Civil servants have started receiving their annual bonus’s second and final payment.
Members of the uniformed forces received the second and final payment of their 13th cheque on Tuesday, 12 December.
The health sector is getting paid next followed by teachers and the rest of the civil servants.
The bonuses just like salaries are being paid in both Zimbabwe dollars and USD.
In an interview with <a href="https://www.chronicle.co.zw/civil-servants-get-final-bonus-payment/">State media</a> on Tuesday, the Zimbabwe Confederation of Public Sector Trade Unions (ZCPSTU) president Cecilia Alexander, said:
<blockquote>
The government paid the first portion last month as agreed and is now paying the second which is the final bonus payment. The soldiers have already received their second portion as we speak.
So far all is well, the employer is always sincere with the workers even on issues we do not want to hear about. 
When the Government cannot meet our demands, it does not hesitate to tell us that it does not have the money as opposed to giving empty promises.
</blockquote>
She added that the unions will soon engage the Government on the issue of converting civil servants’ forex allowances into salaries as announced by Finance, Economic Development and Investment Promotion Minister Mthuli Ncube in the 2024 national budget.
Alexander said the Government should increase the forex allowances before converting them into salaries.
Ncube proposed to raise the monthly tax-free threshold from $500 000 to $750 000 and tax-free bonus from $500 000 to $7.5 million.
The proposed tax-free threshold will be effective from 1 January but the $7.5 million tax-free bonus was effected last month.

Civil Servants Get Final Bonus Payment

Finance and Economic Development Minister, Mthuli Ncube, has assured civil servants that they will get their 13th paycheck come November.
Minister Ncube hinted that the government employees may get more than the usual bonus. Speaking during a post-Mid-Year Budget Review and Supplementary Budget breakfast meeting in Harare on Monday, Ncube said:
<blockquote>I insist that the civil servants will get their bonuses again this year, on time at the end of November.
All of them will get paid, (because) we want to make sure that we keep that track record in paying civil servants.
You know there were a few moments in the past when they didn’t know when they would get paid, now they know exactly when they will get paid.
Who knows what I would do if we end up with a small surplus at the end of the year?
We may even try to over-perform on bonus payment to the civil servants.</blockquote>

Govt Assures Civil Servants On Bonus Payments

The government has announced the dates for civil servants’ 2018 13th cheque. The Secretary to the Treasury George Guvamatanga announced that members of the army, air force health, police and prisons will get they 13th cheque on the 28th of November while those in education will get on 29 November with the rest of civil service getting on 30 November.

Civil Servants' Bonus Dates Announced

Civil servants have rejected the government’s plan to pay their bonuses on basic salaries exclusive of allowances saying that such a move violates their rights. The minister of Finance Mthuli Ncube made the announcement in the 2019 national budget on November 22. He said
<blockquote>The government has taken the position that bonus is payable for 2018, with the commitment that these payments be processed before year end. Traditionally, payment of the 13th cheque is computed as the sum of basic salary, housing and transport allowances.
In light of the resolve to ensure that expenditure commitments don’t further worsen challenges associated with deficit financing that has placed us in the prevailing difficult situation that we find ourselves in, the 13th cheque is, henceforth, computed based on basic salary only, excluding housing and transport allowances.</blockquote>
The move has been met with disapproval and condemnation by the Apex Council, the body which represents civil servants. Apex Council Chairperson Cecilia Alexander said
<blockquote>While we welcome the payment of bonuses this calendar year, we completely reject the decision to pay bonuses based on basic salary as this amounts to a unilateral withdrawal of a benefit much against the law of the land.</blockquote>

Civil Servants Reject Govt's Bonus Offer For Basic Salary, Exclusive Of Allowances

Finance Minister Mthuli Ncube said Government has committed to processing 2018 bonuses before year end.
Previously bonuses were being paid the following year in a staggered manner. Said Ncube:
<blockquote>With regard to the 13th Cheque payment, Government recognises that this is an integral component of the Remuneration Framework. Government appreciates the hard work its employees render in their various portfolios and services. For 2018 in particular, we close the year at a time when employees face a number of hardships. Accordingly, Government has taken the position that bonus be payable for 2018, with commitment that these payments be processed before year end.</blockquote>

