<p>The price of bread has gone up again by 20% from last month following a raft of new taxes introduced by the Minister of Finance, Economic Development, and Investment Promotion Mthuli Ncube.</p>
<p>The price of bread is now $US1.20, up from US$1.00 just a fortnight ago.</p>
<p>Retailers increased the bread prices early this month to between US$1.10 and US$1.20 but reverted to the old price a few days later.</p>
<p>However, the price of bread has gone up again to US$1.20 and between $10 000 and $11 000 in some major supermarkets in Harare.</p>
<p>Speaking to <a href="https://www.newsday.co.zw/thestandard/news/article/200022070/ncubes-taxes-push-bread-prices-up"><span style="text-decoration: underline;">The Standard</span></a>, Confederation of Zimbabwe Retailers (CZR) president Denford Mutashu attributed the increases to movements in the exchange rate. Said Mutashu:</p>
<blockquote>
<p>The increase is on the supply side which has captured the movement of the exchange rate both on the official and unofficial markets.</p>
</blockquote>
<p>Some tuckshops are selling bread at US$1.20 while some traders in high-density suburbs are charging US$1.10 for a loaf of bread.</p>
<p>Grain Millers Association of Zimbabwe (GMAZ) president Tafadzwa Musarara told <em>The Standard</em>:</p>
<blockquote>
<p>We have not increased the price of wheat. You will have to talk to the National Bakers’ Association of Zimbabwe (NBAZ) to understand why the price of bread has gone up.</p>

<p>NBAZ president Dennis Zinyama attributed the price increases to the new taxes introduced by the Treasury. He said:</p>
<blockquote>
<p>Previously, when bread was zero-rated as a taxable supply, bread manufacturers could claim, from the Zimbabwe Revenue Authority, input tax charged on production and distribution costs.</p>
<p>Bread manufacturers were, therefore, not factoring these costs into the pricing of bread.</p>
<p>In the new Finance Act, bread has been changed to an exempt supply status, implying that input tax is no longer claimable.</p>
<p>Consequently, manufacturers are compelled to incorporate the tax portion into the cost of production and distribution.</p>
</blockquote>
<p>The price increase comes as the Government, which is the biggest employer in the country, reduced civil servants’ earnings by taxing their US$300 allowances that have been converted to taxable salaries.</p>

Bread Price Goes Up, Again

<p>The price of bread in Zimbabwe has increased recently, and bakers are attributing it to taxes mentioned in the 2024 National Budget by Finance Minister Mthuli Ncube. Bakers used to sell bread for around US$0.90 but have now raised the price to US$1. As a result, retailers and tuckshops have also increased their prices from US$1 to US$1.20.</p>
<p>According to The Mirror, bread sales have decreased in tuckshops across Masvingo following the price increase. Tuckshop owners believe the hike is due to an increase in tollgate fees from US$2 to US$4. Masvingo mainly receives its bread supply from Bulawayo. One tuckshop owner in Mucheke D mentioned that they only sold one loaf of bread the entire morning.</p>
<p>A snap survey conducted by Pindula confirmed the price increase. A tuckshop owner in Harare told this reporter that they had no choice but to raise their prices since bakers had done the same. They are currently charging the usual US$1 plus ZWL$500 (equivalent to US$0.13).</p>

<p>There is a high likelihood that we will further increase the price to around US$1.20.</p>
</blockquote>
<p>Retailers like Food World, Choppies, Pick n’ Pay, OK and others, were already selling bread at around US$1.15 before Finance Minister Mthuli Ncube introduced a value-added tax (VAT) of 15 percent on goods.</p>
<p>Businesses are rounding off their prices to the nearest whole figure, and some are increasing their prices by a dollar, which exceeds the 15 percent VAT. They cite difficulties in providing change since some are exclusively charging their commodities in United States dollars. To address the change issue, some retailers are now giving vouchers which customers can use later in that store. </p>

