Exiled former Tourism Minister Walter Mzembi has warned ZANU PF that the low turnout membership turnout witnessed during yesterday’s cell audits is a harbinger of impending catastrophe at the polls.
Reports suggest that few people turned up for the cell verification process of the faction-riddled ruling party while in some places it failed to take place at all.
In some districts, the cell audit meetings were reportedly cancelled after people stayed away in their hundreds.
Posting on Twitter, Mzembi said ZANU PF’s popularity has plummeted to below 2008 levels when the party lost its parliamentary majority for the first time since independence. Said Mzembi:

ZANU PF National Cell Day verdict! Hazvina kufamba mushe (I didn’t go well), the biggest problem being apathy. The cells are also becoming fishing ponds for everyone opposed to the GOP, data is all over Virtual Cells for food distribution more than Party mobilisation.
Cell Audits are more accurate than Afrobarometer poll surveys that gave ED a 51% popularity rating recently.
A turnout yesterday of less than a million ( ZANU PF sources) out of a possible 2.5m based on 50000 cells and 50 members per cell is damning. 
Party popularity is now below 2008 levels, be warned Two things are militating against the Party, an Economy that is serving none except leadership and its families and gross factionalism combined with a failure to unite the Party. Take heed!
I sign off by saying Party leadership should avoid going down with the Party, a suicidal trait that I even counselled RG against in persuading him to seek reintegration of G40 with the mainstream, 5 years later you are behaving the same.

ZANU PF Popularity Is Now Below 2008 Levels - Mzembi

The majority of ZANU PF members shunned an emergency structures audit on Saturday, leaving party leaders worried.
Few people turned up for the cell verification process of the faction-riddled ruling party while in some places it failed to take place at all.
This development has left party leaders scratching leaders fearful of a loss in next year’s general elections.
NewZimbabwe.com reported sources from across the country as saying that the exercise was marred by poor turnout.
In Beitbridge, former State vice president Kembo Mohadi had to cancel the process after party members failed to come for the audit.
Mohadi was left disappointed and demanded unity among ZANU PF officials. He said:
<blockquote>
We will be back here on July 2 and I want to see an improvement.
On that day I want to see faces and not just a register. It’s just one day and we must show commitment.
I am disappointed with this lack of commitment. We need unity and cohesion within the party.
Cells should develop into branches to show there is growth within the party.
</blockquote>
There were also a poor turnout in Bikita, Hurungwe, Chivhu, Gwanda, Mutare, Chiredzi, Chipinge, Chegutu and Kadoma.

Harare City Council has ordered a detailed audit of its  bank accounts after discrepancies were discovered on listed bank accounts and those used by clearing officers to process electronic and other bill payments.
An internal Information Communication Technology Audit Review of electronic banking platforms also revealed there was a mismatch between the City of Harare’s register of point of sale (POS) devices, the physical count and bank’s register of POS devices deployed. The recent Audit Committee minutes read:
<blockquote>There were over 300 unauthorised users of the BIQ receipting module. The credit control Real Time Gross Settlement office does not maintain a record of authorisation vouchers issued for verified RTGS payments. There were numerous boxes of unfilled financial documents in the chief clerical officers’ open plan office in the cash control section at Rowan Martin building. The city’s point of sale devices were not integrated with the BIQ system.</blockquote>

Harare City Council Orders Audit Of Its Bank Accounts

President Emmerson Mnangagwa’s administration will engage a private audit firm to carry out a forensic audit into the Zimbabwe Republic Police’s books. This comes after concerns that senior officers embezzled millions of dollars from spot fines and directed unsanctioned salary deductions. The issue of deductions had already resulted in internal audits at police stations across the country. A senior officer who spoke to the Zimbabwe Independent said:
<blockquote>Following the retirement of senior officers and need to widen the scope of the audit, the services of an external auditor will be required. So the government will contract a firm to carry out this role.</blockquote>
The ZRP is also reported to be carrying out a lifestyle audit on its officers as it tries to fight the scourge of corruption.President Mnangagwa’s government is keen to rehabilitate the image of the Zimbabwe Republic Police which had taken a battering under the tenure of former Commissioner General Augustine Chihuri. The ZRP had become one of the most reviled organisations as motorist both local and tourists complained of rampant corruption and extortion at numerous roadblocks. Since President Mnangagwa came into power, the number of roadblocks has been drastically reduced and the conduct of police officers seems to be improving.

