The ZIFA Normalisation Committee has reportedly failed to disburse the winning bonuses owed to Warriors players who represented Zimbabwe at the recently concluded COSAFA Cup.
During the tournament, the Warriors secured victories against Comoros (1-0) and Zambia (2-0) but suffered a 2-0 defeat to Kenya in their final Group B match.
Despite finishing level on six points with Comoros and Kenya, Zimbabwe missed out on the semi-finals due to an inferior goal difference.
ZIFA Chief Executive Officer Yvonne Mapika Manwa acknowledged to <a href="https://www.herald.co.zw/zifa-still-to-pay-warriors-bonuses-2/">The Herald</a> on Thursday that the bonuses are outstanding but did not delve into specifics.
She assured that ZIFA is actively working on arrangements to settle the players’ dues.
According to a member of the Warriors squad who spoke to Zimpapers Sports hub, the players have only received their daily allowances so far, with no clear communication on when their bonuses will be disbursed. Said the player:

We just received our daily allowances and they said they were going to send us our bonuses once we are back in Zimbabwe but they haven’t done anything.
They have been quiet since our return and we are still hoping that they will fulfil their promises.
Some people will criticise us as players saying a lot of things about how we failed to invest with the little we were getting from our national team call-ups but the reality is this is how we are being treated even at club level.

In contrast, players who were part of the Warriors squad for the back-to-back 2026 World Cup qualifiers against Lesotho and South Africa, held in Johannesburg and Bloemfontein respectively, were paid their match incentives even before the games were played, despite ultimately losing both matches.

ZIFA, the organization that manages Zimbabwean soccer, has not paid the players their bonuses for winning games in the COSAFA Cup tournament. The players have only received their daily allowances so far. The players are waiting for the bonuses promised to them. ZIFA says they are working on paying the players. Meanwhile, players who played in World Cup qualifiers were paid their incentives before the games even though they lost. The players are hoping that ZIFA fulfills their promises soon.

ZIFA Yet To Pay Warriors' Bonuses

Traditional chiefs, headmen, and their messengers are set to receive bonuses this year, as the government has confirmed plans to award bonuses to all civil servants and pensioners. Normally, government workers receive their bonuses in November and December. However, this year, the bonuses will be based on performance and will be staggered over two months, <a href="https://www.zimlive.com/government-announces-bonus-payments-for-civil-servants-traditional-leaders/">ZimLive</a> reported citing a letter from the treasury to the Public Service Commission (PSC).
In addition to civil servants, traditional chiefs, headmen, village heads, and their messengers will also receive the 13th cheque from the government’s funds. In a letter addressed to PSC secretary Rosemary Tsitsi Choruma, the secretary for finance, George Guvamatanga, said:

I write with reference to the above subject. As you are aware, government has traditionally awarded a performance reward to public service employees in the form of a thirteenth cheque (bonus) at the end of each year.
In line with the established edition and in recognition of the efforts of public service workers, government has approved a bonus award for public service employees and traditional leaders.
The approved bonus award, which is payable in the respective currencies for the public service is as follows; 100 percent bonus on pensionable emoluments in line with the Civil Service Key Scale (Basic salary, in service allowance and Administration allowance) payable in local currency, from grade B to E; and a flat US$300 from grade B to E payable in hard currency.

According to Guvamatanga, a chief will receive US$300, as well as an additional amount in local currency, while their messengers will receive US$100. Pensioners will also receive their annual bonus. To manage cash flow, the bonus will be paid in two equal instalments in November and December 2023 across all sectors. The payments should be made alongside the monthly salaries in each sector. Civil servants who receive their salaries in local currency will also receive a monthly allowance of US$300.

