Lands, Agriculture, Water, Fisheries and Rural Development Minister, Anxious Jongwe Masuka said that the prevailing El Nino spell will dissipate by May this year giving way to a neutral phase.
El Niño occurs on average every two to seven years and typically lasts nine to 12 months.
El Niño and La Niña are the extreme phases of the El Niño-Southern Oscillation (ENSO) cycle; between these two phases is a third phase called ENSO-neutral.
In November 2023, the World Meteorological Organisation (WMO) said the current El Niño developed rapidly during July-August and reached moderate strength by September 2023 and was expected to peak as a strong event in November – January 2024.
Speaking on Wednesday at a media briefing soon after he met with the Bulawayo Technical Committee on Improving Water Supply at Mhlahlandlela Government Complex in Bulawayo, Masuka said (<a href="https://www.zimlive.com/masuka-says-el-nino-season-to-subside-in-three-months/">via ZimLive</a>):
<blockquote>
Fortunately, the El Nino is rapidly waning and it is predicted that by April or May 2024, we will be in a neutral phase and we look forward to even a normal rainfall season next year.
So, the crisis will probably have been short-lived thus we requested the technical committee to look at that.

Masuka also said the Technical Committee will explore ways in which to maximise the Nyamandlovu aquifer which is currently producing 12 million litres a day and exploit more aquifers around the province. He said:

We asked the committee to refocus their efforts on ensuring that the Nyamandlovu aquifer can give us the maximum that it was designed for, currently, we are getting 12 Mega-litres from it but we expect that the minimum we should be getting is 16 megalitres.
This low water harvest in our aquifer is due to vandalism taking place but we are going to activate state security apparatus to ensure that this is nipped in the bud.
Apart from adding more aquifers, the Bulawayo City Council (BCC) has proposed a Private Sector Investment in one of the dams and this team will expedite the evaluation process so that the approvals can be granted formally for this complementary investment.
As the government, we are looking at a long-term supply guarantee solution which is the Gwayi-Shangani River that will see 220 megalitres a day going into the city and giving Bulawayo eight years of water supply.
</blockquote>
The Technical Committee was set up to assist the City of Bulawayo in ensuring that they have adequate and safe water.
In December 2023, the City of Bulawayo extended water rationing by an additional 48 hours, bringing the total rationing time to 120 hours.
Authorities said the decision was made due to a significant drop in water levels in the city’s dams.

Adverse El Nino Phase To Subside By April - Minister Masuka

The government has announced pre-planting producer prices for the present summer cropping season in United States dollars.
Maize is set at US$335 per metric tonne, almost the same as what an imported tonne would cost once landed in Zimbabwe, according to <a href="https://www.herald.co.zw/farmers-welcome-new-producer-prices-2/#:~:text=Producer%20prices%20for%20traditional%20grains,US%240%2C46%2Fkg.">The Herald.</a>
<h2>Other grains:</h2>
<blockquote>
i). Producer prices for traditional grains were set at US$335 a tonne; 
ii). Soya beans at US$597.59 a tonne, 
iii). Sunflower at US$687.23 a tonne, 
iv). Cotton: a). grade D at US$0.40/kg, b). grade C at US$0.41/kg, c). grade B at US$0.43kg/kg d).  Grade A US$0.46/kg.

Lands and Agriculture minister <a href="https://www.pindula.co.zw/Anxious_Masuka">Anxious Masuka</a> and Finance minister <a href="https://www.pindula.co.zw/Mthuli_Ncube">Mthuli Ncube</a> made the announcement in a joint statement issued Wednesday.
Masuka said <a href="https://www.pindula.co.zw/Grain_Marketing_Board">GMB</a> and the <a href="https://www.pindula.co.zw/Cottco">Cotton Company of Zimbabwe</a> would only purchase strategic commodities (Maize, traditional grains, soya bean and cotton) financed under the Presidential Inputs programme and from self-financed farmers. GMB may also purchase grains from contractors. He said:

All contractors including the Food Crop Contractors Association, CBZ Bank, AFC Bank are obligated to buy back contracted crops at market prices.
Self-financed farmers will sell to the best advantage of the market or to GMB and Cottco. GMB will provide commercial warehouse receipt services to grain contractors. Government will issue a statutory instrument that mandates private players to provide returns on storage grains to be able to track national stocks of maize and other grains.

Cotton farmers have been getting 75% of their payments in United States dollars and the balance in local currency following the declaration of cotton as an export crop by the central bank.

