Statement by Reserve Bank of Zimbabwe (RBZ) Governor John Panonetsa Mangudya on the enhancement of access to forex by small-scale enterprises and individuals through the bureaux de change.
<blockquote>ENHANCEMENT OF ACCESS TO FOREIGN EXCHANGE BY SMALL-SCALE ENTERPRISES AND INDIVIDUALS THROUGH BUREAUX DE CHANGE
Pursuant to the resolution of the Monetary Policy Committee directing bureaux de change to actively participate in the foreign exchange market to meet the foreign currency needs of small-scale enterprises and individuals, the Bank shall, with effect from 21 April 2021, sell foreign currency to registered bureaux de change for on-selling to their customers.
The bureaux de change must comply with the agreed terms of engagement which Include supporting small transactions up to a maximum value of US$500 per transaction. 
All transactions by participating bureaux de change will be monitored through the Bureau de Change Transaction Reporting System put in place by the Bank.
This arrangement is expected to improve the efficacy of the foreign exchange market in the country and enhance the accessibility of foreign currency by small-scale enterprises and individuals through formal channels.</blockquote>

FULL TEXT: RBZ Statement On Access To Forex By SMEs & Individuals Through Bureaux de Change

Mukuru, a financial services company, has announced that it was now offering bureaux de change services.
The company has over the past few years been offering financial services in Zimbabwe, enabling recipients of remittances from the diaspora.
It allows users to send money to countries such as South Africa, Botswana, Zambia, Malawi, Pakistan, Kenya, DRC, Nigeria, Lesotho, Mozambique, Uganda and Namibia.
Announcing the newly added platform, the company said:
<blockquote>Now in the wake of the introduction of SI 142 of 2019, we have expanded our services to include a bureau de change, allowing members of the public to buy and sell foreign currency at competitive rates.
We believe our extensive national coverage will provide a convenient and cost-effective means for people from all walks of life to access this vital service in a safe, secure and efficient way. To date, we have opened branches in Gweru, Harare, Bulawayo, Mutare, Chitungwiza, Victoria Falls. Shortly, we will extend bureau services across our entire network.</blockquote>

MUKURU Now Offering Bureaux De Change Services

The Central Bank Governor, John Panonetsa Mangudya has swiftly moved to clarify several issues on a directive the Bank issued on Tuesday.
Speaking in an exclusive interview with ZBC News from China on Wednesday morning, Mangudya said:
<blockquote>Individuals will continue withdrawing their foreign currency from their FCA accounts but will have to change it through the interbank market and bureaux de change in order for them to be able to transact locally.
Non-governmental organisations, embassies and other foreign organisations can still pay their employees in foreign currency.
No one is being deprived of their money, only that the government is ensuring the preservation of foreign currency for foreign payments. Local companies are supposed to charge in local currency.
Zimbabwe is just doing what all other countries are doing regards foreigners/ tourists coming into the country with foreign currency.</blockquote>

NGOs, Embassies Can Still Pay Workers In Foreign Currency - Mangudya

The Reserve Bank of Zimbabwe (RBZ) has licensed 26 institutions to operate as Bureaux de Change.
This was revealed in a notice issued by the Apex Bank, a move in line with the 20 February Monetary Policy Statement announced by governor John Mangudya. A Daily News report reads as follows:
<blockquote>The bureaux de change that have been licensed are Fredex Financial services, Getbucks Microfinance Bank, MyCash Financial Services, Access Finance (Pvt) Ltd, FMC Finance (Pvt) Ltd, Transformation Financial Services, Elizabeth Florist (Pvt) Ltd t/a TSD Bureau de Change, Zimbabwe Posts (Private) Limited, Quest Financial Services (Pvt) Ltd, Proex Bureau de Change, Zimexpress (Pvt) Ltd and Fungioliv Investments.
Other institutions also include Kwik Forex, Campion Forex Services t/a Hand2hand Transfers, Direct Connect Financial Services, Stalrett (Pvt) Ltd, Julisim (Pvt) Ltd, Success Micro-finance Bank Limited, Send Money Home (Pvt) Ltd, Kuva Sanchez, Sahara Forex Bureau Pvt. RBZ Licenses 26 Bureaux de Change Institutions

Reserve Bank of Zimbabwe (RBZ) governor John Mangudya has urged illegal foreign currency dealers to open formal bureau de changes and trade formally.
He said foreign currency dealers should open formal bureau de changes in the interest of building the country. Mangudya also warned that buying and selling forex illegally carries a 10 year jail sentence. Said Mangudya:
<blockquote>For the foreign currency dealer this is your opportunity to open formal bureau de changes and trade formally. We only have one Zimbabwe and should work together. The parallel market (street) rate is way too high because there is a risk premium, you can go to jail for 10 years. We delayed presenting the monetary policy because we wanted to analyse all submissions from all sectors of the economy so that we speak to everyone, nothing else. Bulk of money in Zimbabwe is seating on the RTGS platform. We only have $437 million of bond notes.</blockquote>

Mangudya Urges Money Changers To Open Formal Bureau De Changes

The Reserve Bank of Zimbabwe (RBZ) is inviting individuals and companies to register to get licences to operate as Bureau de Changes. This comes as the government has made it illegal for individuals to deal in cash in cash and foreign currency without a licence after the promulgation of Exchange Control (Authorised Dealers with Limited Authority) Order 2015, Statutory Instrument 104 of 2015.

RBZ Invites Companies and Individuals To Register For Bureaux De Change

In a statement the Reserve Bank of Zimbabwe (RBZ) said that it is inviting individuals and companies to register as bureaux de change as a way to enhance the ease of doing business and promote financial inclusion.
Part of the statement reads:
<blockquote>In an effort to enhance the ease of doing business and foster financial inclusion and the level of participation in the financial services sector, the RBZ is inviting all interested individuals and institutions to register as bureaux de change under the authorised dealers with Limited Authority framework as provided for under Exchange Control (Authorised Dealers with Limited Authority Order 2015, Statutory Instrument of 2015.
Currently, there is a limited number of licensed bureau de change with the majority of urban centres, including ports of entry or exit, having no formal bureaux de exchange services.
Accordingly, interested parties are being called to embrace this opportunity and provide bureau de change services to the public and travellers and enhance access to formal services for exchange of currencies in the country’s multi-currency system including bond notes.</blockquote>
