<p>Zambia increased fuel prices last Friday resulting in fuel supply disruptions in the southern African country.</p>
<p>The landlocked country has started introducing austerity measures under a $1.4 billion International Monetary Fund (IMF) supported economic reform programme.</p>
<p>The fuel price hike is expected to push up the price of foodstuffs in the margin of up to 15% as manufacturers pass on the development to consumers.</p>
<p>Zambia has already defaulted on Eurobonds and is seeking debt restructuring and has been told by the IMF to drop subsidies and cut public expenditures.</p>
<p>President Hakainde Hichilema, who to power after defeating former leader Edgar Lungu early this year, is introducing austerity measures to rescue an economy under the burden of indebtedness.</p>
<p>Chairman of the Zambian Energy Regulatory Board, Reynold Bowa, warned Oil Marketing Companies against hoarding fuels. He said:</p>
<blockquote>
<p>The Energy Regulatory Board will start reviewing petroleum prices every 30 days.</p>
<p>The fuel wholesale and pump prices have been revised upwards for petroleum products … [and] this being an upward price adjustment, we wish to warn Oil Marketing Companies that it is against license conditions to hoard fuel.</p>
</blockquote>
<p>However, on Friday, some filling stations had run out of the commodity ahead of the festive season.</p>
<p>Vice president Mutale Nalumango explained that the fuel price increase was aimed at stabilising the Zambian economy.</p>
<p>She said excessing borrowing, which had resulted in the country defaulting, had pushed up its indebtedness, describing the situation as embarrassing.</p>

Zambia Hikes Fuel Prices As Austerity Kicks In

<p>Workers in the banking sector have notified the police that they intend to hold a demonstration on Thursday this week against the austerity measures being pushed by Finance and Economic Development Minister <a href="https://www.pindula.co.zw/Mthuli_Ncube" rel="noopener noreferrer" target="_blank"><strong>Mthuli Ncube</strong></a>.</p>
<p><a href="https://www.pindula.co.zw/Zimbabwe_Banks_and_Allied_Workers_Union" rel="noopener noreferrer" target="_blank"><strong>Zimbabwe Banks and Allied Workers Union (ZIBAWU)</strong></a> national organising secretary Tirivanhu Marimo wrote a letter to the officer commanding Harare Central police station on Friday, in which he said:</p>
<blockquote><p>Workers in the financial services sector have been at the receiving end due to unfavourable policies by the responsible minister.</p>
<p>The austerity measures and introduction of SI 142/19 have brought immeasurable suffering to workers and the generality of the public.</p>
<p>… Workers’ income has been eroded by over 2 000 per cent yet the incomes have remained stagnant and, in the process, pauperised finance sector workers.</p></blockquote>
<p>Workers across the board have been demanding better salaries after 3-digit inflation wiped out their purchasing power.</p>
<p>The health sector has been paralysed by a doctors’ strike which started on September 3, and with the government firing over 400 of the striking doctors, there seems to be no end to the citizens’ suffering.</p>

Bank Workers Notify Police Of Planned Demo Against Austerity

<p>Secretary-general of the Zimbabwe Hospitals Doctors Association (ZHDA) Dr Mthabisi Anele Bhebhe says doctors have no problem with Finance and Economic Development Minister Mthuli Ncube as a person but detest his hypocrisy.</p>
<p>While <a href="https://www.pindula.co.zw/Mthuli_Ncube" rel="noopener noreferrer" target="_blank"><strong>Mthuli Ncube</strong></a> believes that his austerity measures are the panacea to Zimbabwe’s economic challenges, he has not taken the “painful medicine” that he has administered to citizens. <a href="https://twitter.com/bhebhemthaanele/status/1194055076530315266" rel="noopener noreferrer" target="_blank"><strong>Said Bhebhe</strong></a>:</p>
<blockquote><p>We have no problem with Mthuli Ncube as a person. What we find distasteful is his hypocrisy.</p>
<p>That he keeps his family in Switzerland, while we are forced to swallow this bitter medicine he calls austerity</p>
<p>That, for his plan to succeed, we mustn’t be paid for our hard work. No!</p></blockquote>
<p>Doctors at public health institutions have been on strike for over two months demanding that the government restores their pre-October 2018 salaries (which were in United States dollars) or pay them in local currency at the interbank rate.</p>
<p>Meanwhile, Minister Ncube reportedly stays in a hotel and his family is in Switzerland and he has the privilege of visiting it regularly using taxpayers’ money.</p>


