<p><span style="font-size: 14pt; font-family: 'times new roman', times, serif;">Harare City Council (HCC) Saturday announced the death of Mrs Fikile Patricia Faith Masunda, wife of former Harare Mayor Mr <strong><a href="https://www.pindula.co.zw/Muchadeyi_Masunda">Muchadeyi Ashton Masunda</a></strong>.</span></p>

Wife Of Former Harare Mayor Muchadeyi Masunda Dies

<p>Former Harare Mayor Bernard Manyenyeni (MDC) and his wife Francesica and house helper have been admitted to a private hospital in Harare after contracting COVID-19 at a relative’s funeral in Murewa.</p>
<p>Manyenyeni broke the news in a Facebook post on Saturday, saying his condition is less serious as he had been vaccinated against COVID-19. He wrote:</p>
<blockquote><p>Friends, we have been struck by COVID-19. Fran was admitted yesterday together with our house help Aunt Eunice. I have just been admitted into the hospital.</p>

<p>In a subsequent interview with <em>Newzimbabwe.com</em>, the former Mayor revealed how he got the virus. He said:</p>

<p>Before her death, her daughter-in-law travelled from Cape Town in South Africa to take care of her in the village. She had COVID-19 but no one knew about it.</p>
<p>Unfortunately, my niece passed on. My wife and l travelled to Murewa for the funeral which later turned out to be a super-spreader as more than 30 cases have been reported after contact tracing in this village. One other person has died so far.</p>

Former Harare Mayor Discusses MDC Squabbles

<p>Former Harare Mayor, Bernard Manyenyeni has claimed that some of Harare councillors do not possess the requisite skills to run the local government authority.</p>
<p>Manyenyeni proposed that councillors should have passed at least five ordinary level subjects or competence tests while committee chairpersons and mayors would need to be in possession of some minimum academic qualifications such as a degree or equivalent education, training or exposure. He said:</p>
<blockquote><p><strong>How many of us realise that the finance chairperson for Harare City Council has a ministerial level responsibility? So to get someone with three ordinary level subjects as happened before to supervise a US$500 million budget has been delinquent on our collective selves. </strong></p></blockquote>
<p>He also proposed that allowances for councillors be removed, “completely,” as a strategy to attract “genuine community servants not job seekers,” adding that councillors are currently getting around US$30 per month equivalent, “for doing nothing.”<strong><br/>

<p>During his tenure, 2013 to 2018, as Mayor, Manyenyeni often clashed with his party, the opposition Movement for Democratic Change (MDC) as he usually questioned the calibre of councillors the city had.</p>

Former Harare Mayor Proposes Minimum Qualifications For Councillors And Mayors

<p>Former Harare Mayor, Bernard Manyenyeni said Zimbabwe’s opposition has lost its founding values and now needs to deal with credibility as well as capacity issues hounding it.</p>
<p>Manyenyeni lamented a leadership crisis bedevilling Zimbabwe 39 years after majority rule. Posting onto Facebook using his official account, the former mayor argued:</p>
<blockquote><p>Us in the opposition have credibility and capacity doubts to clear – having long lost our factory settings.</p></blockquote>
<p>Manyanyeni also said that the Movement for Democratic Party needed to act like a real government-in-waiting.</p>
<p>He also noted that professionals and technocrats are neglecting their duty of rescuing the country from its woes. Manyenyeni said:</p>
<blockquote><p>The professionals and technocrats are arm-chair compatriots. Those who are NEEDED to serve simply leave it to those who are in it for NEED.</p>
<p>National one-ness and cohesion remain elusive (and) partisan politics remains the only game in town. We are in perpetual election mode- very destructive.</p></blockquote>
<p>Manyenyeni also said that Zimbabwe remains clueless 39 years after independence due to the leadership crisis in both the ruling and opposition parties.</p>

