The government has issued a strong warning to people drilling boreholes in the Upper Gwayi Sub-Catchment area of Matabeleland North Province without proper registration with the Zimbabwe National Water Authority (ZINWA).
In a notice dated September 12, which was seen by <a href="https://www.newsday.co.zw/local-news/article/200032435/govt-raids-borehole-owners-unregistered-ones-to-pay-us150-fine">NewsDay</a>, the Upper Gwayi Sub-Catchment Council outlined the requirements for registering boreholes and wells and warned that those who fail to follow the proper procedures will be fined heavily.
The notice, which one D Mapolisa signed, was posted at Mhlahlandlela Government Complex in Bulawayo. It reads:

Do you have a well or borehole? Is the well or borehole registered with the Upper Gwayi Sub-Catchment Council?
If your answers are yes to question 1 and no to question 2, please visit our offices and register your well or borehole and pay outstanding levies.
Failure to do so will attract legal penalties as stipulated in Statutory Instrument 206 of 2001 and section 118 of the Water Act [Chapter 20:24].
Please be advised that it is illegal to use water from a well/ borehole without a permit. You are advised to respond to this notice within seven days.
Every visit to your property will attract a non-compliance fee of US$150 if you fail to respond within the stipulated days. Consider this your first visit.

Contacted for comment by NewsDay, ZINWA spokesperson Marjorie Munyonga said the water authority could not vouch for the authenticity of the letter in question.
However, she clarified that the Upper Gwayi Sub-Catchment Council is a legitimate organisation established under the Water Act.
Its duties include, among other responsibilities, the registration and monitoring of groundwater use. Said Munyonga:

Sub-catchment councils, which are also legal entities separate from Zinwa, retain the responsibility of registering boreholes and issuing groundwater abstraction permits and are responsible for the maintenance of the registers for boreholes.
ZINWA only steps in to assist sub-catchment councils only in instances where they lack capacity to perform their mandate.
The public is advised that in accordance with the law, individuals or entities need to obtain authority to drill and deepen boreholes from their respective sub-catchment councils.
Boreholes drilled without registration require regularisation with sub-catchment councils as well. This ensures the sustainable utilisation of groundwater resources.

According to the Water Act (Chapter 20:24) all borehole owners should register their boreholes with ZINWA or the nearest Catchment Council Offices.
All prospective borehole owners should get a permit for the drilling of a borehole from ZINWA or the nearest catchment council offices.
In 2023, Lands, Agriculture, Fisheries, Water and Rural Development Minister Anxious Masuka said that groundwater use, just like surface water use, is governed by the Water Act (Chapter 20:24).
He said Section 3 of the Water Act vests all water in the President while Section 4 of the same Act prohibits private ownership of water.

Miss Universe Donates Boreholes To Epworth Residents

Bulawayo’s water crisis may not ease in the short term because many of the boreholes being drilled by the government in and around the city are yielding no water.
Speaking to the <a href="https://newsday.co.zw/southerneye/local/article/200026612/byo-water-crisis-set-to-worsen">Southern Eye</a>, Bulawayo Provincial Affairs and Devolution secretary Paul Nyoni said the water table in the city has gone down and as a result, they have failed to reach their target for boreholes. Said Nyoni:

We have sunk boreholes in the city using the drilling rig from the government, but the main problem is that there is a high percentage of dry holes.
At most times, we will have a target to sink several boreholes, but because of the water table, we do not sink the desired number.

The Bulawayo metropolitan province received one drilling rig from the central government in 2023 to help ease the city’s water crisis which has seen the council cutting off water supplies for about 120 hours a week.
Nyoni revealed that besides a receding water table attributed to El Niño-induced drought, authorities are also facing the challenge of vandalism. He said:

We have been drilling boreholes mainly in institutions or if I can say parastatals that have enough security.
We have not been drilling in open spaces because there is a lot of vandalism going on hence the reason why many communities have not been noticing so much of our work.

Nyoni said the provincial leadership was expecting the central government to provide another drilling rig to ensure that residents of the country’s second-largest city have access to the precious liquid.