Treasury Announces Bonuses For Chiefs, Headmen, Messengers, Civil Servants

The Government has assured civil servants that they will get their bonuses for this year.
Civil servants traditionally receive their bonuses in November and December, but the Government has not yet announced the dates the bonuses will be paid.
In an interview with the <a href="https://www.chronicle.co.zw/government-speaks-on-civil-servants-bonuses/">Chronicle</a> on Wednesday on the sidelines of a strategic workshop review in Bulawayo, Public Service, Labour and Social Welfare Minister July Moyo said Government workers will get bonuses this year. He said:

The bonuses are guaranteed and the Minister of Finance will soon announce the payment dates.
</blockquote>
The workshop was aimed at devising strategies on how the ministry will function in 2024 including crafting Minister Moyo’s performance contract.
Minister Moyo also said Finance, Economic Development and Investment Promotion Minister Mthuli Ncube will soon outline how bonuses will be paid.
Civil servants’ salaries are paid in Zimbabwe dollars and they are also paid a US$300 monthly allowance.
In 2022, the Government staggered the payment of bonuses and the uniformed forces were the first to be paid in November.

Govt Assures Civil Servants Bonuses Are Guaranteed

Nurses at the Roman Catholic Church-run Mater-Dei Hospital in Bulawayo are reported to be on strike after they received an annual bonus of US$10.
<blockquote>
CITE’s <a href="https://cite.org.zw/author/senzeni/">Senzeni Ncube</a> reported sources as saying some nurses are not coming to work while those who report for duty are not working. Said the source:
The situation is dire at Mater Dei due to meagre salaries, registered general nurses got US$10 on top of bond salaries which is ZWL$83 000.
Some nurses are not reporting for duty while those who are reporting are staging seat-in demonstrations.
A general worker or nurse aide earns more than nurses because they are related to the administration.

The nurses appealed to the Zimbabwe Anti-Corruption Commission (ZACC) to intervene and also to Zimbabweans to boycott the private hospital. Said a nurse:

We are appealing for the Zimbabwe Anti-Corruption Commission (ZACC) to conduct an immediate audit and encourage all lovely Zimbabweans to shun getting treatment at Mater Dei as it is a center of traumatizing employees.
How can one get treated at a hospital where staff is demoralised?
Meals are hectic, cabbage and chunks on a daily basis, and boiled stuff which even a pig cannot consume.
Even though the food is highly subsidized, it’s not a proper meal.

Contacted for a comment, the Mater Dei administrator, Sister Maureen Jameson told CITE that they don’t discuss internal affairs, such as salaries, with outsiders.

Nurses At Mater-Dei Hospital Down Tools Over US$10 Bonus

The Public Service Commission (PSC) says civil servants holding positions above Deputy Director Grades will get 2022 bonuses at the beginning of 2023 based on their performance for the year 2022.
In a statement issued on Monday, 21 November 2022, the Secretary to the Public Service Commission, Tsitsi Rosemary Choruma, said from 2023 onwards, all civil servants including those of positions of Deputy Director Grades and below will receive bonuses based on performance. Reads the statement:

<h2>GOVERNMENT POSITION ON BONUSES FOR CIVIL SERVANTS</h2>
The Public Service Commission wishes to inform that bonuses for civil servants for this year, 2022, will be treated as follows:
1. As per the signed agreement at the recent meeting of the National Joint Negotiation Council (NJNC), only those of positions of Deputy Director Grades and below will receive bonuses.
2. This bonus will constitute the following:
a) 13th cheque, plus
b) Special Presidential Bonus.
3. This will be paid out in two equal batches in November and December.
4. It must be noted that Director Grades and above signed performance contracts at the beginning of 2022. It is in view of these performance contracts that Directors and above will NOT receive any bonus in 2022 but rather will, at the beginning of 2023, get performance awards based on their performance for the year 2022.
5. These awards will only be extended to Directors and above after all evaluations and assessments for the year 2022 are completed.
6. Only Director Grades and above who meet their set targets will get performance awards.
7. This is in line with Government’s new practice of performance contracting which only rewards satisfactory performance and sanctions non-satisfactory performance for Directors and above.
8. Government is committed to ensuring that a results-based, high performance, high productivity Work Culture is inculcated within the civil service.
9. From 2023 onwards, performance contracting, which had only thus far been for Director Grades and above, will also be cascaded to all civil servants of all grades across the board.