We Hate Mthuli Ncube's Hypocrisy - Doctors

<p>Reserve Bank of Zimbabwe (RBZ) Governor <a href="https://www.pindula.co.zw/John_Mangudya" rel="noopener noreferrer" target="_blank"><strong>John Mangudya</strong></a> said that arrangements have been made towards the purchase of Cabinet Ministers’ vehicles at a cost of US$16 million.</p>
<p>Mangudya made the revelations while responding to questions from Members of Parliament at the ongoing 2019 pre-budget seminar in <a href="https://www.pindula.co.zw/Victoria_Falls" rel="noopener noreferrer" target="_blank"><strong>Victoria Falls</strong></a>. He said:</p>
<blockquote><p>The Minister gave me an assignment about the purchase of Ministers’ vehicles and we have agreed with the supplier of vehicles. We are going to buy these vehicles through a letter of credit so that you all get them in one lot.</p></blockquote>
<p>The cars will be purchased using money drawn from foreign currency generated from exports, Mangudya claimed.</p>
<p>Meanwhile, vehicle assemblers, Quest Motors and <a href="https://www.pindula.co.zw/Willowvale_Motor_Industries" rel="noopener noreferrer" target="_blank"><strong>Willowvale Motor Industries (WMI)</strong></a>, have said they have the capacity to produce quality vehicles and are ready to provide the vehicles if requested to do so.</p>

Govt To Spend US$16 Million On Ministers' Vehicles

<p>The ruling ZANU PF party is on a crusade, trying to persuade the masses to stoically take the pill of austerity, claiming that government policies are taking the country in the right direction.</p>
<p>Speaking to villagers in Wedza over the weekend, ZANU PF Youth League national commissar, Godfrey Tsenengamu said President Emmerson Mnangagwa is doing all he can to better people’s lives. He said:</p>
<blockquote><p>We have to be very patient with President Mnangagwa’s policies because they are taking the country in the right direction.</p>
<p>He will not get in shops to control prices but he is doing all his best to make sure everything is in its rightful place.</p>
<p>If Mnangagwa goes around controlling prices, investors will stay away and we will continue to suffer.</p></blockquote>
<p>Tsenengamu claimed that President Mnangagwa will do the right thing and needed the people to support him;</p>
<blockquote><p>We are used to a President who interferes with business, but he is one a person who will not do so.</p>
<p>President Mnangagwa will do the right thing but he needs your support for the economy to function.</p></blockquote>
<p>Meanwhile, Wedza South MP, Tinoda Machakaire, whose name was on the “Corruption List” released by the Youth League last month but has since been cleared, said that he has approached the relevant authorities to inform them of the drought situation in his constituency.</p>

ZANU PF Youths Plead With Villagers To Be Patient With ED

<p>Finance and Economic Development Minister Mthuli Ncube revised his 2019 budget upwards. Equity Axis reports that the budget rose from $8.2 billion to $12.2 billion, a 50% change. The finance minister announced the changs in a state of the economy address document presented to the parliament of Zimbabwe on Wednesday, 15 May.</p>
<p>Equity Axis, which believes this is a departure from the minister’s austerity position, said in its report:</p>
<blockquote><p>Expenditure for the year is now targeted at $12.2 billion up from the initial budget of $8.1 billion, a staggering 50% jump. Revenue for the year has been revised upward to $9.3 billion up from $6.1 billion which again is a 50% revised growth.</p>
<p>Of significance however is the widening budget deficit which had initially been forecasted to come off to $1.6 billion in 2019 from $2.8 billion in 2018. Given the revised budget of $12 billion, the budget deficit will grow to $2.9 billion which is ahead of last year’s deficit.</p>
<p>This is a major blow on Mthuli Ncube, who on being appointed as finance director declared the twin deficits of fiscal and current account, as Zimbabwe’s key economic enemies. He promised to tackle the deficits in a very short space of time to allow for fiscal consolidation and restoration of economic stability.</p></blockquote>

Mthuli Ncube Revises 2019 Budget Upwards By 50%

<p>Richard Tsvangirayi, son to the late former Prime Minister and founding president of MDC, Morgan Richard Tsvangirai, is of the view that the government’s austerity measures will only make things harder for the majority of the citizenry.</p>
<p>Tsvangirayi said that the gap between the haves and the have-nots will widen while the crime rates will increase.</p>
<p>The end result of austerity will be nothing but a broken society, a sad story indeed, opines Tsvangirai. He said:</p>
<blockquote><p>The only thing you’re going to get from these austerity measures is a rise in inequality, as a result, the only people who are going to afford medication (the death rate in poor areas is going to increase) and school fees are the rich folks; the crime rate is going to increase.</p></blockquote>

Richard Tsvangirai Says Mthuli's Austerity Policies Will Fuel Crime

<p>The United States is impressed by the economic policies being implemented by Zimbabwe’s Finance and Economic Development Minister Mthuli Ncube.</p>
<p>The Americans have, however, called for political reforms and the bringing to justice of security forces responsible for the brutal crackdown on protestors in January.</p>
<p>Speaking to <strong><em>NewZimbabwe.com </em></strong>earlier this week, Senior Economic Officer at the US embassy in Harare Christopher Hunnicutt said:</p>
<blockquote><p>There has been a lot of progress in the fiscal area which is aimed at stabilising the situation through reforms meant to improve the ease of doing business.</p>
<p>There is some consistency in economic policies. However, there is a need to find ways to stabilise the currency situation but in some instances, this can be taken as work in progress.</p>
<p>… But there is need to appreciate that political issues are also a part of economic issues because they scare away investors, hence the need to have respect for human rights.</p>
<p>The violence in January was a huge setback and we are calling for accountability of those events.</p></blockquote>
<p>Other senior American official have also taken the same stance, that for sanctions to be removed, the Zimbabwean government has to institute political and media reforms.</p>

