Sengezo Tshabangu, a Citizens Coalition for Change (CCC) senator, has denied ever being a member of the faction led by Welshman Ncube.
Tshabangu said this following his dismissal from the party last week after a misconduct charge during a disciplinary hearing held by Ncube’s CCC faction.
He was expelled for making unilateral changes to the party’s leadership in Parliament.
Although Tshabangu attended the disciplinary hearing, he claims he did so under protest and insists that he has never been part of Ncube’s faction.
He also said he does not align with either of the two factions within CCC: CCC Blue, which supports former party leader Nelson Chamisa, and CCC Green, aligned with Ncube.
Tshabangu further argued that his position as a Senator is not connected to Ncube’s faction. He said according to the CCC’s constitution, the terms for the party’s leadership expired on May 27, 2024, leaving the party without a sitting president.
In a statement, Tshabangu’s spokesperson, Nqobizitha Mlilo, claimed that Tshabangu has never been a member of CCC Green or affiliated with its structures.
Mlilo also argued that Tshabangu was neither nominated nor deployed as a Senator by Ncube’s faction and has never attended any of its meetings.
Mlilo accused Ncube of trying to gain control of CCC’s financial resources under the Political Parties (Finance) Act.
According to The Standard, despite Tshabangu’s claims of being promised millions of dollars for taking control of the CCC, he has yet to receive any funds. 
The government has indicated that the disbursement of party funds will be delayed until the factions resolve their leadership dispute.

Tshabangu’s expulsion was announced on Wednesday by the CCC, led by Welshman Ncube, following a disciplinary hearing held on February 12, 2025.
The hearing concluded that Tshabangu had violated the party’s constitution and shown disrespect toward its leadership.
CCC spokesperson Willias Madzimure confirmed that Tshabangu was found guilty on all four charges presented during the hearing.
However, Tshabangu’s camp swiftly dismissed the expulsion, claiming the process was flawed and lacked transparency.
His spokesperson, Nqobizitha Mlilo, told <a href="https://cite.org.zw/expelled-tshabangu-claims-ccc-disciplinary-hearing-was-a-sham-rejects-expulsion/">CITE</a> that the disciplinary hearing was illegitimate and questioned its fairness. He said:

This is a rather strange process. In any disciplinary hearing where the accused is found guilty, two things must happen: the disciplinary committee must deliver a reasoned judgment outlining the facts and legal basis of the decision, and the guilty party must be given an opportunity to present mitigating arguments before sentencing.

Mlilo argued that a prosecutor should then present arguments for a harsher sentence if warranted. He added:

Only after these steps does the disciplinary committee hand down a sentence in a reasoned judgment. It is certainly not done through a press statement.
Senator Tshabangu has not received a reasoned judgment. The standard processes of mitigation and aggravation of sentences did not take place and clearly will not.
When we say this disciplinary hearing was a sham and a kangaroo court, this is exactly what we mean.
Put simply, the statement made by Mr. Madzimure is not worth a yawn. Senator Tshabangu has better things to do with his time than to play marbles with argumentative busybodies.

Tshabangu Rejects Expulsion From CCC By A "Kangaroo Court"

The opposition Citizens Coalition for Change (CCC) has expelled self-styled interim secretary-general and senator Sengezo Tshabangu, who now faces a potential recall from the Senate.
Tshabangu appeared before the party’s National Disciplinary Committee on February 12, 2025, where he was charged with four counts of misconduct relating to his actions between November and December 2024.
According to a statement from CCC spokesperson Willias Madzimure issued on Wednesday, 19 February, the charges stemmed from Tshabangu’s decision to unilaterally alter the party’s Parliamentary Portfolio without the approval of the President or any other authorized organ of the party.
In addition, Tshabangu was accused of making derogatory public remarks about acting president Welshman Ncube after he had already been suspended from the party.
Madzimure said Tshabangu’s actions violated Clause 9.1.2.3 of the CCC Constitution, which outlines the party’s rules and regulations.
He further condemned Tshabangu’s behaviour, stating that it had damaged the party’s reputation and shown a “brazen defiance” of the authority of Ncube, as well as other key party organs, including the National Standing Committee, National Executive Committee, and National Council.
Tshabangu, who was represented by party legislator and lawyer Kucaca Phulu during the hearing, was found guilty on all four charges. Said Madzimure:

Having found Sengezo Tshabangu guilty of all the charges, and having regard to the gravity of the acts of misconduct of which the Committee convicted him, the Committee decided to sentence him to expulsion from the party with immediate effect.

The Citizens Coalition for Change (CCC) kicked out Sengezo Tshabangu for his bad behavior. Tshabangu changed party things without permission and said mean things about the leader. The party didn't like this and said he broke the party's rules. Tshabangu was then thrown out of the party. The party was not happy with what he did because it made the party look bad and he didn't listen to the leader. Tshabangu was found guilty and now he is no longer part of the party.

