Zimbabwe’s main opposition party, the Citizens’ Coalition for Change (CCC) is yet to come up with its final list of candidates who will contest this year’s parliamentary and local government elections just over two months before the polls.
CCC abandoned primary elections and adopted a citizens-centred selection process whereby candidates are selected based on their ability to represent the interests of the people.
The process is in five stages namely:
<ol>
<li>Nomination which happened on 5 April 2023</li>
<li>Candidate acceptance confirmation in which nominated candidates were supposed to accept the nomination;</li>
<li>Candidate vetting to weed out suspected secret agents</li>
<li>Announcement of candidates that would have passed the vetting stage</li>
<li>Consensus-building caucuses before the official announcement of victorious candidates</li>
</ol>
The CCC’s candidate nomination process is being conducted by an independent body, the Citizens’ Independent Candidate Selection Panel (CISP).
The Citizen Independent Selection Panel will deal with any complaints that will arise during the candidate selection process.
Speaking during an interview with <a href="https://www.newzimbabwe.com/interview-chamisa-outlines-citizenocratic-candidate-selection-says-nomination-process-kicks-off-this-week/">NewZimbabwe.com</a> in April this year, CCC leader Nelson Chamisa explained the rationale behind the candidate selection process. He said:

It’s novel and it’s modern and places the citizen at the centre of the process. Citizenocracy is government by the citizens. It’s a citizenocratic selection process.
Citizens want candidates to be selected on merit, integrity, dignity, suitability and accountability. Citizens prefer representatives who are visible, accessible and available.
Those leaders regularly report back to constituencies and communities to get instructions and progress on policies and national priorities of public interest.
All these are going to be considered through a rigorous vetting panel that looks at these critical tests.
In the event that we have more candidates nominated, citizens’ caucuses are convened.
A citizen caucus is constituted of those who have subscribed to citizen philosophy and ideology in the constituency or in a particular ward.
The process also involves wide consultation with stakeholders in that particular constituency or ward.
Your community track record is the qualification to be nominated.
It is your service to the nation and we have criteria for that, we are looking at three attributes of loyalty.
You must pass that. The first is loyalty to the country. The second is loyalty to the people or the constituency.
The third one is loyalty to God, the author of the universe. You can’t lead the people of God when you do not have a relationship with the God of the people.

Explainer: CCC Candidate Selection Process

Several Citizens Coalition for Change (CCC) bigwigs in Bulawayo Province aspiring to represent the party in the 23 August elections were reportedly disqualified during the verification process.
The verification process started on Friday and ended on Saturday in Bulawayo.
<a href="https://www.newsday.co.zw/local-news/article/200012519/ccc-bigwigs-fall-in-bulawayo">NewsDay</a> reported sources as saying most of the sitting councillors and some Members of Parliament were disqualified as the opposition party tries to remove suspected secret agents from genuine members.
Some aspiring candidates were reportedly disqualified for vote-buying and bussing supporters. Said a source:

Besides the 11th-hour disqualification of almost all incumbents, the process proceeded smoothly in all wards except in ward 24, where the caucus didn’t take place on numerous allegations of bussing (in of voters).

CCC deputy spokesperson Gift Siziba who will represent the party in Pelandaba-Tshabalala said:

I have just received a report from our security department that some of my good friends have been vetted out because you know this struggle has taken too long, so we are dealing with sell-outs and nincompoops in our midst.

Siziba made the remarks at the launch of the Deputy Prime Minister in the 2009-13 Government of National Unity, Arthur Mutambara’s book on Friday.
In Bulawayo’s Ward 25, there were alleged attempts to disqualify Alderman Mzamo Dube after he was overwhelmingly nominated. Said a source:

The process was chaotic because whoever was able to transport people was ahead. The process was also slow, and there was sheer disregard for people’s time.
Vote-buying allegations were flying all over as some candidates were buying people with US$5 notes and alcohol.

In Cowdray Park, former Deputy Prime Minister Thokozani Khupe will face Finance and Economic Development Minister Mthuli Ncube.
In Nkulumane, CCC will be represented by Desire Moyo, while Tendai Nyathi will represent the opposition party in Lobengula-Magwegwe where Kucaca Phulu is currently the MP.
The other nominees, subject to confirmation by the party are as follows:

Some CCC insiders claimed that ZANU PF affiliate, Forever Associates Zimbabwe (FAZ) was actively involved in several caucuses where they funded weaker candidates in various areas.

