Foreign Affairs and International Trade Minister Frederick Shava is leading a Zimbabwean delegation in Pretoria, attending the mid-term review of the Bi-National Commission (BNC).
Shava’s trip to South Africa follows an invitation by the country’s Minister of International Relations and Cooperation Naledi Pandor.
South Africa’s Department of International Relations and Cooperation (DIRCO) said Shava and Pandor will co-chair the high-level meeting. It said:

At the invitation of Dr Naledi Pandor, Minister of International Relations and Cooperation of the Republic of South Africa, Mr Frederick Shava, Minister of Foreign Affairs and International Trade of the Republic of Zimbabwe will pay an official visit to South Africa to co-chair the mid-term review of the Bi-National Commission to be held in Pretoria on Wednesday, 10 August 2022.
During the visit, the two ministers will also have an opportunity to share information and exchange views on bilateral relations and other matters of mutual interest.

Last week, the Ministry of Foreign Affairs and International Trade spokesperson, Livit Mugejo said the purpose of the mid-term review is to review progress made in implementing bilateral programmes between the two countries under the Bi-National Commission framework.
Thousands of Zimbabweans living in South Africa face an uncertain future after the country’s government announced that it would not be extending the Zimbabwe Exemption Permits (ZEP), which ended on December 31 2021.
Nearly 200 000 permit-holders were given a 12-months grace period to regularise their stay with another category of permit or leave the country.

Immigration, Trade Take Centre Stage As South Africa Hosts Frederick Shava

Foreign Affairs and International Trade Minister <a href="https://www.pindula.co.zw/Frederick_Shava">Frederick Musiiwa Shava</a> will be in South Africa next week for the Mid-Term Review (MTR) of the Third Session of the Bi-National Commission (BNC).
A statement issued by the spokesperson of the <a href="https://www.pindula.co.zw/Ministry_of_Foreign_Affairs_And_International_Trade">Ministry of Foreign Affairs and International Trade</a>, Livit Mugejo, this Friday reads:

The Minister of Foreign Affairs and International Trade, Hon. F.M. Shava will lead the Zimbabwean delegation scheduled to travel to Pretoria, South Africa, on 9 August 2022 to attend the Mid-Term Review (MTR) of the Third Session of the Bi-National Commission (BNC) which will be held on 10 August 2022.
The purpose of the MTR is to review progress made in implementing bilateral programmes between the two countries under the BNC framework.
The MTR will also act as a preparatory meeting for the Fourth Session of the BNC which is expected to be held later this year.
The meeting will afford the Ministers the opportunity to discuss pertinent bilateral issues between Zimbabwe and South Africa, including migration, trade relations and the proposed dates for convening the BNC, among other things.

Foreign Minister Shava To Travel To South Africa Next Week

President Emmerson Mnangagwa on Tuesday likened his rival MDC president Chamisa to Satan.
Drawing from biblical analogy, Mnangagwa said he has to deal with a rebel just as God had to deal with the devil when he rebelled against Godly authority. Said Mnangagwa:
<blockquote>We will not be swayed by negative forces because even the Lord upstairs was not able to keep his house in order; he had Satan. These things happen. He still remains the creator.
… However, in a democracy, it is not a crime to move away from progress by those who are not willing to come to the table with the rest of the parties and organisations in the country who are determined to work for the way forward of our country, to better the lives of our people. We cannot compel everybody to come to the table.
But those who have the need and desire and who are patriotic to their country will always come together and contribute to the constructive ideas, to move forward.</blockquote>
Mnangagwa was addressing the media on Tuesday at the closing ceremony of the Zimbabwe-South Africa Bi-National Commission Summit attended by South African President Cyril Ramaphosa in Harare.

