The Medicines Control Authority of Zimbabwe (MCAZ) and CID Drugs and Narcotics arrested a suspected drug peddler in Harare on Wednesday, 03 October.
In a statement, MCAZ Director-General, Richard Tendayi Rukwata, said the suspect was found in possession of 450 bottles of BronCleer, an illegal cough syrup.
The raid was conducted at Old Trafford flats located at 13 Edmond Avenue, Belvedere, Harare. Reads the statement:

After an anonymous tipoff, the Medicines Control Authority of Zimbabwe (MCAZ) has successfully confiscated a total of 450 Bottles of illegal cough syrups (BronCleer and Adco-Salterpyn) during a raid conducted at Old Trafford flats located at 13 Edmond Avenue, Belvedere, Harare yesterday.
This significant seizure is part of the Authority’s ongoing efforts to combat drug and substance abuse as well as the illegal distribution and misuse of pharmaceutical products within the country.
During the operation, MCAZ Inspectors working with Officers from the CID Drugs and Narcotics discovered and seized 350 bottles of BronCleer cough syrup and 100 bottles of Adco-Salterpyn syrup.
The suspect present at the scene is currently cooperating with law enforcement agencies to assist with their investigations into this matter.
BronCleer and Adco-Salterpyn Syrup are opioid-containing cough syrups that are not registered in Zimbabwe.
Opioids are considered Dangerous Drugs and these cough syrups are being abused by opioid drug addicts.
Its misuse poses serious health risks and can lead to various complications if not used under proper medical supervision.
The MCAZ remains committed to safeguarding public health by ensuring that only authorized and regulated medicines are available on the market.
The Authority will continue to work closely with law enforcement agencies to identify and apprehend individuals involved in the illicit trade of such substances.
MCAZ urges members of the public to be vigilant and report any suspicious activities related to drug and substance abuse and the distribution or sale of unregulated pharmaceutical products.

MCAZ Seize 450 Illegal Cough Syrup Bottles From Belvedere Flat

Drug abusers will no longer be treated as victims but as criminals, a senior government official has said.
Harare Metropolitan Affairs and Devolution secretary Tafadzwa Muguti on Friday said treating drug users as victims will not help in ending the scourge of drug abuse.
He was speaking at the launch of a national anti-drug operation dubbed No To Dangerous Drugs And illicit Substances; See Something Say Something. <a href="https://www.newsday.co.zw/local-news/article/200006999/govt-declares-war-on-drug-abusers">NewsDay</a> quoted Muguti as saying:
<blockquote>
We have stopped looking at rehabilitation first before arrest because that is the mistake we were doing.
If we find someone who is under the influence of drugs, the law says that you can be arrested for being drunk and intoxicated in public.
So as it is, anyone who is found under the influence of drugs is eligible to arrest and they will tell us when they get sober where they would have bought the drug.
If we continue treating drug users as victims while they know exactly where the drugs are coming from, we won’t stop this pandemic.

Police in Harare on Friday arrested 10 drug users and peddlers, with one of them found in possession of 50 bottles of Bron Cleer cough syrup.
During the raid yesterday, several drug users were nabbed at police roadblocks in Southerton.
Muguti said drug dealers are operating mainly from high-density suburbs and transporting the drugs using passenger vehicles. He said:
<blockquote>
As you saw today, we have captured a number of drug lords who were actually transporting drugs using passenger vehicles.
We are now aware that drug lords are now using high-density suburbs as safe havens. 
Government raised concern over the increasing involvement of schoolchildren in drug and substance abuse and implored school heads to treat drug offences as criminal offences, not as disciplinary offences.