Govt Announces Position On 2022 And 2023 Bonuses For Civil Servants

The Zimbabwe Congress of Trade Unions (ZCTU) on Thursday urged the private sector to pay workers United States dollar bonuses.
In a statement, ZCTU acting secretary general Runesu Dzimiri implored employers from the private sector to emulate the government which has started paying civil servants’ bonuses in foreign currency. Said Dzimiri:

The Zimbabwe Congress of Trade Unions (ZCTU) has noted the government initiative to pay bonuses in United States Dollars (USD) to cushion the suffering civil servants and call upon all other employers to follow suit.
In the same vein, we are calling upon all employers, including those in the private sector, to emulate the government by incentivizing their employees by giving them a well–deserved bonus after a year of hard work.
Every year most workers look forward to the 13th cheque as a goodwill gesture by employers to motivate them to work hard.
Indeed, in some companies, the 13th cheque is part and parcel of an employment contract.
</blockquote>
ZCTU also demanded that all workers be paid in United States dollars saying all goods and services are now priced in foreign currency. Said Dzimiri:

ZCTU Urges Private Sector To Pay USD Bonuses

President Emmerson Mnangagwa has pledged a US$200 bonus top-up for civil servants in addition to their regular annual bonuses.
This means that civil servants are this year receiving additional US dollar-denominated salaries under a “special presidential bonus.”
The secretary general of the Zimbabwe Confederation of Public Sector Trade Unions (ZCPSTU), David Dzatsunga, told <a href="https://www.zimlive.com/2022/11/mnangagwa-launches-presidential-bonus-charm-for-civil-servants/">Zimlive</a> that the presidential bonus will be paid on top of the conventional 13th cheque already promised to the workers.
He said the additional incentive was offered at the Monday National Joint Negotiating Council (NJNC) meeting bringing together government and public sector union representatives. Said Dzatsunga:

The President intervened because we then realised that the bonuses were not going to be quite meaningful without that US$200 and also to clarify that the presidential bonus will be paid in two tranches; half of that will be paid this month and the other half will be paid next month. This was done to make sure that everybody gets their money.
So we are getting $200 plus a bit of what we were supposed to get as a bonus.
You find that the lowest-paid civil servant will get a bonus of $250 and then it goes up to about $347 for the upper grade. Naturally, workers were appreciative of the extra money.

According to the communiqué released at the end of the NJNC meeting, an additional US$200 will be paid to every government employee as a special presidential bonus. It reads:

Payment of the 2022 bonus for deputy director level and grades below will be in US dollars as 100% of gross pensionable emoluments (basic salary, transport and housing allowance. An additional US$200 will be paid to every employee as a special presidential bonus.
The bonus will be paid in two equal tranches across all sectors starting from November, with the latest payment being in December.

The government said the bonus will be paid over two months, with half of the bonus payment set to be effected alongside November salaries, and the other in December.

Civil Servants To Receive Conventional Bonus Plus "Special Presidential Bonus"

Unions representing civil servants say their bonus in United States dollars is too little as they demand the restoration of their pre-October 2018 United States dollar salaries of $540.
A correspondence from the National Joint Negotiation Committee (NJNC) held on Monday reveals that civil servants will get their bonus including a flat US$200 presidential bonus. It reads:

Payment of the 2022 bonus for deputy director level and grades below will be in US dollars as 100% of gross pensionable emoluments (basic salary, transport and housing allowance. An additional US$200 will be paid to every employee as a special presidential bonus.
The bonus will be paid in two equal tranches across all sectors starting from November, with the latest payment being in December.