Govt To Pay 2018 Bonuses Before Year End

Speaking on the state of the economy at the on-going 2019 Parliamentary pre-budget conference in Bulawayo, Minister of Finance and Economic Development, Professor Mthuli Ncube said Government will pay civil servants bonuses.
He however said it should not be an entitlement but should be within affordable levels. Ncube could not reveal the finer details but said Government will do something that will be a thank you to those who worked hard. Said Ncube:
<blockquote>I feel that we need to walk the talk. In the previous budgets we have said we will do something about making sure that we deal with this issue of freezing non-critical posts, enforcing retirement policy and the bonus, you know, should not be an entitlement but it should be within affordable levels. So, I won’t say what will happen with bonus this year yet but you can be sure that we are going to do something that will be a thank you to those who have worked so hard through the year but at same time cognisant of the need to tighten our belts.</blockquote>

Govt Will Pay Civil Servants' Bonuses But They Should Not Be An Entitlement- Mthuli Ncube

Government has released pay dates for public servants and pensioners for the month of March 2018.
The pay dates will be as follows:

<li>Zimbabwe National Army, Air Force of Zimbabwe and the Health Sector-March 16</li>
<li>Zimbabwe Republic Police and the Zimbabwe Prison and Correctional Services -March 20</li>
<li>Education Sector -March 23</li>
<li>Rest of the service -March 27</li>
<li>Pensioners -March 29.</li>
</ul>
The 2017 bonus for the Air Force of Zimbabwe will be processed on 16 March 2018, whilst those for the Health Sector will be processed on 21 March 2018.

Finance and Economic Development Secretary Mr Willard Manungo has announced that the payment of 2017 bonuses will be staggered. He also added that the payment of bonuses would be on the same date on which that particular sector would be paid its monthly salary.
 The dates are as follows:

Govt Announces Pay Dates For Civil Servants' Bonuses

The government through the Ministry of Finance and Economic Development has promised to announce soon, the pay dates on which civil servants will receive their 2017 bonus payments. The government also said that like in the past, the bonus payments will be staggered. Permanent Secretary for Finance and Economic Development, Willard Manungo said:
Minister Chinamasa will shortly be communicating the payment dates.
<blockquote>We’re yet to set the date for the announcement, but it will be soon. The payment of bonuses will be staggered as we have said before.</blockquote>
This comes after civil servants have complained about the government’s seeming reluctance to address the matter, despite repeated appeals. Cecilia Alexander the chairperson of the Apex Council, the umbrella body for civil servants said:
<blockquote>We’ve been trying to engage the Government to find out its position on the bonus payouts. They’ve been saying they’re working it out without giving us full details.
This is worrisome because our constituency wants to know the Government’s position. It’s causing a lot of anxiety among the workers….I’m, therefore, appealing to Government to keep us informed so that we maintain order within the civil service.”</blockquote>

Govt Promises To Announce Dates Of 2017 Bonus Payments For Civil Servants Soon

Government has committed to pay civil servant bonuses for 2017. Presenting the 2018 budget in Parliament on Thursday afternoon, Finance Minister Patrick Chinamasa announced that Government will pay the 2017 budget but the pay dates will be staggered as they have been for the past two years.
In September, Government through the then Public Service Minister Priscilla Mupfumira announced that they will pay civil servants their 2017 bonuses next year, with the first batch of workers set to be paid in February. In 2016 Chinamasa had proposed that Government should forgo civil servant salaries but the decision was reversed by former President Robert Mugabe.

Civil Servants to get bonuses

In a fourth-quarter statement for 2017, the National Social Security Authority (NSSA) announced that it has approved bonus payouts to all pensioners after recording a surplus in excess of $100 million this year.
The bonus will be paid to all registered pensioners under the Pension and Other Benefits Scheme (POBS) and the Accident Prevention and Workers Compensation Scheme (APWCS). POBS covers retirement pensioners, invalidity pensioners and survivor pensioners. APWCS caters for workers’ pensioners, widow or widower pensioners, children and other beneficiaries.

