Citizens Coalition for Change (CCC) activist <a href="https://pindula.co.zw/Sengezo_Tshabangu">Sengezo Tshabangu</a> has set up an interim leadership structure ahead of his party’s national congress to elect a substantive leadership, reported <a href="https://newsday.co.zw/southerneye/local/article/200022086/tshabangu-names-interim-national-leadership">Southern Eye</a>.
Tshabangu, who has been claiming to be CCC’s interim secretary-general since October 2023, announced the interim leadership at a rally in the Tshabalala-Pelandaba constituency.
He was the guest speaker at the event to mobilise support for his candidate Moreblessing Tembo for the by-election to be held on 03 February.
Those appointed to leadership roles include Mbuso Siso (national treasurer), Albert Mhlanga (deputy national chairperson), Sikhululekile Moyo (women assembly chairperson) and Nomvula Mguni (national director for elections).
Mhlanga was reported as saying the interim structure gave Tshabangu the authority to make recalls. He said:

This is the structure that gave Tshabangu the power to make recalls, this is how our president Nelson Chamisa was chosen.
There is no tribalism in this. We are just stationed in Matabeleland, but we are a national structure.
I communicate with those in Mashonaland East, West and other provinces and we are currently inviting people for a congress where a substantive leadership will be elected.
At the moment we, including the president, were not given the mandate to lead by the people.

Tembo, who is Tshabangu’s preferred candidate in the Tshabalala-Pelandaba constituency, where CCC deputy spokesperson Gift Siziba is also a candidate, is an activist in the Douglas Mwonzora-led MDC.
Mhlanga defended Tembo’s selection to represent the party saying critics were ignorant of how the CCC was formed. He said:

It’s called the all stakeholders party where all sections of society are involved regardless of where they are coming from.
</blockquote>
He also dismissed claims that Tshabangu wanted to be president of the party, adding that their sole leader was Nelson Chamisa. Said Mhlanga:

There is no faction for Tshabangu or Chamisa. Even Tshabangu has said that he does not want to be a president.
Our president is Chamisa and we are preparing for Congress so that if possible he gets officially elected and gets a mandate from the people to lead.

Meanwhile, on Friday 12 January, Tshabangu filed an urgent High Court application seeking to stop the participation of 23 candidates under the Citizens Coalition for Change (CCC) banner in the upcoming 03 February by-elections.
The 23 CCC candidates successfully filed their nomination papers at the Nomination Court on 18 December 2023.
This was despite the fact that a previous High Court order had barred fellow party members from contesting under the party name on the basis that they had ceased to be party members ahead of the 09 December 2023 by-elections.

Tshabangu Names CCC "Interim National Leadership"

Self-exiled former ZANU PF Politburo member <a href="https://pindula.co.zw/Jonathan_Moyo">Jonathan Moyo</a> has claimed that Nelson Chamisa, leader of the Citizens’ Coalition for Change (CCC), is planning to hold an elective congress by the end of November this year.
In a long post on X (formerly Twitter), Moyo, who has been away from the platform for over a week, claimed that Chamisa has tasked CCC Chief Whip <a href="https://pindula.co.zw/Amos_Chibaya">Amos Chibaya</a> with “hurriedly and secretly” organising “a fake elective congress”.
Moyo further alleged that Chamisa’s planned “crush congress” is an attempt to thwart a circulating petition for a legal congress based on CCC’s January 2022 congress. <a href="https://x.com/ProfJNMoyo/status/1718971588387778981?s=20">He wrote</a>:

STUNG BY THE RECALLS of MPs and Councillors who’ve ceased to be members of the original CCC formed on 22 January 2022 and unveiled on 24 January 2022 – and after he publicly declared that his CCC is not a political party in the traditional or formal legal sense; but is an opaque structureless, positionless and memberless CCC-“wapusa wapusa” movement with no constitution and no officeholders except himself, who gives “tasks” and “assignments” to persons he works with, Nelson Chamisa is now secretly preparing to hold an “ambush” or “crush” [emergency] and essentially fake Congress by the end of November 2023 and he has given Amos Chibaya the “task” and “assignment” to organise it.
The mooted “Convention” would be a fake “elective” Congress in that, if it happens, it will not have any elections to write home about.
The idea of the crush “Convention” is the brainchild of Amos Chibaya, whom Chamisa has previously tasked with the assignment of organising public meetings like rallies and related interfaces.
Over the past 10 days or so since the recalls of MPs and Councillors, which the recalled MPs are challenging in the Harare High Court in a case set down to be heard this week on Thursday 2 November, Chibaya has been brainstorming the idea of holding a crush Congress with a few handpicked individuals, like Sesel Zvidzayi, to test its traction and fine-tune it.
Chibaya says the idea is to use the “Convention” or “elective Congress” to introduce a constitution that is currently being drafted in the wake of the recalls.
Also in what is a desperate attempt to at long last come up with some semblance of a “structure”, Chibaya has told his brainstorming colleagues who have been handpicked by Chamisa that the constitution being currently drafted will provide for the election only of Chamisa as the President or Change Champion in Chief or Leader.
The constitution being drafted will empower Chamisa – the only leader earmarked for “election” at the planned so-called elective Congress – to unilaterally appoint a seven-member “Management Committee”, which will include what is being branded as a “Bureau of Chiefs” – or something like that – which will be responsible for administration and organising work, etc.
In effect, the seven members will function as a Standing Committee under which lower organs will be “empowered” to “elect” lower level “leaders”.
It is this aspect that is designed to give the currently constitutionless, structureless, positionless and memberless CCC Chamisa the appearance but not the reality of a “structure” based on a constitution that is currently being drafted for adoption by the planned “Convention” or “elective Congress”.
Chamisa and Chibaya hope that the constitution being drafted, the crush “elective” Congress, and the election of Chamisa as the sole officeholder of CCC Chamisa will serve as a counter to the recalls and to the growing calls for a real and legal Congress coming from the traditional MDC-A base, whose National Executive Committee and National Council actually formed CCC in January 2022; triggered by the sitting of the nomination court on 24 January 2024 for the by-elections that were held on 26 March 2022, and which many saw as a “mini general election”.
Apparently, a popular petition is now circulating for a properly convened Congress, in terms of the original CCC constitution – recently submitted to Parliament and the Zimbabwe Electoral Commission with Sengezo Tshabangu’s initial recall letter as CCC Interim SG – under which CCC was formed in January 2022.
Chamisa and Chibaya are working overdrive, and flat out in the hope that they can use their mooted “elective” Congress to thwart the petition in what appears to be a futile exercise against the wind!

Chamisa Plans Emergency CCC Elective Congress, Claims Jonathan Moyo

ZANU PF director of communications Tafadzwa Mugwadi said that claims by CCC that the ruling party plans to infiltrate the opposition party’s elective congress show that ZANU PF is ubiquitous.
This comes after CCC deputy spokesperson Gift Siziba recently claimed that CCC had no plans of holding a congress as ZANU PF plotted to infiltrate their movement. Siziba was quoted as saying:

Let me clear this once and for all, there are people who are motivated by ZANU PF, to imagine and think that we are going for a congress.
Look we are a new political organisation, we do not hold congresses and we have no intention to hold a congress.
In CCC, the congress does not exist… it is in the headquarters of Zanu PF and CIO, who in their imagination think we are going to have a congress and they can deploy their people.
</blockquote>
Mugwadi said CCC leaders are confused and paranoid, a legacy of their days at the helm of the MDC Alliance. Said Mugwadi:

Are they suggesting that with that claim they are also ZANU PF? ZANU PF will be glad to hear that the organisation which claims to be the biggest opposition is now claiming that it has Zanu PF membership within it.
But most importantly, it is their fear of leadership acrimony which continues to dog the organisation, the leadership acrimony which they carried from their old party MDC. They are clueless.
They don’t have a constitution, and they claim that the citizens are the structures, but surprisingly they carry the titles which they had when they were in the MDC Alliance.

Ironically, some political commentators with links to ZANU PF argue that CCC should hold a congress before the 2023 general elections.
Exiled former ZANU PF politburo member Jonathan Moyo dismissed CCC’s fears of infiltration. Moyo tweeted:

The CCC is saying no vacancies and no congress of any kind. CIO (Central Intelligence Organisation) wants to infiltrate us; maybe a people’s convention, get the nomenclature right.
But a citizen’s convention is better nomenclature. Wait, CIO can only infiltrate a congress; not a convention since it’s American, right.
