President Cyril Ramaphosa has announced that he will reshuffle his Cabinet tonight Monday 6 March 2023 at 7 pm.
Ramaphosa’s spokesperson Vincent Magwenya said the president was still having a persistent cold that started last week when he hosted his counterpart from Uganda, Yoweri Museveni.
Magwenya said although there had been reports on the reshuffle there was no set date for Ramaphosa to do it. <a href="https://www.iol.co.za/news/politics/ramaphosa-to-announce-cabinet-reshuffle-tonight-at-7pm-6887481c-297b-4575-913c-74b5b9e8ee8b">IOL</a> cites Ngwenya as saying:

We have clarified this matter. There was never any set date for the president to announce the reconfiguration of the national executive and there was never any deadline. But contrary to media coverage and speculation on social platforms, there was no plan for the president to announce changes to Cabinet on Thursday, the 2nd of March. As a result, there was no postponement or cancellation of such an announcement. On Friday the 3rd of March, President Ramaphosa honoured an engagement of the Ntaba Nyoni Cattle Stud. This was a dinner preceding an annual auction. The dates for these events were scheduled a number of months ago. In view of his discomfort, the president made a brief stop at Friday’s dinner – to greet guests. President Ramaphosa did not attend the auction itself the following day as his cold persisted and required that he should rest.

He added that Ramaphosa had been in consultation.
He also dismissed claims that Ramaphosa was derelict in his duties when he attended the auction at his Phala Phala farm by the Ankole society when the nation was waiting for the Cabinet reshuffle.
Paul Mashatile, who was elected deputy leader of the ANC, is expected to be announced as the country’s number two.
This was after David Mabuza quit his job as the country’s deputy president last week.
This followed his earlier announcement that he had resigned, but Ramaphosa had asked him to stay on.

Outspoken Goromonzi West MP, Energy Mutodi (ZANU PF), has urged President Emmerson Mnangagwa to reshuffle his Cabinet as a matter of urgency to avoid a humiliating defeat in the 2023 elections.
Mutodi is not convinced that some cabinet members have what it takes to help Mnangagwa solve the country’s economic challenges. <a href="https://twitter.com/energymutodi/status/1527652738359754753">Said Mutodi:</a>

ZANU PF will not be able to retain power with its current cabinet. President ED Mnangagwa is being called upon to take immediate and effective action to extricate the party from a humiliating defeat.

Mutodi is a former Deputy Minister of Information, Publicity and Broadcasting Services. 
Mnangagwa fired Mutodi on 20 May 2020 after a series of public clashes with the late then Foreign Affairs minister Sibusiso Moyo.
Mutodi had publicly criticised the then Tanzanian President John Magufuli’s handling of the coronavirus outbreak in the East African country, prompting Moyo to publicly criticise him.
Mutodi, however, did not accept Moyo’s public censure and accused the former military general of behaving like a prime minister.
He recently criticised Finance Minister Ncube in the National Assembly, asking why it took him such a long time to realise that buying and selling foreign currency has become the primary business in the country.
Mutodi also asked Ncube why Zimbabwe continued to use bond notes when he (Mthuli) has previously stated that “bad money drives out good money” before he became a Cabinet Minister.

President <a href="https://www.pindula.co.zw/Emmerson_Mnangagwa" rel="noopener noreferrer" target="_blank">Emmerson Mnangagwa</a> is reported to be on the verge of announcing a cabinet reshuffle with some of his ministers performing below par.
While addressing ZANU PF youths at the ruling party’s headquarters in Harare, Mnangagwa commended the youths who are in his current cabinet for doing a sterling job, and promised to add more “very soon”.
However, University of Zimbabwe political science lecturer, Eldred Masunungure, told the Daily News that a mere reshuffle will not be enough, because all the ministers have failed dismally. He said:
<blockquote>It is almost unfair for us to select certain individuals and say these ones are the bad apples because the whole Cabinet needs to be removed and replaced with new people.
He (the president) has to pick new apples and see how things will go. The current Cabinet has been an absolute disaster.
It’s totally incoherent and dysfunctional. So, it’s not really a matter of picking and choosing, he has to start from base zero.</blockquote>
In his current cabinet, Mnangagwa picked <a href="https://www.pindula.co.zw/Mthuli_Ncube" rel="noopener noreferrer" target="_blank">Mthuli Ncube</a> (Finance), <a href="https://www.pindula.co.zw/Perrance_Shiri" rel="noopener noreferrer" target="_blank">Perrance Shiri</a> (Agriculture), Sibusiso Moyo (Foreign Affairs) and Kirsty Coventry (Sports) from outside Parliament as the Constitution allows the President to choose a maximum of five.

