ZANU PF has expressed gratitude to President Hakainde Hichilema of Zambia for “endorsing” the party’s victory in the 23 August 2023 harmonised elections.
This response follows Hichilema’s comments, in his capacity as the chairperson of the SADC Troika, praising the recent elections in the region—including those in Zimbabwe—as relatively peaceful and resulting in leadership that the bloc can be proud of.
At a press briefing on Monday at the ZANU PF headquarters in Harare, party spokesperson Christopher Mutsvangwa criticized the opposition CCC’s claims of shared interest with Zambia in matters of Zimbabwe’s democracy, free speech, and elections, labelling them as pretentious.
Mutsvangwa affirmed that ZANU PF, not the opposition, has a historic and long-standing relationship with Zambia rooted in their shared liberation struggle. So for CCC to try to say they have a common cause with Zambia about Zimbabwe and on the issues of democracy and free speech and the elections, it’s a lot of humbug.
It’s a lot of hogwash on their part, we are the ones who have a history with Zambia on those issues and the relationship between CCC and what they would expect of Zambia is a mere wish on their part.

In the lead-up to the 44th Ordinary SADC Summit of Heads of State and Government held in Harare on August 17, 2024, ZANU PF-linked activists accused Hichilema of siding with imperialist interests.
Hichilema did not attend the SADC meetings in person, instead chairing the SADC Troika Summit via video from Lusaka on Friday, and he was absent from the main summit the following day.
Despite this, Mutsvangwa commended Zambia’s active participation in the recent SADC summit, highlighting Hichilema’s endorsement of elections conducted in member states during his tenure as Troika chairman. Said Mutsvangwa:

We are also very thankful to the President of Zambia. He was present as the chairman of the Organ on Politics, Defense, and Security Cooperation of SADC, virtually, and gave a report on the progress of defence and security matters within SADC.
We share a lot with Zambia, and our historical perspective is that ZANU-PF was born in Zimbabwe but survived due to Zambia’s support as a national liberation movement. We owe our existence to Zambia’s support.
The bonds between ZANU-PF and the people of Zambia are powerful, and we have a lot to talk about with Zambia.
In contrast, the CCC opposition has little to discuss with Zambia beyond making vague claims about elections and democracy at the behest of outsiders.

Meanwhile, President Emmerson Mnangagwa has assumed the role of SADC chairman in this annual, rotational position, succeeding Angola’s President João Manuel Gonçalves Lourenço.
Next year, Mnangagwa is set to hand over the chairmanship to Madagascar’s Andry Rajoelina.
Tanzania’s Samia Suluhu Hassan has taken charge of the Organ on Politics, Defence, and Security Cooperation, succeeding Hichilema.
Meanwhile, Malawi has joined the troika as a new member, while Zambia remains as the outgoing chair.

Hichilema "Endorses" ZANU PF Win In August 2023 General Elections

Despite controversies, including the jailing of opposition activists and pressure to relocate the 44th Ordinary SADC Summit of Heads of State and Government from Harare, Zimbabwe achieved a significant milestone by recording the highest level of presidential attendance in the past decade at the regional event on Saturday, August 17.
According to <a href="https://www.herald.co.zw/zim-sets-record-summit-attendance/">The Herald</a>, out of 16 SADC Member States, only three Heads of State did not attend the 44th Summit – Zambian President Hakainde Hichilema, Comoros’ President Azali Assoumani and Mauritius’ Prithvirajsing Roopun.
Hichilema chaired the Troika Summit of the SADC Organ on Politics, Defence and Security Affairs on Friday via video link from Lusaka.
Six Heads of State were absent from the Summit held in Botswana in 2015, and five did not attend the following year’s gathering in the Kingdom of Eswatini. In 2017, as many as seven leaders were missing from the summit in South Africa.
In 2018, six leaders skipped the Summit in Namibia, while four were absent from the 2019 Summit in Tanzania. The 2020 gathering in Mozambique saw four leaders missing, a number that increased to six for the 2021 Summit in Malawi.
In 2022, five Presidents did not attend the Summit in the Democratic Republic of Congo, and four skipped the event in Angola last year. 
As reported by <a href="https://www.news24.com/news24/africa/news/strong-turnout-for-sadc-summit-in-harare-20240818">News24</a>, the least-attended summit occurred in South Africa in 2017, where only nine out of 16 heads of state and government were present.
In the lead-up to the Summit, Zambia and the Democratic Republic of Congo (DRC) were embroiled in a trade dispute over imports, prompting Lusaka to close its borders.
Surprisingly, SADC removed the political and security situation in Eswatini from the agenda of the Troika Organ on Politics, Defence, and Security Cooperation.
SADC leaders acknowledged “positive progress regarding the political and security situation in the Kingdom of Eswatini,” as presented by King Mswati III.
King Mswati III expressed his disinterest in the discussions surrounding his kingdom as early as January 2023 when he sent Prime Minister Cleopas Sipho Dlamini to represent him at the SADC extraordinary summit in Windhoek, Namibia—following the killing of human rights lawyer Thulani Maseko.
To date, no one has been arrested for the crime, which civil society attributes to the Eswatini government.
The Summit also commended the DRC, Eswatini, Madagascar, South Africa, and Zimbabwe for successfully conducting peaceful elections.
This comes despite the SADC Election Observer Mission’s conclusion that the general elections held in Zimbabwe on August 23, 2023, did not meet regional standards for democratic elections.

