The government has said almost 100 per cent of teachers turned up for duty when schools reopened on Monday for the third term.
Primary and Secondary Education ministry spokesperson Taungana Ndoro said told <a href="https://www.newsday.co.zw/local-news/article/200000138/govt-pleased-with-teacher-turnout-but">NewsDay Zimbabwe:</a>
<blockquote>
We had a massive turnout of teachers in our schools with initial statistics showing that almost 100% of teachers turned up for duty in spite of calls by certain teachers’ unions to embark on a go-slow industrial action. 
</blockquote>
There have been reports that the educators were on a go-slow pending a full-blown strike. 
The <a href="https://www.pindula.co.zw/Amalgamated_Rural_Teachers_Union_of_Zimbabwe">Amalgamated Rural Teachers Union of Zimbabwe (ARTUZ)</a> Tuesday warned that teachers will “fight back” if the government does not pay them their pre-October 2018 salaries. Said the union in a Twitter post:

The government should never assume that Unions have retreated from the fight for USD 540. We just gave them a long rope. We requested a USD 200 cushion &amp; they ignored our call. September payday is coming, if the government doesn’t pay pre-October 2018 salaries workers will fight back!
</blockquote>
But the government has said it has no capacity to meet their salary demands.
Ndoro said the Education Ministry would continue to monitor daily teacher attendance “and ensure that effective teaching and learning takes place”.

Govt Says "Almost 100% Of Teachers Turned Up For Duty"

Obert Masaraure, the president of the Amalgamated Rural Teachers Union of Zimbabwe (ARTUZ), on Friday, filed an urgent chamber application at the High Court, challenging the suspension of striking teachers by Primary and Secondary Education Minister Evelyn Ndlovu.
Masaraure argued that Ndlovu had no authority to suspend striking teachers as that was the mandate of the Public Service Commission (PSC). He said:
<blockquote>
There is no provision giving the respondent such powers as she purports to exercise or suspend all officials within its ministry unilaterally.
The provision is clear as to what happens and who should give effect to a suspension notice.
For example, senior grade members, who are part of the applicant, are prejudiced in having to be suspended by an order of the minister when in fact; the law provides for them a different disciplinary authority.
The Press statement of the respondent is, therefore, manifestly illegal and ought to be set aside.
</blockquote>
Masaraure, through his lawyer from the Zimbabwe Human Rights NGO Forum, added:
<blockquote>
Although section 65 of the regulations provide for a departure from the provisions above, it is only the commission that can so authorise such departure or undertake such departure and not the Respondent of her own volition.
Further, such departure is put to a test of whether or not it will result in a substantial miscarriage of justice for it to pass as a valid departure.
There is no doubt that there will be a serious miscarriage of justice when tens of thousands of teachers are suspended without following proper procedures with just one blanketed notice on such a wide scale.
</blockquote>
Late on Thursday, Ndlovu said striking teachers have been suspended due to their refusal to resume work despite the government’s offer to give them a 20 per cent salary increase and other non-monetary benefits.

Suspended Teachers Take Govt To Court

The Amalgamated Rural Teachers Union of Zimbabwe (ARTUZ) is appealing to members of the public to assist the association with details of school dropouts.
In a statement on Friday, ARTUZ said it was attempting to find children that have school dropped out of school in order to help them to return to class. The teachers’ union said:

We are tracking school dropouts and helping them continue with their education through different initiatives.

On Friday the Government announced that schools open for the first term on 7 February after a one-month delay caused by the COVID-19 fourth wave.
The COVID-19 pandemic has also forced learners to stay home for long and this has resulted in teenage pregnancies, early marriages, and increasing the number of school dropouts.
Zimbabwe has approximately six million students in learning institutions and 840 000 pupils have dropped out of school in recent times according to Friedrich Nauman Foundation programmes manager Fungisai Sithole.

Public Service and Social Welfare Minister Professor Paul Mavima has accused some teachers’ unions of sabotaging the ZANU PF-led government by staging recurrent strikes in order to get funds from Western countries.
In an interview with Voice of America’s Studio 7 on Wednesday, Mavima accused the Amalgamated Rural Teachers Union of Zimbabwe (ARTUZ) of being funded by some unnamed donors outside the country to incite civil unrest.
He said in spite of the government’s best efforts to ensure that teachers were well-paid, teachers’ unions were not appreciative of the efforts. Said Mavima:

Some teachers’ organisations such as ARTUZ do not care about the government’s efforts to address their concerns.
What they are concerned about is to criticise the government despite its efforts to improve the welfare of teachers.
They do this in order to get funds from the donors to promote violence.
What we know is that they are being funded by foreign countries to destabilise the country.
</blockquote>
However, ARTUZ secretary-general Robson Chere denied the allegations. He said ARTUZ’s membership constituted a significant number of teachers in the country. Said Chere:

We wish to categorically and unequivocally posit that ARTUZ is a progressive revolutionary teachers’ union formed on the behest of perennial abuse of teachers in Zimbabwe since time immemorial.
ARTUZ was not formed to go to bed with the employer, but to further the interests and welfare of teachers and learners in Zimbabwe. That is our sacred moral and constitutional duty. We will serve.

