Self-exiled former Zimbabwe Republic Police (ZRP) commissioner-general Augustine Chihuri’s R130-million (US$7 million) mansion in Harare has been acquired by Wicknell Chivayo, an ex-convict with access to President Emmerson Mnangagwa.
Chihuri, who was the only service chief aligned with Robert Mugabe, the late former President during the 2017 coup, was arrested and later fled to Malawi.
According to <a href="https://www.news24.com/news24/africa/news/ex-con-tenderpreneur-now-owns-exiled-zimbabwean-police-chiefs-r130m-house-20240516">News24</a>, in 2020, Chihuri’s was attached by Zimbabwe’s National Prosecuting Authority as part of the “unexplainable wealth” the police chief had amassed over the years.
Chihuri, however, disputed the allegations in court, saying he had a long-standing personal feud with Mnangagwa over a woman, and that his matter was more of a “politically targeted persecution” because he refused to play a part in the coup.
In 2022, he won a bid to reclaim the palatial home in the Gletwyn suburb of Harare, among other properties, when the state failed to prove that he had siphoned some R600 million from the state.
The house, which is now in Chivayo’s hands, was recently furnished by a South African high-end firm, Norman Bakos.
Those close to Chivayo estimate that the work done by the firm could run well over R2 million
Chivayo’s lawyers, Messrs Manase and Manase instructed advocate Lewis Uriri to tell News24 that he was a beneficiary of the house bought by a trust. Said Uriri:

Mr Chivayo is a beneficiary of the owner of the property, having purchased the same. The owner, whose title is being processed, is a trust that, for now, cannot be named.
</blockquote>
Since last year, Chivayo has been dishing out cars, which range from luxury Mercedes Benz, Toyota Hilux and smaller cars, such as the Toyota Aqua, to those who supported ZANU PF ahead of the disputed August 2023 general elections.
His wealth is unexplainable, and he has even been investigated by the Zimbabwe Anti-Corruption Commission (ZACC).
In April this year, at the Zimbabwe International Trade Fair, Chivayo was spotted with Mnangagwa when he hosted Kenya’s President William Ruto.
According to the <a href="https://www.chronicle.co.zw/wicknell-chivayo-criminal-mastermind/">Chronicle</a>, in 2004, Chivayo was handed a three-year jail term with labour after being convicted of theft by false pretences involving R837,000.
The report further says Chivayo “unlawfully and with intent to steal” misrepresented to Digby Sean Nesbitt that he had deposited R837,000 into Shane Peter Nesbitt’s bank account in South Africa in exchange for Z$37,6 million. After receiving the Z$37,6 million, he neglected to deposit the Zimbabwe dollar equivalent.
Chivayo served his sentence at Chikurubi Maximum Prison.

Chivayo Acquires Augustine Chihuri's US$7 Million Gletwyn Home

Some Zimbabwean politicians allegedly own massive wealth when their developing country has a poor economy, high unemployment, and poverty. These politicians have been accused of corruption and enriching themselves at the expense of the country and its people. They are linked to high-profile scandals such as the looting of <a class="MarkdownLink_linkifiedLink__KxC9G">diamond revenues</a>. Such corruption is believed to contribute to Zimbabwe’s economic struggles and inadequate public services, while some individuals have earned their wealth through legitimate means. We present here a list of some prominent politicians whose wealth was revealed in courts.
1). <a href="https://www.pindula.co.zw/Ignatius_Chombo/">Ignatius Chombo </a>
Chombo is a former Zimbabwean politician and government minister who was arrested in November 2017 on charges of corruption and abuse of office during his time in government. Reports during his trial revealed that he owned several properties in Zimbabwe, including a mansion in Harare’s Borrowdale suburb, estimated to be worth over $1 million, as well as a farm, lodge, and commercial building in Harare. He also reportedly owned luxury vehicles such as Rolls Royce, Porsche, and Range Rover. Some of Chombo’s properties were seized by the government after his arrest, and he was released on bail pending trial. Chombo allegedly owns properties in almost every city across Zimbabwe. During his arrest in 2017, Chombo was allegedly found with $10 million in his house.
2). <a href="https://www.pindula.co.zw/Obert_Mpofu/">Obert Mpofu </a>
Mpofu is a Zimbabwean politician who has held ministerial positions in the government and has been accused of corruption and illicit enrichment. He reportedly owns several properties in Zimbabwe, including a mansion in Bulawayo worth over $2 million, a farm, a hotel, and a commercial building in Harare. Mpofu has been linked to allegations of wealth accumulation through questionable means, including mismanagement of state-owned enterprises and looting of diamond revenues. Although he has denied these allegations and has not been convicted of any wrongdoing, his wealth and properties have sparked controversy in Zimbabwe, with some accusing him of amassing wealth through political connections at the expense of the public.
3). <a href="https://www.pindula.co.zw/Constantino_Chiwenga/">Constantino Chiwenga</a>
Chiwenga is a Zimbabwean politician who has held high-ranking positions in the government, including Vice President and Minister of Defense. He has been accused of corruption and illicit enrichment during his time in government. According to court papers in a legal dispute with his estranged wife, he has a net worth of over $10 million and owns several properties in Zimbabwe and overseas. These include a mansion in Harare’s Borrowdale suburb worth over $3 million, a farm in Goromonzi, and other properties in South Africa and China. Chiwenga also reportedly owns luxury vehicles, including a Rolls Royce, a Range Rover, and a Mercedes-Benz S-Class. Some have accused him of acquiring them through corrupt means while holding high-ranking government positions. Chiwenga has denied these allegations and has not been convicted of any wrongdoing.