ED Advised To Replace His Entire Cabinet, A Reshuffle Is Not Enough

President Emmerson Mnangagwa is under increasing pressure from senior ZANU PF officials and the top military brass to reshuffle his cabinet, The Independent claims.
The publication quotes an unnamed senior government official as saying that <a href="https://www.pindula.co.zw/Mthuli_Ncube" rel="noopener noreferrer" target="_blank">Mthuli Ncube</a> and <a href="https://www.pindula.co.zw/Fortune_Chasi" rel="noopener noreferrer" target="_blank">Fortune Chasi</a>, Ministers for Finance and Economic Development and Energy and Power development respectively, are in the line of fire due to the economic implosion and debilitating energy and power crises. Said the official:
<blockquote>Although Mthuli (Ncube) is liked by Mnangagwa, he appears to be the one targeted the most by Zanu PF officials. They seem to have lost all faith in him.
The army has also been giving out very negative reports about his economic policies of late. He however enjoys support from the President himself as of now.</blockquote>
Chasi has reportedly been summoned by the President a few times to explain his plans even though he was not in Mnangagwa’s original post-election cabinet.
Transport Minister, <a href="https://www.pindula.co.zw/Joel_Biggie_Matiza" rel="noopener noreferrer" target="_blank">Joel Biggie Matiza</a> is also thought to be under pressure to deliver on key projects such as the National Railways of Zimbabwe (NRZ) recapitalisation and the rehabilitation of the Beitbridge-Chirundu highway.

Pressure Mounts On ED To Reshuffle Cabinet; Mthuli, Chasi Under The Spotlight

President Emmerson Mnangagwa is said to be under pressure from some senior Zanu PF officials to reshuffle his cabinet, according to an Independent report.
The disgruntled officials are those believed to have fought in Mnangagwa’s corner in the race to succeed Mugabe. They now feel that they should have their day in the sun as the current cabinet has failed to deliver.
Presidential spokesperson George Charamba said that he is not aware of an imminent cabinet reshuffle. He is quoted as saying:
<blockquote>Not that he would tell us before doing it, but there is no reshuffle. It’s just a case of some people who are pushing for posts.</blockquote>
Several ministers are considered to be not up to the task according to the report:

Industry and Commerce minister Mangaliso Ndlovu’s head also seems to be on the chopping block as he is largely seen as clueless.
Health minister Obadiah Moyo, whose credentials have been questioned by doctors, has had a torrid time as he failed to address doctors’ grievances, resulting in a 40-day strike. The prolonged strike resulted in many patients being turned away from public hospitals leading to loss of life.</blockquote>

Energy Mutodi Warns Under-performing Ministers Of Impending Cabinet Reshuffle

President Emmerson Mnangagwa is set to reshuffle his cabinet soon. This was revealed by the Deputy Minister of Information and Broadcasting Services Energy Mutodi.
Speculation abound that one of the likeliest candidates for demotion is the Minister of Foreign Affairs Subusiso Busi Moyo. The retired soldier has been reportedly unwell since September and has rarely made public appearences since that time. Moyo became famous when he appeared live on national television announcing the military coup that deposed former President Robert Mugabe in November 2017.
Writing on Twitter on Tuesday afternoon, Mutodi said

Cabinet Reshuffle Coming Soon, Mnangagwa To Crack The Whip On Errant Ministers - Deputy Information Minister

Addressing Zimbabweans based in Qatar on Tuesday night, President Emmerson Mnangagwa promised to reshuffle the Cabinet if he wins the forthcoming elections. Mnangagwa said he will leave those that are not yet aligned to his vision of modernising Zimbabwe.
Mnangagwa said he believes heads will roll due to his zero tolerance to corruption. Said Mnangagwa:

Manicaland Provincial Affairs minister Mandi Chimene revealed that she feared losing her job during President Robert Mugabe’s recent Cabinet reshuffle because she has failed to stop the smuggling of second hand clothes coming through her province.
Said Chimene:
<blockquote>All bales are coming into the country through Manicaland. I even feared that in the reshuffle, I would be kicked out for failing to stop them. I’ve never seen any bale but there are so many . . . Vendors are selling illegal imports. We should rather first arrest them before we even do anything. We should first deal with the legality of their wares before we should even look at their selling points.</blockquote>

