Bulawayo City Council council have blocked a move to reverse a council resolution barring informal traders from operating along Fifth Avenue.
The councillors say the road should be opened for human and vehicular traffic.
The local authority closed the road to vendors at the onset of the COVID-19 pandemic in 2020.
However, two years later, the council has failed to remove the informal traders operating along Fifth Avenue.
The local authority identified sites for vendors to operate from. The spots are near the Highlanders Football Club clubhouse and another at the corner of Lobengula Street and First Avenue. But the vendors say the sites are far away from their targeted clients.
According to the latest council report that was tabled before a full council meeting last Wednesday, council management had proposed the official reopening of the street to accommodate informal traders. Reads the report:

With the coming of COVID-19, council on 3 June 2020 resolved that 5th Avenue (stretching from Robert Mugabe to Lobengula Street) be closed off permanently to any form of trading and henceforth the closed street be re-opened as a public road that accommodates two-way traffic as per the Roads Act provisions.
Despite the fact that this whole process was consultative, disgruntled informal traders took the matter to court.
The court dismissed their application and upheld the Council’s resolution of opening the road for vehicular traffic.
There had been an application from informal traders to close off 5th Avenue for informal trading activities, in light of the discussions around 5th Avenue, four options exist.
The options are informed by the need to strike a balance amongst a multifarious use, that is parking, informal trading and vehicular traffic and the property owners.

The first option tabled would be to maintain the existing bays prior to COVID-19 and leave the planning area with 880 informal trading bays.
The second is to have the planning area with 952 informal trading bays occupying parking bays on both ends of the planning area.
The third option suggested is that the area will have two riding lanes and parking bays to the north but with 557 informal trading bays.
The fourth and final option is to maintain the status quo of opening up 5th Avenue to vehicular traffic without any consideration of informal trading activities.
Management was reportedly pushing for the adoption of option three, saying it leaves the area with fewer vending bays and would accommodate all the users including property owners.
However, councillors dismissed the move by management. Acting Mayor, Councillor Mlandu Ncube said what was dangerous with the move was that it would appear as if the local authority was regularising illegality. He said:

We cannot create a problem by trying to solve another problem, in this city we are clear that 5th Avenue is a road, people must drive along that street.
When that street was closed there were people operating there, whom we consulted properly and gave them bays somewhere else, some, unfortunately, did not get them because of the limited space and went home.
Suddenly, despite this resolution, we woke up to people now operating there and two years after we are failing to remove these illegal elements, now we want to regularise those illegal elements, which is dangerous.
We will create a problem, with our people who were originally trading there, we can only start talking about that area when all offenders have left.

Councillors Block Reopening Of Fifth Avenue Market In Bulawayo

The Bulawayo City Council (BCC) has temporarily suspended the current 72-hour water-shedding programme in the Tuli Reservoir zone following a major pipeline burst.
In a public notice issued on Wednesday, 26 October 2022, the City of Bulawayo’s acting Town Clerk Sikhangele Zhou said several suburbs will be affected. She said:

The City of Bulawayo would like to advise members of the public of water supply interruptions to all areas fed by the Tuli Reservoir.
This is due to a burst that occurred on the clear water line supplying the Tuli reservoir between Ncema and Fernhill Pump Stations.
The following areas are likely to be affected: Lochview, Sunninghill, Marlands, Glencoe, Riverside, Waterford, Manningdale, Willsgrove, Buenavista, Douglasdale, Fortunes gate, Selborne Park, Matsheumhlope Esigodini, Imbizo Barracks, Parklands, Khumalo, Queens Park, Suburbs, Mahatshula, Woodville, Kingsdale, Killarney.
The City of Bulawayo will temporarily suspend the current 72-hour water-shedding programme in the Tuli Reservoir zone until the burst pipe is repaired.
Residents are advised that supplies will be restored once the repair works have been completed and pumping has resumed and the Tuli reservoir has been raised to acceptable levels.
Residents are requested to conserve water and keep taps turned off in the event that the work is completed sooner.

Bulawayo Council Suspends Water Rationing For Several Suburbs

Residents of Bulawayo, Zimbabwe’s second-largest city, face a water crisis after the Zimbabwe Electricity Transmission and Distribution Company (ZETDC) cut off electricity at the city’s water pumps for emergency maintenance of electricity infrastructure.
In a statement issued on Wednesday, 19 October 2022, the City of Bulawayo’s acting Town Clerk Sikhangele Zhou advised residents that the current 72-hour shedding programme will be suspended as water supplies will be cut off to all areas until the power utility restores electricity. Reads the statement:

<h2>NOTICE OF POSSIBLE WATER SUPPLIES INTERRUPTION AND TEMPORARY SUSPENSION OF 72-HOUR SHEDDING DUE TO THE ZETDC SHUTDOWN AT ESIGODINI.</h2>
The public is hereby informed of water supply interruptions to all suburbs as a result of an emergency maintenance shutdown by Zimbabwe Electricity Transmission and Distribution Company (ZETDC) at Inyankuni in Esigodini on Wednesday, 19 October 2022 from 07:00hrs to 18:00hrs.
This will have an impact on raw water pumping volumes at both Ncema Treatment Works and Fernhill Booster Station, and consequently, affect production at Criterion Water Works. 
The shutdown will result in minimal pumping or treatment at all three of the above-mentioned stations, depleting the City’s Supply and Distribution reservoirs.
To prevent the water system from collapsing, the City of Bulawayo will temporarily suspend the current 72-hour shedding programme and cut off supply to all areas until the ZETDC shutdown is completed and power is restored at all three plants, allowing water treatment and pumping to resume.
Residents are advised that supplies will be restored once treatment and pumping have resumed and the city reservoirs have been raised to acceptable levels. 
Meanwhile, residents are advised to conserve water and keep taps turned off in the event that the work is completed sooner.
The City of Bulawayo wishes to apologise to its valued consumers for the inconvenience likely to be caused.

ZESA Shutdown Triggers Water Cuts In Bulawayo

One primary school in Bulawayo — Aisleby — recorded a zero per cent pass rate in the 2021 Grade 7 Zimbabwe Schools Examination Council (ZIMSEC) examinations.
According to the latest council report, the overall pass rate of the 30 Bulawayo City Council-owned primary schools was 55.92 per cent.
Mawaba in Lobengula West was the best performing school with a pass rate of 79.5 per cent, followed by JW Mthimkulu in Magwegwe West with a pass rate of 76.5 per cent.
4 807 learners set for the exams with 2 688 passing the six subjects with a five or better. Part of the report reads:
<blockquote>
The results were the first Junior Examination in Primary Schools, based on the Competence-Based Curriculum which has additional learning areas- Agriculture, Information Technology, Science, Technology, Social Sciences and Physical Education- being examined for the first time.
The 2021 pass rate was 55,92 per cent based on six subjects passed as per the City of Bulawayo standards, three schools performed above 70 per cent, nine schools performed between 60 per cent and 69 per cent, nine schools performed between 50 per cent and 59 per cent, five schools performed between 40 per cent and 49 per cent, one school performed between 30 per cent and 39 per cent and two schools performed below 10 per cent.
The top three council schools in the 2021 Grade 7 examinations were, Mawaba 79.5 per cent, JW Mthimkhulu; 76.52 per cent and Nketa 72.5 per cent.

According to the report, Malindela which was in the first position in 2020 fell by 18.36 per cent and dropped to position seventh in 2021. Reads the report:

Ntshamathe which was in the second position also fell heavily in 2021 from 75.97 per cent to 60.68 per cent dropping by 15.29 per cent, JW Mthimkhulu which was in third place in 2020 rose to position two gaining 5.33 per cent to 76.52 per cent.
Mganwini was also among the notable schools that fell as it dropped by 13.42 per cent from 60.12 per cent to 46.70 per cent.
Aisleby maintained the bottom place and had a zero per cent pass rate similar to 2020.
At second position from the bottom was St Peters which lost 11 per cent from 13.56 per cent to 2.56 per cent.
Ingubo at position three from the bottom continued to disappoint losing 3.26 per cent from 38.74 per cent to 35.48 per cent.
Josiah Chinamano was the most improved school gaining 26.04 per cent from 32.52 per cent to 58.56 per cent with Senzangakhona having three learners who scored six units each.
… Overall, 22 schools out of 30 schools had a pass rate above 50 per cent and eight compared to 10 in 2020 performed below 50 per cent.

The local authority noted that the long period of schools closure from the first term to the second/third term in 2021 reduced teacher-learner contact time in the year 2021.
This meant that there was no adequate coverage of syllabi content and yet the examinations questions were derived from the entire syllabi, said the Council.

Bulawayo School Records Zero Percent Pass Rate In Two Consecutive Years

The eight Bulawayo City Council (BCC) councillors who won in the 26 March by-elections were sworn in on Monday.
The swearing-in ceremony, which was held at the council chamber, was attended by the newly-elected councillors, other councillors, heads of council departments, and invited guests.
All the eight councillors were elected on Citizens Coalition for Change (CCC) tickets, with five of them formerly MDC Alliance councillors who were recalled from Council by the MDC-T.
The eight are Edwin Ndlovu (Ward 8), Donaldson Mabutho (Ward 9), Lilian Mlilo (Ward 12), Concilia Mlalazi (Ward 13), Christopher Dube (Ward 19), Alderman Earnest Rafamoyo (Ward 20), Tinevimbo Maphosa (Ward 21) and Mpumelelo Moyo (Ward 26).
The swearing-in ceremony was presided over by BCC Town Clerk Christopher Dube while council chamber secretary Sikhangele Zhou assisted the councillors in reciting the oath.
In his remarks soon after the swearing-in ceremony, Bulawayo mayor Solomon Mguni urged all the councillors to work together across the political divide. He said:

For the first time in 20 years, we now have a multiparty chamber and we should work together as councillors for the City of Bulawayo.
We have been given the mandate to serve our people and we call upon unity in the cockpit and serve everyone equally and equitably and the committees should embrace each and every one of us.