Welshman Ncube Expels Tshabangu From CCC Over Misconduct

Opposition politician and former MP Job Sikhala has called on opposition parties to capitalize on the factionalism within ZANU PF and exacerbate tensions within the ruling party.
Reports indicate that ZANU PF is divided into two factions: one supporting President Emmerson Mnangagwa, and the other backing Vice President Constantino Chiwenga.
Sikhala argued that the State and ZANU PF have stoked divisions within the MDC, leading to the emergence of multiple splinter groups from the only party that defeated ZANU PF at the polls. He said:

ZANU PF has been an active participant in the factional fights in the opposition since time immemorial. They abetted, funded, encouraged, and actively participated in the opposition, tearing each other apart.

Do they think I am happy to have come out of their jail to find out the CCC party seized and torn apart?
If the opportunity arises to contribute to the confusion in the house of the ZANU PF devils, don’t wait. Seize the opportunity for the revenge mission.

Since its formation in 1999, the MDC has experienced multiple splits, weakening the opposition’s unity over the years.
In 2008, the Morgan Tsvangirai and Arthur Mutambara-led factions secured a combined 109 out of 210 parliamentary seats, compared to Mugabe’s ZANU PF, which won 97 seats.
Tsvangirai also garnered 47.9% of the presidential vote, while Mugabe received 43.2%. Despite the official results, many years later, Mugabe admitted that Tsvangirai had won more than 50% of the vote by a wide margin.
The party’s internal splits continued even after the dominant MDC faction rebranded to the Citizens Coalition for Change (CCC).

Job Sikhala, an opposition politician, wants other opposition parties to take advantage of fighting within ZANU PF. ZANU PF has two groups supporting different leaders. Sikhala says ZANU PF has caused divisions in the MDC party. He thinks the opposition should make the most of the chaos in ZANU PF. The MDC has split many times since it started in 1999. In 2008, the MDC factions won more seats than ZANU PF in the parliament. Tsvangirai got more votes than Mugabe for president. The party is now called Citizens Coalition for Change (CCC), but internal splits still happen.

Sikhala Calls For Opposition To Exploit ZANU PF's Internal Strife

CCC’s disputed interim Secretary General, Sengezo Tshabangu, has vowed to address what he describes as the “invisible hand” behind the discord within his party.
As reported by <a href="https://bulawayo24.com/index-id-news-sc-national-byo-250533.html">Bulawayo24</a>, Tshabangu attended a disciplinary hearing chaired by a three-person panel: Senator Sesel Zvidzai, Hon. Concilia Chinanzvavana, and Gilbert Kagodora.
Mushonga served as the Arbiter General, while Kucaca Phulu, representing Tshabangu and instructed by Mabikwa Attorneys, appeared on his behalf.
At the start of the hearing, Tshabangu raised concerns that he had not been provided with a copy of the charge sheet detailing the allegations against him, nor was he informed of the specific provisions of the party constitution under which the charges were brought.
In a statement issued through his spokesperson, Nqobizitha Mlilo, Tshabangu alleged that someone was remotely influencing the panel, preventing it from operating independently.
He further claimed the panel appeared to be taking instructions from an unidentified figure yet to be revealed. He said:

At every turn in the hearing, and when a ruling was to be made, the panel repeatedly made telephone calls to someone who gave instructions as to how the panel should rule on each point.
On this issue, Senator Tshabangu has given instructions to his Attorneys to subpoena the telephone records of the purported Disciplinary Committee members to establish the identity of the person the panel members repeatedly obtained instructions from.

Tshabangu claimed that the lines of communication for resolving what seemed like legitimate differences between the parties have now been irreparably broken, making reconciliation impossible.
He also pledged to bring order to CCC’s parliamentary and local government caucuses. Said Tshabangu:

In the next few moments, action will be taken in decisive terms to bring much-needed stability and cohesion to the party, more so, in the Party Parliamentary Caucus and Local Government Caucus.
The historic work which this 10th Parliament has to, and is about to take in the national interest requires the highest form of cohesion that no moment will lost in frivolity and trivialities.
The Parliamentary Caucus and the Local Government Caucuses, as the only remaining legally valid Article 6 party organs should work in the most efficient and effective manner possible. All tools will be deployed to ensure that this happens. Senator Tshabangu says there shall be discipline.
The general membership of the party is assured that stability will be restored, the needful done, and soon, there will be no unknown knowns.