Government To Hire External Auditors To Go Through ZRP's Books

In his remarks during a stakeholders’ workshop held in Harare on guidelines/manuals focusing on enhancing board effectiveness and performance management derived from the Public Entities Corporate Governance Bill, Chief Secretary to the President and Cabinet Misheck Sibanda revealed that 30 out of 93 State-owned enterprises (SOEs) audited last year incurred a combined $270 million loss. This was blamed on weak corporate governance practices and ineffective control mechanisms.
Said Sibanda:
<blockquote>Audited financial statistics for 2016, for 93 SEPs (State enterprises), revealed an overall loss of $270 million by the 38 surveyed commercial entities. The worrying fact is that for those 93 entities, 70 percent of them were ‘technically insolvent,’ or ‘illiquid’, presenting an actual or potential drain upon an already overburdened fiscus. Without doubt, the most serious common weakness identified during the survey revolved around the structure, composition and competence of boards, and the manner in which the boards themselves operate.</blockquote>

Parastatals make $270 million loss, weak corporate governance practices cited

Deputy Chief Secretary to the to the President and Cabinet Ray Ndhlukula has revealed that the government is working on introducing a law which makes it compulsory for public entities such as parastatals to produce annual financial statements. This follows a discovery that some parastatals have gone for as long as 10 years without being audited.
Speaking at the second Annual Public Sector Audit conference yesterday in Harare, Ndhlukula said
<blockquote>The reform [Public Sector Corporate Governance Enterprise Bill] also requires the production of audited financial statements by these entities as per the legislative and regulative provisions,” he said.
Some of them have not produced audited accounts for the past 10 years. How they continue to be there is amazing.
The Bill was approved by Cabinet and will be taken to Parliament for further consideration until it is signed into law, we are hoping this will be done before the end of August.</blockquote>

Govt to introduce law requiring parastatals to produce audited financial statements, as parastatals go 10 years unaudited

Speaking to The Herald yesterday, Deputy Chief Secretary to the President and Cabinet Mr Justin Mupamhanga said that audit teams will be dispatched this week to audit usage of Command Agriculture inputs countrywide. Mapamhanga said that security details will be part of the team.
Said Mupamhanga:
<blockquote>This week we have 10 teams of four people going to all the eight provinces where farmers got inputs under Command Agriculture to assess the usage of those inputs. The teams will include one official each from the ministries of Agriculture, Mechanisation and Irrigation Development; Finance and Economic Development, Sakunda Holdings and a security detail. Mashonaland Central and Mashonaland West provinces will each have two teams of four people. Apart from their audits, they will also be gathering vital information for the new season. The teams will be assisted by Arex officers who recently received 200 motorbikes for that purpose from Sakunda Holdings.</blockquote>

Govt to dispatch teams to audit usage of Command Agriculture inputs

In her 2015 local authorities report tabled before the National Assembly, the Auditor General (AG) Mildred Chiri found that the Harare City Council failed to account for $208 million in 2012.
Officials running council affairs during that period are out of office and are unable to account for the plunder exposed in the latest audit report. In the report Chiri said:
<blockquote>The financial statements presented by management showed an overdrawn position of $208 430 777 as at December 31, 2012. A bank statement provided by the City of Harare showed an overdrawn position of $7 141 678 as at December 31, 2012, in addition the bank confirmed another overdraft of $449 150 as of December 31, 2012, giving a total of $7 590 828.</blockquote>
The audit relates to the tenure of former Harare mayor Muchadeyi Masunda who was elected in 2008 to serve a 5 year term.

Harare City Council fails to account for $208 million: Auditor General's report

An audit report from the Ministry of Local government leaked to the media today reveals gross abuse of <a href="http://www.pindula.co.zw/Harare_City_Council">City of Harare</a> finances by council executives on top salaries. The leaked audit dated 30 June 2016, bears a stamp from Local Government minister, <a href="http://www.pindula.co.zw/Saviour_Kasukuwere">Saviour Kasukuwere</a> dated 7 July 2016, which indicates that the minister has been aware of the situation for at least four months.
The leaked audit reveals that as recently as June 2015, the top seven ranked officials at town house earned up to $21,000 per month each. In July 2015, the gross wage bill for the ‘big seven’ spiked, reaching $1,497,040 in that month alone. This figure exceeded the mandated wage bill by $1,434,040.
The ‘big seven’ are listed as <a href="http://www.pindula.co.zw/Tendai_Mahachi_(Town_Clerk)">Tendai Mahachi</a> (then Town Clerk, later fired), Cainos Chingombe (Director Human Capital), Prosper Chonzi (Director of Health), Tendai Kwenda (Finance Controller), Josephine Ncube (Chamber Secretary, Acting Town Clerk), Philip Pfukwa (Director Public Works), and Christopher Zvobgo (Director Harare Water).

Leaked audit reveals how Council executives got up to $1.4 million in salaries as workers went unpaid

The <a href="http://www.pindula.co.zw/National_Social_Security_Authority">National Social Security Authority</a> says it will, before the end of the year, undertake an audit of contributing members and pensioners to determine its membership and client base and better predict future cash flows while it has also begun aggressive campaign to migrate pensioners to mobile payment platforms.
This comes as the latest Auditor-General’s report noted that NSSA risked paying benefits to non-contributing individuals, the report also said the authority had no system of maintaining individual employee contribution accounts for remittances made by employers.
In a third quarter update, chairman Robin Vela said before the end of year an audit of contributing members and pensioners will be undertaken. He said,
<blockquote>This will assist in determining our membership and client base, their characteristics and needs, address non-compliance and better project future cash flows.</blockquote>