Bulawayo Water Crisis May Worsen As New Boreholes Fail To Yield Water

Half of the boreholes in Harare’s western and northern districts are contaminated with human waste, the City of Harare epidemiology and disease control officer, Dr Michael Vere, has said.
Harare’s western district covers suburbs such as Highfield, Glen Norah, Glen View, Mbare, Dzivaresekwa, Budiriro, Kuwadzana and Kambuzuma.
The northern district covers Borrowdale, Glen Lorne, Glenwood Park, Newlands, Mabelreign, Highlands, Mabvuku, Tafara, Hatcliffe and Waterfalls.
Vere told <a href="https://www.sundaymail.co.zw/50pc-harare-boreholes-unsafe">The Sunday Mail</a> that water samples from boreholes in these areas showed traces of E. coli bacteria, which can cause water-borne diseases like typhoid and cholera.
Harare residents heavily rely on boreholes due to erratic municipal water supply. Said Vere:
<blockquote>
As Harare City Council, we routinely do water quality monitoring in targeted areas where there will be cases of cholera and typhoid.
Through our monitoring programme, we have found out that 50 per cent of boreholes in the western and northern districts are contaminated with sewer and human waste.

The discovery comes at a time when Harare was battling to contain a cholera outbreak directly linked to water shortages.
Vere said Harare and Chitungwiza require 1 200 megalitres of potable water a day but current water production is around 300 megalitres, a quarter of what is needed. He said:

Harare and surrounding areas like Chitungwiza need about 1 200 megalitres of water per day, but we are only able to produce 300 megalitres per day.
We have, however, decommissioned a few boreholes but not all of them because of the water challenges we are having in Harare.

To make the borehole water safe for human consumption, the local authority is doing inline chlorination where it puts chlorine in the boreholes so that the water gets chlorinated.
Medical and Dental Private Practitioners of Zimbabwe Association president Dr Johannes Marisa said there was a need to replace Harare’s water and sewer pipes.
Harare Residents Trust executive director, Precious Shumba, said underground water and sewer pipes need to be upgraded to cope with a ballooning population. He said:

They are rusty, sand-blocked and leaking in most weak areas resulting in underground water being heavily polluted.
The observations and findings of the City Health Department on the contamination of 50 per cent of borehole water are on point. They reflect the real situation on the ground.
The sizes of the pipes need to be upgraded to reflect the increase in population and the illegal settlements.
Plugging the leakages and illegal connections along the water distribution network is the first step in increasing the amount of water reaching houses connected to the water supply system.

In 2021, it was reported that 62% of Harare’s treated water was going to waste or was being used without being paid for.

Half Of Harare's Boreholes Contaminated

Almost all wells and half the boreholes in Harare’s western district are contaminated with E. coli bacteria, a senior Harare City Council official has said.
E. coli (Escherichia coli) is a type of bacteria, commonly found in the intestines of humans and animals.
While most strains are harmless, some can cause illness, such as diarrhea or urinary tract infections.
According to City of Harare epidemiologist, Dr Michael Vere, all the city’s sewage effluent is deposited in its western district, resulting in 90 percent of cholera cases.
Lake Chivero, the main water source for Harare residents, is also heavily polluted, making cleaning the water very expensive. <a href="https://www.hmetro.co.zw/almost-all-wells-in-harare-contaminated/">H-Metro</a> quoted Vera as saying:
<blockquote>
Some boreholes are contaminated with a sewer which needs a purifier installed. In the western district, 100 percent of the wells are contaminated and 50 percent of boreholes are contaminated as well.
</blockquote>
Glen View, Glen Norah, Budiriro, Highfield, Mufakose, and surrounding farms make up the western district.
Vere implored men to practice good hygiene, saying more men are infected with cholera as compared to women.
He said 58 percent of people who contract cholera are males, while 42 percent of cholera patients are females.

