A local civil society group, Plataforma Decide, reports over 300 deaths in post-election clashes with security forces.
The inauguration day itself saw further bloodshed; Dr Wilker Dias of Plataforma Decide told <a href="https://www.bbc.com/news/articles/cr7en1452xjo">BBC</a> that eight protesters, primarily supporters of defeated presidential candidate Venâncio Mondlane, were killed by police during demonstrations against Chapo’s ascension.
Mondlane, who secured 24% of the vote against Chapo’s 65%, rejected the election results, alleging rigging, and called for a national strike.
This call, coupled with the boycotts by Renamo and MDM, Mozambique’s leading opposition parties, contributed to the low-key atmosphere of the inauguration, with Maputo largely deserted and businesses closed due to the declared public holiday.
In his inaugural address to approximately 2,500 guests, Chapo pledged to prioritize national unity and human rights, stating, “together, we will restore patriotism and pride in being Mozambican.”

Chapo’s victory extends FRELIMO’s rule to 49 years. The new president, who took over from Filipe Nyusi, faces a significant challenge in uniting a nation deeply fractured by violence and allegations of electoral fraud.
Daniel Francisco Chapo was born on January 6, 1977, in Inhaminga, a town in Sofala province, the sixth of ten siblings.
Chapo’s early life was shaped by Mozambique’s civil war, which forced his family to relocate to a nearby district.
Chapo graduated with a Law degree from the Faculty of Law of Eduardo Mondlane University in Maputo in 2000. He later completed a Conservator and Notary course in 2004 and a master’s degree in Development Management from the Catholic University of Mozambique in 2014.
In addition to his academic achievements, Chapo had a diverse professional background. He taught Constitutional Law and Political Science, worked as an announcer at Rádio Miramar in Beira, and was appointed conservator for the Nacala-Porto district in 2005.
He later served as the administrator of the Palma district in Cabo Delgado province in 2015 and was appointed governor of Inhambane province in 2016.
Now married to Gueta Sulemane Chapo, with whom he has three children, Chapo is described by colleagues as a humble, hardworking, and patient leader. He is also known to be a devout Christian and a fan of basketball and football.
Chapo’s rise to the presidency is significant, as he is the first “born-free” President of Mozambique, having been born two years after the country’s independence from Portugal in 1975.

Nick Mangwana, the Permanent Secretary for the Ministry of Information, Publicity, and Broadcasting Services, has issued a stern warning to The Mirror, a local newspaper based in Masvingo, suggesting that the publication will soon face consequences for its reporting.
Mangwana’s comments came after The Mirror published an article alleging that ZANU PF facilitated the participation of Zimbabweans in Mozambique’s disputed October 9 elections.
Mangwana accused the newspaper of “wantonly breaking the law with brazen frequency,” criticizing it for what he described as irresponsible reporting.
Writing in the state-controlled <a href="https://www.herald.co.zw/zimbabwe-doesnt-meddle-in-neighbours-electoral-processes/">The Herald</a>, Mangwana vehemently denied the allegations, insisting that ZANU PF does not interfere in political events in neighbouring countries.
He said that while the party occasionally sends senior officials to the region for meetings and discussions, this should not be misconstrued as an endorsement of election interference or rigging.
The controversy intensified after several people from Masvingo were caught on camera admitting to having voted in Mozambique’s elections, sparking suspicions that Zimbabwean authorities may have played a role in facilitating vote rigging. Said Mangwana:

The strange thing is that initially these accusations were not coming from any participants in the Mozambican elections, but some media outfit in Masvingo which has been wantonly breaking the law with brazen frequency.
For this outfit, the writing is on the wall. Some Mozambican political parties only latched onto this accusation much later to try to explain away their performance during the elections.
But they know the truth that Zimbabwe did not send its nationals to vote in their elections, neither did it participate in any perceived rigging exercise, real or imagined.
The tragic part of all this is that there are Zimbabweans who are willing participants in the peddling of this disinformation.

