The African Development Bank (AfDB) has approved a US$15 million funding deal for Zimbabwe’s First Capital Bank, which will use the proceeds to provide trade finance to SMEs and women-owned businesses, reported the <a href="https://www.gtreview.com/news/africa/smes-to-benefit-from-zimbabwe-trade-finance-credit-line/">Global Trade Review</a>.
Of the US$15 million, US$7.5 million is a direct line of credit and the other US$7.5 million is for guarantees to overseas confirming banks, covering non-payment risk taken on First Capital’s trade finance transactions with SMEs.
The AfDB said the financing “will provide the much-needed hard currency financing to support First Capital Bank to close its trade finance gap and expand its trade finance support for SMEs and local corporates in Zimbabwe”.
The package, which was approved on April 30, will help spur Zimbabwe’s inter-African trade and will “catalyse” some US$146 million in trade over the next three years, according to the AfDB.
Moono Mupotola, the AfDB’s Zimbabwe country manager, said:

The facility is expected to support the importation of strategic commodities and promote the integration of Zimbabwe’s economy into regional and global trade markets, which are essential for the country’s growth.

Tapera Mushoriwa, CEO of First Capital Zimbabwe, said the package aims to bolster the bank’s trade finance services in Zimbabwe, across Africa, and globally.
First Capital was known as Barclays Bank until 2017 when the Mauritius-headquartered First Capital group bought the UK lender’s majority share in the bank.

AfDB Approves US$15 Million Funding For Zimbabwe’s First Capital Bank

The African Development Bank and NMB Bank Limited Zimbabwe (NMB) have signed a $15 million Trade Finance Transaction Guarantee Facility to unlock trade finance opportunities for Zimbabwean small and medium-sized enterprises and those in agri-business and trade distribution value chains.
The signing took place on 7 March at NMB Bank Headquarters in Harare.
Moono Mupotola, African Development Bank Country Manager, and Gerald Gore, NMB Bank Chief Executive Officer attended. The African Development Bank’s board approved the project in November 2023.
The facility offers up to 100% coverage to confirming Banks, effectively mitigating non-payment risks linked to NMB Bank’s trade transactions on a per-transaction basis.
It is tailored to support trade between Zimbabwe and other African countries and with overseas markets by significantly diminishing the risk for international financial institutions actively engaging in trade finance activities with Zimbabwean businesses.
Country Manager Mupotola attended the signing. She said:

This is a significant step forward in supporting the growth and competitiveness of Zimbabwean businesses.
By mitigating risk and facilitating access to trade finance, we are empowering SMEs and local corporates to participate more actively in regional and international trade.

SMEs often face challenges in accessing trade finance compared to their larger counterparts. This initiative directly addresses this gap, fostering a more vibrant and inclusive business environment in Zimbabwe.
Gerald Gore, CEO of NMB Bank emphasized the agreement’s importance for Zimbabwe’s economic development. He said:

This facility will be instrumental in enabling NMB to provide crucial trade finance support to a wider range of Zimbabwean businesses.
This will not only unlock new trade opportunities but also contribute to job creation and economic growth.

In December 2023, the Bank’s board of directors approved a US$20 million trade finance line of credit to Central Africa Building Society (CABS).
The project aligns with the Bank’s country strategy paper for Zimbabwe 2024-2026, which prioritises private sector development.
It is also aligned with several priorities of the Zimbabwe Vision 2030, which aims to transform Zimbabwe into a prosperous and empowered upper-middle-income society by 2030.

AfDB Approves US$15 Million Facility For NMB Bank Zimbabwe

South Africa’s Finance Minister Enoch Godongwana said that his country supports Zimbabwe’s implementation of key reforms to resolve its debt problems.
Gondongwana presented a message of support during a round-table meeting on Zimbabwe’s debt arrears clearance at the African Development Bank (AfDB)’s 2023 annual meetings on Wednesday.
He said any challenge faced by Zimbabwe will also affect South Africa’s economy, hence the need to resolve Zimbabwe’s debt crisis and end economic sanctions. <a href="https://www.businesslive.co.za/bd/national/2023-05-25-zimbabwe-to-implement-reforms-critical-to-resolving-debt-and-arrears/">Said Gondongwana</a>:
<blockquote>
All of us are concerned about Zimbabwe. Economic sanctions continue to place Zimbabwe further into unsustainable debt. We support this [debt reforms] initiative with all our effort.
</blockquote>
In February this year, President Emmerson Mnangagwa said the Government was committed to a plan to clear more than US$6 billion of external debt arrears which were hindering its access to international loans.
Zimbabwe had more than US$14 billion in external debt as of September 2022 and has been unable to secure loans from the likes of the International Monetary Fund in more than twenty years, due to its arrears.
Zimbabwe, together with the AfDB and other development partners is working on a process to clear its debts and arrears.