CCC Disqualifies Several Top Officials During Verification Process

The Citizens’ Coalition for Change (CCC) has concluded vetting candidates for all constituencies and council wards across the country and is now consulting party members to find the best candidates to represent the party.
This was said by CCC spokesperson Fadzayi Mahere while speaking to <a href="https://thenewshawks.com/ccc-candidates-vetting-complete/">The NewsHawks</a> a month after the party conducted its nomination process (5 April 2023).
CCC initially announced it will reveal its candidates on 11 April but later said announcing the names may expose the candidates to attacks by ZANU PF members. Said Mahere:

We can confirm that the process has proceeded smoothly. Candidates have been successfully nominated and vetted for each of these seats (210 constituencies and 1 971 wards). Stakeholders have been consulted.
We are currently at the citizen caucus stage where citizens will have a say on who will be the best representative for each respective community.

According to the CCC candidate selection procedures document, the process is in five parts: nomination which happened on 5 April 2023; candidate acceptance confirmation in which nominated candidates were supposed to accept the nomination; candidate vetting and announcement of candidates that would have passed the vetting stage.
The final stage will be consensus-building caucuses before the official announcement of victorious candidates who will represent the party in general elections set for August this year.
Mahere said CCC is confident of winning the upcoming general elections. She said:

We are well on course to ensure the citizens’ movement is competently and ethically represented in every community of Zimbabwe.
The citizens will have the opportunity to put a permanent end in the ballot box to the repression, persecution, hunger and poverty created by ZANU PF.
A CCC government will usher in a new Great Zimbabwe with leaders who will deliver dignity, freedom and prosperity for all.

Meanwhile, an Afrobarometer survey in February this year revealed that the opposition had a four-point advantage (48%) over the ruling ZANU PF (44%) in voting preferences.

CCC Candidates Vetting Complete - Mahere

Bulawayo lawyer Sindiso Mazibisa has rejected nomination to represent the opposition Citizens Coalition for Change (CCC) in general elections set to be held in August this year.
Mazibisa was nominated to run for the Lobengula-Magwegwe constituency under CCC.
He, however, declined the nomination saying he had no interest in taking part in politics.
According to a statement circulated on social media allegedly written by the lawyer, he said did not want to be a politician now or in the future.
CCC Bulawayo provincial spokesperson Swithern Chirowodza told <a href="https://newsday.co.zw/southerneye/news/article/200011404/byo-lawyer-rejects-ccc-nomination">Southern Eye</a> that CCC did not nominate Mazibisa. He said:

Mazibisa has never been associated with the Citizens Coalition for Change. As such, he was not nominated by CCC but rather by a resident in Magwegwe.
</blockquote>
Bulawayo Progressive Residents Association (BPRA) chairperson Ambrose Sibindi said Mazibisa simply used his democratic right to reject the nomination and should be “respected and thanked.”
The CCC candidate selection process comprises four key milestones: candidate nomination, candidate vetting, candidate caucuses, and declaration of successful candidates.
The process does not involve primary elections but rather allows communities to select suitable party representatives based on consensus.
The process was conducted on Wednesday, April 6, 2023, and received an overwhelming response with a 100% success rate in all the 210 constituencies and 1 971 wards according to the party.
However, the process was also marred by some incidents of violence, imposition of candidates, and logistical challenges.

Bulawayo Lawyer Rejects CCC Nomination

The Citizens’ Coalition for Change (CCC) said it will not share the names of members who were nominated during the ongoing Consensus Candidate Selection process to protect them from victimisation by ZANU PF, especially in rural areas.
CCC deputy spokesperson Gift Siziba told journalists on Thursday that after the party’s nomination process, a vetting process was conducted which will be followed by manifesto presentations.
He said the presentations are set for this Saturday and Sunday, with CCC’s final list of council and parliament candidates set to be announced soon. <a href="https://www.newzimbabwe.com/rural-folks-shying-away-from-chamisas-ccc-says-partys-deputy-spokesperson-as-candidate-selection-process-concludes/">Said Siziba</a>:

We are dealing with a brutally callous, indifferent regime that is in panic and one of its manner of manipulation is the harvest of fear, the use of fear against those who differ with the state or President Emmerson Mnangagwa’s administration.
It is without doubt that citizens have subscribed to the citizen’s movement and are ready to represent the party from various angles however one of the challenges we have faced during this process is this harvest of fear particularly in the countryside.
It is because of that strategic necessity that we have not publicly released the names of those that have been nominated in the countryside because ZANU PF has deployed violence as a tool to try to influence our people to withdraw from nominations and the process.
Remember the election has not been declared, and the nomination court has not been sat. We have agreed to protect our people.
You know in Zaka one of our candidates was abducted and tortured.
</blockquote>
Elections in Zimbabwe in the past two decades have been characterised by politically motivated violence.
Opposition party members and supporters have been targeted by ruling ZANU PF party supporters and security forces.
This has led to concerns about the fairness and transparency of elections in the country.