Govt Announces Grain Producer Prices

Harare North lawmaker <a href="https://www.pindula.co.zw/Allan_Markham">Allan Norman Markham</a> has demanded that the ministers of agriculture and finance give reasons behind the delayed payment of wheat farmers two months after delivering produce.
He made the remarks while raising a point of national interest last Thursday in parliament, according to Open Parly.
Markham said delayed payment may affect preparation for next season. He said:

My point of national interest is requesting a statement from the Minister of Lands, Agriculture, Fisheries, Water, Climate and Rural Resettlement and the Minister of Finance and Economic Development. 
Currently, we are aware that the Government has yielded and received 255.000 tonnes of wheat. 
That has been in stock now for nearly two months and no wheat farmer that I am aware of has been paid anything yet. 
Wheat farmers are due to receive $200 to $220 per tonne and also ZWL 255.000 but none of this has been paid.
I think it is a matter of national importance that this House asks for a statement from the Minister as to the delay in payment.
</blockquote>
Furthermore, Markham expressed concern over reports that farmers were expected to pay for storage and marketing of the produce because the Government cannot pay them. 
Wheat is among the grain on the controlled produce list that restricts farmers to sell the produce to the <a href="https://www.pindula.co.zw/Grain_Marketing_Board">Grain Marketing Board</a> or contractor who has financed production.
Earlier in the year the government complained about side marketing by farmers insisting it would cause food insecurity.
The further payment delays to  wheat farmers may result into a shortage of the produce or a rise in price especially considering that there is wheat shortage on the global market due to the <a href="https://zero.pindula.co.zw/ukraines-foreign-minister-putin-launched-full-scale-invasion-well-defend-and-win/">Russia-Ukraine war which began in February this year. </a>
Markham added that the delay will push the farmer to borrow in the financial sector with the highest lending rate in the world.

MP Demands Answers On Why "No Wheat Farmer Has Been Paid Anything Yet"

The Minister of Lands, Agriculture, Fisheries, Water and Rural Development Minister <a href="https://www.pindula.co.zw/Anxious_Masuka">Anxious Masuka</a> has said the price of bread will inevitably fall as wheat harvesting intensifies, <a href="https://www.sundaymail.co.zw/bread-prices-set-to-fall">The Sunday Mail</a> reported.
Due to shortages of wheat, the retail price of bread shot up earlier this year to about US$1.30.
Authorities say the country expects <a href="https://zero.pindula.co.zw/wheat-harvesting-starts-in-zimbabwe/">a record 380 000 tonnes of wheat</a> against a national requirement of 360 000 tonnes.
Addressing journalists on Friday, 30 September 2022, Minister Masuka said:
<blockquote>
To cushion consumers with affordable flour and bread, the price of wheat to millers by the Grain Marketing Board (GMB) will be reduced by 4,4 percent from US$680 per metric tonne to US$650 per metric tonne, payable in the ratio of US$33:$67 (33 percent payable in US dollars and 67 percent in local currency).
The price also takes into consideration macroeconomic fundamentals and the likely impact of the floor price on the exchange rate, and the price of commodities such as flour and bread.
With the bumper harvest that has a surplus to our local requirement, it means we are going to export some of our soft wheat in return for the 30 percent hard wheat, which is a smart way of doing business because we will not need foreign currency to import.
What this means is, once we have enough flour at a reduced price as tabled by the Government, the flour price and bread price will eventually drop.

He said wheat and wheat flour imports will be suspended as the country anticipates self-sufficiency in domestic requirements.
Masuka also announced prices of wheat pegged in US dollars with an ordinary grade of wheat slated at US$620 per tonne while the premium grade is US$682.

Agriculture Minister Says Bread Prices Will Eventually Drop

The Grain Marketing Board (GMB) has paid $500 million and US$2 million for grain more than 28 400 tonnes delivered to the board since April 1.
The statistics were shared by Information, Publicity and Broadcasting Services Minister Monica Mutsvangwa during Tuesday’s post-Cabinet briefing held in  Harare. She said:

Cabinet considered and adopted the fortnightly ‘Update on the Marketing of Summer Grains, Cotton and Tobacco and on the Winter Wheat Production Season’, as presented by the Minister of Lands, Agriculture, Fisheries, Water and Rural Development, Dr Anxious Jongwe Masuka.
In the meantime, importation of mealie-meal will continue in order to ensure that consumers are cushioned from any market distortions which may occur. Government calls upon farmers to desist from side-marketing their grain.
</blockquote>
According to the ‘Update on the Marketing of Summer Grains, Cotton and Tobacco and on the Winter Wheat Production Season’ report, the country has 454 277 tonnes of maize and traditional grains in stock.
This includes carry-over stock from last season.
Senator Mutsvangwa said grain intake is expected to peak this month until September.
She urged farmers to desist from side-marketing grain as 392 tonnes had been confiscated by GMB so far.
Meanwhile, wheat stocks stand at 54 268 tonnes, which Government said is sufficient to meet local requirements.