Mangwana argued that these “falsehoods” not only misrepresented the situation but also put Zimbabweans living in neighboring countries at risk.
He claimed that the spreading of such claims had prompted Zimbabwe’s ambassadors in Botswana and Mozambique to issue public warnings, advising Zimbabweans living there to exercise caution.
The controversy comes amid a tense political backdrop, as Botswana held its general elections on October 30.
The elections resulted in a victory for the opposition, despite efforts by senior ZANU PF figures, including Patrick Chinamasa, who had campaigned for the ruling party.
The involvement of high-ranking ZANU PF officials in the Botswana election campaign further fueled suspicions of political interference. Said Mangwana:

Mangwana asserted that, as a member of the Southern African Development Community (SADC), Zimbabwe has consistently demonstrated its commitment to upholding democratic principles and supporting free and fair elections across the region. He said:

Talent Rusere, the High Commissioner of the Southern Africa Human Rights Lawyers, said that evidence suggests that ZANU PF and President Emmerson Mnangagwa interfered with Mozambique’s recent elections.
Rusere made the remarks during an interview with South African state broadcaster SABC.
The dispute follows the October 9 election, in which Mozambique’s National Electoral Commission declared FRELIMO’s Daniel Chapo as the winner. However, opposition party PODEMOS, led by Venacio Mondlane, has accused FRELIMO of electoral fraud.
Rusere pointed directly to President Mnangagwa’s involvement, claiming that ZANU PF had a hand in the controversy surrounding the election results. Said Rusere:

Protests erupted in Mozambique following the general elections held on October 9, 2024, in which the ruling FRELIMO party, in power since Mozambique’s independence from Portugal in 1975, claimed victory.
Opposition leaders and their supporters, particularly in urban areas like Maputo, have taken to the streets, alleging that the elections were rigged.
ZANU PF has been accused of playing a role in the alleged election manipulation, particularly after reports surfaced of hundreds of Zimbabweans registering to vote in Mozambique’s elections. However, the ruling party has vehemently denied any involvement in election rigging.
In Zimbabwe’s Manicaland province, especially in areas like Nyanga, Honde Valley, Cashel Valley, and Mutare, residents are living in fear that violence could spill over the border.
Muchaenda Korera, a resident of Honde Valley, told <a href="https://www.newsday.co.zw/local-news/article/200034847/fear-grips-zimbos-over-moza-violence">NewsDay</a> that people in the area are anxious, fearing they may be targeted if the unrest intensifies. He said:

In an interview with NewsDay, ZANU PF’s Manicaland chairperson, Tawanda Mukodza, said Zimbabwe maintains strong and friendly relations with Mozambique, despite the ongoing tensions. Said Mukodza:

South Africa’s Border Management Authority (BMA) temporarily closed the Lebombo port of entry on Tuesday night due to violent protests in Mozambique.
BMA Commissioner Michael Masiapato said that seven Mozambican police officers had sought refuge with South African border security amid the unrest.
The protests, which began in late October in Maputo, were sparked by the disputed elections on October 9, in which the ruling FRELIMO party, led by Daniel Chapo, was declared the winner.
Masiapato confirmed incidents of violence in Ressano Garcia, a small area in Maputo Province near the Lebombo port and said the South African side remained unaffected. He told <a href="https://www.news24.com/news24/southafrica/news/lebombo-port-of-entry-set-to-close-amid-violent-post-election-protest-in-mozambique-20241105">News24</a> on Tuesday night:

Opposition parties have accused FRELIMO of electoral fraud. Mondlane, an independent candidate and Chapo’s biggest challenger, claimed he was in the lead according to his own tally and called for a nationwide strike on Monday, October 21.
Mondlane alleged that FRELIMO aims to maintain control over the country’s resources, including finance, business, and natural resources.
Simango, the presidential candidate for the Democratic Movement of Mozambique, announced plans to challenge the election results in court.
Observers, including the International Republican Institute, reported that the election did not meet international democratic standards, highlighting issues such as vote buying, intimidation, and lack of transparency.
Chapo has urged calm among voters while they await official results, but criticism of the electoral process continues from various observers and NGOs. Final results are expected on October 24.

Earlier reports from the Mirror indicated that ZANU PF was mobilising its supporters to register for the Mozambique elections, which took place on October 9, 2024.
Several individuals confirmed their identities as Zimbabweans who had voted in the Mozambican elections.
The two journalists reported that they encountered no issues while voting, having presented both their local national identity cards and Mozambican voters’ cards at the polling stations.
Marcial Macome, spokesperson for Mozambique’s main opposition party, RENAMO, said that his party is aware of these developments involving Zimbabweans and does not accept the election process.
In response, ZANU PF Director of Information Farai Marapira denied any allegations of his party’s involvement in rigging the Mozambican elections. He said:

Our party respects the law because that is what we fought for. I think the people you interviewed misunderstood your questions because there is no way a Zimbabwean can vote in a Mozambican election.