Chhuri is a former Zimbabwe Republic Police Commissioner General who has been accused of corruption and illicit enrichment during his time in government. According to court papers filed in a legal dispute, he is reported to have a net worth of over $30 million, several properties in Zimbabwe and South Africa, and several luxury vehicles. There have been allegations of corruption in how he amassed his wealth, but he denies these allegations and has not been convicted of any wrongdoing. It’s important to note that the court papers have not been independently verified, and Chihuri has not made any public statements on the matter.

The former president of Zimbabwe has no public record of his net worth. However, he and his family have been linked to several corruption scandals, such as the alleged looting of diamond revenues and mismanagement of state funds, during his over three-decade tenure in power. Mugabe kept his financial affairs private during his time in power, making it difficult to estimate his net worth. After his ouster from power in 2017, there were reports of his significant wealth, including luxury properties and overseas bank accounts, but these reports have not been independently verified. There are allegations that Bona Mugabe, Mugabe’s daughter, owns several properties worth millions of dollars, including at least 22 farms. Her husband, Simba Chikore, has claimed that they co-own these properties. Prominent Zimbabwean Politicians Whose Wealth Was Revealed In Courts

Former Police Commissioner General <a href="https://www.pindula.co.zw/Augustine_Chihuri">Augustine Chihuri</a> has won the Supreme Court appeal by the State which seeks to confiscate his properties acquired over his 25-year tenure at the helm of the Police.
The National Prosecuting Authority (NPA) had appealed against a June 2022 High Court ruling which removed some of Chihuri’s properties from the unexplained wealth orders, five months ago.
A three-judge Supreme Court panel comprising Justices Susan Mavangira, George Chiweshe and Joseph Musakwa upheld the decision by Justice Pisirayi Kwenda earlier this year.
The High court accepted Chihuri’s explanation regarding the source of funds generally, according to <a href="https://www.herald.co.zw/supreme-court-rules-in-favour-of-chihuri/">The Herald</a>. 
Chihuri’s argument:

Chihuri argued that over the period of employment, 37 years, he made savings on salaries, bonuses, savings from foreign trips and conditions of service benefits. He said he was a delegate and vice president for Interpol in Africa and was remunerated in US dollars.
He said he acquired all the assets prior to 2017, the period during which the State alleges he became involved in serious crime. 
Chihuri also argued that all the properties were acquired by him and his wife through income from legitimate businesses.
He further argued that some of the properties were registered as the property of their children for estate planning purposes.

Justice Kwenda ruled that the state had failed to prove that Chihuri acquired his properties through underhand dealings.
Chihuri claims that various documents had been submitted with the application to prove the acquisition.

Supreme Court Rules Against State In Case It Intended To Confiscate Chihuri's Properties

ZANU PF youths have reportedly threatened to seize Inyika Farm in Shamva, Mashonaland Central province, which belongs to self-exiled former Police Commissioner General <a href="https://www.pindula.co.zw/Augustine_Chihuri">Augustine Chihuri.</a>
It is alleged that they intend to grab and subdivide into small plots, according to The NewsHawks.
Sources say ZANU PF youths have been to Chihuri’s farm and threatened to take it over, saying they had government support to do so.
The farm manager has filed a police case over the incident. A source said: 
<blockquote>
Government is targeting Chihuri’s farm. The usual approach of sending Zanu-PF youths first as a stalking horse is being used. The youths have been there and threatened to take over the farm. The farm manager (named on condition of anonymity) has reported the case to the police.
</blockquote>
This comes as the National Prosecuting Authority (NPA) is appealing after Chihuri in June won a High Court case to stop the seizure of his properties.
Chihuri won his battle against moves to seize his properties under the “unexplained wealth” law.
The former police commissioner-general, who fled to self-imposed exile following the ouster of Robert Mugabe in 2017, however, failed to have the law declared unconstitutional in a partial victory at the Harare High Court.
Government critics accuse President Emmerson Mnangagwa of his” vindictive” approach to seizing farms belonging to its critics, most of whom were the late former president <a href="https://www.pindula.co.zw/Robert_Mugabe">Robert Mugabe</a>‘s loyalists.