Amalgamated Rural Teachers Union of Zimbabwe (ARTUZ) president Obert Masaraure argued that paying in installments will further erode the purchasing power of the bonus. He said:
<blockquote>
The 100% bonus remains paltry because it is 100% of a paltry income. We insist that salaries should be adjusted to the pre-October 2018 level. Paying in installments will further erode the purchasing power of the bonus.
The parties who signed representing NJNC should be ashamed for sustaining an illegal platform for their own expediency.
Civil servants deserve a genuine collective bargaining platform in line with Convention 154 of ILO, best practices in the region and section 65(5) of our own Constitution.
The naming of an annual bonus as presidential shows that we are not serious as a nation.
What’s so presidential about that paltry amount? Someone somewhere is reducing the Office of the President to a joke.

Zimbabwe Nurses Association (ZINA) president Enock Dongo called on the government to release the bonus once and not in tranches. Dongo said:

We want to appeal to the government to pay the bonus at once in one month, not to divide it into two since it’s not much and also we are still asking for more.
The figure presented as a bonus is too little to thank the hardworking employees with.

The government says it is experiencing financial constraints and therefore cannot afford to pay civil servants bonuses at once, and will spread the payment of the 13th cheque over two months, that is, November and December.
This came out during a National Joint Negotiating Council (NJNC) meeting held on Monday, 7 November 2022, in Harare.
The NJNC brings together the government and unions representing civil servants for negotiations on the latter’s salaries and conditions of service.
During yesterday’s NJNC meeting, the government said it would pay all employees 50% of their bonuses this month, while the balance would be paid next month.
Addressing reporters after the meeting, Zimbabwe Confederation of Public Sector Unions president Cecilia Alexander said it was agreed that all civil servants from the deputy director level and below would receive their bonuses unconditionally. She said:

The workers’ side representatives met with the government on the 7th of November 2022 to deliberate on quite a number of issues, chief among them is the payment modalities of 2022 annual bonuses.
The meeting agreed that all civil servants from deputy director grade and below will receive their bonuses unconditionally.
The bonuses will be accorded in two tranches starting from November to December across the board.
Fifty percent of the annual bonus will be paid per the said months plus the usual earnings.

Alexander said outstanding fees for teachers’ children would also be paid in batches for all terms in December through the Salary Service Bureau. She added:

On performance advancement, all members will be rightfully placed in their grades in January 2023, while the arrears will be worked upon thereafter.

Progressive Teachers Union of Zimbabwe (PTUZ) secretary-general Raymond Majongwe, said while the government should be commended for paying bonuses unconditionally, it was disheartening that teachers were paid far less compared to other civil servants. Said Majongwe:

We applaud the government’s first step to treat all workers unconditionally. However, we continue imploring the employer to do likewise on salary earnings.
We are not happy with the current salary discrepancies that have seen teachers earning less than the rest of the civil servants when we are working for the same employer.

The government on Monday reversed its controversial plan to pay performance-based bonuses to some civil servants.
In the past, the government had paid a uniform 13th cheque to public sector workers but recently announced that only deserving workers will get a bonus.
A National Joint Negotiating Council (NJNC) meeting was held today where public sector union representatives pressed the government to scrap its plan to award bonuses based on performance.
Cecilia Alexander, the president of the Zimbabwe Confederation of Public Sector Trade Unions (ZCPSTU), told reporters:

The workers’ side representatives met the government to deliberate on quite a number of issues, chief among them the payment modalities of the 2022 annual bonus.
The meeting resolved that all civil servants from deputy director grade and below will receive their bonuses unconditionally.

She said the government cited cash-flow challenges and as a result agreed to pay the bonus over two months, with half of the bonus payment set to be effected alongside November salaries, and the other in December.

Govt Scraps Performance-based Bonus For Junior Civil Servants

The National Joint Negotiating Council (NJNC) is scheduled to meet on Monday morning with the issue of modalities for the payment of the 2022 bonus on the agenda.
The NJNC brings together the government and unions representing civil servants for negotiations on the latter’s salaries and conditions of service.
A letter dated 7 November 2022, addressed to Apex Council chairperson, Cecilia Alexander, by the NJNC chairman, reads in part:

The Chairperson of the National Joint Negotiation Council (NJNC) invites members to an NJNC meeting to be held on 07 November 2022 at 1100hrs in the 9th Floor Boardroom, Kaguvi Building.