<p>These price increases on bread and other goods are a result of the taxes outlined in the National Budget. It has caused challenges for both businesses and consumers, as the cost of living continues to rise.</p>
<p><strong>It is not only bread!</strong></p>
<p>The cost of every other commodity is going up. For instance, meat prices in Zimbabwe have increased. <strong><a href="https://www.pindula.co.zw/2024/01/04/the-cost-of-meat-has-gone-up-in-zimbabwe-due-to-the-new-15-value-added-tax/">As we reported recently, Texas Chicken</a></strong>, a subsidiary of Associated Meat Packers that specializes in chicken, is one of the companies that issued statements stating that their chicken prices have gone up. They claim that their prices remained the same, but they have added the VAT. </p>

Bread Price Go Up In Zimbabwe Bakers Cite Increased Tax

<p>Baker’s Inn Bakery has reduced the price of bread in response to the strengthening of the Zimbabwe dollar.</p>
<p>The new price of bread has been pegged at ZWL$5 800 wholesale and ZWL$6 400 retail.</p>
<p>In an interview with <a href="https://www.herald.co.zw/bakers-inn-slashes-bread-prices/"><span style="text-decoration: underline;"><strong>The Herald</strong></span></a>, Baker’s Inn’s chief operating officer Benjamin Mavros commended the Government in its efforts to stabilise the market. He said:</p>

<p>We have seen the Government’s notable efforts to combat inflation and in support of this, we have reduced the price of bread as a way to hold our local currency.</p>
<p>Bread is a basic commodity and should thus be affordable and available to everybody.</p>
<p>Baker’s Inn values its customers nationwide and that is why the new price of bread will be experienced across the entire country, from Beitbridge to Gokwe to Victoria Falls.</p>
<p>We expect our customers to be very excited by this reduction and as a result, we are expecting to see volume growth.</p>

<p>A few weeks ago, following the sharp depreciation of the Zimbabwe dollar, some bread manufacturers were selling a loaf of bread for more than ZWL$10 000.</p>

Baker’s Inn Slashes Price Of Bread

<p>Mourners at Rufaro stadium chanted songs during the funeral and one of the songs they sang was <em>asi chingwa ndasiya padhola</em> which can be loosely translated to ” but I left bread costing $1”. In 2017 when the army staged a coup against then-president Mugabe, bread was going for 90 cents a price that has increased by over 600% since then.</p>

<p>AT $7 Bread Is Now Too Expensive For Most Zimbabweans As Supermarket Shelves Remain Full Of Bread</p>
<p>The latest economic crisis in Zimbabwe didn’t start with these debilitating power cuts we are being forced to live through. It started with cash, fuel and bread shortages.</p>
<p>While a few weeks ago you would find people standing in line waiting to buy a loaf of bread for their family breakfast, in our recent survey we noticed something strange. Right now there is not a bread shortage in Zimbabwe!</p>
<p>Supermarket shelves were staked to the brim with this supposedly rare commodity. Of all the four major supermarkets we surveyed: OK, Choppies, FoodWorld and Pick N Pay all had shelves full of bread. This wasn’t a branch thing either, all branches we looked at from Mbare to the CBD had bread.</p>
<p>It seems bread has now become too expensive The full shelves are half the story, however. During the entire research, we only saw very few people buying bread.</p>
<p>Most people just took a glance at the asking price of $7, shook their heads in resignation and went on to admire goods that are simply now priced beyond their reach.</p>
<p>Just over a week ago bakers increased the price of bread from the barely affordable $5 to around $6.20. It is not clear when bread reached the price of $7.</p>
<p>It seems this price is a little too far for most pockets which now have to pay more for the little electricity that ZESA is providing as well as contend with fuel and prices of virtually everything else going up.</p>

<p>A section of Zimbabwean citizens has condemned Finance and Economic Development, Mthuli Ncube for being “detached” from the reality of the hardships people are experiencing.</p>
<p>On being asked by his interviewer on what the price of a loaf of bread is, Mthuli simply said, “it is whatever it is, so?”. After being told that it costs $6.50, his reply was, “so?”</p>