Opposition Lost Its Founding Values - Manyenyeni

<p>Former Harare mayor Bernard Manyenyeni on Wednesday advised his successor, mayor Herbert Gomba to be wary of deals the City Fathers enter into with the Chinese.</p>
<p>Manyenyeni was responding reports that that Harare City Council was failing to access more funds from China because of failure to service a US$72 million debt from US$144 loan extended by the China Exim-Bank. Said Manyenyeni:</p>
<blockquote><p>We should always be aware of what has been happening around us. We hear that one of Kenya’s Ports was taken by the Chinese and Zambia has lost quite a lot already.</p>
<p>We should be concerned by statements by the Mayor (Gomba) that we are now failing to access the remaining $72 million of the initial loan because we are failing to repay the loan which was given to us by the Chinese.</p>
<p>It is necessary that we make deals which are manageable, which our children will be able to pay back and will not mortgage the country.</p></blockquote>
<p>Meanwhile, Finance Minister Mthuli Ncube told NewZimbabwe.com the government could not track every deal struck by councils they were sure that those signed were beneficial to the cities.</p>

Former Mayor Issues Warning Over Chinese Deals

<p>Former Harare mayor Bernard Manyenyeni has revealed that workers employed by the Harare City Council earn far much more than what the government or private sector pay for similar jobs.</p>
<p>An example is that of a farm guard employed by the HCC earns more than most civil servants such as soldiers, doctors, nurses and teachers. The former mayor revealed this when he posted the salaries on social media as he supported the month-long strike by medical doctors. Said Manyenyeni;</p>

<p>I think this schedule was like for like but I think doctors are only using basic which is why I did not publicly refer to the 300+ figure being mentioned for doctors. Any comparisons with or for doctors must definitely include total packages for all jobs for it to be a correct comparison.</p>
<p>HCC can NOT afford what it is paying. It does not have the money. It is a disaster which cannot be copied!!..HCC is a financial tragedy. Former Harare Mayor Reveals That Council Pays Farm Guards Close To $1 000

According to Manyenyeni, this will divert Zanu-PF from focusing on politics to focusing on progress. Writing on his social media page, Manyenyeni said,</p>

<p>Outgoing Harare mayor Bernard Manyenyeni has implored Vice President Constantino Chiwenga not to sabotage the local authorities by calling for people to boycott paying rates. <strong><a href="https://zero.pindula.co.zw/stop-paying-council-until-new-regulations-are-put-in-place-chiwenga/" rel="noopener" target="_blank">The vice president recently told Hatcliffe resident not to pay their rates citing poor service delivery</a>.</strong> Speaking to NewsDay, Manyenyeni said,</p>

Harare Mayor "Officially Opens" New Elevators

<p>Harare Mayor Bernard Manyenyeni revealed that Harare City Council is collecting $25 000 a month from parking fees.</p>

We have a duty to answer that, the first thing to indicate is that our parking revenue have gone up from under $20 000 a day to $25 000 a day. There is an overrated expectation about our parking revenue, so we are talking about half a million dollars a month compared to $12-30 million in total. Our residents need to know and understand the relationship of the two figures.</span></p></blockquote>

Harare City Council Collecting $25 000 A Day From Parking Fees

<p>S<span>peaking at a ceremony to officially open parkade elevators at the corner of Julius Nyerere Way and Jason Moyo Avenue yesterday, Harare Mayor Bernard Manyenyeni urged City Park to reduce the penalty for one to have their vehicle unclamped.</span></p>
<p>He<span> said residents were complaining that the $57 they have to pay to have their cars unclamped was unaffordable. Said Manyenyeni:</span></p>
<blockquote><p><span>By remarking about that, I am challenging management to work around a review of that figure. It must be worked around together with understanding and perception that the central business district (CBD) is congested in terms of motor vehicles and it must be de-congested. One of the ways to de-congest it is to make it progressively unattractive to park in the city centre, pushing 500 metres away, one kilometre away so that you park at cheaper sites away from the city centre.</span></p></blockquote>

City Park Urged To Reduce $57 Penalty On Clamped Cars

<p><span>Harare Residents’ Trust director Mr Precious Shumba accused some sitting MDC-T councillors of vote-buying and fleecing desperate home-seekers after promising to allocate them residential stands when they assume office.</span></p>
<p><span>In a Facebook post, Shumba said that those with money won the MDC-T primary elections and he was afraid they will continue with their corrupt tendencies. Said Shumba:<br/>