Last week, the Minister of Public Service, Labour and Social Welfare Paul Mavima said that civil servants will start receiving the 13th cheque this month.
He, however, said some top civil servants, that is, heads of Government departments who signed performance contracts will not receive their bonuses if they fail to meet their targets.
Civil servants are demanding an unconditional 13th cheque and a living wage.

Govt, Civil Servants' Unions Meet This Monday

The Minister of Public Service, Labour and Social Welfare Paul Mavima said that civil servants will start receiving the 13th cheque this month.
However, some top civil servants, that is, heads of Government departments who signed performance contracts will not receive their bonuses if they fail to meet their targets.
Speaking during an interview with <a href="https://www.herald.co.zw/civil-servants-to-start-getting-bonuses/">The Herald</a> on Tuesday, Mavima said deserving civil servants will start getting their bonuses this month. He said:

Yes, they will get bonuses starting in November. The civil servants who performed well as per the performance-based contracts they signed will be part of those who will start receiving the 13th cheque this month.
… the bonuses are, however, based on those performance contracts for Cabinet Ministers, permanent secretaries and directors. The performance indicators are clear.

Zimbabwe Confederation of Public Sector Trade Unions (ZCPSTU), formerly Apex Council, chairperson, Cecilia Alexander, said during the last National Joint Negotiating Council (NJNC) meeting it was agreed that bonuses will be paid from the deputy director downwards. She said:

For directors upwards, it will be performance-based, but from deputy directors downwards, we indicated that everyone should get the bonus. This is what we tabled at the last NJNC meeting.

Alexander also confirmed that the government had paid civil servants the 25 percent salary increase it promised during the last meeting.
Speaking at a function in Bulawayo recently, Primary and Secondary Education permanent secretary Tumisang Thabela said senior civil servants will not get bonuses automatically. Said Thabela:

We received notification (from the employer) that beginning in 2022 everyone, director and above will not get a bonus automatically.
If you are a director or grade above, you are going to be assessed according to your performance and be given a performance bonus if you deserve it.
If you don’t meet the targets which you set yourself together with your supervisor, which met the minimum expectations, then you might have to go and tell your children this year that there is no bonus starting with your permanent secretary.
So, the only people who are safe are from deputy director or acting deputy director.

Majority Of Civil Servants To Get Bonuses

The government has increased USD allowances for civil servants by 25% from the current US$175 to US$200 with effect from 1 September 2022. However, there has been no increment in civil servants’ Zimbabwe dollar salaries.
The government and civil servants representatives met on Tuesday, 20 September 2022 under the National Joint Negotiating Council (NJNC) to deliberate on the latter’s salaries and conditions of service.
In a statement issued after the NJNCmeeting, the chairperson of the Zimbabwe Confederation of Public Sector Trade Unions (ZCPSTU), Cecilia Alexander, said the parties deliberated on the cost of living adjustment (COLA), Sector Specific Allowances and Performance Awards, and the 2022 Bonus. Reads the statement:

RE: NJNC Update The NJNC meeting today deliberated on the following conditions of service matters:

The employer offered an increase of 25% on the USD100 to make it 125USD and maintained the USD75 Covid allowance to make the total USD package USD 200 with effect from the 1st of September 2022.
The workers acknowledged the increase but chose to wait for specific modalities on how this is going to be implemented.
The employer did not offer or table any increase on the ZWL salary and the workers demanded that this be also reviewed without fail. In the end, the government side asked for time out to consult. Sector
<h2>Specific Allowances</h2>
The workers advised the employer to resuscitate already agreed sector-specific allowances so as to bring all government workers to the same level to which the government committed to speedily work on the implementation modalities.
On the school fees assistance for teachers, the government indicated that they had faced challenges again with payment modalities, but it was acknowledged by both parties that most of the bottlenecks have now been addressed.
The workers then felt that the ZWL20 000 per child was no longer enough given the latest school fees increase and that government should consider indexing the figure to USD50 value.
<h2>2022 Bonus</h2>
Government committed to paying the 2022 bonus in USD but did not provide any figures and again asked for time to consult on the payment details and the total offer thereof.

