The United States of America has dismissed claims by President Emmerson Mnangagwa that it has established a military base in neighbouring Zambia.
In a meeting with Russian President Vladimir Putin at Konstantinosky Palace in the Petrodvorets district of St. Petersburg, Strelna village recently, Mnangagwa said Zambia posed a security threat to Zimbabwe alleging that the United States heavily funded its security sector.
Mnangagwa claimed that the Americans were increasing their military presence in Zambia to isolate Zimbabwe.
However, addressing journalists in a virtual Press briefing on Thursday, June 27, the Commander of the US Africa Command and Marine Corps, General Michael Langley dismissed Mnangagwa’s claims as “false”.
Langley denied claims that the United States had a military base in Zambia, saying their security cooperation office was housed at the American embassy in Zambia. He said (via <a href="https://www.newsday.co.zw/local-news/article/200028870/us-scoffs-at-ed">NewsDay</a>):

That [Mnangagwa’s allegations are] absolutely false. We have no base in Zambia and we have no plans to put one there. Our approach is Africa-led and US-enabled. We work closely; we have a deep partnership with Zambia.
There is no base. We have increased security cooperation with them but there is no footprint and there is no base within our security cooperation office resident within the embassy.

Langley also spoke on the top regional security challenges throughout Africa and his participation at the 2024 African Chiefs of Defence Conference from June 24 to 26 in Botswana.
The African Chiefs of Defence conference was hosted by Botswana.
In his meeting with Putin in Russia on June 6, 2024, Mnangagwa accused the “Americans of consolidating their power” in Zambia, “both in terms of security and in terms of financial support to make sure that we feel lonely.”
His remarks have strained relations between Zimbabwe and Zambia.
Last week, Zambia’s Foreign Minister, Mulambo Haimbe, called on the Southern African Development Community (SADC) and the African Union (AU) to address the issue.
In the Zambian Parliament, Haimbe said Mnangagwa’s comments were an “unwarranted attack on Zambia’s sovereignty.” He said:

The statements made by President Mnangagwa are not only baseless but also damaging to the spirit of unity and mutual respect that underpins our regional cooperation.
We call upon SADC and the AU to address this matter decisively and conclusively to preserve the integrity of our regional partnerships.

In April last 2023, the US Africa Command (Africom) announced it was setting up an office in Zambia. Africom has bases across Africa.
Zambia and many other African countries are close to the US and other Western democracies. At the same time, some states like Zimbabwe and South Africa are allies of China and Russia which are under authoritarian governments.

United States Dismisses Mnangagwa's Claims Of Military Base In Zambia

The government has announced plans for a complete dissolution of all <a href="https://www.pindula.co.zw/ZESA">ZESA Holdings</a> subsidiary boards saying the move is one of the priorities under the state enterprises and parastatals reform agenda. In his 2023 Budget presentation last week, Finance Minister Mthuli Ncube said:

State Enterprise and Parastatals reforms have been guided by the SEPs Short to Medium Term Reform Framework (SEPs-SMTRF), the National Development Strategy (NDS) 1 and Vision 2030. Drawing lessons from the successes and challenges faced in implementing the SEPs-SMTRF since 2018, it is envisaged that the SEPs reform priorities for 2023 will be guided by the following:
(a) Completion of the following on-going SEPs reforms:
• Engagement of strategic partners for IDBZ, <a href="https://www.pindula.co.zw/POSB">POSB</a>, IDC Subsidiaries, <a href="https://www.pindula.co.zw/TelOne">TelOne</a> and <a href="https://www.pindula.co.zw/NetOne_Zimbabwe">NetOne</a>;
• Merger of Genesis and <a href="https://www.pindula.co.zw/Petrotrade">Petrotrade</a>;

• Complete dissolution of all subsidiary Boards for ZESA Holdings and allow ZPC to engage strategic partners for its power generation projects;
• Implement approved reforms and capacity enhancement for ZIMPARKS;
• Capital raising strategies for Silo Foods, <a href="https://www.pindula.co.zw/Zimbabwe_United_Passenger_Company">ZUPCO</a> and Allied Timbers; and
• Implementation of the short-term recapitalization strategy of the National Railways of Zimbabwe.
(b) Transform the Traffic Safety Council into a Traffic Safety Agency, with appropriate legal standing to effectively enforce road safety systems in the country.
(c) Undertake a holistic evaluation of public entities reforms through strategic portfolio reviews and comprehensive diagnostic analysis by sector. This will inform the best reform options for each entity on a case-by-case basis.
In this regard, line Ministries would be required to play a central role to ensure that all public entities under their purview are included in the reviewed Framework.
(d) A number of SOEs have been transformed and now operate viably, for example, Air Zimbabwe.
Government has over the years created investment vehicles and partnered private sector players through joint ventures, to invest in various.