Notes
<ul>
<li>Although Vice-President Mnangagwa is no longer Minister of Justice, Legal and Parliamentary Affairs, he remains a member of Cabinet because Vice-Presidents are automatically Cabinet members [Constitution, section 105(1)].</li>
<li>The new Minister of Justice, Legal and Parliamentary Affairs is Major General [retired]Happyton Bonyongwe   Until this appointment he was the Director-General of the Central Intelligence Organisation, a department of the Office of the President and Cabinet.  He is  a qualified lawyer.  He is not a member of Parliament but the Constitution allows the President to appoint up to 5 Ministers from outside Parliament [see note below].  As Minister of Justice, Legal and Parliamentary Affairs he will probably become Leader of Government Business in Parliament, taking over from Vice-President Mnangagwa.  He will have ministerial responsibility for the Judicial Service Commission and for the Zimbabwe Electoral Commission.</li>
<li>Three other new Ministers were appointed –</li>

<li>Ten Ministers were reassigned as shown in the table above.</li>
<li>There are two new Ministries:</li>

o   the completely new Ministry of Cyber Security, Threat Detection and Mitigation under former Minister of Finance and Economic Development Patrick Chinamasa;
o   the Department of National Scholarships under Minister of State for National Scholarships Christopher Mushohwe, formerly Minister of Media, Information and Broadcasting Services.  Dr Mushohwe has been Director of Presidential Scholarships for many years, but will now be responsible for Presidential and all other national scholarships previously administered by other Ministries

<li>Three Ministers were dropped:</li>

o   Thokozile Mathuthu in Matabeleland North, replacing Cain Mathema [now Minister of Welfare Services for War Veterans, War Collaborators, Former Political Detainees and Restrictees]
o   Maboyi Ncube in Matabeleland South, replacing Abednico Ncube who continued to act in this post after his appointment as Minister of Rural Development and Preservation of Culture and Heritage.  Like new Minister of Justice, Legal and Parliamentary Affairs Happyton Bonyongwe, Mr Ncube is not an MP [see note on non-MP Ministers below]
Appointment of Ministers from Outside Parliament
The President may appoint up to five Ministers from outside Parliament “chosen for their professional skills and competence” [Constitution, section 104(3)].
Happyton Bonyongwe and Aaron Mabhoyi Ncube are not members of Parliament.  But They fill the fourth and fifth slots in this category of Minister, formerly filled by Martin Dinha [until his election as MP for Mazowe] and Faber Chidarikire, respectively.  The other three non-MP Ministers are Joseph Made, Lazarus Dokora and Patrick Zhuwao, at Agriculture, Primary and Secondary Education and Public Service, Labour and Social Welfare, respectively.
Ministers of State for Provincial Affairs
Reminder  Under the present Constitution, there is no special provision for Ministers for Provincial Affairs – whereas the former Constitution contained express provision for the President to appoint Provincial Governors.
Instead, the Constitution contains new provisions for the devolution of governmental powers and responsibilities to provincial and metropolitan councils, constituted by a province’s MPs, the mayors and chairpersons of the province’s local authorities and, in the case of the eight provincial councils, ten persons elected to the council by a system of proportional representation as part of every general election. 
The ten elected provincial councillors for each province were formally elected as part of the July 2013 general election, but apart from that nothing has been done to implement the new constitutional provisions.  As a result, the provincial and metropolitan councils have existed only on paper, the previous legislation and other arrangements for provincial affairs have remained in place unchanged, and it is fair to say that the Ministers of Provincial Affairs are the provincial governors of old in all but name.

Full List of Ministers and their Portfolios After Reshuffle

President Robert Mugabe has sworn in two newly appointed ministers at the State House in Harare today. The other six were worn in yesterday. The two who were sworn in are 
Minister of Welfare Services for War Veterans, War Collaborators, former Political Detainees and Restrictees Ambassador Cain Mathema and Minister of State for Matabeleland South province Ambassador Aaron Maboyi Ncube.  The eight were appointed after President Mugabe reshuffled the cabinet on Monday.
Mathema is the Senator for Tsholotsho and Secretary for Lands in the politburo. He is also a war veteran who joined ZIPRA together with the late General Solomon Mujuru in 1968. Ambassador Aaron Maboyi Ncube comes from a teaching background and holds a Masters Degree in Education and a Doctorate of Philosophy in International Affairs and Diplomacy.