Govt Increases USD Allowances For Civil Servants

The Dynamos Football Club management has resolved to pay match-winning bonuses to players after victories.
Dynamos executive chairman, Isaiah Mupfurutsa, told journalists on Thursday that initially, they had undertaken to pay those allowances at the end of the current season.
He said the club will now be paying winning bonuses after matches to motivate the players to challenge for this season’s Castle Lager Premier Soccer League title. Said Mupfurutsa:

We had an arrangement at the start of the season to pay winning bonuses at the end of the season.
But, we have since agreed as a team that we revert to the culture of paying after the victories.

Dynamos Resolves To Pay Players' Bonuses On Time

Dynamos players are not happy over the club’s failure to pay their winning bonuses.
The development threatens the team’s challenge for the Castle Lager Premier Soccer League title despite a bright start to the current campaign.
Dynamos are currently leading in the title race with 30 points, two clear of second-placed Chicken Inn after 14 rounds of matches.
The Glamour Boys take on perennial rivals Highlanders on Sunday while still licking their wounds following a 0-1 defeat to Bosso in the Independence Cup final on 18 April.
However, morale in the Chazunguza camp is reported to be at its lowest because of management’s failure to pay players’ winning bonuses since the start of the season.
One of the players, who spoke to NewsDay, said the only thing that has prevented them from staging a strike is the players’ respect for head coach Tonderai Ndiraya. Said the player:

If it wasn’t for mudhara (boss) [Tonderai] Ndiraya, it could have been chaotic here.
He has been keeping us calm, and asking us to focus on playing and winning matches.
The entire squad has so much respect for him; otherwise what is prevailing at our neighbour (Caps United) could also be happening here.
The truth is we are not happy and hopefully the management will sort out this issue as early as possible.
How do they expect us to compete for the title against teams that are giving their players as much as US$400 winning bonuses?

The players are reportedly owed over US$1 000 each in winning bonuses.
Dynamos have so far won nine matches and drawn three.
According to the bonus structure at Dynamos, each player is entitled to US$100 for every win, and US$50 each for a draw.
When contacted for a comment by NewsDay, Dynamos treasurer Moses Chikwariro referred questions to club chairperson Isiah Mupfurutsa, whose mobile phone was said to have been unreachable.

Tensions Rise At Dynamos Over Unpaid Winning Bonuses

The Zimbabwe Football Association (ZIFA) has revealed the various bonuses payable to the national football team.
There are different bonuses for each result, with each player getting $1 000 for a win while $500 will be handed for a draw.
ZWL$1 000 for a win
ZWL$500 for a draw
ZWL$75 daily allowance when local
ZWL$85 daily allowance when away.
Meanwhile, ZIFA has urged all football fans to come in their numbers on Sunday to support the Mighty Warriors as they take on Zambia in the second leg of an Olympic Qualifier at the National Sports Stadium.
The girls have to overturn a 5-goal deficit after losing 5-0 against the Zambians in the first leg played on Wednesday.

ZIFA Announces Bonuses For The National Team

Minister of Finance And Economic Development Mthuli Ncube has said that he cannot promise that civil servants will receive their annual bonuses this year. The Minister said that the government was working on reducing the civil service wage bill and added that Treasury was going to cut the wage bill from $300 million per month to between $240 million per month and $250 million per month. Speaking to the Sunday Mail, Ncube said,
<blockquote>Government wages are about $300 million a month, so if we are reducing that from 70 to 50 percent (of expenditure), so we will save about $50 million to $60 million, which over time is what we would want to save on a monthly basis. This is the trajectory over the next three years…I can’t say whether (bonuses of civil servants) will be there or not, but it is an issue that we are looking at. We will consult with the President and other stakeholders, but in this Budget, we will show that we are serious about cutting expenditure.</blockquote>
The Minister also called for the people of Zimbabwe to be patient with him saying he has not had enough time to turnaround things yet. Said Ncube,
<blockquote>I have only been a minister for one month. We need patience, we know what we are doing. What I can say to Zimbabweans is that they should give me six months to see the full impact of the changes from the policies that we have pursued…There is no regret. We are not going to do policy reversals, it’s a very bad idea to reverse policy. We need policy consistency.</blockquote>