<p>Writing on social media, journalist and political commentator, Hopewell Chin’ono said that the prices are not going up, but rather going down. He wrote:</p>

<p>President Emmerson Mnangagwa met a local entrepreneur, Mr Kwande from Gweru recently, who produces bread using only Zimbabwean wheat.</p>
<p>Writing on his Twitter handle, President Mnangagwa said:</p>
<blockquote><p>Good to meet Mr Kwande and hear how he has baked 5,000 loaves of bread to supply the Gweru market, using only Zimbabwean wheat. I am always happy to meet local entrepreneurs and learn about their initiatives to build our economy.</p></blockquote>

<p>Government officials will this week meet bakers in a move aimed at reducing the price of bread.</p>
<p>The country’s major bakers recently “colluded” to raise the price of bread from $1.80 per standard loaf to $3.50, making the breakfast staple unaffordable to the generality of citizens.</p>
<p>In an interview with state media on Friday last week, Deputy Minister of Land, Agriculture, Water, Climate and Rural Resettlement Vangelis Haritatos said:</p>
<blockquote><p>As Government, we believe in engagement and so in conjunction with the Ministry of Industry and Commerce, we intend to meet the representatives of the National Association Bakers of Zimbabwe and their members so that we address this problem for the mutual benefit of both the bakers and consumers.</p>
<p>Hopefully, we will come to an agreement to reduce the price of bread so that we have on the market a price that’s affordable to the public and at the same time allowing the bakers to make a profit.</p>
<p>We feel that the bread price increase was unjustified. We did announce new producer prices but remember we are giving 38,5 per cent discount to our millers and as such the price of bread should be between RTGS$2 and RTGS$2,50 and not RTGS$3 and RTGS$3,50.</p></blockquote>
<p>Meanwhile, a consumer rights watchdog called for an investigation into the country’s major bakers, namely Lobel’s, Bakers Inn and Proton who are accused of forming a bread cartel together with major supermarket chains.</p>

Govt Summons Bakers In Bid To Reverse Price Of Bread

<p>The National Consumer Rights Association (NACORA) has called for an investigation of the country’s three main bakeries, Lobel’s, Bakers Inn and Proton.</p>
<p>NACORA accuses the three bread producers of colluding to increase the price of bread while at the same time selling poor quality products. Below is the full statement by NACORA:</p>
<blockquote><p>The pricing of bread is Zimbabwe is extremely uncompetitive. Besides the generally very poor and hostile economic environment and the prevailing culture of speculative, this collusive behaviour is resulting in high and higher prices and very poor products that in the process rob consumers of value for money.</p>
<p>The existence of an illegal bread cartel cannot be ruled out. We believe, upon information and behaviour, that the triumvirate of the big three, namely Lobel’s Bread, Bakers Inn and Proton, with an inner circle of big supermarket cousins, are directly and indirectly jointly manipulating and colluding to fix the price and supply of bread, thereby hurting consumers.</p>
<p>We, therefore, call upon the Competition and Tariff Commission to expeditiously and thoroughly investigate how in particular Lobel’s, Bakers Inn and Proton continue to almost always raise the price of bread at the same time and by the same amount of money despite differences in quality, weight and other cost-driving variables.</p>
<p>There is clearly under-the-radar mafia-like co-operation and information sharing that result in coordinated and uniform price increases. A more comprehensive investigation is needed this time around.</p>
<p>In addition, the Competition and Tariff Commission should investigate the role of big supermarkets in this pricing cartel.</p>
<p>However you look at it, the supply and pricing of bread are characterised by unfair prices, materially restrictive features and uncompetitive behaviour in contravention of the Competition Act [Chapter 14:28].</p>
<p>Lobel’s Bread, Bakers Inn and Proton, together with large supermarkets that retail Lobel’s, Bakers Inn and Proton bread and their own bread, have substantial or near total control over bread and as a result, there is a high level of market concentration.</p>
<p>This situation is worsened by the fact that some of these actors are vertically integrated allowing them freedom of unlawful conduct.</p>
<p>We, therefore, believe there is both a legal and factual basis to sustain an investigation into allegations of violations of the law.</p>
<p>Bread is central to the food and nutritional security of households and therefore the collusive and unfair pricing of this commodity is deeply hurting to consumers. More competition, and not less is in the public interest.</p>