ZANU PF Youths Threaten To Seize Chihuri's Farm

The High Court is this week expected to hear a corruption case in which the State is seeking to recover more than US$32 million and seize numerous properties from former Police Commissioner-General Augustine Chihuri and his family.
Chihuri, who has been in exile since the military coup that toppled the late former president Robert Mugabe in 2017, reportedly siphoned millions of dollars for his personal, family and cronies’ benefit during the 25 years he was police boss.
He allegedly sold five properties between 2017 and 2018, and buyers paid a total of US$620 000 for the properties.
The five properties were registered in the names of Chihuri’s family members and the State is still trying to figure out how ownership changed in respect of two other assets previously owned by the Chihuri family.
Prosecutor-General Kumbirai Hodzi has filed a fresh application seeking an explanation on the sale of the properties. The properties sold include:
<ul>
<li>A mansion in Gletwyn sitting on 30 acres of land valued at US$7 million.</li>
<li>Stand 1421 Gletwyn Township walled, gated with a borehole, water tank, tank stand and wooden cabin. It was sold on 17 July 2018 by Isobel Halima Khan Chihuri to Brian Chijaka for US$130 000. Isobel’s brother, Aitken Khan, had her power of attorney.</li>
<li>Stand Number 1411 Gletwyn was also sold by True Hope Trust and Khan again stood for his sister. The value of the property is yet to be established.</li>
<li>On 21 March 2018, Khan sold number 8 St Aubin’s Chisipite in Harare on behalf of owner Samantha Chihuri to Erinah Muchingami for US$365 000. The property measures 9 094 square metres.</li>
<li>On 29 August 2017, Khan sold another property in Strathaven, registered in the name of Nicole Tawonga Chihuri. The property was sold to Fairline Investments Pvt Ltd for US$125 000.</li>
</ul>
The Chihuri family is also expected to explain how they acquired Lot 3 of Plot 4 of Juliasdale, Nyanga, a property worth US$3 860 000, and 14453 Ibhalabhala Crescent, Selbourne Park in Bulawayo.

State Seeks To Recover Millions From Former Police Boss

Zimbabwe’s former police commissioner Augustine Chihurihas been implicated in a bogus vehicle auction sale in which he reportedly assisted an ex-officer in charge of transport records office, Vusimuzi Ncube, to corruptly acquire two cars.
This was revealed in opposing papers filed at the High Court by the head of Criminal Investigations Department (CID) assistant commissioner Chrispen Charumbira, police commissioner-general Godwin Matanga and Home Affairs minister Kazembe Kazembe who were sued by Ncube for police seizure of the two vehicles.
Charumbira’s affidavit which was later withdrawn with costs read:
<blockquote>Using his privileged position and in connivance with Chihuri and Robert Tendero Masukusa, he simply allocated himself the State vehicles which he converted to personal use without paying any value for the two vehicles.
Applicant never attended any auction viewing as the vehicles were at his workplace. The registration of the vehicles does not confer title to the applicant as the property belongs to ZRP.</blockquote>
Ncube claims that he bought the Land Rover Freelander and Mazda Capella at a ZRP auction in 2015 and in 2018, they were seized by police who later said they were being held as exhibits in cases of theft and criminal abuse of office.

Former Zim Police Commissioner Chihuri Implicated In Staged Vehicle Auction

The former Police Chief Augustine Chihuri’s corruption case has exposed gross levels of rot at the PGHQ as police officers are testifying that documents were destroyed, doctored and or disappeared in what might pass on as a way to conceal corruption at the country’s law enforcement headquarters.
The matter came to light as the National Prosecuting Authority is building a case against Augustine Chihuri who it claims siphoned public funds into his companies and is seeking a court order to forfeit his assets.
A police officer, Constable Ellison Mutivayo in a sworn affidavit has said he was given <a href="https://news.pindula.co.zw/2020/07/18/police-bosses-destroyed-pghq-financial-records-during-the-2017-coup-report/">an order to type an order to destroy 20 selected documents in 2017</a>.
According to ZBC, these documents which were at the PGHQ were destroyed after police bosses ordered that they be destroyed:

<ol>
<li>Some of the documents which were doctored and burnt include records for Mastaw Investments where Chihuri was a manager and his wife Isobel was managing director. Chihuri’s brother-in-law Aitken Khan was operations manager for the same company.</li>
<li>Documents for Croxile Investments where Isobel was general manager were, according to the investigations, allegedly tampered with.</li>
<li>Other records for Adamah Enterprises and Nodpack Investments where Isobel was general manager were also reportedly destroyed, Adamah had the tender to supply cap drab, blue hats for female officers and clothing material.</li>
<li>Documents for Rewstand Enterprises owned by Mrs Abigail Billie Makono, wife of a top police officer Assistant Commissioner Makono and her sister Beaula Billie, were also allegedly tampered with. Rewstand had the tender to supply tents and clothing material.</li>
</ol>