One voter interviewed by The Mirror said she was voting in the Mozambican elections because they need to help their neighbours.
Speaking after voting at the Maud Muzenda Centre in Masvingo, Spiwe Maparanyanga, said:

Former ZANU PF councillor, Edison Manyawi, bragged about voting for FRELIMO on camera, despite it being illegal. He said:

FRELIMO, which has governed Mozambique since the country gained independence from Portugal in 1975, has maintained a close relationship with ZANU PF.
During Zimbabwe’s war of independence against European settlers, FRELIMO permitted Zimbabwean freedom fighters to establish military camps in Mozambique, from which guerrillas launched their attacks.
Zimbabwean opposition politician Job Sikhala said that by sending its supporters to vote in Mozambique’s general elections, ZANU PF has become a security threat in the SADC region. He posted on X:

In Zambia, they are trying to resuscitate the dead and scandal riddled Lungu. They have no shame.

Zimbabweans Vote In Mozambique's General Elections

Mozambicans are voting for a new president in an election this Wednesday that could extend the ruling party’s 49 years in power since the southern African nation gained independence from Portugal in 1975. 
Approximately 17 million of Mozambique’s 32 million population are eligible to participate in the elections, which will include parliamentary and provincial votes across 11 provinces.
Current President Filipe Nyusi, 65, of the governing Mozambique Liberation Front (Frelimo) party, will step down after eight years in office.
He may be the last of Frelimo’s founders who fought in the liberation war, a conflict that resulted in significant loss of life.
Many young Mozambicans are expressing frustration with the existing system, seeking more job opportunities and security amid high poverty levels and ongoing armed conflict in the north.
Four candidates have been approved for the presidency: Daniel Chapo (47), Ossufo Momade (63), Venancio Mondlane (50), and Lutero Simango (64).
Chapo is viewed as a favourite to win the elections due to the advantages of Frelimo’s incumbency. Although he only entered politics in 2011, he quickly became Frelimo’s president in May 2024 after serving as a provincial governor in Inhambane. Chapo claims his experience gives him an edge over competitors.
During the official six-week campaign, which ended on Sunday, he distanced himself from Frelimo’s corruption issues and promised to restore peace in Cabo Delgado, a region affected by armed conflict. 
He also travelled to South Africa to engage with the significant number of Mozambicans living there who can vote abroad and met with leaders of the African National Congress (ANC), viewing them as historical allies.
However, many voters, particularly the youth, struggle to dissociate Chapo from the corruption and decay associated with Frelimo’s nearly 50 years in power.
In some areas, Frelimo members face hostility during campaigns, and while the party is expected to win, there are concerns about electoral fraud, with opposition parties alleging the presence of “ghost” voters on the electoral roll.
Momade is the leader of the opposition Mozambican National Resistance (Renamo), which holds only 60 of the 250 parliamentary seats and a few of the 65 municipalities.
Unlike Daniel Chapo, Momade is part of the old guard, having fought in the Mozambican civil war (1977-1992) against Frelimo and later transitioning Renamo into a political party.
Despite his age, Momade remains popular among Renamo supporters, particularly in the northern Nampula region, where he is recognized for signing peace accords that ended the Renamo rebellion in 2019.
He ran for the presidency in the 2019 elections but received only 21% of the vote, compared to President Nyusi’s 73%.
Momade contested the election results, claiming they were fraudulent, a view echoed by European Union observers.
Renamo officials criticized the municipal elections in October 2023, where Frelimo won nearly all locations.
Mondlane, nicknamed VM7, has gained a strong following among young Mozambicans, who make up two-thirds of the population.
A former deputy in the Mozambican House of Assembly, he ran unsuccessfully for mayor of Maputo in 2023 but left Renamo when Ossufo Momade did not step down.
Now running as an independent, Mondlane is supported by the Democratic Alliance Coalition (CAD), a group of nine political parties.
Many young voters express on social media that only Mondlane can bring about meaningful change. 
However, the enthusiasm surrounding him raises concerns among analysts about potential post-electoral violence, which has been common in Mozambique.
Like his competitors, Mondlane has pledged to end violence in Cabo Delgado, create jobs, and improve the healthcare system.
Simango leads Mozambique’s third-largest party, the Democratic Movement of Mozambique (MDM).
His election promises focused on creating jobs for young people by establishing factories to process natural resources, such as timber, within the country rather than exporting them.
Vote counting will begin immediately after the polls close on Wednesday, with partial results announced as they are compiled.
The National Election Commission is set to release official tallies within 15 days. Following this, contesting parties may file objections with the Constitutional Council, which will evaluate their validity.