Our main mandate is carrying upon our shoulders the vision of the city, which is to be a smart and transformative city by the year 2024 and we expected all of us to champion this vision and be guided by the values of the city that is integrity, transparency, innovation, accountability, fairness and consultation.

Eight CCC Bulawayo Councillors Sworn In

The Bulawayo City Council (BCC) has reduced its “exorbitant” parking fees following complaints from motorists and the public.
The City of Bulawayo, in partnership with Tendy Three Investments, recently introduced a new parking system where motorists were asked to pay US$1 for a 30-minute prime parking spot and US$1 for an hour parking spot in other zones.
In a statement released on Friday late afternoon, Bulawayo Town Clerk, Christopher Dube, said that with effect from Monday 21 March 2022, the Central Business District has been designated into a single US$1 for 1-hour fee zone.
This means that the US$1 for 30 minutes fee for a prime parking spot has been scrapped. Said, Dube:

The City of Bulawayo would like to advise members of the public and the motoring public that with effect from Monday 21 March 2022, the Central Business District has been designated into a single zone of one hour/ US$1 or at equivalent bank rate through Ecocash POS or ZWL cash.
This notification cancels the 30 minutes /US$1 zone that was in place at the core of the city.

City Of Bulawayo Adjusts Parking Fees

A 55-year-old man allegedly stole a Bulawayo City Council (BCC) vehicle last month and spray painted it to erase the logo.
The suspect was intercepted by the police in Esigodini on Friday while driving the stolen Mazda B1600 vehicle which had a car tracking system installed. Police said in a post on Twitter:
<blockquote>
Police in Bulawayo arrested Ignatius Sounds Mudzudzu (55) for theft of a motor vehicle case that occurred in Bulawayo CBD on 04/03/22 at about 1000 hours.
The suspect was intercepted by the Police while driving the stolen Mazda B1600 vehicle, installed with a car tracking system, at the Crocodile area in Esigodini.
A container of Glue Devil spray paint which he used to deface the company’s vehicle logo was recovered in the vehicle.
Further investigations linked the suspect to two more cases which occurred in Bulawayo CBD on 07/02/22 and 20/02/22, in which he allegedly stole two vehicles and sold them in Mozambique.

Thief Spray Paints Council Vehicle To Conceal Crime

The Bulawayo City Council has advised residents of an interruption to the water supply to all areas fed by the Tuli Reservoir this Wednesday.
In a public notice today, Acting Town Clerk, Sikhangele Zhou said water will be cut off from the affected areas to undertake some emergency repairs following a leak that developed within the last 24 hours. Said Zhou:

The City of Bulawayo would like to advise members of the public that there will be an interruption to the water supply to all areas fed by the Tuli Reservoir on Wednesday, 23rd February 2022.
This is due to emergency repairs that need to be effected due to a bad leak that developed within the last 24 hours.

The affected areas that are supplied by the Tuli Reservoir are Lochview, Sunninghill, Marlands, Glencoe, Riverside, Waterford, Manningdale, Willsgrove, Buenavista, Douglasdale, Lookout Masuku Barracks, Fortunes Gate, Selborne Park, Matsheumhlope, Parklands, Khumalo, Queenspark, Suburbs, Mahatshula, Woodville and Kingsdale. Bulawayo Cuts Water Supplies To Several Suburbs

The City of Bulawayo is set to demolish 12 church structures that are either derelict or have been illegally constructed.
According to the latest council report, the churches have been issued with notices to rectify or demolish their illegal structures.
If they fail to do so, the local authority will use its own resources to demolish the buildings, with the churches bearing the costs.
The 12 churches are Zion Christian Church (Emganwini), The Living Gospel World Church (Emganwini), Assemblies of God Church (Tshabalala), Johanne Masowe (Nkulumane), The Same God Apostles ((Pumula East), Holy Apostolic Church in Zion (Pelandaba), Gospel Preaching Ministry (Nkulumane), Potters House Christ Fellowship (Nkulumane), Apostolic Faith Mission of Zimbabwe (Nkulumane), St Lukes United Methodist Church (Nkulumane), Zaoga Church (Nkulumane) and New Birth Fellowship in Nkulumane.
The Bulawayo City Council (BCC) is not only targeting churches as there are 47 structures in total that were identified as being derelict with the owners given notices to rectify their structures.
Last year, the local authority identified illegal structures in the city, including churches and residential properties, and thereafter issued them with notices.
The City of Bulawayo has the authority to repossess such properties as guided by the Titles Registration and Derelict Lands Act (Chapter 20:20).

The Act states: Persons having claim on derelict land may apply to High Court or other public body upon immovable property in Zimbabwe and such property is abandoned, deserted, derelict, and the owner thereof cannot be found, it shall be lawful for the person or body claiming such rate or assessment to apply to the High Court, stating the amount claimed to be due and the grounds applying for relief under this Act.