According to the publication, an officer Constable John Shoko said he was ordered to pluck out some pages from the goods received register which were then destroyed by fire.
Another police officer, Sergeant Tamirirashe Matutu, who once worked at the buying office, fingered one officer Supritendent  Munemo and said he visited their office and asked for files in respect of Rewstand, Adamah, Mastaw, Nodpack and Croxile which he took to his office:
<blockquote>He came back and took used up goods received registers from the safe where they were kept. He also took another goods received register from receipt bay section to his office. After an hour, he came back with pages which had entries of receipts in respect of the above mentioned companies, folded and marked while others were detached.
He gave us blank pages of the registers and instructed us to rewrite the entries excluding those for the above mentioned companies which were left blank. Those blank spaces were filled in with false information and later cancelled.
Supt Munemo then took the registers and asked Cst Shoko to accompany him to Police Printers for rebinding. All this happened when the overall officer-in-charge Chief Inspector Gavaza was on occasional leave.</blockquote>
Another police officer, Assistant Inspector Nelson Phiri in yet another affidavit, said he actually saw one of his colleagues rewriting the registers and he said he had been instructed by Superintendent Munemo to rewrite the registers:
<blockquote>… noted that pages which had entries and information of the aforementioned companies had been plucked out and replaced by newly re-written pages. The books had been bound anew to appear as if everything was still intact,</blockquote>

Chihuri Case Exposes Rot At The PGHQ, As Police Officers Give Testimony Of Document Tampering

The Prosecutor Generals has said former Police Chief Augustine Chihuri disposed properties subject to Investigations and possible forfeiture in 2017 and 2018, The Herald reports.
Chihuri who is being asked by the state which had already been granted the order to freeze his assets is being accused of siphoning public funds into companies owned by his family.
According to Prosecutor General Kumbirai Hodzi, the 5 properties in question were sold in 2017 shortly before he fled the country and in 2018 after he already left and buyers paid a total of $620 000 for the properties registered in Chihuri and his family’s names.
According to PG Hodzi:
<blockquote>My inquiry with the Registrar of Deeds’ office and correspondences I received from interested parties, revealed more of how the respondents went on a rampage to dispose of properties that are subject to investigations and possible forfeiture.</blockquote>
According to Hodzi here is a list of some of the properties sold by Chihuri:

<li>On July 17, 2018, Isobel Halima Khan Chihuri sold stand 1421 Gletwyn Township which was walled, gated with a borehole, water tank, tank stand and wooden cabin to Brian Chijaka for US$130 000</li>
<li>Stand Number 1411 Gletwyn was also sold by True Hope Trust again</li>
<li>On March 21, 2018, Khan sold 8 St Aubin’s Chisipite in Harare on behalf of owner Samantha Chihuri to Erinah Muchingami for US$365 000.</li>
<li>On August 29, 2017, Khan had sold 784 Strathaven, registered in the name of Nicole Tawonga Chihuri to Fairline Investments Pvt Ltd for US$125 000.</li>

Chihuri Sold 5 Properties Subject To Investigations And Possible Forfeiture In 2017 & 2018 - Prosecutor General

Embattled former Police Boss Augustine Chihuri is fighting back the government’s decision to freeze his assets as he says he was a successful businessman and a farmer and worked in Zimbabwe for 37 years as an explanation for his swathe of properties in Zimbabwe, New Zimbabwe reports.
Chihuri in his court papers argued that the asset freeze has left him unable to feed his family:
<blockquote>This is really a war of attrition in order to wipe my family and dispose of all means of livelihood we have worked for over the years. By freezing all properties and assets, we have been cruelly strangled and we cannot survive on a day-to-day basis.</blockquote>
Chihuri also explained his vast wealth and he said he started farming before the land reform and he had other business ventures and has a track record to prove it:
<blockquote>I personally ventured into business in 1996. The then CBZ CEO Gideon Gono knows how I started the company because I borrowed from his bank in order to start my company.
The company Kidsdale Enterprises started operating in 1996 to 2017. The company operated successfully and was contracted by the Ministry of Transport, Rural Development, (local) councils, and even the Ministry of Mines.
We later operated a bakery and collected rentals from some of the properties we later sold, which have been bundled in this collection of properties
My family started farming before the land reform programme major crops, maize and horticulture, potatoes, garlic, onions, tomatoes, and fish farming since 1993 – 2017 annually realising substantial profits.
As an A2 farmer for 19 years starting 2001 annually without fail, we grew not less than 300+ hectares of maize, not less than 150 hectares of soya beans and about 100 hectares of wheat.
We also grew not less than 50 hectares of seed maize annually. In 2008 up to 2017, we embarked on fruit farming, 20 hectares of banana, and seven hectares of paw paw for about 10 years non-stop and the produce was remarkable.
The farm sold not less than 100 cattle annually, a breeding process that was thriving. We also sold 70 to 80 sheep and 100 goats to the local Indian community.
Again because of the circumstances, these efforts have been derailed. Surely in an independent Zimbabwe can I be punished for refusing to participate in a coup? Being a successful farmer, successful business person all because of personal scores from the powers that be</blockquote>
Chihuri also explained he had a job with the Interpol and he also accumulated wealth through his salary, bonuses and services and savings from foreign trips and backpay:
<blockquote>..there I was remunerated in foreign currency for serving in those capacities for six years. I have been gainfully employed, in this period and have built the assets through diligence and hard work</blockquote>
The state is seeking to forfeit Chihuri’s properties on the basis that they were used to siphon public funds and or were bought using public funds.

