Zimbabwe is reportedly seeking loans from mid-tier United Kingdom banks as it grapples with its significant debt burden. With a total debt of US$17.7 billion, the country is finding it difficult to secure funding from larger global lenders due to its poor credit record. As of September, the total public and public guaranteed debt stood at US$17.7 billion, with 72% being foreign debt and 28% local debt, Finance Minister Mthuli Ncube revealed in the 2024 National Budget proposal last week. This means that the government owes a lot of money to both international and domestic creditors.
To meet its financial obligations, the government is now in talks with Broughton Capital for a loan of US$100 million, according to <a href="https://newzwire.live/from-a-platinum-backed-loan-to-talks-with-small-uk-banks-heres-what-new-report-shows-about-zimbabwes-debt-crisis/">newZWire</a>. Broughton Capital, which claims to have arranged debt syndication of close to US$2 billion for Thailand’s infrastructure, could be a potential source of funding for Zimbabwe. Additionally, the government is also negotiating with Dinosaur Merchant Bank, another UK-based investment bank, for a loan of US$125 million.
Furthermore, Zimbabwe is expecting to receive loans from ABSA and Standard Bank in 2024. The two South African banks have raised US$193 million for the construction of hospitals and clinics in the country. The loan disbursement is set to begin with an initial amount of US$105 million. This funding will be used to compensate UK infrastructure company NMS for its work in building healthcare facilities in Zimbabwe.
Given the challenging debt situation, Zimbabwe is exploring alternative sources of funding to address its financial obligations. While larger global lenders remain sceptical, mid-tier banks and partnerships with foreign entities offer potential solutions. However, Zimbabwe must take measures to improve its credit record and long-term financial stability.
Zimbabwe has been using its mineral resources as collateral to secure loans. In February 2023, the country borrowed US$400 million from the Africa Export-Import Bank (Afreximbank) for budget support and trade-related infrastructure. To repay this loan, Zimbabwe will use 35% of the export proceeds from platinum sales, which are managed by the Reserve Bank of Zimbabwe (RBZ). This loan has a maturity period of 6 years and carries an interest rate of 10.2%. The government considers it a significant achievement, as it has been challenging for Zimbabwe to access external finance, especially for budget support, for over two decades.
In addition to platinum, Zimbabwe also uses gold and diamonds as collateral for loans. These valuable mineral resources serve as guarantees for lenders, providing them with an assurance that they will be repaid. There are concerns among some people that the minerals in Zimbabwe are being misused. The Zimbabwe Coalition on Debt and Development (ZCODD), for example, believes that the loans obtained using minerals as collateral benefit only a select few individuals, which they consider to be unfair.

Zimbabwe Seeks Loans From UK Banks As It Grapples With Significant Debt Burden

Finance Minister, Mthuli Ncube is under fire for failing to seek Parliamentary approval get loans from the African-Export Import Bank (Afrexim Bank). The NewsDay reports that Zimbabwe has so far borrowed USD$1,25 billion from the Afrexim without following laid down procedures.
The minister admitted whilst responding to a question by Mt Pleasant MP Samuel Banda (MDC) in the National Assembly recently that the government breached the law by taking loan facilities without approval of Parliament. He said:
<blockquote>When the question was posed, the figure was US$753 million and then you add the other US$500 million, so that takes us to US$1,25 billion.</blockquote>
Section 300 of the Zimbabwean constitution amemndment number 20 of 2013 provides that the Finance minister is supposed to seek Parliamentary approval to borrow from Afrexim Bank. It also sets limits on borrowings, obligations and stipuilates that those limits must not be exceeded without the authority of the National Assembly.
MDC Vice President, Tendai Biti argued that the move was welcome although the law was violated. He said:
<blockquote>The law is very clear that you cannot contract a debt with an international organisation which imposes fiscal obligations on Zimbabwe before Parliament has approved, and if Parliament has not approved, that debt is invalid. Why does the government keep on borrowing money from the African Export Import Bank without Parliament approval?</blockquote>
Ncube failed to explain why the Afrexim Bank continued to grant Zimbabwe loans despite absence of collateral. Ncube said the latest $500 million borrowed from the Afrexim was intended help the country in meeting the demands for the US$ and external payments.

