Buy Zimbabwe is currently in discussions with the Procurement Regulatory Authority of Zimbabwe (PRAZ) to prioritise goods and services produced within the country. This initiative aims to ensure that a majority of the products available for sale are locally made. PRAZ is responsible for regulating procurement processes within the government and State enterprises.
In an interview with <a href="https://www.newsday.co.zw/business/article/200020486/buy-zimbabwe-wants-praz-to-prioritise-local-goods">NewsDay Business</a>, Munyaradzi Hwengwere, the CEO of Buy Zimbabwe, stated that they focus on prioritising locally manufactured goods in the public procurement sector. He said:

Our focus areas have really been to make sure that on the public procurement sector we prioritise locally produced goods and services. Right now, our discussion with the Procurement Regulator Authority of Zimbabwe is to make sure that the provision that prefers locals in terms of public procurement is tightened so that it focuses on the goods.
While the provision is there, it is too open-ended and it does not speak of locally-produced goods and services. And it has created loopholes so that’s the first strategy that we can speak about.

The discussions with PRAZ are of great significance because the public sector is the largest buyer of goods and services in Zimbabwe. For instance, between January and September of this year, an estimated ZWL$4.45 trillion was spent on goods and services, which provides a substantial market for local manufacturers and service providers.
Hwengwere said that the Buy Zimbabwe campaign has already resulted in a decrease in imports. He referred to the trade data from October, released by ZimStats, to support this claim. However, he stressed the need to focus on value-added exports to increase the value of Zimbabwe’s exports. At present, the majority of Zimbabwe’s exports are commodities, which have a relatively lower value compared to finished goods that are imported.
Hwengwere acknowledged that Zimbabwe heavily relies on imported products like petroleum, but mentioned that there has been a significant preference for Zimbabwean products in the food sector. He emphasized the importance of private sector engagement and creating a national database to understand better and connect locally generated products and services to the domestic market.
Hwengwere said Buy Zimbabwe does not advocate for complete isolation from international trade. He said while there are areas where other countries have a comparative advantage, it is crucial to focus on promoting local production and supporting locally-made goods and services.
Locally made products are more expensive than imported goods because the cost of production is high. As a result, people have been choosing to buy imported goods and services instead. This has been a concern for the local industry, and they are calling on the government to step in and protect them. Economists have always argued that it is important to ensure that the operating environment is conducive for businesses to thrive because that would help create jobs, boost the economy, and ensure the sustainability of local businesses.

Buy Zimbabwe Urges PRAZ To Prioritise Goods And Services Produced Locally

Buy Zimbabwe, an organization that promotes locally produced goods and services, has raised concerns over seven foreign sugar brands that are being sold in local retail shops without being fortified, which is against the law.
Unfortified sugar is sugar that does not have added nutrients, such as vitamins and minerals, that are required by law in some countries to improve the nutritional value of the product. In Zimbabwe, sugar sold in local shops is required by law to be fortified with nutrients approved by the Ministry of Health and Child Care.
Buy Zimbabwe general manager Mr Alois Burutsa said that the unfortified sugar poses a public health risk and is in contravention of Statutory Instrument (SI) 120 of 2016, which requires sugar sold in local shops to be fortified with nutrients approved by the Ministry of Health and Child Care. The products have undergone compliance tests and have been found to lack the requisite nutrients, and some also do not meet labelling requirements. Burutsa said:

In addition, these brands are also non-compliant on labelling. They have failed to meet the labelling requirement tests.
Some of these brands do not have nutritional information and expiry dates, as prescribed by regulations.
We, therefore, call upon the relevant authorities to ensure the non-compliant brands are removed from the market and should not be imported into Zimbabwe.
 They should be taken off our shelves to protect our innocent and unsuspecting consumers.

Buy Zimbabwe is urging the government to take immediate action and remove all non-conforming brands from the shelves to protect consumers and ensure full compliance with food fortificants by all players.
The organisation added that SI 120 was promulgated to address the lack of micronutrients in some food products, which affects the physical and cognitive development of consumers. They urge the public to buy locally manufactured fortified sugar that meets set dietary standards to ensure their safety.