ZANU PF Youth League leadership from all the 10 provinces in the country have dismissed as baseless the allegations by the former police General Commissioner Augustine Chihuri that President Emmerson Mnangagwa abused his wife.
Chihuri had earlier suggested that Mnangagwa forced himself on the former police boss’ wife who was pregnant at that time.
The Youth League challenged Chihuri to come back to Zimbabwe to defend himself against corruption allegations leveed against him.
The league also endorsed Mnangagwa as the party’s presidential candidate in the 2023 elections.

Former Police Commissioner-General Augustine Chihuri claimed that his successor Godwin Matanga instructed a police constable to shoot him and burn his Greystone Park house in December 2017.
Chihuri said the fire was started in his home office burning all files, records, and 15 bibles among other things, and to make sure that the records and files were destroyed, the took a 20-litre diesel container and another container with oil.
The diesel and oil were sprayed both in the office, the main bedroom and the rest of the house except the guest wing, Chihuri alleged.
Chihuri also accused Matanga of systematically engaging in a strategy of harassing his family, relatives and workers, threatening and beating his workers at gunpoint.
Chihuri made the allegations in an affidavit filed at the High Court on Friday. He is on the verge of losing his businesses and properties to the state after allegations that he amassed the wealth through corrupt means. He said:
<blockquote>The harassment was made worse when my young children would be threatened by police with guns to produce their father and said that they had been sent by Matanga.
My children are suffering emotional trauma and they started having nightmares, refusing to go to school as unmarked vehicles would be following them going to and coming back from school.</blockquote>
Chihuri further alleged that Matanga does not even hold an O’ Level certificate, which is a basic requirement for a constable to join the police and his promotion was a reward for being a willing participant in the coup process and not on merit.
On reports that Chihuri wanted to arrest then Zimbabwe Defence Forces commander and now Vice-President Constantino Chiwenga upon his return from China at Robert Mugabe International Airport just before the coup, Chihuri said it was a lie concocted by Matanga.

Chihuri Alleges 'Coup Conspirators' Wanted Him Dead

Embattled self-exiled former police boss Augustine Chihuri has sensationally claimed that President Emmerson Mnangagwa harbours a grudge against him dating back to the war of liberation when they clashed over a woman.
Chihuri claimed that he got married in Chimoio in Mozambique before the then political commissar, Mayor Urimbo (late), around 1976 and the following year, his wife was transferred to another area where Mnangagwa forced himself on her.
The ex-police commissioner-general made the claims in an affidavit filed at the High Court on Friday in his bid to have the court to set aside the unexplained wealth order it issued against him on June 20. Chihuri wrote:
<blockquote>The current president of Zimbabwe, Mr Emmerson Dambudzo Mnangagwa, was aware of this union and pregnancy.
Using his position, my then wife was transferred to Shai Shai in Mozambique where Mr Mnangagwa had a forced affair with her as she alleged.
I tried to terminate the marriage, but the political commissar threatened me not to dare to do it, citing that Mr Mnangagwa [as he then was] is a dangerous man and would behead me as he was not hesitant to kill.
… From then my relationship with the president of Zimbabwe worsened. He went on to suggest that my then wife terminate the pregnancy.
God was on my side, it was tried and it failed.
The late Cde Serbia, who was working under Mr Mnangagwa in the security department, told me about the termination of the pregnancy and that Mr Mnangagwa vowed that as long as he lived, I shall pay for not giving up on my then wife to him.</blockquote>
He further claimed that following the November 2017 military coup, Mnangagwa intensified his onslaught after he refused to betray the then president Robert Mugabe by joining the coup conspirators.
Chihuri is accused of stealing US$32 million in public funds that he used to build his sprawling business empire and properties.