12 Churches Face Demolition In Bulawayo

Bulawayo Community health workers have gone for eight months without receiving their COVID-19 allowances from the City of Bulawayo.
The workers claimed that the local authority has not been releasing funds from the Health and Child Care ministry since March.
They have also lamented poor working conditions, citing the council’s failure to provide personal protective (PPE).
City director of health services Dr Edwin Sibanda said the Health Ministry is yet to release the funds. He said:

COVID-19 allowances are given out by the ministry. In a meeting that we had yesterday, we agreed that a follow up has to be made so that the recipients get the money.

He implored community health workers to lodge their complaints with community health nurses they report to so that they get PPE.

Bulawayo Community Health Workers Go For 8 Months Without Covid Allowances

The City of Bulawayo has seized some houses belonging to heavily indebted residents and auctioned them in a bid to recover what it is owed.
This was revealed by the local authority’s finance committee chairperson councillor Tawanda Ruzive.
Ruzive said the Bulawayo City Council (BCC) is owed over ZWL$1.9 billion by defaulting residents and warned defaulters to settle bills or risk losing their houses. He said:
<blockquote>
So, we are dealing with the late ratepayers. Anybody who is a debtor and is in our books is liable. Some houses have actually been taken to court for auctioning.
That’s how serious this is. We know it’s not a good thing to do, but when someone is very negligent and not willing to come to council to negotiate, we are left with no option, but to use the credit policy, and we are going to be using this all the way.

He did not reveal the number of houses that were auctioned by the council over outstanding bills but BCC has been sending letters to residents this month threatening to disconnect water supplies over unpaid bills.
Ruzive said the local authority was failing to provide efficient services because of the failure by residents to settle their debts. He added:
<blockquote>
Because we don’t collect that money, come next year, we will be forced to increase our supplementary budget, to cover for those who are not paying. It’s very unfair to those that are paying.
There are some tenants who pay landlords US$400 to US$500 on the eastern side, but those landlords, fail to pay rates and water bills to the council.

Bulawayo Residents Lose Houses To Council Over Debts

Bulawayo City Council Director of Health Services Dr Edwin Sibanda has claimed that the Diarrhoea cases recorded recently in the Tshabalala extension suburb could be exaggerated and not a true reflection of the situation on the ground.
Sibanda suggested that some residents were pretending to be sick in order to benefit from handouts distributed by some non-governmental organisations.
Bulawayo was hit by a fourth diarrhoea outbreak in as many months as the local authority struggles to provide tap water to residents and was forced to implement a 72-hour water-rationing regime.
Sibanda made the remarks while giving an update of the diarrhoea situation during a Bulawayo Water and Sewerage Services Improvement Project Water and Service Delivery Indaba held at the Large City Hall on Thursday. He said:
<blockquote>
As we speak there are 1 093 cases. Of those, nine were recorded yesterday including one death.
I must hasten to add there was an effect modifier in terms of the number of diarrhoea cases that were recorded at Tshabalala Clinic.
Some of our partners were distributing non-food items such as buckets, bars of soaps, sanitisers whose requirement or qualification to receive such was a card from the clinic showing they were treated for diarrhoea.
After that the numbers shot up at the clinic and the nurses came down to say, ‘Ok we would want stool samples from all patients that have diarrhoea here’ and the numbers came down crashing because people were coming literally to get the card so as to go and get non-food items.
We fear that the total number of cases there may not be as high as recorded because some of them were kind of spurious figures – people wanting to get non-food items but the report objectively says, ‘tell the partners to stop distributing the non-food items because they were causing this increase in the number of cases of diarrhoea so we said that affect our figures.

Sibanda revealed that 71 stool samples were sent to both internal and external laboratories and four came back positive for Shigella Flexneri.
He said 15 water samples were collected and five came back unsatisfactory, meaning there were some bacteria in one form or the other.
From the five unsatisfactory water samples, Escherichia coli (abbreviated as E. coli) was identified.

The Bulawayo City Council (BCC) is rolling out a vaccination campaign targeting residents aged 16 and 17.
In a statement on Tuesday, Bulawayo Town Clerk Christopher Dube said while the city fathers are especially targeting the aforementioned age groups, the vaccination of those aged 18 and above will continue.
Dube said the vaccination programme targetting those aged 16 and 17 will take place at all municipal clinics, Central Hospitals, Mater Dei Hospital, all secondary schools and outreach points. Said, Dube:

The City of Bulawayo in conjunction with the Ministry of Health and Child Care, Ministry of Primary and Secondary Education and partners will be conducting a vaccination programme targeting the 16 to 17 years age group. During the campaign, the Vaccination to the 18 years and above age will continue.
Based on the available scientific data in line with the Medicines Control Authorities of Zimbabwe guidance, the specialist paediatricians have recommended the vaccination of the 16 to 17 years age group with Sinovac COVID -19 Vaccine, whilst the protocol for the younger age groups is still under consideration.
Vaccination will be given at all Municipal clinics, Central Hospitals, Mater Dei Hospital, all secondary schools and outreach points.

On the 1st of this month, the Government directed secondary schools, colleges, universities and vaccination centres in all provinces to commence the vaccination of the 16 to 17 years age group against COVID-19 with immediate effect.