Buy Zimbabwe Raises Alarm Over Unfortified Foreign Sugar Brands

Buy Zimbabwe has expressed concern over the Finance and Economic Development Minister’s decision to remove import duty on basic commodities.
The organisation believes this leaves the local manufacturing industry vulnerable to cheaper imports, jeopardising the industry’s 66% capacity utilisation. The statement was made by the Buy Zimbabwe chairperson, Munyaradzi Hwengwere, on Friday. He said:
<blockquote>
We support the government’s focus and fight against inflation and the protection of the consumer from rampant price hikes.
Buy Zimbabwe is however concerned that some of the measures announced such as the scrapping of duty on imported products will reverse the industrialisation gains scored by the Second Republic in the last few years.
This includes the rise in capacity utilisation by industry to 66 percent and the increase in the amount of shelf space taken in wholesale and retail outlets by local good to about 70 percent.

Buy Zimbabwe has called for an emergency meeting with wholesalers and retailers to discuss the recent decision by the Finance and Economic Development Minister to remove import duty on basic commodities.
The meeting aims to formulate a response that will be presented to the government. Buy Zimbabwe believes that with government support, the local industry can provide cheaper and more competitive products, satisfy local market demand, and export products.
Hwengwere said Buy Zimbabwe remains committed to supporting the production, promotion, and preference of local products and services to preserve jobs, wealth, and pride in Zimbabwe.
Finance Minister <a href="https://www.pindula.co.zw/Mthuli_Ncube/">Mthuli  Ncube</a> announced a<a href="https://www.pindula.co.zw/2023/05/12/finance-minister-announces-measures-to-stabilise-exchange-rate-and-macroeconomy/"> cocktail of measures</a> meant to stabilise the exchange rate and macroeconomy. In a statement seen by Pindula News, Ncube announced several measures, including the exemption of all domestic sales in foreign currency from the 15% <a class="MarkdownLink_linkifiedLink__KxC9G">surrender requirement</a>, the transfer of all external loans to the Government’s Treasury, further fine-tuning of the <a class="MarkdownLink_linkifiedLink__KxC9G">Foreign Exchange Auction System</a>, lifting of restrictions on the importation of basic goods, and the creation of a supportive <a class="MarkdownLink_linkifiedLink__KxC9G">interest rate environment</a> domestically.

Buy Zimbabwe Concerned Over Removal Of Import Duty On Basics

Organisers of the 2019 annual Buy Zimbabwe Summit have announced that the conference has been postponed to July.
The Summit was pencilled for June 13-14 in Bulawayo but will now be held on July 4 after it emerged that the guest of honour, President Emmerson Mnangagwa has other engagements.
In a statement released on Tuesday, the organisers said:
<blockquote>Buy Zimbabwe would like to inform its valued stakeholders that the 9th Annual Buy Local Summit, which was set for 13 and 14 June 2019 in Bulawayo has been postponed for tentatively 4 July 2019 at ZITF, Bulawayo.
The change in dates has been necessitated by the clash in dates with the guest of honour, His Excellency President E. D. Mnangagwa’s other important engagements.
The availability of the President is key to the success of the Buy Local Summit as it is a critical engagement opportunity for local companies as we seek to revive the economy.</blockquote>
The Summit will run under the theme, “Enhancing local production, preference and market access through linkages and import substitution” and will bring together business leaders and government officials to discuss critical issues around the competitiveness of locally-produced goods.

Buy Zimbabwe Summit Postponed To July 4

Buy Zimbabwe has complained that nothing has changed since the introduction of Statutory Instrument 64 of 2016, which banned the importation of several products which are locally available. Speaking at the 7th annual Buy Summit and Investors Forum in Victoria Falls, Buy Zimbabwe chief executive officer, Munyaradzi Hwengwere said:
<blockquote>SI 64 was a short term measure and it has not done much to deepen our local value chain.
Only a few products have an entire value chain. Zimbabwe used to manufacture glucose but not anymore, also not more than 20% of canned products are being done in Zimbabwe. The internal dynamics have not changed. Zimbabwe needs to grow not only in the local market, but also in the regional market by prioritising exports.</blockquote>

Addressing delegates to the 7th Buy Local Summit and Investment Forum in Victoria Falls, Vice President Emmerson Mnangagwa urged Zimbabweans to buy locally produced goods arguing that they are just as good as those imported.
Said Mnanagwa:
<blockquote>I would like to conscientise our citizens to drift away from the notion that anything foreign is good for them, irrespective of contents, long-term after effects and packaging, as some Zimbabwean products are equally good if not better.</blockquote>
He further said that Government will continue to come up with strategies to promote industrial productivity and export competitiveness.