Joseph Kalimbwe, a member of Zambia’s ruling United Party for National Development led by the country’s President, Hakainde Hichilema has suggested that ZANU PF officials are afraid of criticising Rwandan President Kagame.

Charamba is the Deputy Chief Secretary-Presidential Communications in the Office of the President of Zimbabwe and former Permanent Secretary in the Ministry of Information.
Charamba’s position makes him the official spokesperson for President Emmerson Mnangagwa.
Nick Mangwana is the Permanent Secretary in the Ministry of Information Publicity and Broadcasting Services.
Charamba and Jonathan Moyo, a former ZANU PF Politburo member, have insinuated that Hichilema is a puppet of neo-colonial forces after AFRICOM reportedly proposed to establish a military base in Zambia.

"ZANU PF Afraid Of Rwanda's Paul Kagame"

ZANU PF secretary for Finance, Patrick Chinamasa, has warned Zimbabweans that voting for the Citizens Coalition for Change (CCC) in next year’s harmonised elections will bring war and instability to the country.
In a Twitter thread, Chinamasa accused CCC president Nelson Chamisa and one of his deputies, Tendai Biti, of being surrogates of the United States of America’s security agency, the CIA.

Voting For CCC Will Bring War, Instability To Zimbabwe, Says Chinamasa

The Zimbabwe Electoral Commission (ZEC) says it will discontinue issuing copies of the voters’ roll to stakeholders on CDs.
ZEC said that the move is to help protect people’s personal data from being shared via social media platforms.
In the past, ZEC had been issuing the voters roll to election stakeholders so that they can analyse it.
ZEC spokesperson Commissioner Jasper Mangwana said that instead of the voters’ roll on CDs, ZEC will be creating an interactive online portal that it will be monitoring. Said Mangwana:

In the future, we are not going to issue the voters’ roll on CDs to candidates and stakeholders.
We are going to create an online portal that is searchable because the voters roll is supposed to be searchable, and this portal can be monitored by ZEC you will be issued with login details to access it and the portal will send an OTP to a local number only.

ZEC and Team Pachedu are involved in a dispute on the issue of the ZEC server which Team Pachedu claims is being hosted by Africom, a company owned by the Zimbabwe Defence Forces (ZDF).
Mangwana denies that the ZEC server is hosted by Africom, saying it is not in a location that was alleged by Team Pachedu.

ZEC To Discontinue Issuing Voters' Roll On CDs

The United States Africa Command (Africom) has confirmed that an attack was carried out on its Manda Bay Airfield in Kenya, with Islamist militant organisation Al-Shabaab claiming responsibility.
In a statement on Twitter, Africom did not provide details on the attack but promised to do so “as facts and details emerge”. The post read:
<blockquote>U.S. Africa Command acknowledges there was an attack at Manda Bay Airfield, Kenya and is monitoring the situation. Al-Shabaab has claimed responsibility for the incident. As facts and details emerge, we will provide an update.</blockquote>
On Friday, a US airstrike killed the Iranian Quds Force commander, General Qassem Soleimani in Iraq. He was the head of Iran’s Middle East operations as head of the elite Quds Force.
Meanwhile, there are fears that Iran will avenge Soleiman’s death by attacking US targets in Africa with some reports suggesting that the elite Quds Force has active cells in Sudan, Chad, Ghana, Niger, The Gambia and the Central African Republic.

Islamist Militants Attack US Military Base In Kenya

In an embarrassing development for the technology company, <a href="http://www.pindula.co.zw/Africom" target="_blank">Africom</a> is set to lose movable property in Harare today at an auction conducted by LM Auctioneers.  Having defaulted on an unspecified debt to Skyvision Global Network, a Europe based company,  Africom had its property attached by the Sheriff of the High Court.  Among the immovables there are motor vehicles, office properties and generators. The <a href="http://www.pindula.co.zw/Kwanayi Kashangura" target="_blank">Kwanayi Kashungura</a> founded firm was also taken to court in July  over a  $1, 7 million  loan.