Pensioners to get bonuses

Public Service, Labour and Social Welfare Minister Patrick Zhuwao told The Sunday Mail yesterday that civil servant dates are ready.
Said Zhuwao:
<blockquote>All documentation is ready about bonuses, and the dates, but I cannot give you the dates from my head,. This is substantial information that cannot be said off-head. It has to be announced with correct details.</blockquote>
Zhuwao told The Sunday Mail that he would announce the accurate details of the bonus dates and method of payment tomorrow when he is in office. The Sunday Mail could not get a comment from Finance Minister Ignatius Chombo.

Civil servant bonus dates to be announced this week

In an interview with The Herald, Public Service, Labour and Social Welfare Minister Prisca Mupfumira revealed that civil servants will receive their 2017 bonus next year starting in February 2018.
Said Mupfumira:
<blockquote>Government has taken a position, 2017 bonuses will be paid. We are not going to make a once-off payment, we are going to stagger again and we hope to start earlier. Provisionally, we want to begin in February. The Ministry of Finance and Economic Development is working hard to make this achievable. Govt speaks on civil servants' bonus dates for 2017

The government has finally finished paying 2016 bonuses for civil servants after it paid the employees of state universities.
Nust Educators Association (Nusteda) secretary-general Mr Blessing Jona said:
<blockquote>I can confirm that employees of State universities received their May 2017 salaries and 2016 bonuses on August 10, 2017. We’re grateful to the Government for honouring its commitment towards the payments of civil servants.
When Government fulfils its promises, we’re able to plan but if the money doesn’t come it creates a lot of problems and affects operations within the different ministries. Most parents have been relieved from stress in preparation for opening of schools for the third term, next month</blockquote>
Public Service, Labour and Social Welfare Minister Prisca Mupfumira last week said she was happy that Government was this month paying the last batch of civil servants their bonuses for last year, which had been staggered since April.

Government has released June pay dates for civil servants with those in the education sector expected to receive their 2016 bonus on June 27.
Other pay dates are as follows:

Govt releases June pay dates for civil servants, teachers to get 2016 bonus

Public Service, Labour and Social Welfare Minister Prisca Mupfumira confirmed that members of the Zimbabwe Prisons and Correctional Services (ZPCS) and the Zimbabwe Republic Police (ZRP) received their 2016 bonuses laast Thursday.
She said that Government will stick to the scheduled plan and will ensure that civil servants are paid within the month. Teachers will get their bonuses in June and the rest of the civil service will be paid in August.

Government has paid 2016 bonuses to members of the Zimbabwe National Army, Airforce of Zimbabwe and the health sector.

Govt pays 2016 bonuses for soldiers, nurses and doctors

Speaking during a 2017 budget analysis tabled in the National Assembly, Finance Minister Patrick Chinamasa revealed that Government is issuing Treasury Bills (TBs) in a move to raise money to pay civil servants’ 2016 bonuses.
Said Chinamasa:
<blockquote>Government’s decision to pay the unbudgeted 2016 bonuses after pressure from employee unions is likely to worsen the situation as TBs worth $180 million are expected to be floated in the market to finance these bonus payments.</blockquote>
He said the move will worsen government’s debt situation. Chinamasa said the country was estimated to have about $2,1 billion worth of TBs in the market as at February 28, 2017, issued to bridge the government’s funding gap.

Broke Govt to issue Treasury Bills to raise 2016 bonuses

Public Service Minister Prisca Mupfumira revealed that cabinet has approved the payment of civil servants’ bonuses in cash. She also revealed that Government needs an additional $180 million to meet 2016 bonus payments.
Mupfumira said that the issue of residential stands will now be handled by the National Joint Negotiating Council (NJNC). The approval of the cash bonus deal by cabinet means that civil servants will get their bonus payments starting next month with the Zimbabwe National Army, Airforce of Zimbabwe and the health sector being paid first. The Zimbabwe Republic Police and Zimbabwe Prisons and Correctional Services will be paid in May. No civil servants will receive bonus payments in July with the rest of the civil servants getting paid in August.