Drug Abusers To Be Treated As Criminals, Not Victims - Muguti

The World Anti-Doping Agency (WADA) says the use of Broncleer cough syrup by athletes cannot be a sports anti-doping matter as the drug does not contain substances listed under prohibited lists.
WADA was established in 1999 as an international independent agency to promote doping-free sport.
Responding to emailed questions from Chronicle, WADA senior manager, media relations and communications, James Fitzgerald, said Broncleer does not contain any banned substances. He said:

The product contains no prohibited substance and, as you suggest, actually negatively affects performance.
Why is this a sports anti-doping matter? What is it that WADA should look at?
</blockquote>
Warriors’ doctor and chairman of the Africa Zone VI Region anti-doping organisation Nick Munyonga also said Broncleer does not contain prohibited substances. Said Munyonga:
<blockquote>
It (broncleer) contains Codeine and alcohol, which I understand are not on the prohibited list.
</blockquote>
Recently, Bulawayo City FC coach Philani “Beefy” Ncube claimed that 80 per cent of Zimbabwean footballers abused drugs, particularly Broncleer. Ncube was quoted as saying:

I can tell you that almost 80 per cent of Zimbabwean players are on drugs. I will not mention names but when we played Highlanders there was a player from their end who was clearly under the influence.

He was just sleeping. I know for a fact that he takes drugs. Then you hear people saying the coach must go.
The biggest problem is that some of the fans are selling these substances to the boys.

'Broncleer Is Not Banned In Football'

Bulawayo City coach Philani “Beefy” Ncube has claimed that 80 per cent of local footballers abuse drugs, specifically Broncleer.
Ncube argued that it is unfair for fans to demand coaches to be sacked when players’ performances are being affected by illicit drugs. Said Ncube:

I can tell you that almost 80 per cent of Zimbabwean players are on drugs. I will not mention names but when we played Highlanders there was a player from their end who was clearly under the influence.
He was just sleeping. I know for a fact that he takes drugs. Then you hear people saying the coach must go.
The biggest problem is that some of the fans are selling these substances to the boys.
Yet they are the same people you will hear saying Mandla Mpofu, Joey Antipas or Beefy must go.

Ncube suggested that the abuse of drugs by footballers may have increased during the COVID-19 induced suspension of football for more than a year.
He said the Premier Soccer League (PSL) should have brought in psychologists to help footballers “and assure them that there is life after or during COVID-19”.
Ncube urged the PSL and Footballers Union of Zimbabwe to take action before the situation gets out of hand. He said:

These boys have taken drugs as part of their lifestyle. The effects of their drug-taking tendencies will be so negative in the next four months.
PSL and Footballers Union of Zimbabwe have to take action before the situation escalates.
I can tell you these boys can pass a COVID-19 test but not a doping test.
The sad part is these things are even a trend at the junior level which is sad.

'80 Per Cent Of Zimbabwean Players Are On Drugs'

The Zimbabwe Republic Police (ZRP) recovered illicit drugs valued at ZWL$2 821 738.00 in just under three months, that is, from October to December 2021.
The seized drugs include crystal meth (mutoriro), cocaine, ecstasy, dagga (mbanje/ marijuana) and broncleer among others.
In terms of quantity and value, dagga topped the list, with 53.982 kilogrammes worth over ZWL$1.2 million having been recovered. See the table below:

Illicit Drugs Worth ZWL$1.2 Million Recovered Since October

A ministry of health official has claimed that at least 665 percent of the youth in Zimbabwe are engaged in drug abuse.  Dorcas Sithole from the ministry of health added that the government was looking to establishing rehabilitation centres in order o counter the drug scourge.  Addressing stakeholders at an event organised by the Zimbabwe Civil Liberties and Drug Network in Harare,  Sithole said:
<blockquote>Government is working on the establishment of at least two rehabilitation centers; one in Harare and the other one in Bulawayo. The government is also in the process of drafting drug policy master plan which the Home Affairs and Health and Child Care inter-ministerial committee is finalizing,</blockquote>
Zanu PF senator, Monica Mutsvangwa added:
<blockquote>It’s painful to hear that most of these young people who are taking drugs are qualified people who are not employed because of the economic challenges the country is experiencing and this is the reason why we are saying we need to work together as one people as opposed to blame one another so that we build this country so that our children get jobs.</blockquote>