Finance Minister Under Attack Over Unsanctioned Borrowings

Reports suggest that the Zimbabwe National Army has provided the collateral for the African Export-Import Bank’s $500 million loan that was advanced to Zimbabwe recently.
The main collateral for the loan is said to be a mine “that Great Dyke Investments plans to build” at a cost of $4 billion. Great Dyke Investments is a venture between Russian investors and the Zimbabwean military.
It is also reported that the deal was designed earlier this month at a meeting attended by officials from Zimbabwe’s treasury, the central bank, mines ministry, Afreximbank, and Great Dyke Investments chairperson, Hespinah Rukato.
It has however been revealed that Afreximbank may still be paid back from other platinum sources the government has access to.

Zimbabwe Uses An "Imaginary" Mine As Collateral For $500 Million Loan

Reports suggest that the Zimbabwe National Army has provided the collateral for the African Export-Import Bank’s $500 million loan that was advanced to Zimbabwe recently.
The loan is said to be backed by a mine that Great Dyke Investments plans to build at a cost of $4 billion. Great Dyke Investments is a venture between Russian investors and the Zimbabwean military. The loan shall be paid over a period of four years.
It is also reported that the deal was designed earlier this month at a meeting attended by officials from Zimbabwe’s treasury, the central bank, mines ministry, Afreximbank, and Great Dyke Investments chairperson, Hespinah Rukato.

The African Export-Import Bank (Afreximbank) has said that the $500 million deal will be signed at the end of the month. In a statement, the bank said

Renowned economist and currency expert, Professor Steve Hanke of Johns Hopkins University in Baltimore in the United States has said that the government has blundered into a credibility deficit by making inconsistent policies. Hanke also questioned the credibility of the deals which the government had made with the African Export-Import Bank (Afreximbank) describing the bank as being shady. In an interview with the BBC, Hanke said
<blockquote>The government has had a lot of inconsistent statements and policies. They are issuing a couple of quasi-currencies or not real money. Bond notes, they call them, and real-time gross settlement, they are two forms of quasi-money… The problem is that they trade at massive discounts to the United States dollar, a 56% discount and they are supposed to be trading at par, so no one trusts the government or anything the government is doing.
There has been a bit of positive rhetoric, but when you lift the hood and really look under the thing, nothing has changed very much. For example, they just indicated that the new minister of Finance (said) that the African Export (and) Import Bank was going to be covering or guaranteeing not only these bond notes but these real-time gross settlements issues by the government and the problem is that it is a fairly shady bank. No one knows what is going (on) and no one trusts the bank so it is a credibility problem.</blockquote>

Minister of Finance and Economic Planning Mthuli Ncube has claimed that the African Export and Import Bank (Afreximbank) has offered Zimbabwe a facility to guarantee the convertibility of real-time gross settlement (RTGS) bank balances into United States Dollars. Ncube also said that the bank had pledged to guarantee the availability of United States Dollars for Nostro foreign currency accounts. The minister seems to be backtracking on the pronouncements he made on Monday. Speaking at Chatham House, <a href="https://news.pindula.co.zw/2018/10/09/bond-note-not-equal-to-usd-will-need-to-be-demonetized-mthuli-ncube/" rel="noopener" target="_blank">Ncube said that bond notes were not at par with United States Dollars and said that he was not going to argue with the market which had made the declaration.</a> The minister seems to have changed his position and is now saying that the government will maintain that RTGS balances are equal to United States dollars as a way to preserve people’s savings.
Writing on Twitter, Ncube said,
<blockquote>Today in Bali, Indonesia at the IMF/World Bank Meetings, I had fruitful discussions with the President of Afreximbank Dr Oramah. Afreximbank has offered Zimbabwe a facility to guarantee 1:1 Convertibility of RTGS balances into US$ and availability of US$ for Nostro FCAs.</blockquote>