"All Wells In Harare's Western District Contaminated"

The world’s most subscribed YouTuber, <a href="https://www.youtube.com/@MrBeast">MrBeast</a>, recently came to Zimbabwe to drill boreholes in rural communities.
Mr. Beast, real name James Donaldson, was on a mission to drill 100 boreholes in African rural communities that have no convenient access to clean water. Some 18 of those were drilled in Zimbabwe. The other boreholes were drilled Kenya, Uganda, Somalia and Cameroon.
In Zimbabwe, they his team drilled 18 boreholes in places including from what we can tell in a <a href="https://youtu.be/mwKJfNYwvm8">video he released on his YouTube channel</a>.
He also donated what looks like 10s of Buffalo bicycles to school children in a Lalapansi village.

MrBeast’s initiative is part of a wider MrBeast Philanthropy initiative in which he does things for people that cannot afford them. Things he has done include, adopting an  orphanage in South Africa, paying for cataract surgery for 1000 people, helping amputees walk, and building houses for families.
His charity however has also attracted criticism with some describing it as self-enriching “<a href="https://www.abc.net.au/religion/mrbeast-and-the-problem-of-philanthropy-as-spectacle/101998574">kindness for clicks</a>“. For his video about how he helped 1,000 blind people see, which generated 160 million views, he was criticised for benefiting financially more than the cost of the charity and video.
In response to the criticism, he said that his <a href="https://www.bbc.com/news/newsbeat-64490431">average video in 2022 made a $1.5 million loss</a>. MrBeast’s charity has however largely been praised for raising awareness on human needs that governments and society are not paying enough attention to.
In Zimbabwe, the average price of fully kitted solar powered borehole is US $3000. For the 18 boreholes, MrBeast therefore have paid roughly US $54,000. A Buffalo bicycle is priced at $250 and so some 100 of them would be $25000. 
The government of Zimbabwe has been on its own mission to drill boreholes in urban and rural areas across the country. Recently, President <a href="https://www.pindula.co.zw/2023/10/29/the-majority-of-villages-will-have-solar-powered-boreholes-in-5-years-president-mnangagwa/#google_vignette">Mnangagwa said promised that every village would have a borehole in 5 years</a>, the length of his current presidential term.
The name MrBeast is not a stranger to Zimbabweans that spend some time on YouTube. Aged 25, he has some 207 Million subscribers on his YouTube channel. MrBeast has <a href="https://techcrunch.com/2022/10/25/mrbeast-1-5-billion-valuation-youtuber/">valued his YouTube channel at $1.5 billion</a>.

Billionaire YouTuber MrBeast Drills Free Boreholes In Zimbabwe

China has donated 500 boreholes to improve access to safe and clean water in remote areas of <a href="https://wiki.pindula.co.zw/Manicaland_Province">Manicaland</a>, Matabeleland South, and Masvingo. The Asian giant also pledged to drill an additional 300 boreholes.
This donation is expected to help reduce deaths from preventable diarrheal diseases and to increase horticultural productivity, increase school and work attendance, improve learning outcomes, accelerate rural development and reduce health costs.
The boreholes were handed over to the Minister of Lands, Agriculture, Water, Fisheries and Rural Development, Dr <a href="https://wiki.pindula.co.zw/Anxious_Masuka">Anxious Masuka</a>, at Clare Secondary School in Odzi.
The Charge de Affaires China Embassy, Mr Cheng Yen, reported that 200 boreholes were drilled in Manicaland, while Masvingo and Matabeleland South received 150 boreholes each. <a href="https://www.manicapost.co.zw/new-china-donates-500-boreholes-to-zim/">Manica Post</a> quotes him as saying:

China’s assistance to Zimbabwe always focuses on development and people’s livelihoods. We believe that the right to development is one of the most basic human rights. Democracy and human rights are only empty words without achieving economy and people’s better lives.

Mr Cheng Yen said China will assist Zimbabwe in achieving its Vision 2030 under the Belt and Road Initiative and through nine programs of FOCAC and bilateral cooperation, emphasizing infrastructure development and manufacturing-related sectors.
China has led prominent projects in Zimbabwe, including the New Parliament Building, National Pharmaceutical Warehouse, and expansions of Kariba South Hydro and Hwange Thermal Power Stations.
Minister Masuka described China’s donation of 500 boreholes as a milestone in providing universal access to clean and safe water.
The donation comes as Zimbabwe is <a href="https://zero.pindula.co.zw/?s=cholera">battling cholera</a> with at least 17 hotspots identified countrywide.