Bulawayo Rolls Out COVID-19 Vaccination For 16 And 17 Year-olds

The Bulawayo City Council (BCC) is exasperated with residents who abandon their stands after acquiring them which makes it difficult for the local authority to recover money for rates.
Last year, City of Bulawayo repossessed 179 stands in Cowdray Park, Entumbane and Pumula after some of the owners went for up to 22 years without making any meaningful development on them.
Bulawayo deputy mayor Mlandu Ncube said the abandoned stands had become havens for criminals and others turned into illegal dumpsites, posing a danger to the residents.
Ncube said BCC expects residents to develop their stands within a five-year time frame and failure of which the stands must be repossessed.
Council has the authority to repossess the abandoned stands using the Titles Registration and Derelict Lands Act (chapter 20:20). The Act states that:

Persons having claim on derelict land may apply to High Court or other public body upon immovable property in Zimbabwe and such property is abandoned, deserted derelict, and the owner thereof cannot be found, it shall be lawful for the person or body claiming such rate or assessment to apply to the High Court, stating the amount claimed to be due and the grounds applying for relief under this Act.

Abandoned Stands Headache For Bulawayo

Bulawayo City Council (BCC) has advised residents that there have been disruptions in water supply following an emergency shutdown by the City Council due to power outages.
In a statement this Thursday, Bulawayo Town Clerk, Christopher Dube said the shutdown will persist until power is restored. The statement read:

The City of Bulawayo would like to advise members of the public that there will be an emergency shutdown of water supplies to all residential areas in the City except for Industry and the Central Business District on Thursday, 4 November 2021.
The interruption is due to power outages experienced from yesterday (Wednesday, 3 November 2021) up to today at Ncema Treatment Works and Fernhill Booster Station that resulted in the loss of treatment and pumping. This has resulted in low reservoir levels across the city.
Further to that, there was a loss of pumping due to a power outage at the Rochester pump station in Nyamandlovu resulting in a lack of pumping from the Aquifer.
The shutdown will be maintained until the restoration of power supply and pumping to enable treatment and to allow for the supply reservoirs to gain to satisfactory levels.
The City wishes to further advise that there will be a disruption to the water-shedding programme for areas supplied by the Tuli, Rifle Range and Hillside Reservoirs.
The Zimbabwe Electricity Transmission Distribution Company is already on the ground investigating the cause of the outage and low voltage and are working towards the restoration of supplies.
Residents are further advised to conserve water accordingly and ensure that taps remain turned off in case of earlier re-supply.
Bulawayo City Council wishes to apologise to its valued consumers for any inconvenience caused.

Bulawayo Shuts Down Water Supply To Residential Areas

The City of Bulawayo (BCC) has identified 18 properties in the affluent suburbs of Selbourne Park and Hillcrest where the owners built illegal structures.
The council has since issued the owners with 21-day notices for appropriate measures to be taken or face the demolition of the structures.
BCC has in the past couple of months been on an exercise of identifying some of these illegal structures in the city and in its latest report, it said it identified 17 structures in Selbourne Park and one in Hillcrest built illegally.
The list also includes a property owned by Ward 14 councillor, MacDonald Chunga in Selbourne Park. The report reads in part:

The Director of Housing and Community Services (Mr Dictor Khumalo) reported that in terms of the model building by-laws (1977), no construction should be done without approved plans and requisite inspections by Council.
As such the developments should be regularised if they met all Council by-laws and policies subject to relevant penalties paid. If they could not comply, then the development had to be removed accordingly.
The Department carried routine inspections around the city. Appropriate 21 days notices had been issued.
If no corrective action was taken penalties would be charged and where appropriate demolishing procedures instituted.

Bulawayo City Council (BCC) will now install pre-paid gas meters in new residential areas under a piped gas reticulation system, as demand for liquefied petroleum (LP) gas surges in the wake of debilitating power cuts.
A report of the BCC land planning department reveals that the local authority has been receiving numerous unsolicited bids from various firms regarding the provision of pre-paid LP gas at residential homes, proposals that have since been approved by the city fathers. The report reads:

With this in mind therefore it was proposed that the BCC embrace the provision of piped gas reticulation which would comprise of a distribution depot, a mainline from the distribution centre, piping from the mainline to the households and prepaid meters for each consumer as opposed to the current situation where each individual household had its own gas tank at household level.
In this instance, it would entail that in new residential areas, as the stands were being serviced, the piping for gas provision also became part of servicing . . . This meant that households would no longer need to have individual gas tanks as the gas would be channelled through the distribution lines from the depot.
The individual consumers would have prepaid meters installed at their premises and would be able to access the amount of gas they would have purchased.

Statistics from the <a href="https://www.pindula.co.zw/Zimbabwe_Energy_Regulatory_Authority">Zimbabwe Energy Regulatory Authority (ZERA)</a> show that the country is recording a spike in the consumption of gas as an alternative energy source.
In the first quarter of 2021, Zimbabweans used 13 million kilogrammes of LP gas, up from 11 million kg consumed during the same period in 2020, the ZERA said.
A kg of LP gas retails for anything between US$1.90 to US$2.20 or anything above ZW$320 in local currency at garages in Bulawayo.
In September, ZERA set the LP price for a kg at US$1.92 up from US$1.185 in August or ZW$164.94 in local currency.