<blockquote><p><span>What we witnessed at several voting centres yesterday (Sunday) during the primary election revealed that indeed the powerful and those with money get the result that they want at the end of the day. Some of the sitting councillors pocketed thousands of dollars from desperate people claiming that they will process allocation of residential stands, while the daring went around buying and distributing cooking oil, sugar, and buying membership cards for their perceived supporters.</span></p></blockquote>
<p>However,<span> Harare Mayor Councillor Bernard Manyenyeni dismissed Shumba’s claims saying those with not all those with money won the primary elections. He acknowledged that the candidate selection process may not have been credible.</span></p>

MDC-T Councillors Accused Of Vote Buying

<p><span>In an interview with The Herald yesterday, Harare Mayor Councillor Bernard Manyenyeni said 11 candidates have been shortlisted to be interviewed for the vacant position of Harare town clerk. He said the 11 names were shortlisted by a consultant who went through more than 127 applications.</span></p>
<p>Said Manyenyeni:</p>
<blockquote><p><span>Candidates have been shortlisted independent of us. We now have the names and we are now moving to the next level. We asked them to list 10 candidates but they could not separate the last two, so they have given us 11. The last time we asked them for 10 they gave us nine. There is a different crowd. There was a tie on the last two so they could have given us nine, but they gave us 11 out of 127.</span></p></blockquote>
<p><span>In March, Harare City Council resolved to re-advertise the town clerk’s post, after its three shortlisted candidates were rejected by the Local Government Board for various reasons.</span></p>

11 Candidates Out Of 127 Shortlisted For Harare Town Clerk Interviews

<p>Outgoing Harare Mayor Councillor, Bernard Manyenyeni has urged the residents of the capital city to elect competent and qualified councillors in the 2018 harmonised elections. Manyenyeni who apologised for leaving the city in such a sorry state announced that he was retiring from active politics. In his last State of the City Address, Manenyenyeni said,</p>
<blockquote><p><em>Those seeking mandates from residents must demonstrate their understanding or capacity to understand key issues in council. I had a privilege of sharing insights with prospective councillors across the political divide yesterday (Tuesday). I was not encouraged. They must convince us that they have what it takes to take Harare out of its mess. It is not about just the capacity to secure electoral votes. Being elected does not in itself give one the competence to function effectively as a </em>councillor<em>. Competence comes from a combination of education, training, experience and exposure.</em></p></blockquote>

Harare Mayor Says Residents Should Vote For Competent, Educated Councillors

<p>Harare Mayor Bernard Manyenyeni has revealed that the Harare City Council (HCC) spent at least $50 000 to interview and hire prospective candidates of the post of town clerk. The money was reportedly paid to private human resources consultants. However, the post still remains vacant after disputes between HCC and the Ministry of Local Government, Public Works and National Housing. The government has since ordered the HCC to restart the process to hire another Town Clerk.</p>
<p>Said Manyenyeni,</p>
<blockquote><p><em>Yes, we used a lot of money for this process. To advertise, get consultants, who do the selection process, as well as administrative issues.</em></p></blockquote>
<p>Harare Residents’ Trust (HRT) coordinator, Precious Shumba was not amused saying,</p>
<blockquote><p><em>As an organisation, our long-held view is that the political leader in the MDC-T and their councillors in the human resources and general purposes committee should not interfere too much in the whole process of recruiting the next town clerk.</em></p>
<p><em>This is </em>criminal<em> abuse of office, it amounts to corruption and undermines the whole recruitment process. This is the reason the HRT demands that the recruitment process </em>be<em> depoliticised to allow for the recruitment of the best-positioned candidate.</em></p></blockquote>

