The SADC Extraordinary Heads of State and Government Summit held in Lilongwe, Malawi from Tuesday to Wednesday this week, extended the mandate of the Standby Force Mission to Mozambique (SAMIM) for three months to help the country fight an armed uprising.
SADC nations and Rwanda resolved last June to send more than 3 000 troops to help Mozambique quash an armed uprising in the northern province of Cabo Delgado that has resulted in the deaths and displacement of thousands of people.
The mission was initially deployed in July 2021, but its mandate was extended indefinitely in October.
A communiqué released at the end of the two-day summit, and read by the region’s Executive Secretary Elias Mpedi Magosi reads in part:

Summit noted the good progress made since the deployment of the SADC Mission in Mozambique and extended its mandate with associated budgetary implications, and that it will continue to monitor the situation going forward.
</blockquote>
Vice President Constantino Chiwenga, who attended the summit on behalf of President Emmerson Mnangagwa, said he was pleased with the outcome of the summit. Said Chiwenga:

The summit went on very well, starting with the officials and going into the Troika itself, which met yesterday. Everything went on very well.
Today, things were very smooth and the issues, which are a major problem in Cabo Delgado in Mozambique were ironed out well and there was unanimous agreement on all the issues. I was quite happy with the outcome of the meeting.

The summit was attended by the President of the Democratic Republic of Congo Félix Antoine Tshisekedi Tshilombo, President Lazarus McCarthy Chakwera of Malawi as the host and SADC chairperson, President Filipe Jacinto Nyusi of Mozambique, South African President Cyril Ramaphosa, President Hakainde Hichilema of Zambia, while Botswana was represented by Vice President Slumber Tsogwane.
Namibia, Tanzania and Zimbabwe were all represented by their Vice Presidents, Nangolo Mbumba, Philip Isdor Mpango, and Constantino Chiwenga respectively.
Other representatives were Right Honourable Cleopas Sipho Dlamini-Eswatini, Hon Thabo Sophonea, Minister of Finance of Lesotho, Angola’s Secretary of State in the Ministry of Defence and War Veterans- Maria De Lima, while Mauritius had its High Commissioner to South Africa and the SADC region Dr Prakarmajith Vijaye Lutchmun.

SADC Extends Mozambique Military Mandate

Vice President Constantino Chiwenga is in Lilongwe, Malawi for the Extraordinary Summit of SADC Heads of State and Government.
Chiwenga is representing President Emmerson Mnangagwa at the summit which will review the mandate of the SADC Mission to Mozambique (SAMIM).
Zimbabwe’s Vice President arrived in Lilongwe this Wednesday and will later join regional leaders at Bingu wa Mutharika International Conference Centre as talks continue on the situation in Mozambique’s Cabo Delgado region.
The Extraordinary Summit of SADC Heads of State and Government was preceded by the Extraordinary Meetings of the Organ Troika Summit and the SADC Council of Ministers that took place on Tuesday.
Botswana President<a href="https://news.pindula.co.zw/2022/01/09/botswanas-acting-president-slumber-tsogwane-to-participate-at-sadc-summit/"> Eric Masisi will not attend the SADC Summit</a> and has sent Acting President Slumber Tsogwane.

VP Chiwenga In Malawi For SADC Summit

A South African soldier deployed in Mozambique’s Cabo Delgado Province has been killed.
Members of the South African National Defence Force (SANDF) were deployed to fight Islamist militants in the region as part of the SADC mission in the country, code-named Operation Vikela.
In a statement on Tuesday, SANDF Director Defence Corporate Communication, Brigadier General Andries Mahapa, said soldiers came under attack from insurgents during an ambush in the area east of Chai village on Monday. He said:

On 20 December 2021, the South African National Defence Force members deployed in Cabo Delgado Province as part of the SADC Mission in Mozambique (SAMIM), Operation VIKELA, came under attack from the insurgents during an ambush around the area East of Chai Village.
The members managed to fight through the ambush, however, while at the rendezvous awaiting the chopper, they got attacked by the insurgents again.
During this incident, an SANDF member was shot and declared dead on the scene.
The mortal remains of the member were flown back to the SAMIM Chai Tactical Base.

Brigadier General Mahapa added that investigations are being carried out to determine the extent of injuries to personnel and the loss of equipment during the incident.