Grain Farmers Get ZWL$500 million, US$2 million For Deliveries To GMB

The government has been duped by an unnamed chemical manufacturer it had engaged to supply chemicals to deal with the quelea bird menace.
The pests have wreaked havoc across the country and are threatening the winter wheat crop which is nearing maturity.
Speaking to the media after a recent tour of Kwekwe farms in Sherwood block including President Emmerson Mnangagwa’s Precabe Farm, Agriculture Minister Anxious Masuka, confirmed a chemical manufacturer mislead the government by supplying the wrong chemical. He said:
<blockquote>
On a sad note when the government tendered the procurement of the chemicals to control the birds, the supplier provided a sample that was within specifications.
However, when the bulk of the chemicals was presented and utilised we checked their efficacy. Our tracking team the scientists found out that the chemicals were wrong.
</blockquote>
Masuka did not disclose how much money the government lost through the deal but described the actions of the supplier not only as sabotage but also as a national security threat. He said:
<blockquote>
This is sabotage and a national security threat and we are looking into that. As a stop-gap, we have airlifted additional chemicals from China and we are expecting the chemicals.

He said the government has put in place measures to control the quelea bird situation. Said Masuka:
<blockquote>
We have experienced an explosion in the number of quelea birds in Sherwood Block.
The tours have demonstrated that some measure of control has been put in place and more needs to be done.
We have limited chemicals in stock, therefore, we are going to use drones to control these birds.

The Minister urged farmers to use bird repellents which he said were found to be effective.

Govt Buys Fake Quelea Birds Pesticides

Lands, Agriculture, Fisheries, Water and Rural Resettlement Minister Anxious Masuka has distanced himself from the seizure of a farm belonging to prominent human rights lawyer Siphosami Malunga and his business partners.
The NewsHawks established that Central Intelligence Organisation (CIO) co-deputy director-general Gatsha Mazithulela, ZANU PF secretary for administration Obert Mpofu and Matabeleland North Provincial Affairs minister of state Richard Moyo are behind the move to seize the property.
Moyo is said to be the one spearheading the seizure and claims the farm owners have no proof of ownership.
He told the publication that there is no going back on the farm confiscation insisting that it belongs to the government.
Siphosami, the executive director of the Open Society Initiative for Southern Africa and son of the late nationalist Sydney Malunga, co-owns Kershelmar Farms (Pvt) Ltd with businessman Charles Moyo and Zephaniah Dhlamini, a scientist working at the National University of Science and Technology (NUST).
The company, which they bought, owns the farm. The farm is known as Esidakeni, measuring 553 hectares and situated in Nyamandlovu, Matabeleland North province.
Responding to enquiries from The NewsHawks on Friday, Masuka said he was not the initiator and mover of the land grab. He said: “I am not aware of any farm seizure of Malunga’s farm.”
Meanwhile, Lands and Agriculture ministry spokesperson Barbara Machekano said the Matabeleland North leadership led by Richard Moyo is responsible for the farm grab. She said:
<blockquote>Moyo is the one responsible for that province. At head office level, Masuka is just there to sign offer letters; because of devolution, provincial ministers are the ones responsible for the issuance of offer letters, and they are the best to comment on any land offer issues in their respective provinces.</blockquote>

Following the Government policy thrust to eliminate wheat imports by promoting expanded local wheat production and productivity, the Ministry of Lands, Agriculture, Fisheries, Water and Rural Resettlement advises that the deadline for the planting period has been extended to Tuesday 15 June 2021, with a revised seeding rate of 150kg per hectare. Farmers are encouraged to make frantic efforts to plant their wheat ahead of this deadline so that the targeted hectarage to ensure our country of national wheat self-sufficiency can be attained from this season onwards in line with the Agriculture and Food Systems Transformation Strategy, the Agriculture Recovery Plan and the National Development Strategy 1 and in pursuit of the noble vision of becoming an empowered and prosperous upper-middle-income society by 2030.
2. In this regard, farmers should account for all the inputs that they have accessed through the government-supported schemes (Presidential Winter Wheat Scheme and National Enhanced Agricultural Productivity Scheme / Command Scheme). Any farmer who has not used wheat inputs for these schemes after the planting deadline, should return these inputs to their nearest GMB depot by 20 June 2021.
3. Monitoring teams have now been deployed throughout the country and a satellite-aided wheat monitoring scheme has been activated.