Chihuri Claims ED Forced Himself On His Wife

Former Police Commissioner-General Augustine Chihuri whose assets are on the verge of forfeiture after it emerged he might have siphoned public funds to family businesses has been asked to explain the source of his wealth by the High Court, The Herald reports.
Chihuri is expected to explain his association with 6 companies owned by his relatives that won orders to supply good and services without going to tender.
According to the publication, an uncontested order about the case states that:
<blockquote>Chihuri is required to explain his relationship with Nodpack Investments (Pvt) Ltd, Croxile Investments (Pvt) Ltd, Mastaw Investments (Pvt) Ltd, Rewstand Enterprises (Pvt) Ltd, Rash Marketing (Pvt) Ltd and Adamah Enterprises (Pvt) Ltd.
Chihuri and his wife are also required to explain their roles, if any, in the engagement of the companies by the police between July 2, 2014 and December 2017. The court also wants Chihuri’s wife to explain the nature of Nodpack Investments contractual relationship with the police which led to the police transferring US$5 766 251.31 from the force’s revolving fund to the company’s bank account held by Ecobank Borrowdale between July 28 2012 to December 11 2017.
Chihuri and his family and his listed relatives have also been ordered to explain their source of capital and engagement with the listed corporate entities while the Chihuri couple need to also disclose the financial rewards they received from that engagement.
The State is also seeking an explanation from Chihuri on how he acquired and funded the equipment which is installed at his farm in Mashonaland Central, acquired in 1990 for US$60 000 before it was transferred to his son Ethan through a donation valued at US$46 000. The couple must also explain the source and origins of farm equipment at the family Shamva Farm known as Inyika Farm.
Mastaw Investments is registered in South Africa and the Chihuri couple have to explain their interest in the company and disclose details of a First National Bank account, produce bank records, and give the source of funds held under the SA account number 62725356457.</blockquote>

Twelve more properties linked to former police Commissioner-General Augustine Chihuri have been identified and the State wants them added to the list of Chihuri’s frozen properties.
This is in light of pending investigations into allegations that Chihuri diverted over US$32 million of public funds into family companies.
Below is the list of the newly-identified properties:

LIST: Companies That Were Used By Chihuri & His Relatives To Divert Public Funds To Buy Properties

Exiled Former Police Chief Augustine Chihuri is suspected to have diverted public funds amounting to $32 Million to private family companies, The Herald reports. Chihuri reportedly bought a large sum of properties with some of the diverted funds and the state is demanding that his assets be frozen till the final outcome of a possible civil and criminal lawsuit is ascertained.
According to the publication:
<blockquote>In an affidavit deposed by Mr Hodzi, Chihuri is under investigation for criminal abuse of office, money laundering, theft and fraud. He accuses Chihuri of establishing a “syndicated criminal mafia” meant to siphon public funds for his personal benefit and that of his cronies. This would have entailed externalisation of money and money laundering abroad, he said.</blockquote>
Chihuri is said to have established companies together with his family members for the purpose of siphoning money from the ZRP CBZ Bank account. Chihuri was the police chief for 25 years before he went into exile after the November 2017 Coup.

Chihuri Suspected To Have Diverted $32 Million Of Public Funds Into Private Family Companies

The Zimbabwean government has moved to freeze assets belonging to former Police Commissioner-General Augustine Chihuri amid reports that he diverted to personal use public funds amounting to US$32 million.
On Tuesday, Prosecutor-General Mr Kumbirai Hodzi filed an application at the High Court seeking an order compelling Chihuri to explain how he acquired his properties.
Hodzi also wants all of Chihuri’s assets still in Zimbabwe frozen until investigations and resulting court actions are complete.
The State wants Chihuri to explain how he acquired 11 listed properties:

Hodzi accuses Chihuri of establishing a “syndicated criminal mafia” meant to siphon public funds for his personal benefit and that of his accomplices.
Chihuri is also accused of directing the transfer of millions from the Zimbabwe Republic Police’s revolving fund held under CBZ Account number 0212050619002 into accounts of companies directed by his wife Isobel Halima Khan Chihuri.

State Moves To Freeze Chihuri's Assets Amid Reports Of Diversion Of US$32M

Former police Assistant Commissioner Gideon Baloyi has accused former Police Commissioner-General Augustine Chihuri of underhand dealings, including concealing murder and a bevvy of other offences by police officers during his tenure.
He made the allegations in a court application filed on March 3 this year, in which he is challenging his dismissal by Chihuri in 2015 after accusing his boss of covering up high-profile criminal cases and rewarding corruption.
In a letter dated May 1, 2015, addressed to the Home Affairs Minister and copied to the late former President Robert Mugabe, Justice minister, ZRP Commissioner-General, Public Service Commission, director-general in the President’s Office and the Prosecutor-General, Baloyi said:
<blockquote>Sir, what I am humbly asking is for you to pressure the Commissioner-General of Police to take his child killer to court for justice to take its course. Paragraph 5 of my letter dated December 7, 2014, here attached says it all and how the killer was shamelessly rewarded for killing a street kid… our Commissioner-General is busy protecting such heartless murderers in the organisation. If it means that the murderers’ appearance in court would also drag the big boss, so let it be.</blockquote>
Baloyi was in charge of operations in Masvingo province at the time of his dismissal.