South African Soldier Killed By Insurgents In Mozambique

Three Zimbabweans are feared dead after they went missing in the war-ravaged Cabo Delgado region of Mozambique and the government is making trying to account for them.
An Islamic insurgency against the government of Mozambique started three years ago and has killed over 3 000 people and displaced hundreds of thousands.
Mrs Mariana Fransisco and her younger sister, Mrs Monica Louis, were captured by militants on March 27.
Their family is pleading with the Mozambique and Zimbabwe governments to facilitate their safe release.
A spokesperson for the Ministry of Foreign Affairs and International Trade, Mr Livit Mugejo, on Friday said Zimbabwe is beefing up efforts to locate the missing trio who vanished in March when insurgents attacked the town of Palma. Mugejo said:

Yes, l can confirm that three civilians have been missing in Cabo Delgado, Mozambique. Their relatives approached the Ministry for assistance last week. The Government is deeply worried that its citizens are missing. We are doing everything possible to locate the missing Zimbabweans.

He said the ongoing conflict in the area has made it difficult to locate the missing Zimbabweans.
Mugejo added that Zimbabwe is liaising with the Mozambican government through its Embassy in Maputo and the Embassy of Mozambique in Harare to make sure that the missing people are accounted for. 
He urged all Zimbabweans based abroad to register with their nearest embassies to make it easier for the Government to trace and assist them in times of crisis.

Mozambique Islamic Insurgency: Search For Missing Zimbabweans On

Mozambique Defence and Security Forces (FDS) killed 12 insurgents in Cabo Delgado province, the country’s newly appointed Defence Minister said on Friday.
Mr Cristóvão Chume, a former head of the Mozambican army, disclosed this during the closing ceremony of a military course in Maputo. He said that several weapons were recovered from the insurgents. Mr Chume said:

This morning I was informed that in Nangade, our forces met with the enemy, they killed 12 insurgents, wounded several others and recovered some weapons.
</blockquote>
According to Mr Chume the joint forces, made up of the FDS and the contingents of the Southern African Development Community Mission in Mozambique (SAMIM) and the Rwanda army are pursuing the insurgents.
Last month, the Extraordinary Summit of the Organ Troika of the Heads of State and Government of SADC plus Mozambique held in South Africa approved the SAMIM extension. SAMIM was deployed in July and was supposed to last 90 days.
Mr Chume also acknowledged that there were sporadic attacks in villages across the oil-rich Cabo Delgado province. 
Mozambique has been fighting an insurgency in Cabo Delgado Province since 2017 and over 3 000 people have died in the violence while more than 800 000 people have been displaced.

Mozambique Army Kills 12 Insurgents In Cabo Delgado

Fourteen tons of smuggled gold, rubies and other gems have been illegally exported from Mozambique since the beginning of the year.
Mozambique is home to some of the world’s largest gemstone deposits, often mined by artisanal miners with no access to official markets.
Gold, rubies, garnets and tantalite – used to create surgical steel – have been exported by smuggling networks since January, Fernando Maquene.
A senior official in the Ministry of Mineral Resources told Radio Mozambique:

We are looking for ways to fight the expansion of criminal networks that plunder our territory and our strategic resources, so that these resources can generate income to develop local communities.
</blockquote>
The illegal gem trade is largely concentrated in northern Mozambique, where an Islamist insurgency has forced some 800 000 people to flee their homes.
According to a report released in early November by the Swiss think tank Global Initiative against Transnational Organized Crime (GI-TOC), mining gems and selling them on illicit markets, sometimes through corrupt local officials, has become a means of survival for many displaced people.
The province of Cabo Delgado, the most affected by the insurgency, is home to the Montepuez ruby mine, which currently supplies more than half of the world market for new rubies.

Mozambique President Filipe Nyusi on Monday implored Islamist militants operating in the country’s far north to surrender, saying they had nowhere to run.
Nyusi made the remarks while commemorating Peace and National Reconciliation Day, which coincidentally came a day after allied Rwandan, Mozambican and southern African forces said they had killed a senior Islamist militant leader along with 18 other fighters in an offensive on 25 September.
Awadhi Ndanjile, a religious leader instrumental in recruiting and indoctrinating members of the Ahlu Sunnah Wal Jama’a (ASWJ), was killed on a militants base in the Nangade district of Cabo Delgado, the statement from SADC’s mission in Mozambique said, using one of the names given to the country’s militants. Said Nyusi:

We wanted to invite them not to wait for death … this is not the intention of the defence and security forces.
Surrender yourself … because you have nowhere to go … You are running from one forest to another being endlessly chased.

A number of areas previously held by militants have been cleared, including the town of Mocimboa da Praia, more than a year after insurgents first seized it. Insurgent bases have also been destroyed, according to security forces.

