The European Union (EU) yesterday urged Parliament to take the Private Voluntary Organisations (PVOs) Amendment Bill back to the people for further consultation saying some of its provisions would restrict the freedoms of civic society organisations in the country.
Outgoing EU head of delegation, Timo Olkkonen made the remarks when he paid a courtesy call on Speaker of the National Assembly Jacob Mudenda.
After a closed meeting, Olkkonen told journalists that the EU was concerned about some oppressive laws that the country is crafting, including the PVOs Amendment Bill. <a href="https://www.newsday.co.zw/2022/08/rethink-on-pvos-bill-eu/">NewsDay</a> cites him as saying:

The European Union has a number of concerns over what this Bill might mean if enacted into law in its current format.
We do have concerns on that the Bill will unnecessarily limit the freedoms of civil society, their freedom of assembly, and that there might be too many limitations on how they could conduct their business.
We are all for transparency and democracy, but the question is that with this piece of legislation, is the baby not going to be thrown out with the bucket?
There is need for further consultations with different stakeholders so that all parties will be comfortable with the law that will be enacted. It should not unnecessarily be rushed, and there should be time for downward consideration on the provisions of the Bill.

Justice, Legal and Parliamentary Affairs Minister Ziyambi Ziyambi said MPs had already debated the Bill as representatives of the people. He added:
<blockquote>
His (EU ambassador’s) statement does not state in what way the freedoms are restricted. So, it is very difficult to comment on it because he did not indicate how it does that… I am not aware of how freedom of assembly will be affected by the Bill. When assembling, give regard to other people’s rights. So where competing rights exist, one side cannot claim full rights.

The Bill which recently <a href="https://news.pindula.co.zw/2022/08/06/pvo-bill-passes-second-reading-without-objection-as-ccc-mps-skip-parliament-sessions/">passed the second reading stage</a> amends the PVO Act and the government says it will curb money laundering and PVOs participation in politics. It proposes harsh penalties, including jail time of up to one year for perceived offences.

EU Urges Parliament To Take The PVO Bill Back To The People For Consultation

A dual Croatian and Zimbabwean citizen, Joseph Richard Crnkovic, who is involved in a bitter fight for control of the Glen Forest Memorial Park on Thursday sought shelter at the European Union Commission offices fearing “assassination”.
EU ambassador, Timo Olkonnen, confirmed to NewsDay Zimbabwe that Crnkovic was at the embassy at the guard’s parking lot. Olkonnen said in response to questions from NewsDay Weekender:

I can confirm that he has been and currently is at the delegation parking lot. Otherwise, I have no comments to be made.
</blockquote>
Crnkovic, a director of Fopuld Investments with 49% shareholding in Cadrina, has been locked in a fight for control of the Glen Forest Memorial Park.
The matter is yet to be heard at the High Court.
Crnkovic said he was warned by hotel security of his imminent arrest for unclear reasons and had to run for his life. Crnkovic wrote to the embassy from the parking lot:

I request protection and an urgent transfer to the French embassy or other suitable embassy where I may have food and water. Today (Thursday) I was chased by close to 40 unmarked cars which seem to be of State security agents.
Fearing for my life, I rushed to the EU Council. The vehicles followed in fast pursuit. I barely made it to the commission in time. I believe if I had been a few minutes later, I would be dead. The reason for this is I am the representative of the company taking Glen Forest Memorial Park to court to stop its operations.
I have legally attacked the government to get my civil rights back and I have started civil litigation which is not in the interest of the General or President. Both these actors, the prime decision makers, have been rumoured to be associated with killing people.
As a result of the above, I believe my life is in danger. Historically, my rights have been trampled on, I have been unfairly treated in the courts of Zimbabwe and prevailed.

He argues that the deed to the land in dispute specifically states that the land must be used for residential and agricultural purposes only, and not as a burial site. If he wins the case in court, over 40 000 graves risk being dug up.
Other shareholders tried to buy him out by offering him shares in a subsidiary of Glen Forest known as Chikomo Chemhute, a cemetery where over 40 000 people are buried.
Crnkovic refused to sell his shares in Candrina arguing that Chikomo Chemhute is an illegitimate enterprise which exposed the business to legal action from families of people buried there.
<a href="https://news.pindula.co.zw/2021/12/29/glen-forest-investor-seeks-diplomatic-protection/">In his letter</a> dated November 15, 2021, Crnkovic wrote to the European Union delegation to Zimbabwe, the Croatian consul in Pretoria, South Africa, and British ambassador Melanie Robinson appealing for consular protection and diplomatic intervention claiming that he was facing prosecution for disclosing that Chikomo Chemhute Cemetery, which is part of Glen Forest Memorial Park, was an illegal enterprise.

Croatian In Wrangle Over Glen Forest Seeks Shelter At EU Commission Fearing “Assassination”

The European Union has donated EUR3 million to the United Nations World Food Programme (WFP) to assist Zimbabweans facing starvation. 
The funding will be used to support highly vulnerable people living in urban communities who are struggling to meet basic food needs as a result of the COVID-19 pandemic.
The contribution, made through the EU’s Civil Protection and Humanitarian Aid Operations Department (ECHO), will come in the form of cash assistance used to support beneficiaries of WFP’s Urban Social Assistance and Resilience Building Programme. 
Recipients will receive USD12 per person, per month via either e-voucher or Western Union cash transfer – to help cover basic food needs such as maize meal, cooking oil and salt. said EU Ambassador Timo Olkkonen:
<blockquote>
At the EU, we are committed to working with partners like WFP to bring life-saving assistance to vulnerable populations, most of whom are struggling to make ends meet in these challenging times. But our assistance can never cover all those in need, only sound public social policies and sustainable economic growth based on political and economic reforms can.