Harare SADC Summit Sees Highest Presidential Turnout In A Decade

ZANU PF says opposition activists and pro-democracy campaigners arrested in the lead-up to the 44th Ordinary Session of the Southern African Development Community (SADC) Heads of State and Government Summit may now be released.
Over 100 activists were detained across the country before the SADC Summit, which took place in Harare last week.
They faced various charges, including disorderly conduct, participation in unlawful gatherings, and incitement to commit public violence.
The courts denied them bail, citing concerns that they might re-offend or flee.
Speaking to journalists at the ZANU PF headquarters in Harare on Monday, August 19, party spokesperson Christopher Mutsvangwa explained that the arrests were intended to prevent potential demonstrations during the SADC Summit. He said (via NewsDay):

Now that the summit is over and was a success, those who were held as a preventative measure can be released. The most important aspect of a country is order.
And when everybody else is trying to put on a good show on a particular occasion, you decide to become a champion of disorder. You are a deviate.
So if you are a deviate, you are going to be dealt with in the right way, which is to put you in jail so that you don’t create a sideshow which takes the attention away from the event.

Some of the opposition activists were arrested and denied bail for allegedly participating in anti-fuel price hike protests in January 2019. Added Mutsvangwa:

For those who wanted to be flies in the ointment, the ointment was well-protected and the flies were shunted away. They got the right medicine because they wanted to create a scene.
This was their last move; they will never get another chance again because now they know what happens when they try to behave in a certain manner. And I am sure there will be a good reason to free them afterwards.
The Minister of Home Affairs and the Minister of Justice should release them in their wisdom. There is no longer any reason to waste the taxpayers’ money and State resources because the SADC summit is over…
It was essential to ensure that nothing detracted from the summit’s importance. Zimbabwe needed to present itself as a stable and secure nation to our SADC partners.

Among those arrested since June include opposition politician Jameson Timba, Amalgamated Rural Teachers Union of Zimbabwe secretary-general Robson Chere, Transform Zimbabwe leader Jacob Ngarivhume, Harare councillor Samuel Gwenzi and WELEAD founder Namatai Kwekweza.

Mnangagwa assumed this role during the 44th Ordinary SADC Summit of Heads of State and Government held in Harare, on August 17, 2024.

In a statement issued on Saturday morning, Zimbabwe Republic Police (ZRP) Chief Staff Officer for Press and Public Relations, Commissioner Paul Nyathi, also refuted claims of an escort motorbike being involved in a road traffic accident in Harare, which allegedly led to a clash between the police and some members of the public. Said Comm. Nyathi:

ZRP Assures Public Of Peace And Security During SADC Summit

South African President Cyril Ramaphosa was set to be the last regional leader to arrive in Zimbabwe for the 44th Ordinary SADC Summit of Heads of State and Government.
His aircraft departed for Harare on Saturday morning, while other regional leaders had already arrived on Thursday and Friday.
A schedule released by the Zimbabwean government indicated that Ramaphosa was expected to arrive on Friday; however, the reasons for his decision to travel on Saturday remain unclear.
On Saturday morning, the South African President’s office shared a video of Ramaphosa boarding a South African Air Force aircraft before he departed for Harare. It said:

On Friday, Hichilema, the outgoing chairperson of the SADC Organ on Politics, Defence, and Security, participated in the SADC Troika Summit virtually from Lusaka alongside leaders from Tanzania and Namibia.
Earlier, the SADC Committee of Ministers outlined the agenda for this evening’s Troika Summit, revealing that one of the key topics will be the border dispute between the DRC and Zambia.
The SADC Troika is part of the SADC and focuses on issues related to politics, defence, and security. The Troika consists of three member states: the current chair, the outgoing chair, and the incoming chair of the SADC Organ on Politics, Defence, and Security Cooperation.
The Troika plays a critical role in coordinating responses to regional challenges, facilitating dialogue among member states, and addressing issues such as conflict resolution, peacekeeping, and the promotion of democratic governance.
It meets periodically to discuss pressing matters affecting the region and to develop strategies for cooperation among member countries.
There has been ongoing tension between Harare and Lusaka after the SADC Election Observer Mission, led by former Zambian Vice President Nevers Mumba, rejected the results of Zimbabwe’s general elections held on August 23, 2024. The SEOM had been deployed by Hichilema.