China Donates 500 Boreholes To Zimbabwe

The government has resolved to remove all boreholes that were drilled illegally in wetlands in Harare Metropolitan Province.
In a statement issued this Wednesday, the Office of the Secretary of State for Provincial Affairs and Devolution for Harare Metropolitan Province said all forms of construction in wetlands will be stopped forthwith.
The decision followed a meeting that was held between the Secretary of State for Provincial Affairs and Devolution for Harare Metropolitan Province, Tafadzwa Muguti, the Harare Wetlands Trust and Harare residents representatives on Tuesday the 14 March 2023.
The meeting was convened to discuss the growing invasion of wetlands and illegal water harvesting being facilitated by some council and government officials. Part of the statement reads:

Members of the public are advised that all wetlands in Harare Metropolitan Province have since been gazetted by the Environmental Management Agency through a Cabinet directive. As such no construction or agricultural activities are allowed in wetlands.
Zimbabwe is a signatory to several global conventions on the protection of wetlands and so as a Provincial Government structure, we shall not tolerate any form of wetland invasion.
It has been noted that water extraction permits are being issued for drilling boreholes and harvesting natural spring water in wetlands.
There is also a growing concern over local authorities who are applying for a change of land use from wetlands to commercial or residential stands.
The Environmental Management Agency has been advised not to issue any full or partial authorisations to developers and local authorities on wetlands.

Govt Vows To Destroy Boreholes Drilled On Wetlands

The Harare City Council has denied media reports that water samples taken from 15 boreholes in the city were found to have human faecal matter.
In a statement on Monday, the City of Harare admitted that the water was contaminated with E-coli but said the contamination could be from other mammals, and not necessarily from humans. The local authority said:
<blockquote>
The City of Harare has noted recent reports in the media that 15 boreholes in the city were found to have human faecal matter.
E-coli is an indicator organism, indicating possible faecal contamination. 
The tests done do not indicate that it’s human but could be from other mammals as E-coli comes from both.
The City Health Department did routine water quality monitoring of all water sources including boreholes, and municipal water in response to watery diarrhea outbreaks that were reported in some western suburbs and the water sampling implicated some boreholes used by those affected.
The standard procedure is that any water source found contaminated from E-coli is disinfected with chlorine or HtH to make it safe, source of contamination is investigated and dealt with accordingly for example repair of sewer choke and disinfection with chloride of lime to avoid further contamination.
Our water department regularly tests water at various strategic points in the distribution network, particularly water reservoirs and take corrective measures when residual chlorine is below the set standard.
Various zonal Superintendents have regular stock of HTH issued from Morton Jaffrays Waterworks for this purpose.

The City of Harare said since the discovery of E-coli in water from the boreholes, it has taken several corrective measures. These include:

Harare City Council Denies Reports Of Human Waste In Borehole Water

The City of Harare has temporarily decommissioned 15 boreholes that were contaminated with human waste in three suburbs.
The boreholes are believed to be the source of typhoid cases reported in Glen Norah, Mbare and Budiriro.
City health authorities tested water samples taken from 127 boreholes in the three suburbs and found significant traces of Escherichia coli (E. coli) bacteria, indicating the presence of faecal matter.
Seventy-two (72) suspected typhoid cases are being monitored, while about 20 others have been confirmed.
City epidemiology and disease control officer Dr. Michael Vere said:

We have tested several boreholes in Harare — a total of 127 — and we discovered that seven boreholes were contaminated with faecal matter in Glen Norah and eight boreholes in Mbare.
We temporarily closed these boreholes and installed in-line chlorinators; these are devices that contain chlorine, which kills all the bacteria in the water to make it safe for use.
These boreholes could have been the source of typhoid infection.

<h2>Increase potable water supplies</h2>
Vere said the city plans to increase potable water pumped into areas where boreholes have been decommissioned. He said:
<blockquote>
We are working with our Water Department so that affected suburbs get water supplies.
Our health department has recorded 92 cases of suspected typhoid, of which about 20 have been confirmed.
From January 1, we recorded a total of nine cases.
We have seven cases from Glen Norah and two other cases — one each in Highfield and Ushewokunze.
We continued to record an increasing number of cases in Glen Norah and this prompted us to investigate the source of the outbreak.