Ex-Cop Exposes ZRP Underhand Dealings Including Cover-Ups For Murder

Zimbabwe Republic Police General Commissioner, Godwin Matanga has been mentioned as one of the police force bosses whose personal cars were fraudulently being serviced by the force.
This came to light during the trial of former chief staff officer Transport and Logistics and former assistant commissioner, Robert Tendero Masukusa before Harare Magistrate Rumbidzayi Mugwagwa.
Masukusa id being accused of defrauding the police by servicing and repairing personal vehicles using Zimbabwe Republic Police funds.
The State’s star witness Vusimuzi Ncube, who was the officer in charge of transport at the time and assigned to deliver the police bosses’ personal vehicles to Zimoco, said that he thought that the police bosses’ personal cars were being serviced as part of their work benefits and complied with instructions to deliver them to ZIMOCO. He added:
<blockquote>My duty was only to go and leave the cars at Zimoco and I also took cars for deputy commissioner (Innocent) Matibiri,  (Levie) Sibanda, (Josephine) Shambare and then deputy commissioner Matanga and another one for Chihuri.</blockquote>
The state alleges that Masukusa committed the alleged crimes between 2015 and 2016 when he was still in office.
The remarks come amidst reports suggesting that there is a looming shakeup at the ZRP which is likely to see Matanga replaced.

ZRP Boss Fingered In Corruption Scandal

President Emmerson Mnangagwa is reportedly planning to make changes in the Zimbabwe Republic Police, a development which is likely to see Commissioner-General, Godwin Matanga, replaced by the current Deputy Commissioners-General, Stephen Mutamba, Mind Elliot Ngirandi, Learn Ncube and Lorraine Chipato.
Sources privy to the information told Zimbabwe Independent that the “imminent” major restructuring exercise is meant to consolidate Mnangagwa’s grip on power. One unnamed senior government official said:
<blockquote>Changes are looming in the police. On paper, they are meant to improve the efficiency and operations of the police. But in real terms, these changes must be seen in the broader context of the ongoing changes Mnangagwa has been introducing in the security sector as he consolidates his grip while weakening his ambitious deputy’s influence. The President wants trusted lieutenants in key positions.</blockquote>
This comes after Mnangagwa recently reshuffled cabinet, a move that was also viewed as a way of cementing his grip on power and an ethnic balancing act.
Since coming to power in 2017, Mnangagwa has made a raft of changes in the security sector by replacing officers appointed by his predecessor, Robert Mugabe, by his trusted lieutenants.

"Matanga's Career In Limbo As Changes Loom In The Police," Report

Malawi Electoral Commission chair, Jane Ansah, on Monday dismissed claims the former Zimbabwe Police Commissioner-General Augustine Chihuri was in the country on a rigging mission.
Speaking at a press conference, she said the claims are baseless and are meant to divert voters from voting. Ansah is quoted as saying:
<blockquote>We have received one report of an allegation that there’re plans of rigging. That there are people wearing police uniforms and that there’s one man from Zimbabwe who trained and deployed these people. Police response is that these claims are baseless.
Our system has been tested and is fool-proof. No one has tried to hack into the system.
… There will be no internet shut down. Should there be any problem it will be network congestion.</blockquote>
There were reports over the weekend that Chihuri who is thought have been living in Malawi since the November 2017 military coup, has been roped in to influence the outcome of the country’s election.
Malawians will head to the polls on Tuesday 21 May 2019, casting their votes to elect a president, members of parliament and local government councillors.

Malawi Rejects Claims Zim Police Officers Were Brought To Rig Elections

Former Cabinet Minister, Professor Jonathan Moyo has claimed that the former ZRP Chief Commissioner, Augustine Chihuri was not in Malawi. His remarks follow allegations by Malawian opposition leader Saulos Chilima that Chihuri was assisting the Malawian government to rig the elections.
Chilima was quoted saying:
<blockquote>We are saying that Chihuri must leave our country, don’t mess our elections.</blockquote>
Posting on Twitter, Jonathan Moyo dismissed the claims that Chihuri was in Malawi. He said:
<blockquote>This is a lie with no legs. It won’t go anywhere. I don’t know where former CGP Chihuri is, but I know where he isn’t… I know he is not in Malawi. This I know.</blockquote>
Malawian opposition leader claims that Chhuri was assisting the government to recruit and train parallel police who shall be used to manipulate the election.

Chihuri Is Not In Malawi - Jonathan Moyo

Former minister in President Robert Mugabe’s government, Professor Jonathan Moyo has said that the allegation that <a href="https://news.pindula.co.zw/2019/05/19/chihuri-fingered-in-election-rigging-campaign-in-malawi/" rel="noopener noreferrer" target="_blank">Chihuri helping Malawian politicians rig elections there</a> is a lie. The allegation was apparently made by United Transformation Movement (UTM) leader Saulos Chilima on Sunday morning and was reported in several publications in Malawi.
Said Jonathan Moyo on Twitter:
<blockquote>This is a lie with no legs. It won’t go anywhere. I don’t know where former CGP Chihuri is, but I know where he isn’t. He’s not in Malawi!</blockquote>
Asked how he could be sure, given he admits he doesn’t know where Chihuri is, Moyo insisted:

Chihuri was Zimbabwe Republic Police Commissioner General during Robert Mugabe’s presidency. Both him and Moyo were ousted by the military coup that deposed Mugabe in November 2017.