I Can't Say Whether There Will Be Bonuses For Civil Servants Or Not - Mthuli Ncube

Speaking on Thursday night on ZTV’s Zimbabwe Today programme which is hosted by Tawanda Gudhlanga, Finance Minister Mthuli Ncube said Government is looking into how they can pay civil servant bonuses in a way that is not wasteful.
Said Ncube:
<blockquote>We will look at bonuses and see how best we can reward hard working civil servants but making sure that we are not doing overly so in ways that again show that Government is wasteful. A slew of containment measures and waste control are going to be put in place.</blockquote>

Govt Looking Into Paying Civil Servants' Bonuses In A Way That Is Not Wasteful- Mthuli Ncube

Addressing a workshop on enhancing board effectiveness and performance management of parastatals and State enterprises organised by the Office of the President and Cabinet, Finance Minister Ignatius Chombo hinted that parastatals and State enterprises might not receive bonuses.
Chombo said that bonuses must be performance based and that Treasury was no longer in a position to continue bailing out underperforming public entities or those that have outlived their usefulness. He revealed that 93 of Government enterprises and parastatals raked up $270 million in losses in 2016 while their contribution to gross domestic product has plummeted to 2 percent from 40. Considering that most of the Government enterprises and parastatals are loss making employees might forgo bonuses if Chombo’s strategy is implemented. Said Chombo:
<blockquote>Remuneration has to be based on performance and assessed on the individual and the entity. Bonuses, if they are to be paid at all, must only be awarded on the basis of annual performance assessments against agreed performance targets and only after annual audited financial assessments confirm a satisfactory overall entity performance. Nothing can justify this squandering of (public) funds; my ministry will be acting to ensure recovery of such unjustified payments and all those who benefited there from. These are public funds and use thereof must be fully justified and must at all times be accurately and transparently accounted for.</blockquote>

No bonuses for parastatals and State enterprises

The Confederation of Zimbabwe Industries (CZI) has called for the government to suspend bonuses for civil servants in order to cut on government expenditures until the economy stabilises. The government was also urged to cut down on travelling in order to save money.
Appearing before the Parliamentary Portfolio Committee on Finance on Monday, CZI president Sifelani Jabangwe said:
<blockquote>We recommend dialogue between civil service unions, labour and government to eliminate ghost workers, suspend annual bonuses and cut down on foreign travel by government
We believe that the most efficient short-term measures that the government should take is to go back to strict cash budgeting, supported by social dialogue and ministries should desist from accruing more expenses unless cash is available.</blockquote>
Bankers’ Association of Zimbabwe (BAZ) Sijabuliso Biyam added:
<blockquote>We recommend that the government can reduce expenditure by cutting the size of the civil service, but obviously, it has negative effects in that you are throwing people out of employment.</blockquote>

