Most learners under the Basic Education Assistance Module (BEAM) have reportedly been shut out of schools after the government delayed selecting beneficiaries for the programme for 2023, reported <a href="https://www.newzimbabwe.com/beam-beneficiaries-stranded-as-government-delays-2023-selection/">NewZimbabwe.com</a>.
BEAM caters for orphans and other vulnerable children between the ages of six and 19, with 1.8 million learners registered on the programme.
During Wednesday’s Question and Answer session in the National Assembly, legislators said beneficiaries of BEAM were being turned away from school due to non-payment of fees by the government.
MP for Bikita South Josiah Sithole (ZANU PF) asked Public Service, Labour, and Social Welfare Minister Paul Mavima when the BEAM selection of beneficiaries will be carried out.
In his response, Mavima said schools should not turn away learners as BEAM was up to date up to the third term of 2022. He said:

Schools are not supposed to turn learners away because monies have not been remitted to the schools. That is the policy of the government.
As we push for those funds to be transferred to the schools, the learners should continue to learn.
BEAM was up to date up to the third term of 2022, and we are in the first term of 2023.
There is no reason whatsoever for schools to turn away the BEAM registered learners.

Responding to Mbizo MP Settlement Chikwinya (CCC), who had asked why the government had failed to pay fees on time yet the budget was approved, Mavima said:
<blockquote>
As usual, the beginning of the year processes that have to be done with our budget and releases of money does not come at the time we want.
We are pushing for those releases to be done so that schools will not have problems with regard to whatever supplies they need for them to operate efficiently.

BEAM Beneficiaries Stranded As Govt Delays Payment Of Fees

The Government has expressed concern over the slow uptake of funds meant for pupils from economically disadvantaged families under the Basic Education Assistance Module (BEAM) meant to cater for their fees.
The Government is targeting 1.5 million learners across the country’s ten provinces but the number of those who have registered under BEAM falls short of the target.
In 2021, Public Service, Labour and Social Welfare Minister Paul Mavima announced the expansion of BEAM to buying school uniforms, paying examination fees and stationery for the learners who would have qualified. Previously, BEAM was limited to tuition fees.
Speaking to The Sunday News on Friday, Mavima said he could not readily provide the figures of those who had registered so far.
He, however, confirmed that the Government had not reached its target under the programme amid indications that the late start of the new school calendar may have contributed to the low number of learners who have registered under the facility. Said Mavima:

We are coming out of COVID-19, which is part of the main reason, there was a late start to the new school calendar so the registration is still ongoing.
Part of it also needs us to embark on information dissemination about the availability of the resource.

There are allegations of corruption in the awarding of funding for learners, with some teachers and officials accused of registering their children ahead of those genuinely in need.

Less Than 1.5 Million Learners Register For BEAM

The government has pledged to pay school fees for at least 1.5 million children under the Basic Education Assistance Module (BEAM) in a move it says is meant to cushion the vulnerable from the shocks of the COVID-19 pandemic.
This figure has been increased from six hundred thousand (600 000) as a result of the impact of the COVID-19 pandemic which has affected family incomes.
Speaking to ZBC News, Deputy Minister of Public Service, Labour and Social Welfare, Lovemore Matuke said:
<blockquote>
We urge parents to apply and education officers to assist by forwarding the names to the ministry.
We have the budget and we are looking at paying for every child who needs the assistance.
</blockquote>
The fund will also cater for those who are writing examinations as the government insists that no child should be left out on account of financial challenges.