The Citizens Coalition for Change (CCC) has said vetting for aspiring Members of Parliament has been completed with the party having received over 2 000 nominations.
Giving an update on the candidate selection process, CCC deputy national spokesperson, Gift Siziba also said more than 10 000 people who have been nominated to be councillors. <a href="https://cite.org.zw/ccc-says-over-40k-nominations-received-for-aspiring-candidates/">Siziba said</a>:

We have had an overwhelming subscription from different Zimbabweans. We have more than 10 000 people who have been nominated to be councillors who are currently going through vetting.
… We received more than 36 000 forms for the nomination of the Presidential candidates and President Nelson Chamisa was nominated overwhelmingly, it’s impressive for us, we are very happy with the subscription.

Siziba denied reports that CCC was failing to get candidates in some rural areas.
He said people are willing to represent the party “in deeper parts of the country like Uzumba, Chiredzi, Mwenezi where traditionally the Democratic alternatives had problems.”

CCC Says Vetting Of Parliamentary Nominees Completed

Aspiring Citizens Coalition for Change (CCC) candidates for the upcoming elections are required to prove their loyalty to the Creator (God), as part of the opposition party’s selection procedure.
CCC is currently vetting those who were nominated to represent the party in Parliament and in local authorities.
According to some of the sections in the Credentials and Track Record form CS100D, the nominees are required to demonstrate their loyalty to the organisation, the country, and the Creator.
CCC leader Nelson Chamisa said the vetting process will be thorough and meticulous to prevent infiltration by ZANU PF members.
However, some political commentators have criticised CCC’s candidate selection process saying it stifles internal party democracy. Lazurus Sauti told <a href="https://www.newzimbabwe.com/cccs-chamisa-claims-zanu-pf-infiltration-attempts-through-structureless-structure-candidate-selection-process/">NewZimbabwe</a>:

The emphasis of this procedure is on candidate qualifications and security checks.
This procedure, in my opinion, is crucial since it aids the party in getting rid of shady politicians. Yet, this approach jeopardizes internal democracy.
There is an opportunity to impose candidates, particularly those who support the movement’s “Creator”.

Political analyst Patrick Ndlovu told <a href="https://cite.org.zw/prove-loyalty-to-creator-ccc-sets-the-bar-high-for-aspiring-candidates/">CITE</a> that the party’s candidate selection process exposed how obsessed with power the CCC leadership was. Ndlovu said:

The selection process is a creation of a megalomaniac mind of the same breed as Idi Amin or Mobutu Sese Seko.
It’s a deception of the electorate by pretending to involve them in candidate selection.
They have realised that people are unhappy with the calibre of their candidates and are trying to hoodwink people by pretending to involve them in their internal processes.
Honestly, how can a non-member be involved in an internal selection of an entity?

However, critical studies scholar, Dr. Khanyile Mlotshwa believes CCC’s stringent candidate selection process could prove beneficial in the long run. Said Mlotshwa:

While it is clearly a survival strategy on the part of CCC that is to counter infiltration and all, it may turn out to benefit society.
For many years we have had elected officials who are there because they are loyal to some leader of some faction but are not fit to lead anywhere, even a Grade One classroom.
It is time political parties put forward aspiring leaders with a reputable track record working for the community.
The criteria we see set on the forms are Chamisa’s values. Why not give him the constitutional right to exercise them?

On Thursday, CCC said the candidate selection process is transparent and will produce the right candidates to represent the party in upcoming general elections. The party said:

Chamisa Claims His "Structureless Structure" Has ZANU PF Quaking

Citizens’ Coalition for Change (CCC) legislators for Mutare Central and Mutasa Central, Innocent Gonese and Trevor Saruwaka, respectively, stepped down from contesting in upcoming elections despite being nominated.
In a statement, Gonese, who is one of the opposition’s senior officials, said he had decided to back another nomination candidate Brian James to contest for the seat.
Gonese announced his decision to not contest in the upcoming general elections shortly after Saruwaka stepped down from contesting. Said Gonese:

I would like to thank the people of Mutare Central for giving me the opportunity to represent them as their representative in Parliament and also for nominating me as a Candidate in the forthcoming elections.
I am also happy that the former Mutare Mayor was also nominated as a candidate and while all the names are being vetted pending further processes, such as consultations and consensus in terms of the new candidate selection procedures, I have decided to decline the nomination.
I had a fruitful discussion with James yesterday as I consider him a very worthy and deserving person to take over from me and I am pleased to advise that we are going to work together to ensure that Mutare Central remains yellow and plays its part in ensuring that we deliver maximum votes for President Chamisa and all candidates in other positions.