United States Excited By Mthuli's Economic Reforms

<p>Finance and Economic Development Minister, Mthuli Ncube, said that the government has been able to fulfil the first rule of economics, balancing the budget.</p>
<p>Writing for <strong><em>The Herald</em></strong>, Minister Ncube said that austerity is a short-term measure to restore the economy and the long term effect will be more money and more jobs. He said:</p>
<blockquote><p>The most important thing is that the train of sensible economics is firmly back on the tracks. We no longer spend more than we earn; the first rule of any economic entity, be it a person or a country. Balancing the budget is imperative.</p>
<p>This is perhaps our greatest achievement to date. It is neither painless nor smooth, but reforming and rebuilding never are.</p>
<p>The last six months have seen us launch deep and broad policy reforms under the banner of our Transitional Stabilisation Programme (October 2018-December 2020).</p>
<p>The Transitional Stabilisation Programme (TSP), essentially, targets a number of areas for reform, that are key to providing a foundation for strong, shared and sustainable growth and development.</p>
<p>… The short-term effect is, unfortunately, an austerity felt by all. The long-term effect, with a mixture of discipline and patience, will be more money in your pockets, more jobs, and an economy back on its feet.</p>
<p>While politicians live from day to day, economics is a long-term game; one must look at the bigger picture.</p></blockquote>

Austerity Will Result In More Money In Your Pocket - Mthuli Ncube

<p>Workers have spoken strongly against the government’s adoption of neoliberalism and austerity policies which contribute immensely to the suffering of the masses.</p>
<p>Addressing workers who congregated for the Workers’ Day celebrations on Wednesday held in Bulawayo, Zimbabwe Congress of Trade Unions (ZCTU) second Vice President John Chirenda reading a speech on behalf of the ZCTU president Peter Mutasa, said:</p>
<blockquote><p>Today we are celebrating May Day under the theme ‘we are at crossroads, unite fight neoliberalism and austerity’. Every ordinary citizen is suffering.</p>
<p>We also note with concern the massive price hikes which have affected almost every basic commodity thereby worsening the plight of the already struggling masses of Zimbabwe.</p>
<p>Prices of most products have gone up by more than 300 per cent in the last two months and the prices continue to rise more frequently.</p>
<p>This has greatly eroded the incomes of ordinary workers who are finding it hard to survive on their meagre wages.</p>
<p>Most workers earn an average of RTGS$300 per month and therefore cannot afford to buy the goods in most shops.</p></blockquote>
<p>The government in 2018 introduced a tax on electronic money transfers (2 per cent tax) which is unavoidable for most people as the economy has increasingly become ‘cashless’.</p>

Workers Blast Govt's Neoliberalism & Austerity Policies

<p>A panel of United Nations (UN) Experts reckon that the government’s austerity measures have worsened the plight of poor citizens as they were introduced without any safety nets for them.</p>
<p>Finance and Economic Development Minister Mthuli Ncube has been preaching ‘Austerity for Prosperity’ since assuming office. However, in a statement released last Thursday, the UN group said:</p>
<blockquote><p>We are gravely concerned that, as the situation in Zimbabwe deteriorates, the Government is pushing people further into poverty.</p>
<p>We are not aware of any Government measures to provide even minimal safety nets for those who are already living on an economic cliff-edge and who will suffer the most from these regressive policies.</p>
<p>The impact of economic reforms on human rights must be assessed against international norms and standards, in line with the Guiding Principles, on human rights impact assessments of economic reforms.</p>
<p>However, there are serious concerns about how the burdens of austerity will be shared.</p></blockquote>
<p>Ncube has been striving to cut the huge government deficit which has been expanding over the years amid a dwindling revenue base.</p>
<p>To achieve that, Ncube introduced a 2% tax on all electronic money transfers exceeding RGS$10.00 in 2018.</p>
<p>The government followed that by hiking the price of fuel in January, which led to widespread riots which were only halted by the uses of brute force by security agencies.</p>

Zim Govt Pushing People Further Into Poverty - UN Group

<p>Finance Minister Mthuli Ncube said the austerity measures introduced by Government are helping to save money.</p>
<p>Said Ncube:</p>

Austerity Measures Having Positive Impact- Mthuli Ncube

<p>MDC Mutare Central MP Innocent Gonese condemned Finance Minister Mthuli Ncube’s austerity measures targeting the executive as piecemeal and of little significance and a deception. He said that it was ironic that Ncube was preaching the gospel of austerity while cabinet ministers were driving state of the art vehicles. Said Gonese</p>
<blockquote><p>The 5% salary cut of the Executive is a deception, because at their level, most of their remuneration is allowances and perks from gallivanting around the world for mega deals they always claim.</p>
<p>My proposal is that the minister must announce the austerity measures because you cannot hire a $2 million private Swiss jet for President Emmerson Mnangagwa. At least former President Robert Mugabe used Air Zimbabwe.</p></blockquote>