The Bulawayo City Council (BCC) has been rocked by a critical shortage of nurses who are resigning from council-run clinics in large numbers.
In its latest report, BCC revealed that apart from the shortage of nurses, the city had also been hit by a shortage of ambulances. The report reads:

The Director of Health Services on 8 September reported that there was a critical shortage of nursing staff at clinics. Nurses were resigning in big numbers monthly.
… Council was operating with few ambulances. One ambulance is dedicated to COVID-19. Every time an ambulance completed the delivery of a patient, it is disinfected.

The report said that during a recent council meeting, Ward 4 councillor <a href="https://www.pindula.co.zw/Silas_Chigora">Silas Chigora</a> noted that some local council clinics and other COVID-19 vaccination centres in the city turned away residents with no identity documents.
This is being done in spite of a government directive instructing all health centres to accept recommendation letters from community leaders for people with no IDs. Read the report:

Bulawayo City Council (BCC) has warned residents against drinking borehole water saying it (council) has no capacity to treat the water.
In its latest council report, the local authority warned that borehole water was a potential health risk.
The council said sewer overflows and bacteriological contaminated soil are the main sources of borehole contamination.
The local authority advised residents to boil borehole water before drinking it. The council report read:

The Director of Engineering Services reported (29th July, 2021) that borehole water was not treated water nor did Council have the capacity to treat or protect such water from contamination.
In that regard, bacteriological quality of borehole water could not be guaranteed since the water was untreated and subject to contamination at any time from environmental factors like sewer overflows and bacteriological contaminated soil.

Bulawayo Warns Residents Against Drinking Borehole Water

Bulawayo City Council has made it mandatory for homeowners to display the property number outside.
The local authority has updated its Fire Brigade by-laws and will fine homeowners Z$5 000 for failure to display the street number.
It says displaying numbers will assist emergency services to locate addresses quicker. The amended by-laws state:

For purposes of easy identification by any member of the Service in an emergency, every owner or occupier of premises must ensure that the correct street number of the premises is displayed clearly on the street boundary of the premises in numbers at least 75 millimetres high; is visible from the street and is maintained in a legible condition at all times.
</blockquote>
Moreover, it is now an offence for anyone to make a bonfire or burn any rubbish or straw, shavings, standing grass or other vegetation or other flammable or combustible materials in any street, sanitary lane or thoroughfare or in any park or open space or within a distance of 15 metres of any building, whether private property or not, without first having obtained the written permission of the council. The by-law reads:
<blockquote>
The council shall have the right to refuse permission in any case in which it considers the lighting of a fire for any of the purposes mentioned would endanger life or property.
No person having control of any vacant piece of land shall allow grass or rubbish to accumulate in such a manner and in such quantities as may be likely to cause danger of fire to any building.
Council may, by notice in writing, require any person to remove such materials or such grass or rubbish or to take such reasonable precautions as the council may deem necessary…
If such person fails to comply with such notice the council may remove such materials or such grass or rubbish and may recover the cost of so doing from such person, in addition to which such person shall be liable to prosecution for a breach of these by-laws.
</blockquote>
The local authority has also authorised the Fire Brigade to examine any building for adherence with fire prevention protocols. Reads the amended by-laws:

If in the opinion of the council, any building or its use is a source of danger to persons or property by reason of the risk of fire, the council shall, by notice in writing, advise the owner and/or occupier of such building that the use of such building or premises is to be restricted by the total prohibition of its use until such time as it has been modified to meet the council’s requirements.

MDC-T Councillors have abandoned plans to construct a ZWL$25 million luxurious mansion for the city’s Mayor Solomon Nguni at Selbourne Park following a public outcry over the move.
The Douglas Mwonzora-led MDC-T dominated Bulawayo City Council had recommended the local authority should build a mayoral house on a stand owned by the council in the low-density suburb.

Bulawayo Councillors Make U-Turn On Mayoral House

The Bulawayo City Council (BCC) has announced plans to demolish several church buildings in the city for not adhering to the local authority’s building standards.
Demolition notices have also been sent to residents who failed to comply with the city’s model building by-laws.
In its latest council report, BCC revealed that about 16 churches, mostly in Cowdray Park and Entumbane high-density suburbs were issued with demolition notices. The report read:

The department of housing and community services has carried out routine inspections around the city.
</blockquote>
Some of the churches targeted for demolition are Tabernacles of God, Marimba Church of God, Bethesda Church of Zion, Masimba Apostolic Church, Assemblies of God Church, Sangano Revapositori Church and Jesus Promotion Ministries, among others.
The city’s director of housing and community services, Dictor Khumalo said no construction should be done in the city without approved plans and requisite inspections.
He said the affected churches had been given a 21-day notice to rectify the structures.
Recently, Council condemned 51 buildings in the city centre after they were adjudged to be dilapidated and posing a danger to inhabitants and passers-by.