<p>Former Sunday Mail editor, Edmund Kudzayi has ridiculed President Mnangagwa for saying that the government will open small bakeries across the country to deal with the recent surge in the price of bread. <a href="https://twitter.com/EdmundKudzayi/status/1119857367384903681" rel="noopener" target="_blank">Said Kudzayi:</a></p>
<blockquote><p>I still can’t believe President Mnangagwa was given, and read, a speech promising to build “small bakeries” across the country as a response to bread price increases lol. The responsible crew is either incompetent or malicious.</p></blockquote>
<p>Responding to Kudzayi’s tweet, <a href="https://twitter.com/buildzimbabwe/status/1119878494576680962" rel="noopener" target="_blank">Build Zimbabwe Alliance said:</a></p>
<blockquote><p>So President Mnangagwa is under the impression that the bread crisis is as a result of a lack of bakeries?</p>
<p>Is he out of touch or trying to sell people a false narrative so to make them feel he’s taking positive action on the crisis?</p></blockquote>
<p>Another Twitter user, <a href="https://twitter.com/gmurapa/status/1119858235534655488" rel="noopener" target="_blank">Gift Mupara suggested that</a> Mnangagwa’s failure to detect that he was reading bad stuff shows that he is also incompetent;</p>

<p>Bee Ruzengwe blamed civil servants surrounding Mnangagwa of maliciously misinforming him. <a href="https://twitter.com/bleruzengwe/status/1119891903661649920" rel="noopener" target="_blank">He wrote:</a></p>
<blockquote><p>You can say that again. It’s now common knowledge, that in addition to his own limitations, ED is surrounded by civil servants maliciously misinforming him hourly.</p>

Ex- Sunday Mail Editor Mocks ED's 'Small Bakeries' Statement

<p>The government on Tuesday pleaded with bakers to reconsider their decision to unilaterally hike the price of bread by around 90 per cent without notifying the consumers ahead of time or consulting authorities.</p>
<p>Speaking to the media soon after a Cabinet meeting in Harare on Tuesday, the Minister of Information, Publicity and Broadcasting Services, Monica Mutsvangwa said:</p>
<blockquote><p>The Minister of Industry and Commerce presented to Cabinet a letter by the Bakers Association of Zimbabwe, stating their intention to immediately hike the price of bread without any recourse to consultations with the Government as is the normal procedure.</p>
<p>Of particular concern to Cabinet also is the timing of the planned price increase, which is coming exactly two days before the national Independence celebrations.</p>
<p>Such a move, whether by design or otherwise, certainly has the effect of dampening the mood of the nation.</p>
<p>Furthermore, the unilateral action does not bode well to ongoing efforts by Government to engage in dialogue with all stakeholders, business included, with a view to creating a stable environment where businesses can compete and thrive.</p>
<p>As such, unilateral price hikes, particularly on basic commodities that our people cannot do without is not in consonance with the spirit of mutual engagement that Government is encouraging.</p>
<p>Cabinet, therefore, calls on the Bakers Association of Zimbabwe to defer the planned hike in the price of bread in order to allow the normal mutual consultations to take place.</p></blockquote>
<p>The public woke to a sudden bread price hike on Tuesday as bakers colluded to set the price of a single standard loaf of bread from $2.00 to $3.50.</p>
<p>The move was a bolt from the blue as bakers normally notify consumers of an imminent price increase.</p>