The government has on several occasions accused civic society groups of receiving funding from the West in a bid to pursue a regime change agenda.
Mavima said the government was satisfied with its workers’ salaries in which the least paid was earning ZWL$30 000, which translates to US$ 187 per month.

The recently announced postponement of “O” and “A” level June 2021 examinations by the government of Zimbabwe, while a good move, the timing was wrong as the damage has already been done.
Failure to address the errors and shortfalls in the education sector has pushed this government into a knee jerk reaction mode every time, they refused to accommodate the concerns that ARTUZ registered a few months ago of throwing focus on a deteriorating situation.
It is an undeniable situation that COVID-19 has shape-shifted and contorted every element of society and changed the modus operandi of the global society and Zimbabwe is no exception but what makes the situation in Zimbabwe more worrisome is that we are being led by an unrepentant, arrogant and ignorant regime that sees stakeholders as a threat to their power.
Unilateral postponement of examinations through the media will not rescue the situation, the government can postpone examinations until 2030 but as long as they keep ignoring the central issues that are plaguing our education then this announcement will remain a high sounding nothing.
ARTUZ is calling upon the government of Zimbabwe to start providing the much-needed relief through upgrading the quality of education, restoring teacher dignity through proper remuneration and the government also needs to start considering consulting critical stakeholders on issues of education, unilaterally throwing decisions that are not founded on logic and reality is a danger.</blockquote>

Rural Teachers Respond To Cancellation Of June 2021 ZIMSEC Exams

The Amalgamated Rural Teachers Union of Zimbabwe (ARTUZ) has castigated Harare Polytechnic Principal Tafadzwa Madondo for suspending two students he caught hugging.
Yolanda Musithu and Blessing Pasipanodya were suspended on 24 March after they were seen hugging on campus.
In Musithu’s letter of suspension, Madondo said she had violated the World Health Organisation (WHO), government and the institution’s coronavirus containment measures.
Meanwhile, in a statement, ARTUZ said the decision to suspend the students indicates a level of “madness and stupidity” on the part of Madondo. The statement read in part:
<blockquote>This signifies not just insanity but a level of grand stupidity and lack of purpose by the responsible authority, it is a flabbergasting moment when a whole institution of higher learning which is supposed to be and represent academic and intellectual thought direction starts reflecting a new level of autocracy.
Suspending students and in the process disturbing their academic progress for hugging is a reflection of a society that is slowly degenerating into a chaotic and senseless formation, the Principal of Harare Polytechnic should be called to order and be persuaded to realise that he is neither a demigod nor a supreme ruler.</blockquote>
ARTUZ further demanded immediate reinstatement and an apology to Musithu and Pasipanodya from Madondo and the college.

ARTUZ Berates 'Stupid' Principal For Suspending Hugging Students

The Amalgamated Rural Teachers’ Union of Zimbabwe, ARTUZ has mobilised members across the country to participate in the 31 August workplace protests called for by the Zimbabwe Congress of Trade Unions, ZCTU.
We have identified education offices as our workplace since schools are closed. We will be protesting against poverty and demanding USD 520 as monthly salary from our employer.
The 31 August protest marks the beginning of weekly Monday protests aimed at pushing employers to pay salaries in united states dollars.
We will further leverage on the weekly protest to build working-class consciousness and unity ahead of the 23 September Global Action Day.
It should be noted that these protests are not only confined to employed workers, but we also invite the broad working class to protest against poverty.
Those who are unemployed and those retired on a pittance all constitute the broad working class.
We are pleased to note that the Students movement and the peasants have pledged to join the action. Students welfare is dependent on the salaries of the parents.
Peasants, on the other hand, are being short-changed at the market place as they are forced to accept payment in local currency for their produce.
The government is encouraged to play ball by urgently restoring USD salaries for all civil servants and set a good precedence for the private sector.
The state is urged to desist from using excessive force against non-violent protesters. The use of force is tainting brand Zimbabwe.
We call upon the working class across the country to join the 31 August protests and send a clear message to employers and government. Protesters should adhere to all COVID19 regulations.