All Of Us Are Concerned About Zimbabwe - SA Finance Minister

President Emmerson Mnangagwa on Thursday said the government is committed to clearing external debt arrears which stood at US$6.3 billion in 2022.
Zimbabwe’s external debt stood at US$14, 043 billion in September 2022 from about US$8 billion in 2019, with US$6.3 billion being arrears.
This has prevented the country from accessing fresh capital from global financial institutions.
According to <a href="https://businesstimes.co.zw/zim-govt-committed-to-tackle-debt-arrears-ed-says/">Business Times</a>, Zimbabwe owes US$1.48 billion to the World Bank, AfDB (US$671 million), and the European Investment Bank (US$372 million) while the Paris Club and non-Paris Club are owed US$3.55 billion and US$2.22 billion respectively.
The balance is owed to bilateral creditors, multilateral creditors, blocked funds, Treasury bonds, and other creditors.
Speaking during a meeting with international creditors in the capital Harare on Thursday, Mnangagwa said:

This initiative highlights my government’s commitment to clear our outstanding debt arrears, including those to the African Development Bank Group, other multilateral institutions, and bilateral creditors.
Zimbabwe’s debt overhang continues to weigh down heavily on our development efforts. We have no access to new lines of credit, including from multilateral banks, such as the World Bank Group.
The Zimbabwean Government and the African Development Bank Group agreed therefore, to put this Structured Dialogue Platform in place, to provide space for constructive and structured dialogue on arrears clearance and debt resolution.
Rest assured, that as a government, we are very keen to see Zimbabwe in good standing with all its creditors and determined to deliver favourable outcomes for the people of our country and the expectations of creditors.
I am personally appreciative of the valuable contributions and engagements since the first Structured Dialogue
Platform meeting and stand ready to maintain an open door policy, as an avenue to resolve any outstanding issues.
Finally, I want to express my profound gratitude to the president of the African Development Bank, Akinwumi Adesina, our Champion, and his staff at the African Development Bank Group for their steadfast and generous support towards Zimbabwe’s arrears clearance and debt resolution process.

Speaking at the same event, former president of the Republic of Mozambique, Joaquim Chissano said:

The lack of dialogue to address the issue has been a major stumbling block. This is a unique opportunity and should not be squandered. Zimbabwe must reclaim its position in SADC.
Therefore, the commitment to make and implement critical reforms should be ensured.
Political cohesion and will are of the essence as well in this current situation.

Akinwumi Adesina, the president of the African Development Bank Group said:

Today marks the beginning. I accepted to be the champion of this programme because I know the potential of Zimbabwe.
It is now time to rebuild, it is now time to refrain from casting stones, and its now time for peace.
It is now time to deal with debt arrears for Zimbabwe. Now is the time to forget about the past, we must look forward.
It’s now time for all of us to build a new and prosperous Zimbabwe.

Mnangagwa Says Zimbabwe Is Committed To Tackle Debt Arrears

The President of the African Development Bank (AfDB), Akinwumi Adesina, said that he has accepted President Emmerson Mnangagwa’s request for the bank to lead Zimbabwe’s debt repayment strategy.
Adesina announced the development at the ongoing AfDB annual general meeting (AGM) in Accra, Ghana.
Zimbabwe is seeking to expunge its unsustainable sovereign debt, now at US$19 billion.
The country cannot access affordable long term financing from both multilateral and bilateral financiers, which has hindered efforts to turn around the economy. Said Adesina:
<blockquote>
I have written to the President of Zimbabwe that I humbly accept what you requested me to champion as the vice president said the arrears clearance and I know that with the understanding and the support of our partners we will get there soon.
… So we are committed as that bank to that. We will walk with our partners. We will walk with the World Bank.
We will walk with the IMF, we will walk with all the bilateral partners. My vice president [Yacin Fal] just went there.
</blockquote>
Finance and Economic Development Minister Mthuli Ncube said Zimbabwe has begun making token payments to all the foreign financiers it owes among them the Paris Club, which has 17 members, the World Bank and the African Development Bank (AfDB).
Ncube said this last month on the sidelines of World Bank annual meetings that he attended in Washington DC, USA. He said:

We are now making token payments to the 17 members of the Paris Club, this means that we are now servicing all our creditors, and payments are being made quarterly for the past 9 months.
</blockquote>
Zimbabwe is presently ineligible to get loans from the (International Financial Institutions) IFIs due to its external debt.