Allied Forces Kill Key Islamist Militant Leader In Mozambique

A unit of Zimbabwean military instructors earmarked for deployment to train Mozambican soldiers is currently on standby in Nyanga while awaiting the finalisation of an agreement for the mission.
Last month, Defence and War Veterans Affairs Minister Oppah Muchinguri-Kashiri told a press briefing that Zimbabwe would deploy 304 non-combatant soldiers to Mozambique’s Cabo Delgado province which had been overrun by an Islamist insurgency.
The conflict, which broke out in 2017, has resulted in the death of hundreds of civilians, while hundreds of thousands have been displaced.
The NewsHawks reported sources familiar with the developments as saying delays in finalising the Status of Force Agreement for the trainers was retarding the deployment. Said the source:

300 soldiers who are currently on standby are undergoing the training of trainers course in Nyanga. The SFA for training is the sticking point.
However, while they await the finalisation of the agreement, the country and other Southern African Development Community countries are also preparing to deploy as the standby force despite indications that that violent extremists have been subdued.
Militarily they could be taking a tactical withdrawal with an intention to regroup and attack.

Zimbabwe To Deploy Military Instructors To Mozambique

Mozambican and Rwandan troops are reportedly preparing a final assault on strongholds of the Islamic State-linked militants in Cabo Delgado, the northernmost province of Mozambique.
Last month, the two countries launched joint military operations against the terrorists to destroy all their bases and neutralise their activities against innocent civilians.
Latest reports indicate that Rwandan troops are now cleaning the terrorists’ pockets along their axis and preparing for a final assault on the terrorists’ strongholds in Mocimboa da Praia district.
Mocimboa da Praia is situated 10 kilometres from the joint forces’ current defensive position at Njama village.
A subsidiary axis force is 35 kilometres away from the terrorists’ stronghold of Ntotwe advancing to link up with the main axis force for a subsequent assault as well.
Just last week, Rwandan and Mozambican forces gained full control of the key base of Awasse after repulsing the retreating insurgents.
The town was one of the insurgents’ main bases in Mocimboa da Praia.
According to The New Times, the joint forces also captured two other towns, Palma and Quionga, in the northeast of Cabo Delgado province.
From July to August 4, after capturing the towns and trading centres of Awasse, Palma and Quionga, the joint forces continued to defeat the terrorists and captured other cities and trading centres including Chinda, Mumu, Mbau, Zambia, Mapalanganha, Maputo, Tete, Njama and Quelimane.
Rwanda sent 1 000 troops to Mozambique, at the request of Maputo, to help fight the militants, stabilise the area and restore the authority of the state.
Rwandan troops were sent to work closely with Mozambique Armed Defence Forces (FADM) and forces from SADC, in the fight against terrorism in Cabo Delgado.
Since October 2017 when armed extremists linked to the Islamic State of Iraq and the Levant (ISIL) launched an insurgency in Cabo Delgado, 826 000 people have been driven from their homes and more than 2 000 have been killed.

Rwandan Troops Claim Progress Against  Jihadists In Mozambique

Zimbabwe is reportedly struggling to mobilise sufficient resources to contribute to the Southern Africa Development Committee Standing Force (SADC SF).
The force is supposed to start military operations to neutralise a deadly Islamist insurgency in Mozambique’s Cabo Delgado region on Thursday.
NewZimbabwe.com reported military and official sources as saying Zimbabwe’s military does not have adequate and suitable weaponry necessary in fighting asymmetric warfare.
Under the SADC arrangement, member states are supposed to fund and equip their own combatants but following decades of economic atrophy, Zimbabwe has no money for the exercise. A source said:
<blockquote>There are basically three things here. First, the Ministry of Finance says there is no money at the moment to finance the operation.
Fighters who go there will require allowances that can only be paid by the government and, as we learnt from the DRC experience, this is a very expensive undertaking.
Secondly, reservations came from those in the military that we lack the necessary tools to fight asymmetric warfare like this.
Remember terrorists are different from a conventional army that fights openly. They play hide and seek.
They are mostly embedded in communities and launch coordinated and sporadic raids before retreating quickly.
There is a need for us to invest in modern technologies to successfully fight the insurgents such as drones and unmanned aerial vehicles.
We need to exploit cyberspace, but we do not have that capability at the moment.</blockquote>
A military source told NewZimbabwe.com that highly skilled members of special forces were sent to Mozambique to do reconnaissance work last year.
The source added that the report from the teams suggested that the best way to win the war was to use modern technologies to identify and weed out the terrorists.
The publication’s efforts to get a comment from Treasury were fruitless as both Finance Minister Mthuli Ncube and his permanent secretary George Guvamatanga were not available for comment.
Defence Minister Oppah Muchinguri’s mobile phone was being answered by one of her aides who said she was attending meetings.
SADC last month resolved to deploy troops to combat Islamic insurgents in Mozambique.
The four-year-old insurgency has resulted in the death of at least 2 000 people and the displacement of nearly one million.
Zimbabwe is expected to volunteer troops for the strong 3 000-fighter regional force.