<blockquote><a href="https://www.pindula.co.zw/Amalgamated_Rural_Teachers_Union_of_Zimbabwe" rel="noopener noreferrer" target="_blank">The Amalgamated Rural Teachers Union of Zimbabwe, ARTUZ,</a> has learnt with sorrow the injury of two learners at Darangwa Primary School in Murewa District as the classroom block was swept off the roof this Tuesday afternoon.
The two are currently admitted at Musami Hospital and one of the two is battling for life. The source revealed that the stormy wind violently moved towards the exposed rural school, sweeping off all the front asbestos resulting in the fatalities in the unfortunate incident.
ARTUZ believes in the Safe Learning Institutions Initiative (SLII) model which emphasis the provisions of hazard-free learning facilities.
No one should be hurt in the school premises. We don’t expect a further loss of life or fatalities in schools as they are our dear workplaces and nurture homes. Schools should also be made adaptive to the climatic change patterns.
We wish the learners a speedy recovery and resume learning the prior forthcoming end of year examinations. We also sympathise with the families and the school.</blockquote>

The Amalgamated Rural Teachers’ Union of Zimbabwe (ARTUZ) says its members are resigning in large numbers from the teaching profession across the country.
The Union claims to have received 190 resignations since the beginning of August. ARTUZ said in a statement:

Nearly 200 Teachers Leave The Profession - ARTUZ

<blockquote>Education sector crisis deepens.
The Minister of Primary and Secondary Education, non-assuming Paul Mavhima made some fun declaration for schools opening calendar. He wrote from his air-conditioned offices declaring that schools were going to open as scheduled.
This we disputed and today we are vindicated, not that we celebrate the current chaos but because we demand an urgent intervention to save our education sector.
Today learner attendance is as low as 20% in some schools, teachers are not ready for work, being either absent or idle. School administrators are in a panic.
They do not know how to sustain the schools without enough financial support from both parents and the government.
Some schools have resorted to barring learners with school fees arrears from accessing school premises. These learners will just go home and never come back as their parents can’t raise the school fees.
Amalgamated Rural Teachers’ Union of Zimbabwe, ARTUZ is irked by how the current crisis is entrenching inequality. The poor can no longer access education under the neoliberal agenda of the current government.
The sons and daughters of government officials are insulated from this crisis as they are enrolled at top-notch private schools locally or some exotic learning centres globally.
It is against this background that we continue to agitate for the smashing of austerity measures. The government should pay our teachers a living wage and allocate enough resources to our schools.
The austerity measures are reversing all the gains we were realising on the social service delivery front. We have to invest in human capital development if we still entertain any hopes of achieving the sustainable development goals.
We call for urgent education stakeholders meeting to dialogue and find ways of arresting the obtaining crisis.

The spy agents are targeting schools where our provincial and district leaders are resident. They proceed to invite our leaders for questioning which lasts for up to four hours.
The questions asked include how we are mobilizing, who is sponsoring and list of our members in each district. The interrogation is concluded with death threats if the person participates in the coming job action.
Our schools are no longer safe for ARTUZ members. They are living in fear of a State which is supposed to protect them.

Reiterates the call for safe schools wherein people with no business with the schooling ecosystem should be banned from schools;
Notes the paranoia that has gripped our government which is failing to resolve the economic crisis engulfing our nation;
Reminds the government of Zimbabwe that workers have a right to engage in job actions as guaranteed in section 65 of Zimbabwe’s constitution;

