<p>The Public Service Commission (PSC) has suspended the pensioners’ biometric registration process in response to rising coronavirus infections across the country and the suspension of non-essential travel.</p>
<p>In a statement, the commission said it will inform pensioners when it was convenient for them to visit the Registrar General’s office for registration. The statement read:</p>
<blockquote><p>The Public Service Commission wishes to update valued pensioners that the planned biometric registration process has been temporarily put on hold.</p>
<p>This follows a significant surge in the COVID-19 cases and current measures put in place to curb the pandemic, including travel restrictions for non-essential service individuals.</p>
<p>The need to protect the lives of citizens, including that of our valued pensioners, remains paramount and the commission will do all that is possible in ensuring their safety.</p>
<p>In this regard, the commission shall inform pensioners when it is convenient for them to visit the Registrar General’s office for the biometric registration process.</p>
<p>Meanwhile, the commission urges esteemed pensioners to adhere to all health protocols in fighting the COVID-19 pandemic including masking up, social and physical distancing, sanitising, washing hands and staying at home as much as possible.</p></blockquote>

Biometric Registration Of Pensioners Suspended

<p>The government says it has eradicated ghost workers in the civil service after successfully carrying out a biometric audit introduced a few years ago.</p>
<p>In an interview with State media on the sidelines of a Public Service Commission (PSC) retreat in Victoria Falls, the commission secretary Jonathan Wutawunashe said there are very few civil servants whose biometric attributes had not been captured. He said:</p>
<blockquote><p>We have had a very encouraging outcome because we found out that indeed there were a number of people in the civil service whose biometric attributes were not, for one reason or another, found in the Registrar General’s office.</p>
<p>What we discovered after going through that exercise was that it was a minuscule number of civil servants who still remained with attributes still to be recorded at the Registrar General’s office and we have some clues as to what the reasons might be.</p>
<p>We finally ended up with statistically close to zero ghost workers and we can say that we have dealt with the risk in a very successful manner. The good news is that the biometric registration exercise was a success.</p></blockquote>
<p>Wutawunashe said some of the people had challenges being captured because they were holders of the old type of identity cards.</p>
<p>These were given an opportunity to present themselves so that they could not be punished for reasons which were not of their own making.</p>
<p>Some are people who work full time in the field and there is progress in identifying them and making sure that they regularise, said Wutawunashe.</p>
<p>The biometric system was introduced to accurately identify workers and pensioners for purposes of removing ghost workers from the payroll.</p>
<p>The system has been used in other countries such as the <a href="https://blog.vacancymail.co.za/new-editable-pdf-z83-application-for-employment-form-download-2021/">new z83 form</a> in South Africa and yielded positive results including reducing public sector wage bill.</p>

Ghost Workers Removed From Civil Service

<p>The <a href="https://www.pindula.co.zw/Civil_Service_Commission" rel="noopener noreferrer" target="_blank"><strong>Public Service Commission (PSC)</strong></a> has extended the deadline for the biometric registration of civil servants by one month to the 31st of October 2019. Initially, the exercise was set to be completed on 30 September 2019.</p>
<p>In a statement on Monday, PSC chairman Vincent Hungwe outlined the reasons for the extension. He said:</p>
<blockquote><p>Further to our previous Press statement published on the 22nd of September, 2019, the Public Service Commission in conjunction with its technical partner, would like to update our members and stakeholders as follows; the majority of the public service members have now been registered for the biometric authentication project and the mop-up exercise has been extended to 31st October 2019.</p>
<p>The extension has been necessitated by the ongoing end of year school examinations, which are being supervised by school teachers, some of whom are still to regularise their registration on the database.</p></blockquote>
<p>The biometric registration of civil servants is meant to deal with the scourge of ghost workers who gobble millions of taxpayers money annually.</p>

Civil Servants' Biometric Registration Extended

<p>In a move meant to strike ghost workers off the government payroll, civil servants have been advised to register on the biometric registration exercise by Monday next week.</p>
<p>Failure to meet the deadline will result in the non-conformists being struck off the payroll. Public Service Commission chairperson Vincent Hungwe said:</p>
<blockquote><p>The PSC in conjunction with its technical partner, the World Bank, is pleased to advise all its stakeholders of the progress to date of the biometric authentication project.</p>
<p>The bulk of the civil servants have now been registered for the biometric authentication project and we are now doing a mop-up exercise which should be completed by 30th September 2019.</p>
<p>We wish to advise those civil servants who have not registered on the biometric system to do so by 30 September 2019 at their district offices, failure of which they will be taken off the Salary Service Bureau payroll.</p></blockquote>

Civil Servants Given 7 Days To Undergo Biometric Registration

<p>Civil servants have been told that all government employees who have not registered themselves as government employees using the biometric system will be struck off the SBSS payroll schedule next week. The process of biometric registration is supposed to weed out ghost workers. The wage bill reform agenda is part of the measures adopeted by the government adviced by the World Bank and employed as part of the TSP.</p>
<p>Public Service Commission chairman, Dr Vincent Hungwe gave the final notice to the civil servants about biometric registration:</p>
<blockquote><p>The bulk of the civil servants have now been registered for the biometric authentication project and we are now doing a mop up exercise which should be complete by 30th September 2019. We also wish to advise those civil servants who have not registered on the biometric system, to do so by 30 September 2019 at their district office, failure of which they will be taken off the Salary Service Bureau payroll</p></blockquote>
<p>Weeding out ghost workers is one of the measures introduced by Mthuli Ncube in the 2019 budget as he seeks to reduce the wage bill.</p>

No Biometrics Registration, No Pay - Civil Servants Told

<p>In an interview with The Chronicle, Public Service Commission deputy communications manager Mr Ethet Gambe said a committee has been set up to spearhead biometric registration of civil servants.</p>
<p>He however said Treasury is yet to release funds so that the biometric registration exercise can begin. Gambe did not give The Chronicle names or details on the composition of the committee saying it will be unveiled when the exercise kicks off.. Said Gambe:</p>
<blockquote><p>A committee has been set up but treasury has not released any funds so it’s something that is on the table awaiting funding to kick off. Once funds are availed it will take off but we don’t know when they will release the funds.</p></blockquote>

Govt Sets Up Committee To Spearhead Civil Servants Biometric Registration

<p>The Public Service Commission (PSC) chairperson  Vincent Hungwe said that the envisaged biometric registration for civil servants will take long. He said this in an interview with the Sunday Mail. Said Hungwe</p>
<blockquote><p>We need to come up with a roadmap on how we are going to implement it. It is something that has to be managed and given leadership by Public Service Commission.</p>
<p>The Public Service Commission is going to work hand-in-glove with other line ministries. We are going to start in the first quarter of 2019. Biometric registration will take long, thus we must look at it as a process. We will be sharing information with other parties on how it will rolled out.</p></blockquote>