Police are urging motorists to exercise patience on the roads as the country hosts the 44th Ordinary SADC Summit of Heads of State and Government in Harare.
Motorists, particularly on roads leading to Robert Gabriel Mugabe International Airport and the New Parliament in Mt Hampden, have expressed frustration over significant delays caused by the need to yield to summit delegates’ motorcades.
In a statement issued on Friday, August 16, Zimbabwe Republic Police (ZRP) Chief Staff Officer for Press and Public Relations, Commissioner Paul Nyathi, said motorists must comply with all road rules and regulations, warning that lawbreakers will face arrest. He said:

The Zimbabwe Republic Police reminds motorists that they have the responsibility of observing and promoting road safety on the country’s roads.
In this regard, as the nation hosts the 44th Ordinary Session of the SADC Heads of State and Government, the Police implores drivers to be patient on the roads, comply with all road rules and regulations in order to assist in the maintenance of law and order in the country.
The Zimbabwe Republic Police reiterates that arrest of errant drivers will be effected without fear or favour.

Be Patient On The Roads During SADC Summit, ZRP Implores Motorists

The government has reportedly missed the deadline for completing the 18 state-of-the-art presidential villas in Mt Hampden, which were intended to host heads of state and government during the Southern African Development Community (SADC) summit scheduled for tomorrow, August 17.
Several dignitaries have already arrived in Harare for the summit, including Presidents Nangolo Mbumba of Namibia, Samia Suluhu Hassan of Tanzania, Lazarus Chakwera of Malawi, and Lesotho Prime Minister Samuel Ntsokoane Matekane.
In response to the villa delays, government officials have been urgently seeking accommodation for the leaders at three hotels in the capital.
According to <a href="https://www.newsday.co.zw/local-news/article/200030961/sadc-govt-misses-villas-deadline-scramble-to-organise-alternative-accommodation">NewsDay</a>, a government source indicated that visiting leaders are likely to be housed at Hyatt Regency (formerly Meikles Hotel), Rainbow Towers, and Monomotapa Hotel (Crown Plaza). Said the source:

This is not the first time Zimbabwe has hosted a summit of that magnitude. We have hotels in the country that will accommodate VVIPs who are coming for the summit.

The government engaged a Swiss company which brought in 500 workers and spent millions of dollars importing materials from the United Arab Emirates in a race to complete the villas before the summit.
The deputy chief secretary and national co-ordinator for flagship programmes and projects in the Office of the President and Cabinet, Amos Marawa, who is overseeing the construction of the villas, did not answer calls when contacted by NewsDay.
In May 2024, Marawa told the State media that 500 engineers from Mabetex Group, a Swiss civil engineering and construction company, will be complemented by 300 local artisans. He said back then:

And from the programme, they have told us a villa will take two days to erect. They will have six teams working in parallel
So, we are confident that they will be able to finish the whole process ahead of the summit. As I said, by mid-July, they should be able to hand us the keys and we will be ready to host our VVIPs when they come for the summit itself.

During the weekly post-Cabinet briefing on Wednesday, Minister of Information, Publicity, and Broadcasting Services Jenfan Muswere did not provide an update on the status of the presidential villas.

The government did not finish building 18 special houses for important leaders who are visiting for a big meeting. Now they are scrambling to find hotels for these leaders to stay in instead. The government hired a company to build the houses quickly, but they did not finish on time. Important leaders from Namibia, Tanzania, Malawi, and Lesotho are already in Harare for the summit. They may have to stay in hotels like Hyatt Regency, Rainbow Towers, or Monomotapa Hotel. The government did not give updates on why the houses are not finished.

Government Fails To Finish Presidential Villas For SADC Leaders

Information, Publicity, and Broadcasting Services Minister Jenfan Muswere confirmed that all SADC member states will be in attendance at the Heads of State and Government Summit on Saturday, August 17.
During a post-Cabinet media briefing in Harare on Wednesday, Muswere also said that medical facilities have been established at Parliament, with additional clinics set to open to accommodate patients. He said:

Pertaining to the summit proceedings, the executive SADC secretary arrived in the country on August 6, 2024, and senior officials meetings commenced on August 8, with Zimbabwe assuming the chairmanship from the outgoing chair Angola. All SADC countries will participate and the government is ready to host the summit.
Medical facilities have been set up at Parliament and more clinics will be opened with equipped ambulances and fire tenders properly positioned to ferry patients.
The hoisting of flags on light poles is complete, with most areas along the Airport Road and central business district done. Flag hoisting was achieved on Nemakonde Way and Seke Road.