ED Likens His Opponents To Satan

South African President Cyril Ramaphosa, who was on a visit to Zimbabwe, told his counterpart President Emmerson Mnangagwa to get rid of barriers to investment.
Zimbabwe hosts several South African multinational corporations, among them, being Impala Platinum, Tongaat Hulett, Pick n Pay and Nedbank.
In his remarks at the opening ceremony of the Bi-National Commission (BNC) in Harare early Tuesday, Ramaphosa said:
<blockquote>There are good prospects for both of our countries but there is also a need to ensuring ease of doing business and elimination of trade barriers.</blockquote>

Ramaphosa Tells Zim To Remove Trade Barriers

President Cyril Ramaphosa said on Tuesday South Africa was ready to help Zimbabwe revive its economy but within its means.
The two neighbours will also consider options that could see Harare receiving some financial assistance.
In a joint communique released after a meeting on Tuesday, the two countries said:
<blockquote>The two sides agreed to consider options for expanding the standing facility agreement between the respective central banks.
Other financing options beyond this are also being explored, for example, a facility from South African private banks to the Zimbabwe private sector and guaranteed by the South African Government, with an appropriate counter-guarantee from the Zimbabwe government.</blockquote>
There was little hope going into the meetings that the South African government will offer Zimbabwe a bailout package, having refused to do so in 2009 during the Inclusive government’s tenure.
The South Africans also reportedly turned down another request by Zimbabwe for a US$1.2 billion loan in January this year.

SA Considering Options On Availing Funds For Zim Businesses

South African President Cyril Ramaphosa reiterated his call for the lifting of sanctions imposed by the United States of America and the European Union against Zimbabwe.
Ramaphosa said this from Harare on Tuesday where he is attending the Zimbabwe-South Africa bi-national commission. Said Ramaphosa:
<blockquote>SA has made a clarion call to the international community to lift the unfair and unjustified sanctions imposed on Zimbabwe.
We made this position clear at the World Economic Forum in Davos and recently at the European Union.
We are pleased that the EU has lifted sanctions on some members of your government. We want more than just that, we want to see real support for Zimbabwe.</blockquote>
Ramaphosa is being accompanied by international relations minister Lindiwe Sisulu, finance minister Tito Mboweni, trade minister Rob Davies and state security minister Siyabonga Cwele, among other government and business officials.
Meanwhile, President Emmerson Mnangagwa appreciated Ramaphosa’s remarks. He said:
<blockquote>Your outspoken support for the new Zimbabwe is not taken for granted, you have stood with us regionally and internationally. We appreciate your support and call for the unconditional removal of sanctions.</blockquote>
The bi-national commission was first signed in April 2015 and there are 45 agreements between the two countries.

The government of Zimbabwe has beseeched South Africa for help in reviving the comatose economy.
The two countries are currently holding the third session of the Zimbabwe-South Africa Bi-National Commission (BNC).
Addressing the ministerial meeting of the BNC in Harare on Monday, Foreign Affairs and International Trade minister Sibusiso Moyo said:
<blockquote>A stronger Zimbabwe is one that is capacitated to effectively partner South Africa in shouldering the burden of leading the southern African development region towards prosperity.
It is for this reason that the Republic of South Africa should find it in its interest to create an environment and conditions that stimulate a quick turnaround of Zimbabwe’s economy.
… A prosperous Zimbabwe makes for a prosperous South Africa and vice-versa. As we continue to break new ground within the framework of our bilateral co-operation, I am delighted to note that we have registered tangible progress delivered from our agreements and memorandum of understanding (MOUs) which forms building blocks of our Bi-National Commission.</blockquote>
The ministerial indaba was co-chaired by South Africa International Relations minister Lindiwe Sisulu.