WFP Zimbabwe Country Director and Representative Francesca Erdelmann said the already dire food insecurity situation in urban and peri-urban areas has been further exacerbated by restrictive measures implemented to curb the spread of COVID-19. This has resulted in the loss of urban livelihoods and income. Said Francesca Erdelmann:

Urban populations face high living costs to obtain basic food needs, along with other critical items such as rent, water and electricity. We are seeing a 30% increase in the average price (in ZWL) of basic food items (maize meal, maize grain and sugar beans) in the first half of 2021 (Jan-Jul), when compared with the second half of 2020. Cash assistance can help to ease the burden for households, providing people with greater autonomy when planning monthly expenses.
</blockquote>
According to the 2020 Urban Livelihoods Assessment, 2.4 million urban dwellers are estimated to be cereal insecure. The findings, released by the Zimbabwe Vulnerability Assessment Committee (ZimVAC) in March 2021, show increasing food insecurity of vulnerable households by 12% since 2019. This is due in part to the COVID-19 pandemic and subsequent lockdown measures that have resulted in the widespread loss of urban livelihoods.
WFP is assisting 326 000 people, based on available resources. With the support of its partners, WFP aims to reach up to half a million people in urban areas by end of the year.
A total of USD88 million is needed to support growing humanitarian needs in urban locations.
Meanwhile, Zimbabwe is this year expecting a plentful harvest that will likely change the narrative following good rains in the 2020-21 farming season.

EU Donates EUR3 Million For Zimbabweans Facing Starvation

The European Union (EU) ambassador to Zimbabwe, Timo Olkkonen has warned President Emmerson Mnangagwa’s administration against enacting laws that are detrimental to citizens’ enjoyment of political liberties and freedom of speech.
Speaking at the 2021 Media Institute of Southern Africa (MISA) Zimbabwe World Press Freedom Day commemorations, Olkkonen lauded Harare for the progress it has made in some areas but warned other proposed new laws would, however, erode all the progress made.
Olkkonen said the proposed Patriotic Bill was a reversal of the progress Zimbabwe has made. He said:
<blockquote>Besides the progress on the legal framework, the reform agenda should adopt a holistic approach than a fragmented approach so that the gains made under one law might not be eroded under another.
MISA (Media Institute of Southern Africa) has referred to this as claw-back laws and indeed it is important that progress in other areas is not undermined by underdevelopment in other areas.
We have made reference to other laws having seen progress in access to information and (freedom) of association, it is important that other laws do not undermine this progress.
The EU has been concerned about the proposals of the Patriotic Bill. There is a need for a holistic approach, of looking at all the legislation together and see what are the effects on political liberties and on freedom of speech.</blockquote>
Last week, MDC Alliance Deputy Chairperson Job Sikhala claimed the ZANU PF-led government was mooting on making new constitutional amendments, including the Patriotic Bill, to bar MDC Alliance President Nelson Chamisa and his deputy Tendai Biti from contesting in elections in 2023.

EU Warns President Mnangagwa

The Permanent Secretary in the Ministry of Information, Publicity and Broadcasting Services, Nick Mangwana has said that the government’s official position on the alleged abduction of three female members of the opposition MDC, Joannah Mamombe, Cecilia Chimbiri and Netsai Marova, shall be stated in due course.
He was responding to a question by Ambassador <a href="https://twitter.com/TimoOlkkonen/status/1261225483619926017">Timo Olkkonen</a>, the European Union Ambassador to Zimbabwe who wanted clarity on his post which suggested that the alleged abductions were stage-managed. Mangwana had posted saying:
<blockquote> It’s a diversionary tactic. A poorly choreographed attempt to throw a curve ball at the system. But you can’t fool people by playing the same scene many times over and expect to successfully pull wool over their eyes. You have been seen a mile away.

In response to Ambassador Olkkonen’s question, Mangwana responded saying:
<blockquote>An official Govt statement is on its way, Your Excellency. Govt would never sign off an official position using a spoof moniker, ”Charity Nicole Maodza-Hondo.”</blockquote>
Some are saying that the trio was abducted by state security since the Zimbabwe Republic Police issued a statement admitting that they had arrested them during a protest in Warren Park on Wednesday.
The police, however, later said that they did not know the whereabouts of the three who were found dumped on Thursday night in Bindura, about 87 kilometres from Harare.

"Is This The Govt's Position?" EU On Claims That MDC Members Stage-Managed Abductions

The government of Zimbabwe and the European Union have jointly released a press statement after their political dialogue meeting which took place in Harare on the 21st of November.
The meeting heard feedback from Zimbabwe on the implementation of reforms, acknowledged the commitment to national dialogue, observed economic and political reform challenges, and a number of other issues.

Zimbabwe-EU Joint Press Statement After Political Dialogue Meeting

The Ministry of Information, Publicity and Broadcasting Services has confirmed that Zimbabwe and the European Union (EU) shall officially launch a formal political dialogue in Harare today.
The dialogue shall be attended by EU head of delegation Ambassador Timo Olkkonen. He shall be accompanied by ambassadors from Germany, Italy, Netherlands, UK, Romania, Spain, France, Greece, Sweden, Czech Republic, and Ireland.
Permanent Secretaries in the ministries of Foreign Affairs and International Trade, Finance and Economic Development, Lands, Agriculture, Water, Climate and Rural Resettlement and Justice, Legal and Parliamentary Affairs will be representing Zimbabwe.
The dialogue is part of the re-engagement drive with the international community which is being spearheaded by President Emmerson Mnangagwa. It comes after many years of strained relations between Zimbabwe and the Western community. The relationship was characterised by sanctions the European Union and individual European countries imposed sanctions citing a violation of human rights by the Zimbabwean government.