AfDB Accepts Mnangagwa's Request On Zimbabwe's Foreign Debt

Olivine Industries will commission two new production lines in August this year as the company seeks to expand its domestic and regional production capacity and food supply.
The company’s chief executive officer, Sylvester Mangani, said that the new lines will produce margarine and tomato source. He said:
<blockquote>
Between now and July, we will be receiving various pieces of machinery; some are already on the site and we are targeting to launch the new plants in August.
We are happy with the progress and we are confident that our August target will be met.
</blockquote>
In 2019, the African Development Bank (AfDB) approved an US$8.25 million corporate loan to Olivine Industries to support its food production expansion plan.
AfDB however, delayed releasing the funds, forcing Olivine to use its own resources.
The bank expressed concern over how and when the Reserve Bank of Zimbabwe (RBZ) would facilitate the settlement of blocked funds it took over after Zimbabwe re-introduced a local currency, RTGS dollars, in February 2019.

Olivine Set To Commission Two New Production Lines

The African Development Bank (AfDB) has donated 10 trucks worth US$810 000 to the Zimbabwe Electricity Distribution Company (ZETDC) to capacitate the electricity distribution arm of power utility ZESA Holdings respond timeously to incidents.
The vehicles were procured through the AfDB funded post Cyclone Idai Emergency Recovery and Resilience Project for Zimbabwe.
They were handed over to Local Government and Public Works Minister, July Moyo, by the bank’s country manager, Moono Mupotola, at a function held in Harare on Tuesday.
Speaking at the hand-over ceremony, Moyo said the Government has escalated preparedness for any disasters during the 2021/22 rainy season. Added Moyo:

We are humbled to be receiving this donation of eight crane trucks and two NP200 pick-up trucks which will go a long way to capacitate ZETDC to improve electricity supply in Manicaland as well as facilitate timeous response to incidents.
The government remains indebted to you and our development partners for your efforts towards recovery and resilience building.
It is only through concerted efforts that we will be able to realise an empowered upper-middle-income economy by 2030.

Mupotola said AfDB is working together with the United Nations Office for Project Services (UNOPS) to repair damaged infrastructure in Chipinge and Chimanimani. She said:

We are working with our implementation partners, UNOPS, in infrastructure rehabilitation, water and sanitation programmes in Chimanimani and Chipinge.
In Gaza township in Chipinge Town, 2 000 houses had septic tanks installed, while work on the refurbishment of the Machongwe-Rusitu road is already in progress.
We are also complementing Government’s efforts through ZETDC to bring convenience to the people of Zimbabwe by having a safe and reliable electricity supply.
If disaster strikes, ZETDC is now adequately equipped to respond and restore electricity.

AfDB Donates 10 Trucks To ZESA Worth US$810 000

President Emmerson Mnangagwa is on Thursday expected to commission the Tabudirira Fruit and Vegetable Processing Hub in Mutoko, a project which is aimed at empowering youths and promote value addition.
Through the Ministry of Youth, Sport, Arts and Recreation, the hub was funded by the African Development Bank (AfDB) with the International Labour Organisation as its technical partner.
Minister of State for Provincial Affairs and Devolution responsible for Mashonaland East Province, Apolonia Munzverengwi, confirmed the expected visit by Mnangagwa. She said:
<blockquote>
All is now in place for his arrival tomorrow (today) for the commissioning of the Fruit and Vegetable Processing Hub.
Mutoko is a horticultural district full of vegetables and fruits and these have in the past, been sent to Harare but our community now is going to benefit through the processing plant here at Tabudirira Vocational Training Centre.

Deputy Director responsible for Communications and Advocacy for the Ministry of Youth, Sport, Arts and Recreation, Ranson Madzamba, said the processing hub seeks to create employment opportunities for youths along the agro-processing value chain. He said:

It seeks to facilitate the creation of markets and market linkage for fruits and vegetables produced by young farmers in Mashonaland East.
The hub shall increase income levels for young farmers in Mutoko District and Mashonaland East at large.
The creation of the hub will definitely reduce post-harvest losses in the horticulture sub-sector.

The project has established a company, Mutoko Royal Fruits and Veggies jointly owned by the farmers who hold 60 per cent shareholding and Government 40 per cent.
Of the Government shareholding, the local vocational training centre holds 10 per cent.
The 60 per cent shareholding of youth and women private business corporations is held by three entities, Green Set Horticulture, Kubatana Tomato Production and Chiruka Mari Horticulture. Each has 20 per cent shares.