City Of Harare Spent $50 000 Trying To Hire Town Clerk, Post Still Vacant

<p>Harare Mayor Bernard Manyenyeni has said that mayors and chairpersons of local authorities should not be chosen from elected officials. Manyenyeni argues that the roles require expertise which can only come from technocrats and advocated for a system where the dominant party in elections chooses the most capable person. Said Manyenyeni,</p>
<blockquote><p><em>We have had two experiences, the current experience and the previous experience. The previous experience is what I would call the Much Masunda (Former Harare Mayor Muchadeyi Masunda) experience where the dominant party had the latitude to find the most capable person to be mayor of the City of Harare.</em></p>
<p><em>The current scenario is where the mayors and chairpersons are coming from only from elected councillors. I think this aspect should be relaxed so that the communities through their parties are afforded the chance to get the best or the most deserving person from outside the elected councillors.</em></p></blockquote>
<p>Manyenyeni has said that he will not be running for office in the coming 2018 harmonised elections.</p>

Mayors Should Not Be Selected From Elected Councillors Says Harare Mayor Manyenyeni

<p>MDC-T has asked Bernard Manyenyeni to step down as Harare mayor. This was confirmed by the party’s Harare <span>provincial chairperson and Highfield East legislator Mr Eric Murai.</span></p>
<p>This comes after <span>Harare councillors wrote to the party complaining that they were not working well with Manyenyeni. The party resolved to recall him as Harare mayor although he will continue to serve as Ward 17 councillor. Said Murai:</span></p>
<blockquote><p><span>Harare councillors wrote to us to the effect that they were not working well with mayor Manyenyeni and we only responded to their request. We did not exactly recall him, but he will continue to serve as councillor for his ward.</span></p></blockquote>
<p><span>The Herald could not reach Manyenyeni for comment as he is out of town for the whole of this week.</span></p>

Bernard Manyenyeni Asked To Step Down As Harare Mayor

<p>Harare Mayor Councillor Bernard Manyenyeni has claimed that the city’s council spends $10 million on salaries every month.</p>
<p>At a meeting with the Ministry of Local Government, Public Works and National Housing Mayor Manyenyeni appealed to the Government to take over the salary bill but Permanent secretary Mr George Magosvongwe reportedly told him that there was no commitment to that.Said Manyenyeni:</p>
<blockquote><p>Just illustrations, which I believe are sustainable across the entire council payroll, I will indicate that a council municipal guard or patrolman costs the city $1 057 per month while a ZRP (officer) costs (Government) just $400 per month, which is 2,5 times higher. A council nursing sister costs the city $1 527 while a Government nursing sister (earns) just over $500, that is more than three times. A private clinic sister earns between $650 and $1 000. Other indications are that a council farm guard costs $907.</p></blockquote>
<p>Manyenyeni said a messenger costs council $520, a driver $899, heavy-duty driver $1 058 and a municipal sergeant $1 266. All this, he said, translates to nearly $10 million coming from between $12 million and $13 million collected. He said the salaries were granted by Government in 2013.</p>

Harare City Council Spends $10 Million Salaries Every Month

<p>Harare Mayor Bernard Manyenyeni has revealed that the Reserve Bank of Zimbabwe (RBZ) has approved foreign currency payments for the supply of water treatment chemicals. This comes after Manyenyeni warned residents that the city of Harare could not guarantee the quality of its water. However, Manyenyeni cautioned that the city does not yet have all the water treatment chemicals in stock.</p>
<p>Writing on Facebook, Manyenyeni said:</p>
<blockquote><p><em>It is not a bad way to end the year when the Reserve Bank Governor (John Mangudya) phones to say that 2 days ago he released FOREX payments to two of the suppliers of water treatment chemicals for the City.</em></p>
<p><em>He promised to avail a fixed amount a week for this critical need.  I indicated that it was less than half of our needs. He then agreed to fund our full FOREX requirements for water treatment. He warned that the City had better have the local equivalent when USD is availed.  He went on to mention our staff salaries as unsustainable.</em></p>
<p><em>I will meet the Acting Town Clerk on Tuesday to unpack the numbers and impact on water supply and quality. It DOESN’T </em>mean<em> that all chemicals are now in stock!  I did indicate to my Acting Town Clerk that in crisis situations like these we hold meetings 24/7.</em></p>
<p><em>I am reminded of the former Town Clerk Dr Mahachi who refused to join me for a flood crisis in Warren Park suburb 3 years ago. The remark:</em></p>
<p><em>“Mayor don’t call us for these things over weekends. You won’t get anyone – we will be </em>at<em> our farms!”</em></p></blockquote>


