Bulawayo residents have accused Zimbabwe Electricity Transmission and Distribution Company (ZETDC) workers of demanding bribes for them to repair electrical faults.
ZETDC workers are supposed to fix electric faults free of charge but reports suggest that some of them are demanding cash from residents before they attend to faults.
Bulawayo Progressive Residents Association (BPRA) chairperson Ambrose Sibindi confirmed receiving complaints from residents. He said:

Residents say they are experiencing serious challenges with ZESA staff. They claim that ZESA employees are demanding bribes before they attend to faults.
We have been telling residents to report such cases or to arrest those ZESA employees defrauding people. It is their duty to fix faults.
As an association, we will be writing to ZESA on behalf of residents and urge them to supervise their workers to ensure such bad practices come to an end with immediate effect.

ZETDC western region general manager Lloyd Jaji said such behaviour from the company’s employees is unacceptable. He said:
<blockquote>
Residents should report such incidents. We attend to faults free of charge, what our employees are doing is wrong, and I call upon the residents to report such incidents.
We are also determined to partner with the residents to set traps for these people and catch them.

ZESA Workers Accused Of Demanding Bribes From Residents

Residents’ organisations say the selection of councillors based on qualifications is a noble idea as it will ensure that competent people rather than those who benefit from patronage and popularity, will run council affairs thereby improving service delivery.
This comes after Cabinet recently approved a legal framework that will allow the Government to introduce minimum qualifications for councillors.
Harare Residents Trust director Precious Shumba said as an organisation, they believe councillors should have a minimum of Five Ordinary Level passes and at least a certificate in some professional course. Said Shumba:
<blockquote>
Council business is mostly conducted through council committees and the full council. Technocrats in council management have a tradition of packaging and disseminating highly technical documents to councillors for committee and full council recommendations and resolutions.
Deliberations become pointless among ignorant, inexperienced and highly partisan policymakers as they only focus on how they benefit from endorsing proposals tabled before them by technocrats.
The result has been that councillors have made resolutions that largely reflect the thinking of technocrats and not necessarily people’s elected officials.
These academic and professional qualifications should be a minimum requirement in order to safeguard the institution of council from political opportunists who thrive on sloganeering and political activism rooted in being loyal to respective political party leadership.

Combined Harare Residents Association programmes manager Reuben Akili said:
<blockquote>
From a resident perspective, our expectation is that those who want to hold public office must have basic literacy in terms of writing and reading, and the ability to calculate figures, this must cut across all elected positions including provincial councils.

Bulawayo Progressive Residents Association secretary Thembelani Dube said:
<blockquote>
We applaud the proposed suggestion that public representatives must have minimum qualifications. Policymaking requires literate leaders who can formulate laws and interpret statutes.
</blockquote>
Meanwhile, United Mutare Residents and Ratepayers Trust deputy director Edson Dube said while the idea is noble, some will view it as elitist, therefore, there should be a balance for all councillor requirements.

Councillors Must Have At Least 5 O' Level Passes - Residents

President Emmerson Mnangagwa’s promise to assist Bulawayo City Council to resolve the city’s acute water crisis has been described by residents and human rights activists as a political gimmick.
They argued that had Mnangagwa been sincere, the Zambezi water project would have been long finalised since he has been in government since 1980. Human rights activist Effie Ncube said on Monday:
<blockquote>The water situation in Bulawayo is dire and there is a direct link between a shortage of water in Bulawayo and the government system in Zimbabwe. The major cause of water shortages in Bulawayo is the national government itself. It has not invested in water and stifled the ability of local authorities to operate and harvest water.</blockquote>
Ibhetshu lika Zulu secretary-general Mbuso Fuzwayo does not expect a government “that has a problem with human rights violations” to address Bulawayo’s water problems.
Bulawayo Progressive Residents Association chairperson Ambrose Sibindi said the water challenges bedevilling the City of Kings and Queens require a permanent solution rather than politicking. He said:
<blockquote>The Bulawayo water crisis needs a permanent solution, not firefighting because people are suffering out there and if we continue the firefighting again we will face the same problem next year. We will monitor closely to see that the government provides what they promised.</blockquote>
Mnangagwa on Saturday met Bulawayo mayor Solomon Mguni and councillors and promised that the government would soon step in and assist the local authority deal with the water crisis.