Human Waste Detected In Borehole Water In Harare

Villagers from four villages in Ward 10, <a href="https://www.pindula.co.zw/Bulilimamangwe">Bulilima District</a> in Matabeleland South are reportedly crossing the border to neighbouring Botswana illegally to fetch water from the Maitengwe River.
The villagers used to draw water from Fubawulu Dam but its wall collapsed in 2019 leaving them with no option but to “steal” water from Botswana.
The four villages – Fubawulu, Nsubula, Bambadzi and Tshilukutu – have no boreholes, and according to a local official, the water table is too deep.
River Maitengwe is, however, dry so villagers dig water holes on the riverbed and have to wake up as early as 4 AM, in the process exposing themselves to rapists.
One of the affected villagers, Handukani Sibanda from Tshilukutu Village who was in the company of Thembelenkosini Ndlovu, said:

We know that we are illegally doing this but the good thing is that border security knows our water plight, as long as one is fetching water there is no problem.
Our only challenge is the distance we walk to the river, it’s about 5km from where I stay.

Their livestock drink from the same river but on the Zimbabwean side which, however, is further than 5km hence their decision to cross the border.
Tshilukutu village head, Count Nleya, implored authorities to address their challenge as a matter urgency. He said:

They say water is life and since we have no access to water it means we have no life. It’s due to the benevolence of Botswana authorities who took a decision not to chase us otherwise this could be a real disaster for us, a whole village with no single borehole, it is tragic.

Chengetai Nyathi, from Nsubula village, said whenever she thinks of water, she gets depressed. Said Nyathi:
<blockquote>
Life for us is unbearable, to be honest. Can you imagine walking for more than 5km to go and fetch water, worse in a foreign country where your trip can turnout for the worst. 
While we have generally enjoyed peace from border security, once in a while you can be harassed, especially if there has been a change of shifts.
Just recently there was a case of rape because we wake up sometimes around 4 AM when it’s still dark.

Ward 10 councillor, who is also the Bulilima Rural District Council chairperson, said previous attempts to drill a borehole at Fubawulu failed because the rigs were only 70m long while the water table was 100m deep. He said:

As council, we received funds from the Community Development Fund as well as the devolution fund but pressing priority issues made it difficult to use the funding to drill boreholes.
We used CDF to build a clinic for the Ward because there was no clinic in the ward, Mpimba Clinic which is only waiting to be opened.
As for the devolution funds, the money was used to construct sewer ponds for the Hlalani Kuhle houses in Figtree because of fear of disease breakouts.

Meanwhile, villagers and diasporans from the Ward, which has a total of seven villages, have since mobilised themselves and managed to raise 150 000 rand.
The money was used to hire a grader from Bulawayo, 250 km away, and meet labour costs for the reconstruction of the Fubawulu Dam wall that collapsed in 2019.
Each of the 1 350 homesteads in the ward, was required to contribute 100 rands while diasporans forked out 450 rands each.
A further 50 000 rand is needed to reconstruct the spillway which was condemned by council engineers.

The Zimbabwe National Water Authority (ZINWA) has procured 40 drilling rigs and has taken delivery of one of the rigs, with the rest expected to be delivered during the first quarter of 2022.
This was revealed by ZINWA corporate communications and marketing manager, Marjorie Munyonga in an interview with The Sunday Mail.
Munyonga said the drilling rigs will be used to support the Presidential Rural Horticulture Transformation Plan which will see the drilling of 35 000 boreholes countrywide by 2025. She said:

ZINWA has started receiving borehole drilling rigs as it prepares to implement the drilling of 35 000 boreholes that will anchor the Presidential Rural Horticulture Scheme.
The Authority has already taken delivery of one rig (drilling rig and support truck), while the rest of the rigs are expected to be fully delivered in the first quarter of 2022.
The high capacity rig, which ZINWA has received, has a capacity to drill to a depth of up to 500 meters.

The drilling rigs are expected to be distributed evenly across the country’s eight rural provinces.