RBZ Releases Forex For Water Treatment After Mayor Admits That Water Is Unfit for Human Consumption

<p><span>Harare Mayor Councillor Bernard Manyenyeni has clashed with councillors over his decision to reject the proposed $328,2 million 2018 budget over hidden costs and expenditure contained in the financial plan.</span></p>
<p><span>Ward 28 councillor Wellington Chikombo said that Manyenyeni should approve the budget and not go against it. He said that his refusal was an indication that he was being used by residents’ associations. Said Chikombo:</span></p>
<blockquote><p>He is signing as he is expected to after council makes a resolution,” he said. “He is expected to sign it as a grown-up man and stop behaving like a child. If you hear that he is not signing, he is making himself the city, instead of working for the city. I am worried that the Mayor is being abused by people called residents’ associations. He consulted his ward and I also consulted mine, (so) who are these people masquerading as leaders of the people?</p></blockquote>
<p><span>Ward 13 councillor Peter Moyo also accused Manyenyeni of being influenced by residents’ asssociation which rejected the budget on the basis that proper consultations were not done. </span>Manyenyeni said that he could not sign a budget that had been rejected by residents’ associations. Said Mayenyeni:</p>
<blockquote><p>The issue that is coming out of residents is that the budget formulation process has not been to their satisfaction in terms of notice, involvement and participation. The submissions have come through, the budget has been formulated, but the reason I am refusing to sign is that there are certain fundamental things that are not addressed. Until those things are addressed, the budget will not perform, council will not perform. Council service delivery is suffering because our wage bill is high. I have talked about our sports budget, particularly football, I have talked about the Employment Council which gobbles $1,2 million every year which is equivalent to 12 garbage trucks.</p></blockquote>

Harare Mayor, Councillors clash over 2018 budget

<p><span>Harare City Council’s mayor, Bernard Manyenyeni has written to the Local Government Board and Parliament to express reservations over Local Government Minister Saviour Kasukuwere’s meddling in the selection of Harare Town Clerk.</span></p>
<p>Three candidates; <span>MDC-T Hatfield MP, Tapiwa Mashakada, Harare City Council human capital director, Cainos Chingombe and Gweru town clerk, Elizabeth Gwatipedza</span> are vying for the post. However <span>Kasukuwere has been trying to discredit Mashakada’s candidature, claiming it was not possible to hire politicians for the town clerk’s job. In an interview Manyenyeni said:</span></p>
<blockquote><p><span>Yes, I wrote a letter to the Local Government Board chairman and the Parliamentary Portfolio Committee on Local Government chairperson, Irene Zindi. The minister’s remarks are aimed at eliminating the candidate, who has merited the job.</span></p></blockquote>
<p><span>However, Zindi said she had not yet received the letter from Manyenyeni.</span></p>

Mayor lodges complaint against Kasukuwere

<p>The Harare City Council (HCC) in its latest budget recommendations which have been approved by the full council is set to implement massive cuts in rates. Water rates on commercial properties will be slashed by 50 percent while interest on outstanding rates owed by domestic users will be scrapped completely. Fixed charges for domestic users will be scrapped as well. Part of the proposed budget document reads:</p>
<blockquote>
<ul>
<li><em>That interest on all domestic consumer accounts be written off upon fulfilment of the terms and conditions of an agreed payment plan;</em></li>
<li><em>That fixed water charges be removed for all domestic consumers.</em></li>
<li><em>That fixed water charges be reduced from the current US$50 to US$25 for industrial and commercial customers.</em></li>
<li><em>That property tax for commerce and industry be reviewed downwards by 15 %.</em></li>
<li><em>That all business licencing fees be reduced by 15 %.</em></li>
<li><em>That all market fees be reduced by 15 %.</em></li>
</ul>
</blockquote>
<p>Speaking on the rates, Mayor Bernard Manyenyeni said:</p>
<blockquote><p><em>We were getting more and more bookish with $709m debtors. We stand to write-off over $30m interest. It’s practical not populist.</em></p>
<p><em>Both domestic and commercial ratepayers are battling under a failed economy.</em></p></blockquote>
