Africa was represented by Deputy President Paul Mashatile, while Tanzania was represented by Deputy President Dr. Hussein Ali Mwinyi, also the President of Zanzibar.
Other attendees included Prime Minister Russell Mmiso Dlamini of Eswatini, Dr. Peya Mushelenga from Namibia, International Relations Minister Mulambo Haimbe from Zambia, Minister Limpho Tau from Lesotho, Minister João dos Santos Liberdade from Angola, Minister Harry Mkandawire from Malawi, and Minister Charles Errol Fonseka from Seychelles.

Muchinguri-Kashiri said that Mozambique is a crucial gateway for Zimbabwe to access the sea, making the security of the region a vital concern for the country’s economic and strategic interests. She said:

Allegations of widespread fraud in Mozambique’s October 09 general elections have sparked a nationwide movement protesting the ruling FRELIMO party, which has held power since the country’s independence.
This political unrest, compounded by an ongoing jihadist insurgency in the northern region, has escalated into violent clashes following the disputed election results.
Over 30 people have been killed in the protests, including prominent figures such as Elvino Dias, the lawyer of opposition leader Venâncio Mondlane, who was preparing a legal challenge to the election outcome.
Dias and Paulo Guambe, a parliamentary candidate from the Podemos party, were killed while travelling together in Maputo on 18 October.
Mondlane, a 50-year-old pastor and former radio host, was the main rival to FRELIMO candidate Daniel Chapo in the presidential race.

He said that while the party occasionally sends senior officials to the region for meetings and discussions, this should not be misconstrued as an endorsement of election interference or rigging.
The controversy intensified after several people from Masvingo were caught on camera admitting to having voted in Mozambique’s elections, sparking suspicions that Zimbabwean authorities may have played a role in facilitating vote rigging. Said Mangwana:

The strange thing is that initially these accusations were not coming from any participants in the Mozambican elections, but some media outfit in Masvingo which has been wantonly breaking the law with brazen frequency.
For this outfit, the writing is on the wall. Some Mozambican political parties only latched onto this accusation much later to try to explain away their performance during the elections.
But they know the truth that Zimbabwe did not send its nationals to vote in their elections, neither did it participate in any perceived rigging exercise, real or imagined.
The tragic part of all this is that there are Zimbabweans who are willing participants in the peddling of this disinformation.

Opposition leaders and their supporters, particularly in urban areas like Maputo, have taken to the streets, alleging that the elections were rigged.
ZANU PF has been accused of playing a role in the alleged election manipulation, particularly after reports surfaced of hundreds of Zimbabweans registering to vote in Mozambique’s elections. However, the ruling party has vehemently denied any involvement in election rigging.
In Zimbabwe’s Manicaland province, especially in areas like Nyanga, Honde Valley, Cashel Valley, and Mutare, residents are living in fear that violence could spill over the border.
Muchaenda Korera, a resident of Honde Valley, told <a href="https://www.newsday.co.zw/local-news/article/200034847/fear-grips-zimbos-over-moza-violence">NewsDay</a> that people in the area are anxious, fearing they may be targeted if the unrest intensifies. He said:

BMA Commissioner Michael Masiapato said that seven Mozambican police officers had sought refuge with South African border security amid the unrest.
The protests, which began in late October in Maputo, were sparked by the disputed elections on October 9, in which the ruling FRELIMO party, led by Daniel Chapo, was declared the winner.
Masiapato confirmed incidents of violence in Ressano Garcia, a small area in Maputo Province near the Lebombo port and said the South African side remained unaffected. Some buildings have been set alight. At the moment we are working on securing the Lebombo border as well as the safety of all cross-border transporters, travellers, traders and officials operating at the port. The border will be closed.
The BMA is coordinating closely with Mozambican authorities and South African law enforcement agencies to monitor the situation and work towards reopening the port as soon as it is safe to do so.
We advise all stakeholders to suspend travel through Lebombo Port until further notice. Alternative routes to Mozambique must be used where feasible at the moment until the situation has stabilised.
The BMA and its counterparts are working urgently to address the situation, and we appreciate the cooperation we are receiving at the moment.

South Africa Shuts Lebombo Border Post Due To Mozambique Protests

Mozambique’s ruling party, FRELIMO, is leading provisional election results across all 11 provinces as of Wednesday, October 16.
Mozambicans voted for a new president and members of parliament on Wednesday, October 9. Four candidates were approved for the presidency: Daniel Chapo (47), Ossufo Momade (63), Venancio Mondlane (50), and Lutero Simango (64).
Opposition parties have accused FRELIMO of electoral fraud. Mondlane, an independent candidate and Chapo’s biggest challenger, claimed he was in the lead according to his own tally and called for a nationwide strike on Monday, October 21.
Mondlane alleged that FRELIMO aims to maintain control over the country’s resources, including finance, business, and natural resources.
Simango, the presidential candidate for the Democratic Movement of Mozambique, announced plans to challenge the election results in court.
Observers, including the International Republican Institute, reported that the election did not meet international democratic standards, highlighting issues such as vote buying, intimidation, and lack of transparency.
Chapo has urged calm among voters while they await official results, but criticism of the electoral process continues from various observers and NGOs. Final results are expected on October 24.