Muswere also said access roads leading to the New Parliament Building in Mount Hampden have been completed.
The government has said the construction of a 2.8-megalitre water reservoir has been completed together with the drilling of 14 boreholes. Said Muswere:

The City of Harare is seized with the installation of traffic lights at intersections and street lighting of major roads. The local authority has been directed to speed up work.
The beautification of the city is ongoing with work on the Airport Road now complete. Palm trees, lawns and flowers have been planted along the major access roads.

Muswere also said the New Parliament was assured of uninterrupted power following the construction of an 11kV dedicated feeder. Another 4 MVA, 33/11kV transformer was also installed and commissioned. He added:

In terms of accommodation, all the designated facilities have been finalised. Medical facilities have been set up at Parliament, and more clinics will be opened and equipped with ambulances and fire tenders properly positioned to ferry patients.

The United Nations Human Rights Office (UN Human Rights) has expressed concern over the arrests of human rights and political activists in Zimbabwe ahead of the 44th Ordinary SADC Summit of Heads of State and Government, scheduled to be held on 17 August 2024 in Harare.
In a statement, the UN Human Rights office has called for the release of all human rights defenders and political activists currently in detention. It said:

We are concerned by reports of arrests, harassment and intimidation of human rights defenders and political activists in the lead-up to the SADC summit.
We call for the immediate release of all those arbitrarily detained and the protection of civic space.

This follows the arrests of several Zimbabwean activists, including Namatai Kwekweza, the recipient of the prestigious Kofi Annan NextGen Democracy Prize in 2023, along with Robson Chere, Samuel Gwenzi, and Vusumuzi Moyo.
The four activists were reportedly removed from a plane at the Robert Gabriel Mugabe International Airport on 31 July 2024 by state security agents.
They have been charged with disorderly conduct and remain in custody after a magistrate dismissed their bail application.
The arrests of these activists are part of a broader crackdown on dissent by the ZANU PF-led government, with scores of political activists being detained across the country ahead of the upcoming SADC Summit in Harare.

According to <a href="https://www.newsday.co.zw/thestandard/news/article/200030814/ccc-plots-august-17-mass-protests">The Standard,</a> the activists under the banner, “Zimbabwe let’s unite and fix our country”, have written to the police notifying them of intentions to stage peaceful protests on 17 August.
According to a letter dated August 8, 2024, addressed to the police officer commanding Harare district, CCC convener Vincent Taruvinga said they expect 10,000 protestors. Reads the letter:

The purpose of the public demonstration is to peacefully protest against the increased human rights abuses in the country characterised by continued arrests and detention of pro-democracy activists.
It is to protest against the denial of citizens’ rights to assemble as enshrined in the Zimbabwe constitution, demonstrators will assemble at Robert Mugabe Square opposite Rainbow Hotel at 1000hrs.

CCC spokesperson Promise Mkwananzi told The Standard that the police had received some of the correspondence. He said:

Because of the nature of the regime we are dealing with, we will take every step that the law requires.
We have notified the police. There is no section that says we must seek permission. We have just notified them.
The police are aware and they know that the protestors are secure so we expect cooperation from the police in terms of the constitution.
We are targeting to stage protests in all provinces across the country. But in most incidents, police have recorded or acknowledged that they have received our notifications.

ZRP spokesperson Commissioner Paul Nyathi said he was not aware of the notifications as they were done at district levels.

Mnangagwa Calls For Peace Ahead Of SADC Summit

South Africa says it has no authority to demand that the Southern African Development Community (SADC) move the 44th SADC Heads of State and Government Summit from Harare, Zimbabwe, to another member state, despite reports of multiple arrests and human rights violations in the lead-up to the regional event scheduled for August 17, 2024.
Clayson Monyela, the head of public diplomacy at South Africa’s Department of International Relations and Cooperation, said his country does not have the authority to insist that the event be relocated.
This is because Zimbabwe’s president, Emmerson Mnangagwa, is the incoming chairperson of SADC. Said Monyela (via <a href="https://www.businesslive.co.za/bd/national/2024-08-13-sa-backs-zimbabwe-as-sadc-summit-host-despite-human-rights-violations/">Business Day</a>):

Though the 44th SADC Heads of State and Government Summit is scheduled for August 17, 2024, SADC meetings have already begun taking place in Harare.
A SADC Industrial Week is currently underway in Harare, and a Council of Ministers meeting, as well as a meeting of the SADC Troika, will occur in the lead-up to the main Summit.
Ahead of the SADC Summit, the government of Zimbabwe has launched a crackdown on activists, likely in an attempt to prevent potential demonstrations during the regional event.
Opposition figure Jameson Timba and 77 other activists have been detained since June 16, with several other activists arrested in the subsequent weeks.
The streets of Harare now resemble a country in a state of heightened security, with military vehicles patrolling potential flashpoints in the capital city’s central business district and high-density residential areas.
In response to the reported human rights violations, the Democratic Alliance (DA) – a coalition partner of South Africa’s ruling African National Congress (ANC) – has recently called for the venue of the SADC Summit to be changed from Harare.
The DA’s spokesperson on international relations, Emma Powell, said:

Speaking during a national prayer meeting held at the State House last Thursday, Mutendi, who is considered a close ally of the President, stated that Mnangagwa’s pledge requires strong prayers and divine intervention to be successfully implemented. Mnangagwa is assuming the rotational SADC chairmanship during the bloc’s heads of State and government summit in Harare on 17 August. Said Mutendi:

Mutendi and other clergy members who were hosted by Mnangagwa at the State House on Thursday did not address the ongoing arrests of pro-democracy activists on what critics claim are trumped-up charges.
In contrast, the Zimbabwe Catholic Bishops’ Conference (ZCBC) took a strong stance on the issue in a statement issued on August 9, 2024.
The ZCBC affirmed the right of citizens to demonstrate during international events, such as the upcoming SADC Summit, and condemned the “resurgence of ugly vices” like torture, abductions, and “wanton arrests of citizens under frivolous charges” in the lead-up to the summit.
It is worth noting that in April this year, ZANU-PF benefactor Wicknell Chivayo donated US$1 million to Mutendi’s church during the church’s Easter Passover festival at Mbungo Estates in Bikita district, Masvingo Province, where Mnangagwa was the guest of honour.

Bishop Mutendi Challenges Mnangagwa To Deliver On "Leaving No One Behind" Promise

Citizens Coalition for Change (CCC) spokesperson Promise Mkwananzi has called on the ZANU PF-led government to stop the “needless” deployment of the country’s military ahead of the 44th Ordinary SADC Summit of Heads of State and Government, scheduled to be held on August 17, 2024, in Harare.
Mkwananzi’s statement comes in response to reports of soldiers and police personnel moving through parts of Chitungwiza on Wednesday in convoys, with the soldiers dressed in full military gear and the police armed with water cannons, batons, and firearms.
In a post on X (formerly Twitter), Mkwananzi described this deployment as an attempt to intimidate citizens and deter them from exercising their rights. Said Mkwananzi:

On the back of the SADC Summit, we witness once again the needless deployment and display of our military, presumably as a means of intimidation against and a reminder to citizens of the past atrocities and a subtle threat that the same can be repeated when Citizens hold their peaceful protests in the presence of SADC leaders, vaenzi, as George Charamba sarcastically refers to them in a way reminiscent of how our parents, especially our mothers would reprimand us in front of “vaenzi”.
In our view and indeed as per the law, there are procedures and circumstances where the military can be deployed and obviously all those procedures and statutes have not been followed as has become the norm in Zimbabwe.
We implore the authorities that be to please stop abusing our military and to return them to the barracks as there is no serious internal or external threat that warrants the brandishing of our military.

Mkwananzi said the party will soon notify the Zimbabwe Republic Police (ZRP) about their intentions to organize a public march, in accordance with the law.
This announcement comes as the Zimbabwe Catholic Bishops’ Conference (ZCBC) has affirmed the right of citizens to demonstrate during international events like the upcoming SADC Summit.
In a statement issued on August 9, 2024, the ZCBC condemned the “resurgence of ugly vices” such as torture, abductions, and “wanton arrests of citizens under frivolous charges” in the lead-up to the SADC summit.

Mkwananzi Condemns Military Deployment Ahead Of SADC Summit

Harare Magistrate Ruth Moyo on Thursday, 08 August, set the bail ruling date for rights defenders Robson Chere, Namatai Kwekweza, and Samuel Gwenzi for August 16.
According to a report by <a href="https://www.newzimbabwe.com/bail-ruling-for-jailed-human-rights-defenders-set-for-august-16/">NewZimbabwe</a>, the parties concluded the leading and cross-examination of the arresting detail Panganai Gwati.
Initially, Prosecutor Anesu Chirenje had stated that he would file written submissions on August 16, much to the displeasure of the defence lawyers. Said Chirenje:
<blockquote>
The bail hearing took us four days so the earliest possible date I will be able to file is the 16th.
</blockquote>
Chirenje also told the court that he is overwhelmed with other cases and will be able to finalise his submissions in a week.
In response, Charles Kwaramba, one of the lawyers representing the trio complained the time needed by the State was too long and there was no need to file written submissions. Said Kwaramba:
<blockquote>
This request by the State gives the state an unfair advantage because it secures the detention of the accused before they have been convicted.
You can’t secure detention first and then secure compelling reasons after the accused has already been detained.
That is the travesty of justice. It makes justice turn on its head. You can’t give effect to the Bill of Rights if the accused is being detained for two weeks before compelling reasons are given.
This is an urgent matter. It is impossible to give the State one week to file its closing submissions.