Govt Begs For South African Help To Revive Economy

The government of Botswana has denied media reports that it has extended a bailout package to Zimbabwe worth $600 million dollars. A statement issued by the Botswana government reads as follows:
<blockquote>The Office of President wishes to inform members of the public that the Government of the Republic of Botswana and the Government of the Republic of Zimbabwe are currently holding discussions under the framework of the Bi-National Commission which covers a wide range of issues which are mutually beneficial to the peoples of the countries.
As such, media reports that are currently circulating about the line of credit worth six hundred million United States Dollars that the Government of Botswana has committed itself to extend to the Republic of Zimbabwe are unfounded.
We wish to advise members of the public that in accordance with international practice, a communique which summarises the outcomes of the meeting will be issued following the conclusion of the Bi-National Commission.</blockquote>

Botswana Firmly Denies That It Gave Zim US$600 Million

Botswana is extending $600 million in two major facilities to Zimbabwe’s private sector and diamond industry.
Zimbabwe this week hosts Botswana for a Bi-National Commission which will result in the signing of the agreements by Presidents Mnangagwa and Mokgweetsi Masisi on Thursday. Preparatory meetings for the Bi-National Commission began yesterday. Zimbabwe’s Foreign Affairs and International Trade permanent secretary, Ambassador James Manzou, who opened the two-day meeting involving officials from both countries, revealed the financial offer. Said Manzou:
<blockquote>Zimbabwe welcomes with much appreciation that Botswana proposed a BWP1 billion (approximately US$94,5 million) credit facility, in support of the Zimbabwe private sector. I would like to encourage all of us as officials to fully utilise our two working days to synthesise the remaining issues that will lead to the operationalisation of this facility. Zimbabwe is also appreciative of the US$500 million diamond facility offered by Botswana. Botswana Offers Zimbabwe $595 Million

President of Botswana, Mokgweetsi Eric Masisi will arrive in Zimbabwe this week for the inaugural Zimbabwe-Botswana Bi-National Commission (BNC).
Masisi will then meet President Emmerson Mnangagwa on Thursday.
A statement released on Saturday by the Ministry of Foreign Affairs and International Trade reads as follows:
<blockquote>The Inaugural Session of the Zimbabwe and Botswana Bi-National Commission (BNC) will be held on 28 February 2019 at Meikles Hotel in Harare and will be headed by the two countries’ Heads of State and Government, His Excellency, President E D Mnangagwa, and his Botswana counterpart, H.E. President Dr Mokgweetsi Eric Keabetswe Masisi.
The BNC replaced the Joint Permanent Commission on Co-operation between the two countries, which last sat at the 12thSession in Gaborone, Botswana, from 8 to 11 February 2018.
The BNC is the highest bilateral framework of co-operation between Zimbabwe and Botswana. It will be preceded by a Ministerial Meeting on 27 February 2019, and a Senior Officials meeting on 25 and 26 February 2019.
Eight Memoranda of Understanding and Agreements covering political and diplomatic, economic, social, and defence and security sectors will be signed during this Session.</blockquote>

Botswana President Masisi Set For Harare

Zimbabwean and South  African officials will meet next week ahead of South Africa’s President Cyril Ramaphosa visit to Zimbabwe on March 12.
Ramaphosa will visit Zimbabwe for the Third session of the two countries’ Bi-National Commission (BNC). The two countries held their last BNC in October 2017. Zimbabwe’s Ambassador to South Africa Mr David Hamadziripi said:
<blockquote>We are going to have meetings with relevant South African officials next week to prepare for the BNC. It is important to note that the BNC, which last met in Pretoria in October 2017, will review co-operation across the board. We expect issues around trade and investment, energy, transport, health, security and defence among others to be the major talking points.</blockquote>
He said one of the major issues expected to dominate the discussions was the establishment of a One Stop Border Post (OSBP) at Beitbridge.

Zim, SA Officials To Meet Ahead Of Ramaphosa Visit

President Robert Mugabe has arrived in South Africa where he is expected to attend the second South Africa-Zimbabwe Bi-national Commission in Pretoria starting tomorrow.
He was seen-off at the Harare International Airport by the two Vice Presidents Emmerson Mnangagwa and Phelekezela Mphoko, several cabinet ministers, service chiefs and senior government officials. Mugabe traveled with several government ministers and senior government officials.
Mphoko will be the acting president in Mugabe’s absence.