Bulawayo City Council says its ability to attend to sewer chokes has greatly been compromised by surging coronavirus infections in the country which have also affected its employees.
In a statement this Saturday, Bulawayo Town Clerk Christopher Dube revealed that five out of eight teams are currently in quarantine and isolation after some of their members tested positive for COVID-19. The statement read:
<blockquote>The City of Bulawayo would like to advise the public that its sewer task teams have been affected by the rising number of COVID-19 cases.
As a result, this has impacted negatively on service delivery resulting in a growing backlog of sewer chokes that need to be attended to.
Whilst all the precautionary measures of masking up, social distancing and hand sanitizing have been meticulously observed as well as vaccination is underway, this has not averted the spread of COVID-19 among Council staff, especially outside the work environment.
The COVID-19 cases have resulted, in some instances, in the quarantine of the whole teams, wherein a member has tested positive, with five out of eight teams currently in quarantine and isolation.
This has greatly reduced staffing levels available to attend to outstanding sewer blockages throughout the city, hence negatively impacting the reaction time for attending to sewer reports.
As a consequence, a further increase in the sewer blockage backlog might be observed. Council is currently exploring ways to combat the situation through other means.
The City of Bulawayo, thus, wishes to apologise to its valued customers for any inconvenience that is likely to be caused.</blockquote>

Bulawayo Struggles To Attend To Sewer Chokes As COVID-19 Strikes Employees

Bulawayo City Council (BCC) has warned residents that it will ban funeral gatherings at its cemeteries if people continue exceeding the number of mourners permitted under current lockdown regulations, saying burials were becoming coronavirus super spreaders.
The government announced that not more than 30 people must attend funerals but it has been noted that most people were not adhering to the directive.
Bulawayo Deputy Mayor Councillor Mlandu Ncube said that funerals were fast being singled out as hotspots and they would soon be forced to reserve burials for undertakers only. He said:
<blockquote>Health experts have told us that these funerals are now super spreaders therefore our residents should have this in mind and comply with the laid down guidelines in terms of the people who can attend funerals.
However, if the public chooses to continue ignoring these guidelines we will be forced to introduce a policy where we will ban funeral gatherings as a means of saving lives because we cannot continue relaxing while this pandemic takes our close friends and relatives.</blockquote>
Debating at a virtual full council meeting, councillors singled out burials and the continued flocking into the Central Business District (CBD) by residents as some of the avenues that were causing high levels of infections in the city.
Statistics from the Ministry of Health and Child Care revealed that in the past six days up to Friday, out of the 394 deaths recorded in the country, Bulawayo had 74 COVID-19 related deaths.

Bulawayo Mulls Banning Mourners From Cemeteries

Bulawayo City Council (BCC) Tuesday told residents that it cannot guarantee uninterrupted water supplies to all areas due to intermittent power supply being experienced.
In a statement, Bulawayo Town Clerk Christopher Dube said if the power supply situation continues, high lying areas may start experiencing low water pressure and water cuts. Said, Dube:
<blockquote>The City of Bulawayo would like to inform residents of Bulawayo that there may be possible water supply interruptions due to the intermittent power supply being experienced citywide.
The Ncema and Fernhill Pump Stations last night lost 3hrs of pumping and the Criterion Water Treatment Works still has no power since 18:18hours yesterday (Monday, 28 June 2021).
Residents are advised that this has negatively affected the treatment of water as well as pumping of both raw water and clear water.
If this situation continues, high lying areas may start experiencing low water pressure and intermittent water supply.
As these challenges are being experienced residents are requested to note that the city is not under Water Shedding except for the suburbs supplied by Tuli Reservoir.

On Monday, Energy and Power Development Minister Zhemu Soda Monday <a href="https://zero.pindula.co.zw/zimbabwe-faces-prolonged-power-outages-after-surge-hits-power-stations/">said the country faces prolonged power outages</a> after a surge in electricity imports from neighbouring South Africa overloaded the network and caused generating plants to fail.
Speaking by phone to Bloomberg, Zhemu said the surge caused a nationwide blackout in the early hours of Monday, as it affected output at the Kariba hydropower plant and the coal-fired Hwange Power Station.

Power Outages Interrupt Water Supply In Bulawayo

Bulawayo City Council has reportedly awarded former deputy mayor, Tinashe Kambarami an industrial stand.
Early this month, Kambarami caused a stir at council chambers after he tried to attend a full council meeting despite his recalling by the MDC-T.
He demanded to be recognised as the deputy mayor after his acquittal by the Supreme Court but the ruling was of no effect as he was recalled by the Douglas Mwonzora-led party.
The former deputy mayor had to be ejected from the chambers by security, with the mayor, Councillor Solomon Mguni labelling him an intruder.
The Sunday News claims the mayhem could have been used as a smokescreen to divert the public from a deal between Kambarami and the council.
The publication said Kambarami had applied to purchase an industrial stand in the city, through a company he co-owns with his wife Rosemary — Grade One Private Limited.
Although in the council report, the Kambaramis are not named as directors, enquiries at the Companies and Deeds office revealed that the two are co-directors of the company.
The stand in question was to an extent of 3373 square metres that was surrendered to council by the previous owner and made available for re-allocation to other deserving applicants.
The Kambaramis are expected to pay a selling price of US$11 300 excluding 14,5 per cent Value Added Tax or Zimbabwe dollar equivalent subject to the foreign currency exchange auction rate, among other conditions.
Meanwhile, Bulawayo City Council corporate communications officer, Bongiwe Ngwenya said Kambarami is no longer a serving councillor.
She said the only way he could make it back to council chambers was if he challenged his expulsion in the courts.