The magistrate then summoned parties to her chambers where they settled for August 16 as the day for bail ruling.
Chere, Kwekweza and Gwenzi were forcibly removed from a plane at the Robert Gabriel Mugabe International Airport by state security agents on July 31. 
They were reportedly held in incommunicado detention for eight hours and subjected to various forms of torture, including physical assault, mental anguish, and psychological distress.
Their mobile phones were also forcibly confiscated during this time.
They were subsequently charged with disorderly conduct.

Three human rights defenders, Chere, Kwekweza, and Gwenzi, were taken from a plane by security agents and detained. They were then charged with disorderly conduct. The University of Zimbabwe has summoned academic and support staff to a meeting at the Great Hall within the campus where they will be assigned roles to clean up the institution in preparation for the SADC public lecture scheduled for August 15.
In a memorandum dated August 8, 2024, addressed to all chairpersons in the Faculty of Arts and Humanities, Professor Fainos Mangena said an attendance register will be used to ensure all staff members attend the meeting. Reads the memo:

Kindly note that we have a clean-up campaign tomorrow, Friday 9 August 2024, in preparation for the SADC public lecture to be hosted by the University of Zimbabwe on Thursday 15 August 2024. We are all (academics and support staff) expected to assemble by 0830hrs tomorrow at the Great Hall where we are going to be addressed before we are assigned our cleaning duties. There shall be an attendance register, so do not decide to absent yourself from this important exercise.

The bishops argued that the tendency of law enforcement agents to arrest suspects first and then conduct investigations afterwards, rather than the other way around, is problematic. Reads the statement:

The Zimbabwe Catholic Bishops’ Conference (ZCBC) notes with deep concern the prevailing situation in the country.
We all are conscious of the Southern Africa Development Community (SADC) Heads of States meeting that is to take place beginning on the 17th of August 2024.
It is in preparation for this important meeting that we are seeing the resurgence of some ugly vices. This is sad, for in a democratic nation that knows the value of human dignity, freedom of association and of speech, such vices have no place as they contradict some of the fundamental values that form the bedrock of our national Constitution.
Generally, people with grievances tend to take advantage of big meetings to air their views. We have seen people positioning themselves to do this in the past and are doing so now. This phenomenon is not unique to Zimbabwe.
Governments often struggle to deal with such realities. Some tend to be repressive, but such responses are self-defeating.
As the Catholic Bishops we are worried and saddened that to silence the dissenting voices and to quell possible demonstrations violence, torture, and abductions seem to be the only options deployed.
Why not try dialogue with those who feel aggrieved by the present state of our country?
As Zimbabweans, we are people with a culture of tolerance, and we value diversity. Let this be seen in how we conduct our businesses and how we articulate our grievances.
We appeal to all concerned, to exercise their rights responsibly and to the government we call for restraint. The prevailing situation in the country does no one any good.
Recently, we have seen the wanton arrests of citizens under frivolous charges. Some of the arrested have been denied bail. Surely even those who ‘have committed crimes’ deserve to be treated in a just manner.
They cannot be denied their fundamental rights. Here the adage, ‘justice delayed is justice denied,’ rings true. Let us safeguard the human rights enshrined in our Constitution.
As we once appealed before the August 2023 elections, we urge our politicians again and those in government to exercise their duties responsibly.
There is no need for the toxic, inflammatory rhetoric that is awash in the media. We would like to remind our politicians of the words of our Lord that, “To whom much is given; much will be required…” (Luke 12: 48).
With the positions of leadership that you hold, you have been entrusted with much, and we ask you to use your positions of influence to animate all the people of Zimbabwe, including those who may disagree with your decisions and policies.
As the SADC summit draws near, we appeal to the law enforcers that they execute their duties professionally.
It is prudent that investigations are done first and them crime perpetrators are arrested. It is never the other way round.
As we prepare to welcome the SADC Heads of States, we implore all citizens to be law abiding, and to the government we insist on restraint. Together let us build a country where peace, justice and unity are the banners under which we rally.
We pray that we may never allow evil to overcome us and that we may all live together in harmony, respecting each other and respecting our sacred Constitution.

As reported by <a href="https://www.newsday.co.zw/local-news/article/200030639/sadc-summit-govt-deploys-soldiers">NewsDay</a>, soldiers and police moved around in convoys, with the soldiers in motorised military gear, while police details moved around armed with water canons, batons and guns.
The heightened security measures come as Zimbabwe prepares to host the 44th SADC Heads of State and Government Summit, a major regional event.
A resident at St. Mary’s shopping centre said that there was limited movement and activity in the area following the deployment of security forces. Said the resident:

People are afraid of the soldiers. There is a lot of uncertainty, so people are staying indoors to be safe.
</blockquote>
In an interview with NewsDay, Zimbabwe Republic Police (ZRP) spokesperson Commissioner Paul Nyathi said that the security deployments in Chitungwiza were “normal” procedures and that they could potentially be extended to other areas if deemed necessary. He said:

Those are normal police deployments. Just to assure police visibility. So there is nothing sinister or alarming about the presence of police officers, whether on foot or cycles or when they are conducting motorised patrols like what you are indicating (has happened in Chitungwiza).
It’s not only Chitungwiza, but where there is a need for police to show its presence, we will certainly do so.