Mugabe arrives in South Africa

While commissioning a new water treatment plant in Beitbridge, Vice President Phelekezela Mphoko said that Zimbabwe has opened up negotiations to supply treated water to South Africa as part of the Bi-National Commission.
Said Mphoko:
<blockquote>This water treatment plant could be one of the quick wins for this bilateral cooperation since there is already an existing pipeline from Beitbridge to Musina. I am also advised that the plant will not only supply water to residents of this town alone, but will also supply water to surrounding communities within 40km radius from the town. These include Lutumba, Dumba, Nuli and Mapayi. This will no doubt result in the transformation of these places in terms of hygiene and improved sanitation.</blockquote>

Zimbabwe to supply treated water to South Africa

Speaking at the opening of the Bi-National Commission in Harare soon after Jacob Zuma’s arrival, President <a href="http://www.pindula.co.zw/Robert_Mugabe">Robert Mugabe</a> appealed for a strong relationship with his South African counterpart to tackle political assaults in the country. Mugabe added that the Bi-National Commission is a positive step towards economic and political ties between South Africa and Zimbabwe.
He said,
<blockquote>Comrade President, we need each other more as we face renewed assaults on our independence and sovereignty. This close up in the economic and political sphere is the best way for our countries to relate. Our relations demand that we work closely, in a manner that will make Limpopo River, the physical colonial boundary imposed between us, meaningless. Let us, therefore, work together to improve the flow of investments in both direction, in a manner that reinforces partnerships between us.</blockquote>

Mugabe appeals to Zuma

Zimbabwe and South Africa will today launch the Bi-National Commission (BNC). President <a href="http://www.pindula.co.zw/Robert_Mugabe">Mugabe</a> and his South African counterpart Mr Jacob Zuma will co-chair the official opening of the inaugural session of the BNC in <a href="http://www.pindula.co.zw/Harare">Harare</a>.
The BNC is a new mechanism through which <a href="http://www.pindula.co.zw/Zimbabwe">Zimbabwe</a> and South Africa elevated their political and economic relations to Presidential level. All along, the relations reposed in ministers and were coordinated through the Joint Commission for Cooperation (JCC).
The BNC requires that the Heads of State and Government meet annually to monitor progress on the implementation of agreed projects. President Zuma, who was expected in Harare yesterday, is scheduled to arrive this morning.

Zuma to arrive today for Bi-National Commission launch in Harare

The inaugural session of the Bi-National Commission between Zimbabwe and South Africa to be jointly chaired by President <a href="http://www.pindula.co.zw/Robert_Mugabe">Mugabe</a> and South African President, Jacob Zuma, starts in Harare today with a meeting of senior officials focusing on a variety of bilateral issues which include trade, investment, energy, tourism, water and health.
Head of Zimbabwe’s senior officials’ delegation, who is also Foreign Affairs Minister <a href="http://www.pindula.co.zw/Simbarashe_Mumbengegwi">Simbarashe Mumbengegwi</a>, will host a reception for his South African guests after the meeting this evening.
According to a provisional programme from the Ministry of Foreign Affairs as reported by The Herald, on Wednesday there would be a ministerial session that would be followed by the official opening of the BNC on Thurs- day. Minister Mumbengegwi (Zimbabwe) and South Africa International Relations and Co-operation Minister Maite Nkoana-Mashabane are expected to sign agreed minutes of the meeting, agreements and Memorandum of Understanding after which a joint communiqué would be issued.
A Press conference is scheduled thereafter followed by a luncheon hosted by President Mugabe. President Zuma is leading a delegation of eight Cabinet ministers.
The BNC is a successor to the Joint Commission for Cooperation signed between the two countries on March 2, 1995. During President Mugabe’s visit to South Africa last year, the key agreement signed was on the establishment of the BNC, to which Ministers Mumbengegwi and Nkoana-Mashabane signed off.