Govt Pleads With Bakers To Reverse Bread Price Hike

<p>Bakers have unilaterally increased the price of bread from RTGS$2 to RTGS$2,30 a standard loaf.</p>
<p>Millers have however distanced themselves from the latest price hike saying the price of flour has not changed.</p>
<p>In some high-density suburbs, a single loaf cost as much as RTGS$2,50. The price increase comes in spite of the government recently blocking a proposed price increase by bakeries.</p>
<p>Bakers Inn is now selling a loaf of bread at US$0.60 or $2,30 per loaf for those paying in bond notes, whilst both Lobels and Proton bread was also going for RTGS $2,30 per loaf.</p>
<p>Speaking to State media, Grain Millers’ Association of Zimbabwe (GMAZ) chairperson Mr Tafadzwa Musarara said:</p>
<blockquote><p>The GMAZ has noted the recent increase in bread prices. These bread price increases are, however, not in any way associated with flour cost drivers as the product supply price to bakers has remained constant since the new price of bread was gazetted.</p>
<p>Cabinet announced an increase in the price of flour yesterday (Tuesday), however, bakers had already increased the price of bread.</p>
<p>This increment has nothing to do with the price of flour because as GMAZ we had not increased the price of flour and they were still getting it from us at the same price.</p>
<p>This increase may be a result of other production costs in the baking industry and logistics and not flour.</p>
<p>We are currently consulting on how we can work around the new price of flour, to ensure that it does not affect the price of bread so that the price of bread will remain the same.</p></blockquote>

Price Of Bread Raised To RTGS$2.30

<p>Zimbabwean is losing about $100 million every year to the importing of wheat Industry and Commerce minister Mangaliso Ndlovu has said. He was speaking at an exhibition organised by the Grain Millers’ Association of Zimbabwe (GMAZ) in Bulawayo recently.</p>
<p>Said Ndlovu:</p>
<blockquote><p>A study in 2003 on the bread price indicated that there was a huge deficit in terms of wheat production compared to the nation’s annual consumption, where seven months’ wheat supply was to be met through imports, 16 years down the line we are still faced with the same challenges, if not worse.</p>
<p>The country is spending close to $100 million in wheat imports annually to cater for this deficit.</p></blockquote>

Zimbabwe Spending $100 Million On Wheat Imports Every Year

<p>Industry and Commerce Minister Nqobizitha Ndlovu said that the government met with bakers and  agreed that the price of bread should be reduced.</p>
<p>Ndlovu said that he is not aware of the current bread price but said that his Ministry and bakers are discussing the issue. In a brief interview with the Chronicle, Ndlovu said:</p>
<blockquote><p>We met with bakers and they agreed that bread sells at $1,80 but I don’t know what the price is now. We met and we are discussing those issues.</p>
<p>We only try and intervene to minimise the effect on the people. On cost issues, National Foods and Innscor can help with that.</p></blockquote>
<p>Bread remains in short supply on the market though, in small convenient shops in Harare, a loaf is being sold at $2.25.</p>

Bakers Consent To Reduce Bread Price After Meeting Industry Minister

<p>The price of a standard loaf of bread has been raised from $1.40 to $2.60 or US$0.90. Bakers cited rising production costs and the government’s failure to support the sector.</p>
<p>The Grain Millers Association of Zimbabwe (GMAZ) revealed that the sharp price hike has nothing to with the supply of flour. In a statement, GMAZ spokesperson Garikai Chaunza said:</p>
<blockquote><p>These bread price increases are, however, not in any way associated with flour cost-drivers as the product (flour) supply price to bakers has remained constant.</p>
<p>Flour supplies to bakers have, however, remained suppressed due to the non-availability of foreign currency to bring in imported wheat, which is still held in Beira.</p></blockquote>
<p>The price of bread has been raised several times over the past few months. Less than a year ago, a standard loaf of bread cost $0.90.</p>

Price Of Bread Hiked To $2.60/ US$0.90 As Bakers Cite Rising Production Costs

<p>The price of bread has increased at some retailers in Zimbabwe to about $2.50 a loaf. The new prices came into effect this weekend. The old bread price was about $1.50</p>
<p>Zimbabweans have expressed shock at the new price. A customer that bought bread today at Innscor’s Bakers Inn in Mutare said they were shocked when they were asked to pay $5 for 2 loaves.</p>