Nyathi, however, refused to comment on the duration of the police deployments.
In a social media post on Wednesday, journalist and government critic Hopewell Chin’ono alleged that the government had deployed military and police forces due to fears of potential unrest. He wrote:

Zimbabwean dictator Emmerson Mnangagwa is turning Zimbabwe’s cities into military garrisons, deploying military hardware as he fears a potential uprising against his illegitimate and corrupt rule after years of looting and plunder.
This is happening in Zengeza, a township in the dormitory town of Chitungwiza, just outside Harare. Since June, the dictator has jailed almost 100 pro-democracy activists as he cracks down on any alternative voices.

In another social media post, Chin’ono claimed the government had also deployed soldiers in the city of Mutare. He wrote on X:

The deployment of military trucks and soldiers into Zimbabwean townships is a worrying sign of increasing authoritarianism under Mnangagwa’s rule.
The fact that these actions are occurring alongside the imprisonment of pro-democracy activists suggests that the government is becoming increasingly paranoid about the possibility of an uprising.

As reported by <a href="https://www.newsday.co.zw/local-news/article/200030598/councillors-fume-over-harare-preps-for-sadc">NewsDay</a>, during a special full council meeting on Tuesday, councillors reportedly took turns lambasting the procurement department for failing to approve the acquisition of equipment needed to uplift the city ahead of the summit.
Chairperson of the subcommittee on Town House renovations and beautification councillor Jane Bingari said:

So far, the team at the procurement department does not want any progress. They want things which they only benefit from. They don’t want to work at all.

Councillor Denford Ngadziore said accused the procurement department of only prioritising issues they are benefiting from. Said Ngadziore:

A Citizens Coalition for Change (CCC) politician, Tineyi Munetsi, was arrested last week for allegedly participating in an anti-government protest back in 2019.

CCC Politician Tineyi Munetsi Arrested Over 2019 Anti-Government Protest

South Africa’s largest political party, the African National Congress (ANC), has rejected a call by the Democratic Alliance (DA) to move the 44th SADC Summit from Zimbabwe to another country.
Last week, the DA urged the Southern African Development Community (SADC) to relocate the summit from Harare, following the Zimbabwean government’s intensified crackdown on democracy activists.
However, addressing reporters over the weekend, acting ANC spokesperson Zuko Godlimpi said South Africa does not “run away from conflict areas” and would instead address the alleged political violence in Zimbabwe as part of the SADC Summit discussions. Said Godlimpi:

On the issue of the Zimbabwe situation, we have noted reports that some political parties in South Africa suggest that that should lead to a rescheduling of the SADC Summit that is going to be held in Harare.
The ANC does not agree with that stance. If there are issues arising in Zimbabwe that require the intervention of the SADC community, it would have to happen including as part of the summit itself.
South Africa has never been in a position where we ought to run away from areas of conflict and say our best way of engaging in solving conflict is to pull away.

In a statement issued on Friday, 02 August, the DA’s spokesperson on International Relations and Cooperation, Emma Louise Powell MP, called on SADC to move its 44th Summit scheduled to be held on 17 August 2024 in Harare, Zimbabwe, to a different location. She said:

The SADC’s founding treaty mandates member states to act in accordance with the principles of “human rights, democracy and the rule of law.”

Namatai Kwekweza, the recipient of the prestigious Kofi Annan NextGen Democracy Prize in 2023, along with three other Zimbabwean activists – Robson Chere, Samuel Gwenzi, and Vusumuzi Moyo – have been remanded in custody after being arrested at the Robert Gabriel Mugabe International Airport on Wednesday.
The four activists were dragged out from a plane at the Robert Gabriel Mugabe International Airport on Wednesday and arrested by state security agents.
They have been charged with disorderly conduct and were brought before the Harare Magistrates Court on Friday.
Magistrate Ruth Moyo has ordered the activists to remain in custody until their bail application is heard on Monday, August 5th.
The prosecution has indicated that it needs to call the investigating officer and file written submissions opposing bail. Their lawyer, Tinashe Chinopfukutwa said:

It’s been alleged that they were part of alleged demonstrators who demonstrated at this courtroom premise on the 27th of June 2024.
We laid several complaints regarding the manner in which our clients were arrested at the Robert Gabriel Mugabe Airport, in relation to the torture, which they were subjected to before surrendering to the police officers.
The prosecution made an application that the bail application be postponed to Monday, which we were not agreeable to because we were ready to be heard on bail and we were on the court premises.
They were subjected to torture in the form of physical assault, as well as mental torture, and psychological torture and they also had their mobile phones forcibly taken away from them.
Robson Chere is injured, we notified the court that the doctor advised him that he requires immediate hospitalisation and medical attention.