Fired Former Bulawayo Deputy Mayor Allocated Industrial Stand

Bulawayo City Council (BCC) Town Clerk Christopher Dube said the local authority will take drastic action that could see ratepayers losing their homes over unpaid bills.
BCC is owed over $1.1 billion by residents, businesses and Government departments in the city and its ballooning debt has left it technically insolvent as its debtors almost equal its creditors.
As of March 2021, the local authority was owed $1.13 billion while it owed $1.06 billion.
Dube told a media briefing on Tuesday that water disconnection was not an effective debt recovery strategy and Council will be forced to take radical measures to force ratepayers to clear their debts. He said:
<blockquote>We are not going to be using one strategy (water disconnections), we are going to use so many of these strategies.
First, we will disconnect you, if it doesn’t work, we will take you to court and, in the end, you will end up losing your property.
We try to conscientise our residents through various forms of media and also through our councillors.
We also try to make sure that the money that has accumulated through a 10 per cent retention scheme is also used in various wards so that people can understand that payments is good for everyone maybe that will also encourage the residents.
The serious one would be taking you to court and take away properties, unfortunately.</blockquote>
The Council is under fire from residents due to failure to attend to burst sewers on time, dilapidated road networks, failure to consistently provide water and collection of refuse.

10 000 litres of diesel meant for major road projects disappeared from Bulawayo City Council (BCC)’s roads department, it has emerged.
BCC reportedly conducted an internal investigation on the matter where the acting director of roads, Dalithemba Sibanda, got away with just a written warning.
Bulawayo Town Clerk Christopher Dube confirmed to Sunday News that they have supplied the Zimbabwe Anti-Corruption Commission (ZACC) with all the documents relating to the matter which they had requested for further investigations.
A source revealed to the publication how the local authority discovered that 10 000 litres of diesel were unaccounted for. The source was quoted as saying:
<blockquote>The audit findings had indicated that between December last year and February, council received 20 000 litres of diesel for service delivery and road projects.
The fuel was delivered and stored at the Khami Road main stores. Between January 11 and February 26, Mr Sibanda allegedly issued several requisitions to stores instructing the stores controller to issue fuel to fuel tankers that were purportedly said to belong to Asphalt Products (Pvt) Ltd, a contractor that had won the contract to undertake road works in the city.
Sometime in February, the contractor ran out of fuel before completion of the project and was asked why he could not complete the works as per the contract after having been paid in advance and he explained that he had not received fuel and was expecting 10 000 litres, which Mr Sibanda could not account for.</blockquote>

The Bulawayo City Council (BCC) will slowly introduce a programmable water-shedding regime which will be gradually suspended towards mid-March 2021 following improved water levels in the city’s supply dams.
In a statement issued after a special council meeting held today, Friday, 5 February 2021, the mayor of Bulawayo, His Worship Solomon Mguni revealed that dam levels have risen by at least 30% from an overall percentage of 20% in November 2020 to 53%.
Cllr Mguni said the Council today resolved for a gradual water restoration strategy which will depend on the available raw water and available pumping capacities. Mguni said:
<blockquote>Council today (5/2/2021) met and resolved for the progressive rolling out of the water restoration strategy against the available raw water and available pumping capacities so as to slowly introduce a programmable water-shedding regime which will be gradually suspended towards mid-March 2021.
It will be recalled that in the year 2020, the City of Bulawayo installed new Flowserve pumps to replace the obsolete KSB Pumps at both Fernhill and Ncema Pump Stations.
The pumps were initially earmarked for technical commissioning in December 2020, but due to challenges faced with the failure of the Non-Return Valves, the commissioning was rescheduled for January 2021.
Council would like to advise that the progressive recommissioning of the Flowserve pumps is being done from the 25th of January 2021 with the final snags expected to be completed by March 2021.
The additional pumping through the Flowserve pumps is expected to increase the treatment capacity from the current 92ML/ day to 145 ML/ day.
This will assist in building the raw water reservoir and ensure its gradual restoration to the water supply system. The City had thus proposed a formal 144-hour water-shedding programme which will be gradually normalised to ensure water twice a week.
It is anticipated that from the third week of February 2021 onwards the reservoirs will have stabilized enough to make way for a formal 72 hours shedding programme.
This delivery capacity will remain the same up to the 16th of March 2021 when the second set of the Flowserve pumps are introduced and become operational.</blockquote>