Two Veteran CCC Lawmakers Decline Nomination

The Citizens’ Coalition For Change (CCC) on Tuesday continued its candidate nomination process ahead of the 2023 general elections to be held later this year.
The CCC candidate selection process comprises four key milestones, that is, candidate nomination, candidate vetting, candidate caucuses, and declaration of successful candidates.
Today, thousands of candidates who were recently nominated to represent the party in forthcoming elections are being vetted in their respective provinces. CCC said in a statement:

CCC Candidate Selection Process Now At Second Stage

Citizens Coalition for Change (CCC) national spokesperson Fadzayi Mahere has accused journalist and Government critic Hopewell Chin’ono of spreading malicious information about the opposition party.
Chin’ono claimed that CCC has failed to field candidates in some constituencies and wards in Manicaland and Mashonaland West provinces.
In response, Mahere said the party accepts constructive criticism and respects freedom of expression but will not be swayed by people with a “dirty agenda”. She said:

Why not be respectful enough to allow the Independent Selection Panel to complete its work instead of churning out malicious disinformation?
Wait for due process and official announcements instead of getting ahead of yourself with erroneous reporting. This is regrettable.

We won’t stop working hard, holding the Govt to account, speaking out against corruption, mobilizing the masses &amp; fighting to win Zimbabwe for change.

Chin’ono, who recently clashed on social media with CCC activists after claiming the opposition in Zimbabwe was as dead as a Dodo, claimed that CCC was finding it difficult to find candidates in some rural areas. He tweeted:

Fadzayi Mahere Accuses Chin'ono Of Spreading Malicious Disinformation

The opposition Citizens’ Coalition for Change (CCC) party has postponed the announcement of the names of candidates who were successfully nominated in the candidate nomination process conducted last week on Wednesday.
Last week, CCC spokesperson Fadzayi Mahere said the names of those who were nominated will be announced this Tuesday.
However, in a post on Twitter on Tuesday morning, Mahere said the announcement had been deferred to tomorrow, Wednesday, 12 April. She said:

CCC Postpones Announcement Of Successful Candidate Nominees

CCC is today expected to announce the names of candidates who were successfully nominated in the candidate nomination process conducted last week on Wednesday.

CCC Expected To Announce Successful Candidate Nominees On 11 April

Some Citizens Coalition for Change (CCC) bigwigs are frantically making a last-minute rush to influence supporters to endorse them in the party’s candidate selection process.
Some of the party bigwigs have been MPs since the year 2000, a year after the opposition MDC was formed.
But now they are being challenged by the party’s “Young Turks” who are challenging the status quo.
According to <a href="https://www.newsday.co.zw/local-news/article/200010001/ccc-big-guns-feel-the-heat">NewsDay</a>, the nomination process has seen new faces emerging to battle it out for National Assembly, Senate and local authority seats putting the incumbents on the back foot.
Some sitting legislators have been accused of vote-buying and instigating violence against rivals.
CCC founding leader Nelson Chamisa was unanimously endorsed as the party’s presidential candidate.
Violence in Warren Park disrupted the nomination process where incumbent legislator, Shakespeare Hamauswa’s supporters reportedly clashed with rival groups.
Some of the bigwigs who have reportedly been nominated almost unanimously include Tendai Biti of Harare East constituency, Judith Tobaiwa of Kwekwe Central, and Daniel Molokela of Hwange Central.
Harare West MP Joanah Mamombe is being challenged by Vongai Tome while Munyaradzi Kufahakutizwi is challenging Mabvuku-Tafara sitting MP James Chidhakwa.
Senior CCC member David Coltart was nominated for the Bulawayo Ward 4 local authority seat.
Former MDC-T interim leader Thokozani Khupe is likely to face ZANU PF’s Mthuli Ncube for the Cowdray Park constituency.
CCC spokesperson Fadzayi Mahere was nominated for the Mt Pleasant constituency seat, while Siziba will likely represent the party in the Pelandaba-Tshabalala seat.
Job Sikhala Jnr has been nominated to contest the Zengeza West constituency seat, which is currently occupied by his father, Job Sikhala.
The son of the late MDC founding leader Morgan Richard Tsvangirai, Richard was nominated for the Norton constituency seat.