In a statement, the Minister also said that all cooperating partners had endorsed Zimbabwe’s latest economic blueprint, the Transitional Stabilization Program (TSP). Part of the statement from the Minister reads,
<blockquote>The co-operating partners expressed their endorsement to the Transitional Stabilisation Programme, as it captures adequately the policy reforms that Government is implementing in order to turn around the country’s economic fortunes. In this regard, the international community emphasized the need to judiciously implement the measures as outlined in the TSP. They reiterated that implementation of the TSP is crucial for arrears clearance.
…It is also important to note that all the cooperating partners and creditors present, uniformly expressed their partners for Zimbabwe and its arrears clearance Road Map, and that the meeting has been the best so far on Zimbabwe’s arrears clearance process.</blockquote>

Afreximbank Has Offered To Guarantee 1:1 Convertibility Of RTGS Balances Into US$ - Mthuli Ncube

Reserve Bank of Zimbabwe (RBZ) governor John Mangudya has said that the fiscal authorities are in talks with the African Export-Import Bank (Afreximbank) to get a US$500 million Nostro Stabilisation Guarantee Facility (NSGF). The NGSF will be used to guarantee customers with Nostro Foreign Currency Accounts that the foreign currency will be available should they need it. This comes after Mangudya ordered banks to separate Nostro foreign currency accounts (FCAs) from the real-time gross settlement (RTGS) deposits.
Said Mangudya,
<blockquote>As a further support to this measure and to provide credit enhancement or deposit protection for the Nostro FCAs, the Reserve Bank is finalising discussions with the African Export-Import Bank (Afreximbank) towards a US$500 million Nostro Stabilisation Guarantee Facility (NSGF) to provide Nostro FCA holders with assurance that foreign currency shall be available when required by the account holders. The NSGF which will be similar to the AFTRADES Facility that guarantees interbank trading in Zimbabwe is targeted to be in place by the end of October 2018.</blockquote>
When bond notes were introduced, Mangudya also said that the bond notes were introduced by a US$200 million facility from the Afreximbank.

The Reserve Bank of Zimbabwe (RBZ) has said that with the help of the Afreximbank it has increased the amount of cash imported and supplied to the banking system. Said Mangudya,
<blockquote>We are going to continue providing cash as well as promoting a cashless society. This week alone (last week) we injected US$25 million and next week (this week) we are putting US$30 million, so this month we are saying we have increased it from US$100 million to US$150 million. The Afreximbank has been very supportive, they approved the disbursement of funds into the economy. There has also been the increase in gold and tobacco exports which have seen the increase in foreign currency in the country.</blockquote>

RBZ Imports More Cash, Says It Has Increased Cash Supplied To Banks By 50 Percent

Businessman and founder of Econet Wireless Zimbabwe, Strive Masiyiwa has revealed that he bailed out the country when the government was faced with food shortages and had no money. Speaking to CNBC Africa’s Wole Famurewa in Abuja, Masiyiwa also praised the Afreximbank saying,

On one occasion, the governor of the central bank called me that he had a maize shipment and had no money. They issued me an instrument called diaspora bond and the people that helped me to pay the shipment of maize was Afreximbank. When sanctions hit the country, every credit line disappeared. You could not talk to anyone, they were shutting down. For us as a business, there was one institution that remained and it was Afreximbank.</blockquote>

RBZ Governor Called Me When The Country Was Facing Food Shortages: Strive Masiyiwa

The Reserve Bank of Zimbabwe (RBZ) is negotiating with the African Export-Import Bank (Afreximbank) to get a US$ 1.5 billion guarantee, to protect investors’ funds. RBZ governor revealed this information when presenting the 2018 Monetary Policy on Wednesday at the Central Bank. According to Mangudya, the guarantee will enhance the confidence of investors as their funds would be protected.
Said Mangudya,
<blockquote>Such guarantees and liquidity support are necessary to protect investors’ funds from country risk, and in doing so, enhancing investor confidence</blockquote>
The Afreximbank is the same institution which is behind the Bond notes which were introduced in 2016. The institution entered an agreement with the government of Zimbabwe, to back the bond notes which are supposed to be trading at par with the United States dollar.