Govt must suspend bonuses for civil servants until the economy stabilises - CZI

The position on the payment of civil servants’ 2016 bonuses is expected to be finalised today as Apex Council meets a high profile delegation of four ministers which are Finance, Patrick Chinamasa, (Public Service) Prisca Mupfumira, Saviour Kasukuwere (Local Government, Public Works and National Housing) and Dr David Parirenyatwa (Health and Child Care). The Reserve Bank of Zimbabwe Governor Dr John Manguya and members of the Civil Service Commission will also be part of the meeting.
Minister Mupfumira said that a fresh proposal will be tabled to the workers which is to do with rentals for those staying in Government properties. Said Mupfumira:
<blockquote>We will meet them to discuss the issue of bonuses. Other issues on the agenda include the option of stands in lieu of bonuses and the rentals for civil servants who are staying in Government properties. Government is cognisant of the fact that its employees have not received an increment, hence the need to reduce their burden. The meeting is a continuation of a bonus indaba which was held in January where the two parties resolved to consult their constituencies. The follow-up meeting, which was scheduled for February 27, could not be held as one of the key stakeholders was not available. We expect to map the way forward in the meeting and we have options as the employer that will be tabled. We want to bring closure to the bonus issue and focus on other issues that improve the conditions of service of the workers.</blockquote>

Civil servants bonus issue expected to be solved today, Govt to table fresh proposal

Unions have accused Government of targeting “ghost” workers in a survey meant to gauge civil servants preferences regarding the issue of outstanding bonuses.
Apex Council member, Raymond Majongwe on Tuesday said the survey is “intimidating and targeting the wrong people”. Said Majongwe:
<blockquote>As has become the norm, the government has turned to ghost workers for a process that should benefit civil servants. They are not asking actual civil servants, because we know that real government workers want their bonus in cash and not stands.</blockquote>
However, Public Service minister Prisca Mupfumira denied the accusations and said that one can go to any ministry and ask for the forms. She also said nobody is being intimidated and that they are working with real people on the ground. Zimbabwe Teachers’ Association chief executive officer, Sifiso Ndlovu labelled the survey as a charade stating that the fact that the survey is being conducted by the employer intimidates workers. Manjongwe said that there have received reports of teachers being intimidated in Mashonaland West and that the survey is being conducted by State security agents.

Govt accused of using "ghost workers" in civil servants bonus survey

Social movements Tajamuka and the National Vendors’ Union of Zimbabwe, have said they will join a planned protest march by civil servants in order to put pressure on the government to address the social and economic problems facing the country. Civil servants will on Monday next week embark on a strike over government’s failure to commit to paying them their 2016 bonuses.
Speaking to NewsDay, Promise Mkwananzi of Tajamuka/Sesjikile said that a national shutdown has long been overdue and questioned how the Zanu PF government can “spend millions on President Robert Mugabe’s senseless birthday when civil servants have not been paid”. National Vendors’ Union of Zimbabwe leader, Sten Zvorwadza said its members will stand in solidarity with colleagues from other sectors in order to pro-actively engage in governance issues rather than being passive citizens.
Patson Dzamara, brother of the abducted activist, Itai, said he  will join the civil servants on their strike “against exploitative labour practices by their employer, the government of Zimbabwe.”

Tajamuka & vendors to join civil servants protest march

Government says it does not have money to pay civil servants their bonuses but will next week hold a crunch meeting to map the way forward.
Public Service, Labour and Social Welfare Minister <a href="http://www.pindula.co.zw/Prisca_Mupfumira">Prisca Mupfumira</a> says she will meet with Minister of Finance and Economic Development <a href="http://www.pindula.co.zw/Patrick_Chinamasa">Patrick Chinamasa</a> and <a href="http://www.pindula.co.zw/Reserve_Bank_of_Zimbabwe">Reserve Bank of Zimbabwe</a> governor Dr <a href="http://www.pindula.co.zw/John_Mangudya">John Mangudya</a> on the 25th of this month , to discuss the way forward. She added that she will also meet the Apex council, the umbrella body that represents all civil servants to discuss the same issue.
This comes as government has released pay dates for January salaries but has remained silent on the dates for bonuses.

Govt speaks on civil servant bonuses

Rumours doing the rounds on Twitter are that <a href="http://www.pindula.co.zw/Econet_Wireless_Zimbabwe">Econet Wireless Zimbabwe</a> has paid its employees Pick n Pay vouchers as bonus for the year 2016. Government has failed to pay civil servants the 13th cheque and has not given official dates on when it intends to pay bonuses.