Chihuri Fingered In Election Rigging Campaign In Malawi

Former police commissioner-general Augustine Chihuri has agreed to an out of court settlement in a High court case where he is accused of having impounded five cars and a house from a Harare businessman.
It is alleged that Bigboy Pachirera had approached the courts seeking an order to make Chihuri pay him compensation and damages of $2 968 000 incurred after his vehicles and property were impounded, causing him to lose business.
Daily News learnt from Pachirera’s lawyer, Rungano Mahuni, that some of the payments were already being processed.
Pachirera narrated that he and his family had a torrid time in 2013 as the police homicide department pestered him with orders from Chihuri. Pachirera through his lawyer recited:
<blockquote>At first, I was accused of theft and put into police custody where I was held for seven days before being brought before a court. They would come (police) holding guns at me and force me into signing affidavits one of which gave Chihuri powers to take my Highfield house valued at $50 000.
When I finally appeared in court I was released because police had over-detained me but they did not stop hunting for me.
All the cars that they claimed to have been stolen I had personally bought them from Zimoco here in Zimbabwe. They all had records of my Mercedes Benz ML 350 Formatic and Jeep Cherokee and the three trucks I used in my road construction business.</blockquote>

Chihuri Agrees To Out Of Court Settlement, Starts Payment

Former Police Commissioner General Augustine Chihuri’s family has petitioned the High Court for permission to sell an agro-residential plot in Goromonzi to pay school fees for three minor children.
The plot measuring 3,5 hectares, was registered in the name of one of Chihuri’s children, 20-year-old Samantha Chihuri, but three other minor siblings have usufruct to the same property. Chihuri’s wife, Isabel Chihuri, this week filed a chamber application at the High Court seeking an order empowering her to sell the property to finance the children’s educational needs. The minor children are aged 16, 11 and nine.
In the application prepared by Zimbodza &amp; Associates, Mrs Chihuri said Samantha wanted to finance her college fees and related needs. Mrs Chihuri said the same money will also be used to pay fees for the other three minor children. Mrs Chihuri wants the court to appoint Harare lawyer Ms Shoorai Gutsa as curator to the three minor children and to manage and protect the interests of the minor children in the transaction.

Chihuri Falls On Hard Times, Seeks Permission To Sell Plot

The European Union has removed former Police Commissioner General Augustine Chihuri and former head of Central Intelligence Organisation, Happyton Bonyongwe from its sanctions list. Sanctions were however maintained on former President Robert Mugabe and his wife Grace.
Permanent Secretary in the Ministry of Information Permanent Secretary Nick Mangwana commented on the development:
<blockquote>“On the issue of EU sanctions, it’s encouraging that the EU has vindicated the President’s engagement and re-engagement policy by not escalating sanctions as campaigned for by some of our own citizens. The progressive de-escalation whilst not as good as a total removal is positive.”</blockquote>

Former ZRP commissioner-general Augustine Chihuri, who has failed to attend court and sessions of the Parliamentary Portfolio Committee on Mines and Energy has been revealed to be in Malawi. The former police boss is said to be recovering from an undisclosed ailment at his wife’s’ family home.
Sources who spoke to the Daily News said,

Augustine Chihuri Now In Malawi At His In-Laws'

Parliamentary Portfolio Committee on Mines and Mining Development chairperson Temba Mliswa revealed that former Zimbabwe Republic Police (ZRP) Commissioner General Augustine Chihuri is receiving medical treatment outside the country. He did not disclose the nature of the sickness or the country Chihuri is in.
Chihuri has failed to appear before the Mliswa led committee a number of times with the police saying they were not aware of his whereabouts. He also <a href="https://news.pindula.co.zw/2018/04/02/chihuri-goes-missing-police-not-aware-of-his-whereabouts/">failed to appear for a </a><a href="https://news.pindula.co.zw/2018/04/02/chihuri-goes-missing-police-not-aware-of-his-whereabouts/">maintenance case on February 26 this year at the Bulawayo Magistrates’ Court</a> forcing his estranged mistress based in Bulawayo to publish a notice in the national media to notify him of the summons.
However, in an interview with The Chronicle, Mliswa said Chihuri had written to the committee saying he is unable to attend the hearings as he is currently receiving medical treatment outside the country. Said Mliswa:
<blockquote>The former Commissioner-General of Police has written to Parliament to say he is not feeling well and that he is out of the country. He expressed his readiness to come, so we will have to determine when he can come.</blockquote>