Mozambique Elections: FRELIMO Leads Provisional Election Results Amid Allegations Of Fraud

Some Zimbabweans, including two undercover journalists, voted in Mozambique’s general elections last week.
According to <a href="https://masvingomirror.com/undercover-zim-journalists-vote-in-mozambique-elections/">The Mirror</a>, the journalists, who were investigating potential electoral rigging, were among the hundreds who cast their votes at Nemanwa Growth Point, just outside Masvingo, on Wednesday.
Earlier reports from the Mirror indicated that ZANU PF was mobilising its supporters to register for the Mozambique elections, which took place on October 9, 2024.
Several individuals confirmed their identities as Zimbabweans who had voted in the Mozambican elections.
The two journalists reported that they encountered no issues while voting, having presented both their local national identity cards and Mozambican voters’ cards at the polling stations.
Marcial Macome, spokesperson for Mozambique’s main opposition party, RENAMO, said that his party is aware of these developments involving Zimbabweans and does not accept the election process.
In response, ZANU PF Director of Information Farai Marapira denied any allegations of his party’s involvement in rigging the Mozambican elections. He said:

Our party respects the law because that is what we fought for. I think the people you interviewed misunderstood your questions because there is no way a Zimbabwean can vote in a Mozambican election.

One voter interviewed by The Mirror said she was voting in the Mozambican elections because they need to help their neighbours.
Speaking after voting at the Maud Muzenda Centre in Masvingo, Spiwe Maparanyanga, said:

Former ZANU PF councillor, Edison Manyawi, bragged about voting for FRELIMO on camera, despite it being illegal. He said:

FRELIMO, which has governed Mozambique since the country gained independence from Portugal in 1975, has maintained a close relationship with ZANU PF.
During Zimbabwe’s war of independence against European settlers, FRELIMO permitted Zimbabwean freedom fighters to establish military camps in Mozambique, from which guerrillas launched their attacks.
Zimbabwean opposition politician Job Sikhala said that by sending its supporters to vote in Mozambique’s general elections, ZANU PF has become a security threat in the SADC region. He posted on X:

In Zambia, they are trying to resuscitate the dead and scandal riddled Lungu. They have no shame.
Opposition political parties in the region must now unite and come together to resist the scourge of vote rigging being spread and inflicted by this party of the past in our region!

Zimbabweans Vote In Mozambique's General Elections

Mozambicans are voting for a new president in an election this Wednesday that could extend the ruling party’s 49 years in power since the southern African nation gained independence from Portugal in 1975. 
Approximately 17 million of Mozambique’s 32 million population are eligible to participate in the elections, which will include parliamentary and provincial votes across 11 provinces.
Current President Filipe Nyusi, 65, of the governing Mozambique Liberation Front (Frelimo) party, will step down after eight years in office.
He may be the last of Frelimo’s founders who fought in the liberation war, a conflict that resulted in significant loss of life.
Many young Mozambicans are expressing frustration with the existing system, seeking more job opportunities and security amid high poverty levels and ongoing armed conflict in the north.
Four candidates have been approved for the presidency: Daniel Chapo (47), Ossufo Momade (63), Venancio Mondlane (50), and Lutero Simango (64).
Chapo is viewed as a favourite to win the elections due to the advantages of Frelimo’s incumbency. Although he only entered politics in 2011, he quickly became Frelimo’s president in May 2024 after serving as a provincial governor in Inhambane. Chapo claims his experience gives him an edge over competitors.
During the official six-week campaign, which ended on Sunday, he distanced himself from Frelimo’s corruption issues and promised to restore peace in Cabo Delgado, a region affected by armed conflict. 
He also travelled to South Africa to engage with the significant number of Mozambicans living there who can vote abroad and met with leaders of the African National Congress (ANC), viewing them as historical allies.
However, many voters, particularly the youth, struggle to dissociate Chapo from the corruption and decay associated with Frelimo’s nearly 50 years in power.
In some areas, Frelimo members face hostility during campaigns, and while the party is expected to win, there are concerns about electoral fraud, with opposition parties alleging the presence of “ghost” voters on the electoral roll.
Momade is the leader of the opposition Mozambican National Resistance (Renamo), which holds only 60 of the 250 parliamentary seats and a few of the 65 municipalities.
Unlike Daniel Chapo, Momade is part of the old guard, having fought in the Mozambican civil war (1977-1992) against Frelimo and later transitioning Renamo into a political party.
Despite his age, Momade remains popular among Renamo supporters, particularly in the northern Nampula region, where he is recognized for signing peace accords that ended the Renamo rebellion in 2019.
He ran for the presidency in the 2019 elections but received only 21% of the vote, compared to President Nyusi’s 73%.
Momade contested the election results, claiming they were fraudulent, a view echoed by European Union observers.
Renamo officials criticized the municipal elections in October 2023, where Frelimo won nearly all locations.
Mondlane, nicknamed VM7, has gained a strong following among young Mozambicans, who make up two-thirds of the population.
A former deputy in the Mozambican House of Assembly, he ran unsuccessfully for mayor of Maputo in 2023 but left Renamo when Ossufo Momade did not step down.
Now running as an independent, Mondlane is supported by the Democratic Alliance Coalition (CAD), a group of nine political parties.
Many young voters express on social media that only Mondlane can bring about meaningful change. 
However, the enthusiasm surrounding him raises concerns among analysts about potential post-electoral violence, which has been common in Mozambique.
Like his competitors, Mondlane has pledged to end violence in Cabo Delgado, create jobs, and improve the healthcare system.
Simango leads Mozambique’s third-largest party, the Democratic Movement of Mozambique (MDM).
His election promises focused on creating jobs for young people by establishing factories to process natural resources, such as timber, within the country rather than exporting them.
Vote counting will begin immediately after the polls close on Wednesday, with partial results announced as they are compiled.
The National Election Commission is set to release official tallies within 15 days. Following this, contesting parties may file objections with the Constitutional Council, which will evaluate their validity.