President To Commission Fruit, Vegetable Plant In Mutoko

The African Development Bank upon the Zimbabwean government’s request has approved a $13.7 million grant for Zimbabwe to help Zimbabwe fight the pandemic that has infected 4.5 million people worldwide, NewsDay reports.
According to the publication, the grant that was approved on 13 May will be used to:
<blockquote>Mitigate the impact of the COVID-19 pandemic in the COVID-19 Response Project. The COVID-19 Response Project will focus on 15 high-density suburbs in Harare as well as satellite townships and targeted health facilities in other areas of the country.
The activities will also include increasing access to COVID-19 hand washing facilities in Harare, satellite 
townships and other affected regions, supply of COVID-19 medical equipment and laboratory test kits and personal protective equipment.</blockquote>
Meanwhile, the authorities have announced that Wilkins Hospital and Parirenyatwa are almost ready to handle COVID-19 cases.

African Development Bank Approves $13,7 Million Grant Towards Zimbabwe’s COVID-19 Response

Olivine Industries have reportedly secured a loan from the African Development Bank, The Herald reports. According to AfDB, the loan will enable the manufacturing giant to set up new processing plants for margarine and tomato sauce at their factory. Said AfDB in a statement:
<blockquote>The board of directors of the African Development Bank Group has approved a US$8,25 million corporate loan to Olivine Industries Limited to support the company’s food production expansion plan in Zimbabwe.
The bank’s loan, approved on Wednesday, will enable the company to construct new processing plants for margarine and tomato sauce and install upgraded machinery with advanced technologies. Olivine plans to increase its domestic and regional production capacity and food supply.</blockquote>
However, Olivine Industries holdings company CEO Sylvester Mangani said they are yet to receive a confirmation letter from the bank.

Olivine Industries Secures A US$8.25 Million Loan From AfDB

Zimbabwe will require US$34 billion over the next decade to restore its road, rail, aviation, energy, ICT and water and sanitation infrastructure to proper working condition.
This was said by AfDB’s principal country economist, Walter Odero while speaking at the launch of the 2019 Zimbabwe Infrastructure Flagship Report in Harare on Thursday. Said Odero:
<blockquote>It is recognised that Zimbabwe has all the potential to recover from its past, given the new political and institutional dispensation.
We are therefore pleased to note that through the Transitional Stabilisation Programme, the Government has expressed a strong commitment to undertake economic and structural reforms, notably to rebuild confidence through the restoration of private property rights; ensure macro-economic stability and growth; fiscal consolidation and external debt arrears clearance; improve governance and the business environment and create jobs.
The report we are launching today confirms that the country needs US$34 billion over the next decade to restore its road, rail, aviation, energy, ICT and water and sanitation infrastructure to proper working condition.</blockquote>

Zimbabwe Requires US$34 Billion To Restore Infrastructure - AfDB's Economist

The Minister of Finance and Economic Development, Mthuli Ncube said that Zimbabwe expects to get funding from the African Development Bank (AfDB) next year as it moves to clear its US$605 million debt with the institution.
Ncube said this in an interview on the sidelines of the ongoing 54th Meeting of Boards of Governors of the AfDB and the 45th Annual Meeting of the African Development Fund in Malabo, Equatorial Guinea. He said:
<blockquote>We are expecting it (funding) end of January or February next year because the roadmap requires Staff Monitored Programmes from the International Monetary Fund (IMF) and we signed up to go through test dates and the last test date is in December or January next year and at that moment, if all goes well, will finally access the monies.</blockquote>
Ncube urged Zimbabweans to be patient as the positive results of the Transitional Stabilisation Programme will take time to be felt. He said:
<blockquote>My message to the people of Zimbabwe is that; please be patient. We cannot have a silver bullet with these things, the positive impact of the reforms takes time and we are in the right path and again we should be patient.</blockquote>

Zim Expects To Access Fresh Loans From AfDB By January 2020 - Mthuli

The African Development Bank (AfDB) on Tuesday availed US$400 000 to the government of Zimbabwe towards Cyclone Idai relief.
The bank also donated US$100 million to be shared among Zimbabwe, Malawi and Mozambique, the three countries hugely impacted by the tropical cyclone.
Speaking after receiving the donation from a five-member AfDB team at his Munhumutapa Offices in Harare, President Emmerson Mnangagwa said:
<blockquote>Yes, he brought a letter to me from the president of the African Development Bank Mr Akinwumi Adesina.
The bank has donated US$400 000 towards Cyclone Idai disaster. Above that, the bank has donated US$100 million, but that would be shared among Zimbabwe, Malawi and Mozambique. That is good news for us.</blockquote>
The leader of the AfDB delegation, who is also the bank’s vice president, Mateus Mangala said:
<blockquote>Working with the Minister of Finance and other institutions here, we are confident that together we will find a way to resolve this as soon as possible and make this economy, an economy we are proud of.</blockquote>
Cyclone Idai hit the eastern districts of Zimbabwe on 15 March soon after an earthquake had struck parts of Manicaland according to government officials.
Key infrastructure worth thousands of dollars was destroyed by flash floods, with hundreds of people killed.