Full Text: Rural Teachers Complain Of Harassment By CIO Agents

<h4>Long winter looming in the education sector.</h4>

The ruling elites and their allies in the business world have launched a brutal onslaught on the working class under the anti-people austerity measures.
The freezing of salaries at a time when prices of basic goods and services have shot up by up to 400% since January have condemned the working class too extreme poverty. Abductions, torture, detentions and harassment of the workers who speak out against exploitation is the legacy of the so-called new dispensation.
These measures have rendered public services provision dysfunctional, in the education sector, a catastrophe is looming as teachers are incapacitated and parents cannot afford fees and learning materials for their children.
A survey conducted by Amalgamated Rural Teachers Union of Zimbabwe, ARTUZ has revealed that 60% of rural teachers interviewed are still to secure bus fares to travel back to their stations.
The teachers are failing to pay tuition fees for their children and can’t secure basic food supplies for their families. The teachers are not psyched for the learning calendar which begins tomorrow.
The parents interviewed have indicated that they are failing to secure tuition fees and teaching material for their children.
ARTUZ notes with disgust the insincerity of our government in addressing the challenges confronting the working class.
The government has consistently celebrated an over $100 million budgetary surplus for the past four months but is failing to invest in production and public services. The government is blowing the revenue in executive luxuries including chartering private planes.
Our Union fights for labour justice and improved access to quality education in rural schools. The new dispensation is passionately fighting against the realization of our vision. Labour injustice is on the rise and access to education in rural schools is being curtailed.
We registered our discontent with the Public Service Commission and Ministry of Finance on 15 April through a letter titled salary increment reminder.
In the letter, we reminded them of the need to pay our salaries in United States Dollars or market equivalent to cushion our members from the ever-rising cost of living. The government never responded to our reminder as has become the norm.
We have been pushed to the corner and we have to fight back. We urge all teachers to go back to their stations, login but do not undertake any duties.
We are going to completely withdraw our labour within the first two weeks. We will only report for duty for two weeks per month.
Consultations are underway to come up with a calendar of protests. We are glad that teachers are now more united than ever.
We call upon the government to urgently review teacher salaries to safeguard our education sector from collapse.
We warn yellow Unions in the education sector to desist from the culture of diluting the teachers’ struggle through posturing and sharing misleading information. We will expose all sell outs.
To the APEX council, we have run out of patience and we will not fold our hands while you mess with the lives of the working class. The APEX council must stop masquerading as representing our interests otherwise they will face the vengeance of the agitated workers.
The first week we are all logging in but no one is working. On Friday 10 May we will announce a clear way forward if the government fails to engage us.

<blockquote>The Amalgamated Rural Teachers Union of Zimbabwe (ARTUZ) condemns the brazen abduction of four teachers (namely Robson Chere, Jess Drury, Precious Ndlovu and Munyaradzi Ndawana) who were abducted from a meeting being held in Greystone Park, Harare and their subsequent torture and ill-treatment by state security agents during interrogation.
The teachers were abducted in Greystone Park, Harare at 10:45 on Saturday 27 April 2019 by about ten state security agents in plainclothes who illegally forced their way into a private property without a search warrant and forced the four teachers into two unmarked vehicles and gathered up all workshop materials which were placed in a third vehicle (white Toyota Rav 4 reg number ADL 7066). The abductors are suspected to be from the Central Intelligence Organisation or Military Intelligence.
The teachers were interrogated for more than four hours without being given access to their lawyers or being informed of their right to remain silent. Their lawyers were lied to by state security agents about their whereabouts.
During their interrogation, Robson Chere and Munyaradzi Ndawana were physically assaulted and psychological manipulation was used against Jess Drury and Precious Ndlovu.
This conduct by the state security agents violates section 53 of the Constitution of Zimbabwe which states that “No person may be subjected to physical or psychological torture or to cruel, inhuman or degrading treatment or punishment.”
After their abduction had been widely publicized, the teachers were subsequently handed over to ZRP Law and Order and were charged with section 37 of the Criminal Code (Participating in gathering with intent to promote public violence, breaches of the peace or bigotry).
ARTUZ condemns this absurd charge and has no basis in fact. The meeting in question was about educational techniques and pedagogical approaches developed by educators such as Paulo Freire and had an explicit emphasis on the need peaceful resolution of conflict and nonviolence.
The Constitution of Zimbabwe protects the right to freedom of expression which includes the right seek, receive and communicate ideas (section 61) and the right to participate collectively or individually in gatherings or groups or in any other manner, in peaceful activities to influence, challenge or support the policies of the Government or any other cause (section 67).
Meanwhile, lawyer and ARTUZ Board member, Doug Coltart, was called to report to Harare Central today and was charged with the same spurious charges as the four teachers. The police continue to hold his laptop which was illegally taken without a warrant for search and seizure.

Human rights lawyer and activist Doug Coltart was charged and released after he handed himself over to the police today. Coltart was called in by the police in connection with a meeting of teacher activist held yesterday, from which 4 teachers (including Robson Chere) were abducted.

