The Harare City Council has warned residents and ratepayers against illegally buying or selling foreign currency in its banking halls.
Town Clerk Hosiah Chisango said the local authority is not a bureau de change, therefore, it does not permit trade in forex at its premises. Said Chisango:
<blockquote>
The City of Harare would like to advise ratepayers that the banking halls are NOT bureau de change.
The City does NOT conduct foreign currency exchange and neither are such acts by employees permitted around City premises.
The City of Harare will not be held responsible if one loses their cash in such acts.
For any transactions at the City banking halls, kindly pay in forex or ZWL. Do not entertain any solicitation for foreign exchange services.
</blockquote>
Reports indicate that forex dealers frequent the council’s banking halls to buy foreign currency from ratepayers who would want to settle their bills in USD and offer them Zimbabwe dollars at a rate higher than the official rate.

"City Of Harare Banking Halls Not Bureau de Change"

The Reserve Bank of Zimbabwe (RBZ) says the US$50 facility is now limited to pensioners, senior citizens, people living with disability and for medical purposes.
Late last year, the RBZ authorised bureaux de change to sell foreign currency to ordinary walk-in customers in a bid to promote financial inclusion and access to forex for small value transactions.
According to resolutions that were made by the monetary policy committee (MPC) in August 2021, members of the public wishing to buy foreign currency could approach any registered bureau de change to buy the prescribed maximum amount of US$50 per week.
However, in his Monetary Policy Statement (MPS) this Monday, RBZ Governor John Mangudya said the facility was now being abused by some members of the public and the central bank has resolved to limit the facility to certain categories of people. Said Magudya:
<blockquote>
The Bank availed the US$50 Facility to assist members of the public to access foreign currency for small domestic purchases and payments at the official exchange rate through bureaux de change which are allowed to charge up to 10% over the cost of funds. 
The Bank, has, however, noted, with concern the abuses of this Facility by some members of the public.
In this regard, the Bank is refining the US$50 Facility, with immediate effect, to limit it to the vulnerable members of the society, that is pensioners, senior citizens, people living with disability and those requiring forex for medical purposes.
</blockquote>
Those eligible can still, upon production of the national registration identity card, buy the forex from bureaux de change at the official RBZ ruling auction exchange rate plus a commission of just 10 per cent.
Even factoring in the 10 per cent commission, the rate offered by bureaux de change is still significantly lower price than the black market rate.

Zimbabwe reintroduced the Zimbabwe dollar in June this year but it has been shedding value at an unparalleled rate since then.
News Day observes that the rate of depreciation a pointer of bad times ahead. The publication also says that had this happened in other jurisdictions beyond Africa, authorities would have admitted failure and would have resigned to protect their reputations. The publication added:
<blockquote>A more than 500% loss in value of any currency is simply catastrophic and so shocking that it should send someone’s blood pressure to hyper levels. But this is Zimbabwe, which happens to be in Africa, where the strangest of things have become so commonplace that an economic disaster is now being accepted as the norm. If this is yet another new norm for the southern African nation, then little wonder millions have been fleeing into self-imposed exile.</blockquote>
Authorities were warned against prematurely ditching the multicurrency system but they insisted that fundamentals to sustain the local currency had been established.
They argued that the continued use of the United States dollar stifled growth and put unnecessary pressure on the currency which is currently scarce in the country.
With production at its lowest levels in years this year, it is projected that there shall be sustained demand for foreign currency since businesses and individuals will be importing goods from beyond the country’s borders.

"The Rate At Which The Zimbabwe Dollar Depreciates Is Simply Catastrophic And So Shocking"

The Director of Exchange Control for the Reserve Bank of Zimbabwe, Farai Masendu last week revealed that the central bank intends to do away with the existing “ineffective” interbank forex market model and launch a new one before the end of this month.
Speaking at the BDO Chartered Accountants business meeting held in Harare, Masendu said that the central bank was compelled by the need to alleviate loopholes in the current interbank system which allowed some actors to tamper with it. Masendu said:
<blockquote>The new system will have two legs. The first leg is to link between the banks and the Reserve Bank of Zimbabwe and the second leg is the link between the bank with customers. So, we want a complete cycle to make sure there is no abuse of the system in the banks.</blockquote>
Masendu’s remarks were in resonance with those of Finance Minister, Mthuli Ncube who told Business Times on the sidelines of a post Cabinet briefing last week that the government was enhancing the interbank market adding that the new model will be like the Reuters one.
The interbank forex market which effectively devalued the local currency was established in February this year to deal with the economic crisis but results are disappointing so far.

Official Bank Rate & Black Market Exchange Rates Today – 23 October

Interbank rates have been going up since the introduction of <a href="https://news.pindula.co.zw/2019/06/24/breaking-rbz-si-142-bans-use-of-all-foreign-currencies-with-effect-from-24-june-2019/">Statutory Instrument 142 of 2019</a> indicating that the local currency has been losing value against the United States Dollar.

The Zimbabwe National Water Authority (Zinwa) has increased its water tariffs by over 400% citing the recent sharp increases in the cost of water treatment chemicals, spares, electricity, fuel among other costs.
The development will see residents in high-density areas paying $3,42 up from 80 cents for up to five cubic metres of water. In a statement, ZINWA said:
<blockquote>The re-aligned tariff structure was approved in terms of section 30 of the Zinwa Act (Chapter 20:25) and is meant to ensure the viability of the authority by striking a balance between affordability and availability of resources.
Recent sharp increases in the costs of spares, water treatment chemicals, electricity, fuel and other critical inputs coupled with the fact that water tariffs were last set in 2012 have necessitated this realignment.</blockquote>
The development comes when local authorities have indicated that they will be increasing tariffs of services rendered due to the soaring inflation, scarcity of foreign currency and other issues.
Inflation has been going up in the country since the introduction of currency reforms as the local currency continues to lose value against the United States dollar.

The Reserve Bank of Zimbabwe (RBZ) has urged members of the public to use Bureau De Change and banks to buy and sell foreign currency. In a statement, the Central Bank said:
<blockquote>The Reserve Bank of Zimbabwe wishes to advise the public that the following institutions have been licenced to buy and sell foreign currency as Bureau De Change in terms of Section 5 of the Exchange Control (Authorised Dealers with Limited Authority) Order, S.I 104 of 2015.
Members of the public are encouraged to use these licenced institutions as well as banks, for buying and selling foreign exchange through formal channels.</blockquote>