Farmers Told To Account For All Presidential Inputs

President Mnangagwa while presiding over the burial of  Moses Griffiths Mpofu at the heroes acre yesterday said the government will seize farms from multiple farm owners and all underutilized farms and redistribute them to other people especially the youths, The Standard reports.
Speaking to the mourners at the heroes acre President Mnangagwa said:
<blockquote>The inquiry we made on agricultural land has identified lots of land which is vacant, underutilised and belonging to multiple owners.
Government will repossess that land for on-leasing to the landless, foremost among them the youths. The land has come. We must cultivate it to grow our economy.
I am aware that our youths are crying out for pieces of land and are eager to work the land. Our land reform programme was a success and never will it be reversed by those opposed to it forever.</blockquote>
Last year the new agriculture minister Dr. Anxious Masuka <a href="https://news.pindula.co.zw/2020/12/20/submit-production-returns-by-january-or-lose-your-farms-govt-to-farmers/">told farmers who were allocated land through the land reform program to submit their production returns</a> records by January 2021 as he said the government was going to repossess underutilized land.

We Will Repossess Farms And Distribute Them To The Youths - ED

The Minister of Lands, Agriculture, Water and Rural Resettlement, Dr Anxious Jongwe Masuka, has through Statutory Instrument (SI) 291 of 2020 amended rates and rules on the management of water. We present the SI below.
<blockquote>Water (Subcatchment Councils) (Rates) (Amendment) Regulations, 2020 (No. 8) THE Minister of Lands, Agriculture, Water and Rural Resettlement has, in terms of section 119 of the Water Act [Chapter 20:24], made the following regulations:—

<li>These regulations may be cited as the Water (Subcatchment Councils) (Rates) (Amendment) Regulations, 2020 (No. 8).</li>

SI 291 of 2020: Water Rates Regulations

Bulawayo Water crisis is set to ease as the Zimbabwe National Water Authority (ZINWA)’s announcement that it is now working none stop at the Epping Forest Borehole Project in Nyamandlovu, The Sunday New reports. This was revealed yesterday when Minister of Lands, Agriculture, Water and Rural Settlement, Dr Anxious Jongwe Masuka, toured 2 water projects in the region.
Speaking after the tour, the former ZAS CEO said:
<blockquote>The purpose of my visit was to familiarise myself with the water projects being undertaken by Zinwa, first to supply water to the residents of Bulawayo and secondly for irrigation purposes. I was happy with the progress being made at the Gwayi-Shangani Dam which is going to be one of the biggest inland dams in the country, of which the dam is now 39 percent complete with construction work expected to be completed by December 2021.
At Epping Forest, I am especially happy that all the construction work is on course, with workers now on 24-hour shifts. On their part Zinwa gave assurances that they will have completed by end of October or even earlier, what we are now working on is for Zesa to install the dedicated power line as a matter of urgency so we get the additional 10 megalitres of water from these boreholes being fed into the system</blockquote>
The Minister also said the Gwayi Shangani Dam construction which recently resumed as the country evolves out of the COVID-19 lockdown will not only be used to augment Bulawayo Water shortages but will also be used to sustain a power plant:
<blockquote>As you know the long-term purpose of that dam is for the construction of a pipeline to Bulawayo, which we envisage will take four years, we thus need work to continue steadily so that the contractor meets the December 2021 deadline so that work on the pipeline can immediately commence. The plan also is that the power station that is to be established at the dam be completed at the same time as the construction of the dam, where we envisage that the electricity generated will immediately be fed into the national grid, which is another plus in terms of this project.</blockquote>

Bulawayo Water Rationing Schedule To Be Relaxed

The Government of Zimbabwe has authorised the Agricultural Marketing Authority (AMA) to issue special trade licenses that legalise cannabis trade-related activities in Zimbabwe, New Zimbabwe reports.
This was revealed by the New Agriculture Minister Anxious Masuku who on Friday announced SI 218 of 2020 which gave AMA the greenlight to licence cannabis trade activities:
<blockquote>The Authority may issue the following types of permit: a general cultivator’s permit; a research and breeding permit and an industrial hemp (cannabis) merchant’s permit</blockquote>
The 3 specialised licenses according to the publication are:
<blockquote>
<ol>
<li>The General Cultivator’s Permit – Authorises the permit holder to undertake,  the cultivation of industrial hemp; processing hemp for marketing purposes; selling of hemp produce.</li>
<li>A Research And Breeding Permit  – Authorises the permit holder to undertake the procurement by a person within Zimbabwe of hemp of specified cultivars and varieties that are not approved cultivars.</li>