Zim Negotiating With Afreximbank For US$1.5 Billion Loan To Guarantee Foreign Investments

The African Export-Import Bank (Afreximbank) has revealed that is has lined up financial support for President Emmerson Mnangagwa’s government to the tune of $1.5 billion. The institution is known for backing the infamous Bond Notes which were introduced by Reserve Bank of Zimbabwe (RBZ) governor John Mangudya in 2016. The $1.5 billion support was revealed after President Emmerson Mnangagwa met with Dr Okey Oramah, the Afreximbank board chairperson and President, at the Munhumutapa offices on Tuesday. Finance minister Patrick Chinamasa also said that Afreximbank was going to provide investment guarantees on behalf of Zimbabwe, to any foreign investors who are willing to invest their money in the country.
Apart from backing the Bond Notes, Afreximbank has also extended a $600 million nostro stabilisation facility to help Zimbabwe battle critical foreign currency shortages. Said Dr Oramah:

Afreximbank To Inject $1.5 Billion Financial Support For New Government

The Reserve Bank of Zimbabwe (RBZ) has announced that it will release Bond Notes worth $300 million at the end of this month. The RBZ says that the $300 million is another facility from the  African Export and Import Bank (Afreximbank), which supported the $200 million Bond Note facility which was introduced in November 2016. The central bank says this will take the bond notes in circulation to half a billion dollars ($500 million).
The authorities expect the $300 million facility to increase exports and generate more foreign currency as a result, while at the same time improving the liquidity situation in the country. This comes as the cash shortages continue to worsen across the whole country.

The African Export and Import Bank (Afreximbank) will avail more that $1 billion to Zimbabwe.
Speaking at a dinner held to officially hand over titled deeds to the Afreximbank for 1,2 hectares prime land for the construction of its Southern African office at Harare’s Newlands, Finance Minister Patrick Chinamasa made the announcement and said the bank will also facilitate $1,8 billion which will be paid to the World Bank and the (African Development Bank) AfDB. Said Chinamasa:
<blockquote>As you are aware the Reserve Bank is working on a number of new initiatives, the $600 million nostro stabilisation facility to meet the forex requirement for productive foreign payments, the $150 million letters of credit facility to support the importation of fuel as well as fertilisers and feedstock for the manufacturing of cooking oil.
As you may be aware, the Afreximbank is the lead arranger to secure funding for the repayment of our arrears of $1,8 billion to the World Bank and the (African Development Bank) AfDB that is essential to our net foreign finance for the country and reduce the country risk.
In fact they (Afreximbank) have put this facility already and at the moment the ball is in our court, we decided we must first address fundamental factors such as addressing the issues of budget deficit, addressing the issues of import cover reserves, addressing the issues of reducing the trade and current obligations sustainable into the future, we cannot afford to clear today and tomorrow we are in arrears.
It’s a long road and I am glad we are equal to the task of travelling that difficult road.
We also have $150 million gold backed facility and another $150 million Zesa facility, a $70 million grain import facility, this is the facility we drew down to import our maize over the past drought and over $150 million worth of facilities having been extended to various sectors of the economy chief among them being the tobacco and tourism facility,” Minister Chinamasa said.
We are grateful Afreximbank has once again demonstrated its commitment as a permanent development partner for the people of Zimbabwe and Southern Africa and pan Africa. The withdrawal of international support by multilateral and bilateral institutions and imposed sanctions was indeed difficult but with the help of the Afreximbank and other institutions the journey has been made bearable.</blockquote>