CCC Bigwigs Face Determined "Young Turks"

The opposition Citizens Coalition for Change (CCC) will conclude the candidate nomination process this Monday.
CCC spokesperson Fadzayi Mahere on Monday said the nomination process will be done where it was not completed last Wednesday due to logistical challenges. She said:

Today (Monday, 10 April), we will complete the nomination process in areas where, due to logistical issues, the process could not be completed last week.
These aren’t “elections” so there are no “reruns.” All nominated candidates will be announced tomorrow and then proceed to the vetting stage.

Last week Mahere said the process has at least four stages with the nomination being the first stage.
She said the process will also include vetting and the consultation of “key stakeholders” to further scrutinise the list. Said Mahere:

Following nomination, there is going to be a vetting process and the fact that one has been nominated is not the end of the situation, it doesn’t mean that you are yet eligible to be a candidate.
There will also be a process of community consensus building where citizens will come together and be told there is X, there is Y candidate, who do you prefer and why, they have an opportunity to make their case, deliver a very brief manifesto of what they plan to deliver in their wards or constituency and also to take questions from the community concerning their eligibility to run.

Mahere was nominated for the Mt Pleasant constituency seat, while deputy CCC spokesperson Gift “Ostallos” Siziba will likely represent the party in the Pelandaba-Tshabalala seat.

CCC Concludes Candidate Nomination Process

<a href="https://www.pindula.co.zw/Citizens%27_Coalition_for_Change">Citizens Coalition for Change (CCC)</a> leader, <a href="https://www.pindula.co.zw/Nelson_Chamisa">Nelson Chamisa</a> has said the nomination of candidates kicks off on Wednesday the 5th of April 2023.
He said the selection process is citizen-centric amid criticism that the party’s leadership intends to handpick its representatives in the harmonised elections scheduled for later this year.
This comes as its main rival, the ruling ZANU PF party, is currently polishing up its <a href="https://zero.pindula.co.zw/zanu-pf-primary-elections-slated-for-25-march/">primary elections process after conducting the internal plebiscite last week.</a>
Chamisa said the <a href="https://zero.pindula.co.zw/ccc-ditches-primary-elections-communities-to-select-candidates/">CCC is abandoning the “old fashioned” primary election candidate selection</a> approach in favour of a system anchored on citizens’ consensus.
He told <a href="https://www.newzimbabwe.com/interview-chamisa-outlines-citizenocratic-candidate-selection-says-nomination-process-kicks-off-this-week/">NewZimbabwe.com</a> on Sunday that the selection process is called citizenocratic. Chamisa said:

It is a brand new candidate selection process; it’s fresh.
It’s novel and it’s modern and places the citizen at the centre of the process. Citizenocracy is government by the citizens. It’s a citizenocratic selection process.
Citizens want candidates to be selected on merit, integrity, dignity, suitability and accountability. Citizens prefer representatives who are visible, accessible and available.
Those leaders who regularly report back to constituencies and communities to get instructions and progress on policies and national priorities of public interest.
All these are going to be considered through a rigorous vetting panel that looks at these critical tests.
In the event that we have more candidates nominated, citizens caucuses are convened. A citizen caucus is constituted by those who have subscribed to citizen philosophy and ideology in the constituency or in a particular ward.
The process also involves wide consultation with stakeholders in that particular constituency or ward.

Chamisa said the new process is also going to be complemented by the introduction of  Townhall Debates on policy issues as well as Constituency Citizens Debates which are a first of its kind.
He said the Democratic Community Consensus System involves a panel of independent citizens who will oversee the selection of candidates for the community. The citizens will question the nominees through a process called “manifesto pitching,” and then democratically select their candidates through consensus.
When asked about who will lead the programs in the absence of party structures, he replied that citizens are the structures across the country, which is the strongest structure. He also said that there are safeguards in place to ensure citizens’ safe participation, including internal systems and external structures such as the police, despite reports of disruption of meetings by ruling party supporters.
Chamisa added that the nomination of CCC candidates starts on Wednesday, and it’s different from other parties because they don’t require a CV. Instead, they look at a person’s contributions to the community as their qualification for nomination. The CCC is looking for people who are loyal to the country, the people or constituency, and God. These are the three attributes they are considering for nomination.