Broke Zimbabwe Fails To Finance Mozambique War

French energy group Total SE has suspended its $20 billion liquefied natural gas project in Mozambique indefinitely after an escalation of violence in the area.
The energy giant on Monday declared force majeure (unforeseeable circumstances, such as wars or natural disasters, that prevent someone from fulfilling a contract) and withdrew all personnel from the site because of the precarious security situation in the area.
Hours after Total said on March 24 it was resuming work on the project, stalled since January because of security threats, more than 100 rebels raided the town of Palma.
Dozens of people died, millions of dollars of property was damaged and the company immediately froze plans to resume the project.
The project had been gaining momentum as Total acquired the operator stake from Anadarko Petroleum Corp. in 2019.
The company was making progress on early construction, including an airport along with accommodations for workers.
The decision is a blow not only to Total which was hoping to start exporting the super-chilled fuel by the end of 2024 but also for Mozambique, which is now losing out on jobs and revenue from the gas sales.
The violence has left at least 2 780 people dead, according to the Cabo Ligado website, which tracks the conflict. It’s also displaced more than 700 000 people.

Total Suspends $20 Billion Mozambique LNG Project Indefinitely

President Emmerson Mnangagwa on Wednesday said SADC member countries will not sit back and allow terrorist attacks to continue in Mozambique without a robust response.
Islamic extremists who claim links to the terror group, Islamic State of Iraq and Syria (ISIS) or Daesh, has been engaged in a bloody campaign against innocent civilians in Mozambique’s Cabo Delgado region.
Addressing the 351st session of the Politburo at the Zanu PF headquarters yesterday, President Mnangagwa said Zimbabwe, alongside its neighbours, will stand behind Mozambique. He said:
<blockquote>Insurgencies are threatening to slow down and reverse our collective efforts to achieve the aspirations outlined in the United Nations SDGs, the African Union Agenda 2063 and within SADC.
As Zanu PF, we stand in solidarity with our sister party, Frelimo as well as the Government and people of the Republic of Mozambique in the wake of the ongoing disturbances in Cabo Delgado Province, in northern Mozambique. An attack on one of us is an attack on all of us. United we stand.
Hence, we cannot sit back and allow acts of insurgency to continue without a robust regional response.
Last week, I, therefore, attended the SADC Double Troika Summit in Mozambique, where the regional bloc resolved to immediately make technical deployments towards restoring peace and stability.</blockquote>
The President also revealed that the government is working with the Mozambican authorities to establish the number of Zimbabweans who were affected when insurgents attack Palma on 24 March.
This comes after a Zimbabwean man, Nyasha Mugwagwa was among the 12 people killed during an attack on Palma town by the terrorists. Said, President Mnangagwa:
<blockquote>Government is currently working with the Mozambican authorities to establish the number of our nationals who were entrapped during the attack of Palma town, on March 24, 2021.</blockquote>

ED: We Cannot Sit Back And Watch Mozambique Insurgency

The Southern African Development Community (SADC) Organ on Politics, Defence and Security Cooperation (OPDSC) meets on Thursday this week in Maputo, Mozambique to find ways to tackle an Islamist insurgency that threatens to spiral out of control in that country.
President Emmerson Mnangagwa, OPDSC chair, Botswana President Mokgweetsi Masisi and South African President Cyril Ramaphosa are expected to attend the key meeting.
As the outgoing chair, Zimbabwe is part of the Troika together with the incoming chair, South Africa.
Islamic extremists have been carrying out terrorist attacks in Mozambique’s Cabo Delgado province since 2017 resulting in the deaths and displacement of thousands of people.
Last week the Islamic State terrorists overran a town called Palma, in Cabo Delgado province and killed several people while thousands fled into the bush.
French energy giant Total has shut down operations at its liquefied natural gas plant after withdrawing all staff from the region.
Total intends to invest US$20 billion in the project located on the Afungi peninsula near Palma.