The World Council of Churches (WCC) has strongly condemned the Zimbabwean government’s intensified crackdown on human rights defenders.
Several activists, including Robson Chere, the Secretary General of the Amalgamated Rural Teachers Union of Zimbabwe (ARTUZ), Namatai Kwekweza, the leader of the WeLead Trust, Samuel Gwenzi, the Harare City Council’s Ward 5 councillor, and Vusumuzi Moyo, were recently abducted, tortured, and then released to the police.
During their incommunicado detention, which lasted at least 8 hours, Chere was allegedly subjected to severe torture. When he appeared in court on Friday, he seemed to be in severe pain.
In a statement issued on Friday, 02 August, WCC General Secretary Rev. Prof. Dr Jerry Pillay urged President Emmerson Mnangagwa to address these egregious violations that undermine Zimbabwe’s constitution and international human rights law.

Section 86 (1) of the Constitution of Zimbabwe provides that the fundamental rights and freedoms set out in this chapter must be exercised reasonably and with due regard for the rights and freedom of other persons.
Freedom of expression does not and cannot mean the right to remove a democratically elected Government from office and to replace it with people or a party elected by nobody. Historically, the opposition has never held any peaceful demonstrations.

State Ready To Quash Planned Opposition Protests Ahead Of SADC Summit - Kazembe

Job Sikhala, the Chairman and Facilitator of the National Democratic Working Group (NDWG), and Jacob Ngarivhume, the president of Transform Zimbabwe (TZ), have issued a joint statement strongly condemning a story published on July 31 in a state-controlled daily newspaper.
The article, titled “Government to Take Firm Action Against Instigators of Violence,” has been described by the two leaders as “rubbish.”
In their statement, Sikhala and Ngarivhume have demanded a retraction of the story, which they claim is a fabrication. Reads the statement:

We the undersigned leaders of Transform Zimbabwe (TZ) political party and the Chairman and Facilitator of the National Democratic Working Group (NDWG) a broad-based civic movement demand an apology and withdrawal of the false story published by the Herald of today, Wednesday the 31st of July 2024 to the effect that we have been sponsored by Oppenheimer funded Brenthurst Foundation and the United States Agency for International Development (USAID), to lead demonstrations against the illegitimate Zanupf regime in Harare.
The story imputed that the National Democratic Working Group and Transform Zimbabwe in association with the Zimbabwe National Students Union (ZINASU), are organising demonstrations to destabilise Zimbabwe during the SADC Summit when Zimbabwe will assume the chairmanship.
The first thing we realised is that there are no sources that the Herald got the rubbish story from, except paranoid and frightened looters sitting at the Munhumutapa Building. It’s all the hallucinations they pass out as authentic news.
Their sources are illusionary and desperate failures who are seeking to cover their intentions and desperation to arrest us and our members.
We know what the regime does when it wants to arrest its opponents. They plant their lies in the Herald and run with it as a fact and hype nonsense to get their opponents arrested.

Sikhala And Ngarivhume Demand Retraction Of "Instigators Of Violence" Story

The government has instructed the national power utility, ZESA Holdings, through its subsidiary ZETDC, to ensure that selected venues do not experience load shedding during SADC meetings.
This directive comes as ZETDC is currently implementing widespread power outages across most parts of the country, with blackouts lasting from around 6 AM to 9 PM daily.
Furthermore, the roads to be used by the visiting VIPs have been carefully refurbished and lined with palm trees, effectively concealing the potholes that scar the majority of roads throughout the country.
In a memorandum addressed to ZESA CEO Sydney Gata, Energy and Power Development Permanent Secretary, Gloria Magombo, provided a list of the key events and their respective venues leading up to the SADC heads of state summit on August 17th.
The venues that should be exempted from load shedding during the meetings include the Harare International Conference Centre (HICC), the New Parliament Building, and the University of Zimbabwe. Wrote Magombo on 24 July 2024:

Former Mt Pleasant MP Fadzai Mahere (CCC) said the directive showed that the country’s ruling elite “only care about themselves.” Said Mahere:

Zimbabwe is currently facing a debilitating power crisis, primarily due to the depressed generation capacity at the Kariba South Power Station.
The power station, which has an installed capacity of 1,050 MW, is currently generating less than 300 MW, which is less than a third of its full output.
The Zambezi River Water Authority, the entity responsible for managing the Zambezi River and the Kariba Dam, has reduced the water allocation for power generation in response to the El Niño-induced drought.
