President Emmerson Mnangagwa on Saturday said the the “catch and release syndrome” of people accused of corruption must come to an end.
In a televised address to mark Africa Anti-Corruption Day, Mnangagwa said the arrest and successful prosecution of all corrupt officials regardless of rank and connections must be the new normal. He said:
<blockquote>The culture of long, drawn-out prosecutions and the “catch and release syndrome” must come to an end. The arrest and successful prosecution of corrupt “big and small fish” alike, must be the new normal.
… Members of the criminal justice system and those in institutions tasked to fight corruption must improve on the investigation into, and prosecution of, corruption cases.
They must be above reproach and must ensure that all cases of corruption within their rank and file are thoroughly investigated, with corrupt officials punished.</blockquote>
Former Environment and Tourism Minister Prisca Mupfumira and Health and Child Care Minister Obadiah Moyo were fired from their jobs after they were allegedly involved in corrupt deals.
However, neither has been convicted.

ED: Catch And Release Syndrome Must End

Prominent journalist and filmmaker, Hopewell Chin’ono has called upon Zimbabwean citizens to avoid businesses owned by corrupt individuals who are stalling political, legislative and economic reforms in the country.
He said that the corrupt people were thriving because of the general populace who is sponsoring their activities by supporting their businesses.

Citizens Urged To Impose Sanctions On Businesses Owned By Corrupt People

Zanu-PF Spokesperson Simon Khaya Moyo has said that the government needs to do more on corruption if it is to be taken seriously by international investors. Speaking in an interview with The Standard, Khaya Moyo said convictions of those accused of corruption and not just arrests are needed.
Said Khaya Moyo:

It is time we start seeing people going to jail for corruption. This will ensure investors take us seriously as a country. The number of those arrested suggests that we are doing well, but the convictions are really worrying. It seems as if the system is corrupt and we must deal with that.
We must be like the Chinese, they are very cruel with corruption and it has helped them grow their economy.
We have been wailing for too long and we must start to deal with the issues and not focus on tissues.
Our economy must be attractive, it must have that aroma to attract people and not smell like a rotten fish.
The issue of the economy should not be viewed as a Zanu-PF issue, it affects everyone and all of us must work for it.

International Investors Are Not taking Us Seriously On Corruption Fight: Zanu-PF

Independence day eve, on ZBC TV, President Munangagwa admitted that fighting corruption was not an easy task. He went on to use the words ‘ deep and wide’ when he was trying to explain the magnitude of corruption at various stages. According to him, there are corruption elements even in the channels that are supposed to help in uprooting corruption.
<blockquote>“To fight corruption, you need the police to investigate, but there are elements of corruption in the police. Once you get past the corruption in the police, the National Prosecution Authority (NPA) has to prosecute, but there are also elements of corruption in the NPA,” he said.
“Then the case must go to court and there are also elements that are corrupt in the Judiciary, so the fight is so wide and deep.”</blockquote>

ED Says Corruption Is Deep And Wide And Difficult To Fight

The legality of the Emmerson Mnangagwa’s <a href="https://zero.pindula.co.zw/full-text-mnangagwa-sets-up-special-anti-corruption-unit/" rel="noopener" target="_blank">new Special Anti-Corruption Unit has been questioned</a>. Tweeting about the development today, lawyer and aspiring member of parliament Advocate Fadzayi Mahere said:
<blockquote>The constitutionality of the decision to create a prosecution unit in the OPC is extremely doubtful. The Prosecutor Gen as head of the NPA is responsible for prosecution – ss258 &amp; 259 of the Con. He must be independent per s260. What’s the legal basis of presidential involvement?</blockquote>
Speaking today in a video, Mnangagwa said:
<blockquote>I’m not happy with the pace at which corruption cases are being dealt with currently. As a result of that, I’m creating an anti-corruption unit of prosecutors in the Office of the President, directly responsible to me. I want this deal with now.</blockquote>