Vice President Emmerson Mnangagwa who was recently removed as Minister of Justice in the latest cabinet reshuffle admits that performance was not up to President Robert Mugabe’s expectations.

Video: Vice President Mnangagwa speaks on Cabinet reshuffle

Vice President Emmerson Mnangagwa accepted his recent ouster as Minister of Justice in a cabinet reshuffle by President Robert Mugabe saying that it was the president’s job to introduce new blood into the cabinet.
Mnangagwa accepted his removal and revealed that Mugabe was not happy at his performance as Justice Minister. Mnangagwa was replaced by Happyton Bonyongwe. Said Mnangagwa:
<blockquote>It’s the president’s pleasure to introduce new blood into cabinet. As he [President Mugabe] said himself, he has been looking at us and our performance and some areas he indicated that the performance was not up to his expectation, and as a result of that, he’s done a reshuffle. Each cabinet which is set up will do its best to move the economy forward, move the country forward. That is what is expected.</blockquote>
Mugabe announced his plans to reshuffle the cabinet on Saturday, during a youth conference at the party’s headquarters.

Mnangagwa comments on cabinet reshuffle

President Robert Mugabe has sworn in three new cabinet ministers and three ministers of state, at State House today. The ministers who were sworn in are:
 
<ul>
<li>Justice, Legal and Parliamentary Affairs Minister – Happyton Bonyongwe</li>
<li>Youth Development, Indigenisation and Economic Empowerment Minister – Chiratidzo Mabuwa</li>
<li>Tourism, Environment and Hospitality Industry Minister Edgar Mbwembwe.</li>
<li>Minister of State for Masvingo Province – Dr Paul Chimedza</li>
<li>Minister of State for Mashonaland West Province – Webster Shamu</li>
<li>Minister of State for Matebeleland North Province – Thokozile Mathuthu</li>
</ul>
Two ministers were not available at today’s swearing-in ceremony and will be sworn in at a later day. These are

<li>Minister of State for Matabeleland South – Ambassador Maboyi Ncube.</li>

New Ministers Sworn In After Cabinet Reshuffle

Minister of tertiary education and one of the kingpins of the G40 Faction, Professor Jonathan Moyo has taken a potshot at his rival Vice President Emmerson Mnangagwa after President Robert Mugabe reshuffled the cabinet and left <a href="http://news.pindula.co.zw/2017/10/09/mugabe-reshuffles-cabinet-mnangagwa-removed-justice-ministry/">Mnangagwa without a portfolio</a>. The ministry of Justice was taken away from Mnangagwa and given to former Director General of the Central Intelligence Organisation Happyton Bonyongwe.
Never one to avoid conflict, Professor Moyo immediately advised his rival to rewrite the all<a href="http://news.pindula.co.zw/2017/10/06/editor-independent-replies-vp-mnangagwas-85-page-dossier-even-presents-politburo/" rel="noopener" target="_blank">eged 85-page dossier which was leaked before he could present into to the Zanu-PF Politburo</a>. The dossier is supposed to be a response to the allegations raised against Mnangagwa by Moyo at a Politburo meeting. However, private newspaper the Independent released excerpts of the dossier before it had been presented to the politburo.
Moyo also seemed to make fun of the fact that Mnangagwa does not head the Justice Ministry or any other ministry by saying that Mnangagwa now has plenty of time to rewrite the dossier. Moyo went on to allude that Mnangagwa was claiming to have been poisoned, saying he failed to present the dossier because he was unwell. Moyo and Vice President Phelekezela Mphoko have dismissed claims that Mnangagwa was poisoned.

Moyo tells Mnangagwa to rewrite leaked dossier to present to politburo as he now has plenty of time

On Monday President Robert Mugabe <a href="http://news.pindula.co.zw/2017/10/09/mugabe-reshuffles-cabinet-mnangagwa-removed-justice-ministry/" rel="noopener" target="_blank">reshuffled his Cabinet</a>. The Office of the President And Cabinet released a list of ministers who had been reassigned as well as new appointments. However, this has led to some confusion as there are some ministers whose portfolios remain unchanged who were not mentioned at all. This has led to some confusion that they may have been dropped. So just to clarify here is the list of ministers who still hold their portfolios but were not mentioned in the cabinet reshuffle.