<p>Some retailers have however maintained the old price of $1.50.</p>
<p>The prices of basic commodities have been going up due to the currency crisis faced by the country. The increase in fuel prices by about 150% on 12 January 2019 worsened the situation as retailers have noted the higher costs of business.</p>
<p>The current parallel market of the US dollar to RTGS balances is 1USD : 3.9 RTGS.</p>
<p>The government has said that retailers are taking advantage of the situation to profiteer.</p>

Price Of Bread Increases To $2.50

<p>In a statement yesterday, Grain Millers Association of Zimbabwe (GMAZ) chairman, Mr Tafadzwa Musarara has said bakers’ decision to increase the price of bread from $1.10 to $2.20 is unjustified since bread flour price has not increased.</p>
<p>Musarara said GMAZ continues to charge bakers price on 1:1 on the US$ to Bond. He also said the bakers did not consult them on the latest price increase. Said Musarara:</p>
<blockquote><p>Since the previous bread price increase a month ago from $1 to $1,10 per loaf, wheat bakers flour prices to bread bakers has not increased. The current wheat bakers flour prices to bakers is indexed on 1:1 on the US$ to Bond. GMAZ therefore wishes to make it categorically clear to the authorities and the consumers that it is impossible to attribute any bread prices to bakers’ flour price increase, which is the main ingredient. The latest increase of bread price came as a shock to the wheat milling industry as the millers were not notified in advance or consulted on the matter prior to publication of the hiked prices as it is the custom and norm.</p></blockquote>

Latest Bread Price Increase Unjustified, Flour Price Has Not Increased- Millers

<p>Industry and Commerce Minister Mangaliso Ndlovu confirmed bakers had informed him of their intent to increase bread price to $2,20 with effect from today (Saturday) but he told them to hold on until they meet on Monday.</p>
<p>Said Ndlovu:</p>
<blockquote><p>The bakeries called me during the day today (yesterday) to advise me of the development. l told them to hold on until we meet on Monday, that is my position. I want to believe they will adhere to the position l communicated to them. I do not know how they are going to proceed.</p></blockquote>
<p>The bakers said the increase in bread price was necessitated by constant rise in input costs.</p>

Govt Orders Bakers Not To Increase Bread Price

<p>Grain Millers Association of Zimbabwe (GMAZ) received a consignment of 30 000 tonnes of wheat after the Reserve Bank of Zimbabwe (RBZ) paid the balance owed to Holbud’s Lithuanian.</p>
<p>Addressing journalists yesterday at Olivine Plant in Willowvale, GMAZ chairman, Mr Tafadzwa Musarara said they expect millers that had shutdown to resume production on Wednesday.Said Musarara:</p>
<blockquote><p>We expect that by Wednesday next week, the millers that had shut down will re-open and start producing. We have listed the top nine millers to be prioritised in terms of wheat flour supplies who account for the 92 percent supplies of the market.</p></blockquote>
<p>Musarara said they are having problems with the National Railways of Zimbabwe (NRZ) which is transporting the wheat. He said there should be a six months plan in place since it takes a long period for the ship to load and come.</p>

Grain Millers Receive 30 000 Tonnes Of Wheat

<p>The National Bakers Association of Zimbabwe (NBAZ) has revealed that the price of bread is set to increase for the second time within a month owing to exorbitant production costs.</p>
<p>Earlier this month the price of bread went up by 10 percent due to an increase in the cost of wheat.</p>
<p>NBAZ president Ngoni Mazango told the Daily News that his association is engaging with stakeholders to deliberate on pricing.</p>
<p>Said Mazango:</p>
<blockquote><p>Yes, the price of bread is likely to increase, because of cost pressures we are facing. But we are still engaging with stakeholders.</p></blockquote>