Zimbabwean workers have been hailed globally for being highly competent and hard working.
In a sharp contrast back home they are scorned by their own government at times they are labelled as lazy and unproductive. 
The low morale of the working class is caused by underpayment and at times no payment at all.
Amalgamated Rural Teachers’ Union of Zimbabwe, ARTUZ has been at the forefront of demanding better wages for the teachers of Zimbabwe in particular.
The Union has been accused of being an agent of regime change and the State has launched an onslaught targeting the leadership and membership of the Union.
ARTUZ is committed to the fight for a living wage and remains undeterred by the State’s barbaric response. A living wage for the working class is fundamental if Zimbabwe is going to unlock its growth potential.
The first learning term of 2019 was a disaster as teachers spent most of the learning term demanding salary increment as they were failing to meet the costs of living.
The government should realise that our economy will only tick when the workers are high productivity. We can’t use the stick to force production but we can motivate through competitive remuneration of our workers.
We don’t want to lose learning time in the second term and we urge the government to sober up and pay its workers in United States Dollars or the market equivalent of the amount agreed in 2012.
Government should realise that if they exploit their own workers they are setting bad precedence which can be emulated by uncouth business people in the private sector.
We have neither run out of ideas nor energy to fight on the streets but we decided to communicate this reminder to our government before squaring off on the streets as has become the norm.
This communique has been delivered to government officials and we will wait for a response before we fight back.

FULL TEXT: Rural Teachers Demand Salaries In US Dollars

Rural teachers have called off a demonstration scheduled for Chinhoyi today to push for better working conditions, citing alleged intimidation by State security agents.
Amalgamated Rural Teachers’ Association of Zimbabwe president Obert Masaraure said members had been subjected to threats on their phones by anonymous people. Masaraure also revealed that the demo had been cleared by police. Said Masaure:
<blockquote>Suspected State security agents have been making phone calls to our members, threatening them with unspecified action if they took part in the demonstration. Only last week, our chairperson for the area was severely tortured on the same issue, so we are calling off the demo.</blockquote>
Rural teachers wanted to demonstrate against deduction of leave days for those that took part in past protests.

Rural Teachers Call Off Demo, Cite Intimidation By State Security Agents

Harare magistrate Mrs Rumbidzai Mugwagwa yesterday issued a warrant of arrest for Amalgamated Rural Teachers Union of Zimbabwe (ARTUZ) President Obert Masaraure.
Masararure (34), who is on $500 bail, is facing charges of subverting a constitutional Government and inciting public violence. The warrant of arrest was issued after he failed to attend court. The State alleges from January 7-11 Masaraure led a group of trade unions at Africa Unity Square and at New Government Complex urging members of the public to revolt against the constitutionally elected Government of Zimbabwe.
The State further alleged that on January 13, Masaraure and  Zimbabwe Youth Alliance president Kumbirai Learnmore Magorimbo (34), who is already on remand facing the same charge, sent WhatsApp messages on social media platforms urging workers not to go to work and encouraging civil disobedience or resistance of any law.

Warrant Of Arrest Issued For Rural Teachers Association Boss

In a statement the Amalgamated Rural Teachers Union of Zimbabwe (RTUZ) urged parents, teachers and pupils affected by the re-writing of the 2017 Ordinary Level English Paper 2 examination to resist Primary and Secondary Education Minister Professor Paul Mavima’s order.
RTUZ added that people should not be punished for the shortcomings of the Zimbabwe School Examinations Council (ZIMSEC), adding the union was already on the ground mobilizing teachers to resist the re-sit. Said RTUZ:
<blockquote>Notwithstanding the outcome of this legal route, Amalgamated Rural Teachers Union of Zimbabwe urges teachers, parents and affected candidates to resist the Minister’s ridiculous pronouncement.</blockquote>
The Zimbabwe Congress of Trade Unions, released a statement through its Secretary General, Japhet Moyo, saying that it believes there is a syndicate that has been making a profit from leaking exam papers. He said that Mavima’s order for a resit is insensitive. Said Moyo:
<blockquote>The ZCTU believes that there is a syndicate that has been leaking exam papers for money and they were making a killing. These could be people from the Ministry of Education, those who set the papers, the printers and school headmasters. What is also shocking is that it took so long for the government to make a decision, yet they had detected the anomalies last year. For the Education Minister, out of the blue, to cancel the results and order a re-sit within a week is highly insensitive to parents whose children might be out of the country or live far away from examination centers</blockquote>

Teachers Call Off Anti-Dokora Protest After Being Told That He Will Be Fired

In a letter the Amalgamated Rural Teachers Union of Zimbabwe has announced that it intends to strike over failure of the Public Service Commission to provide bonus dates.
The letter signed by the organisation’s Secretary General Mr Robson Chere reads:
<blockquote>Be pleased to take notice that Amalgamated Rural Teachers Union of Zimbabwe(ARTUZ), a duly registered union in terms of the law, is notifying your office don its intention to embark on strike for the failure by Public Service Commission(PSC) as the employer to give dates for bonus.
The strike will commence 14 days after confirmation of receipt of this letter.</blockquote>