Tshabangu Claims Disciplinary Panel Is Controlled By "Invisible Hand"

High Court judge Justice Nevile Wamambo dismissed Welshman Ncube’s application for the immediate enforcement of a previous High Court ruling that prohibited Sengezo Tshabangu from unilaterally reshuffling CCC’s parliamentary leadership.
Last month, the High Court issued a ruling preventing Tshabangu from making changes to the party’s parliamentary leadership, but Tshabangu appealed the decision at the Supreme Court.
In response, the Ncube faction requested permission from the High Court to enforce the judgment while the appeal was still pending.
However, in a ruling delivered this week, Justice Wamambo rejected the Ncube faction’s application. He said:

After reading documents filed of record and hearing counsel, it is ordered that the application be and is hereby dismissed with applicant (Prof Ncube) paying costs to the first (Sen Tshabangu) and third (Mlotshwa) respondents.

Meanwhile, Ncube has called for a disciplinary hearing with Tshabangu, scheduled for tomorrow.
Tshabangu is facing accusations of making unilateral appointments and reassignments of CCC members in Parliament, moves the Ncube camp argues were unauthorised and illegal.

The High Court said no to Welshman Ncube's request about CCC's parliamentary leadership changes. Last month, the court said Tshabangu can't change leaders, but he appealed. Ncube wanted the ruling enforced early, but the court said no. Now there's a hearing about Tshabangu's actions. Some say he made illegal moves in Parliament. The court said Ncube has to pay costs for the request.

High Court Rejects Welshman Ncube's Application On CCC's Parliamentary Leadership Changes

Sengezo Tshabangu, the self-styled interim secretary-general of CCC, has refiled his appeal with the Supreme Court after temporarily withdrawing it due to a procedural mistake.
Tshabangu is appealing a judgment made by Justice Neville Wamambo on January 8, 2024, in case HCH 5606/24.
The judge concluded that Tshabangu did not have the authority to reassign Members of Parliament to different committees.
The judgment also invalidated the appointment of Nonhlanhla Mlotshwa as the party’s Chief Whip in Parliament, declaring it unlawful.
In a joint statement on Monday, Tshabangu and Mlotshwa explained that they withdrew their initial appeal due to a clerical error in the service address, which has now been corrected. The statement reads:

Senator Tshabangu and Senator Mlotshwa confirm that their previously served and filed notice of appeal in respect of Harare High Court case number 5606/24 was withdrawn, with the customary tendering of the wasted costs so occasioned.

Tshabangu’s new appeal argues that the lower court failed to recognize the constitutional nature of the matter, which falls outside its jurisdiction.
He says the court did not comply with the mandatory provisions of Rule 107 of the High Court Rules 2021.
Tshabangu contends that the judge misinterpreted Section 151 of the Constitution, ruling that members of the Parliamentary Committee on Standing Rules and Orders are appointed for the life of each Parliament.
He argues that Lynette Karenyi, Sesel Zwidzai, and Edwin Mushoriwa were not part of the committee’s original composition and were not entitled to hold the disputed positions.
Tshabangu asserts that the High Court wrongly concluded that his actions, along with those of the Speaker of Parliament, in reshuffling parliamentary positions amounted to a recall under Section 129(1)(k).
He said the court incorrectly determined that the position of Chief Whip is not recognized by law, making Mlotshwa’s appointment unlawful.
Tshabangu contends that these findings are erroneous and unsupported by the legal framework governing parliamentary appointments.

However, Tshabangu filed a new appeal the same day after hiring Thompson James Mabhikwa and Partners.
On Monday, Tshabangu’s spokesperson, Nqobizitha Mlilo, said the lawyers abandoned him under “unusual circumstances.”
He claimed that some respondents applied intense pressure on Tshabangu’s lawyers to create a legal representation vacuum.
Ncube-led CCC spokesperson Willias Madzimure denied any involvement in the lawyer’s withdrawal, saying the party was confident in its case against Tshabangu.

Sengezo Tshabangu on Monday, 20 January, withdrew his Supreme Court appeal against a High Court judgment nullifying his changes to the CCC leadership structure in parliament.
The parties met at the Supreme Court on Monday to hear the appeal, but Tshabangu tendered a notice of withdrawal.
The reason for his withdrawal remains unclear, but the High Court’s decision now stands.
The High Court recently ordered Tshabangu to stop the recalls, ruling he was in breach of an existing judgment.
This ruling followed an urgent application by Welshman Ncube, leader of another CCC faction, who argued that Tshabangu lacked the authority to reassign MPs.
Justice Neville Wamambo agreed with Ncube, stating that Tshabangu’s decision to remove Lynette Karenyi-Kore, Sessel Zvidzai, and Edwin Mushoriwa from the parliamentary Committee on Standing Rules and Orders (CSRO) amounted to recalls.
The judge also ruled the position of opposition chief whip, to which Nonhlanhla Mlotshwa was appointed by Tshabangu, did not exist under Zimbabwe’s constitution.
Following this development, the Ncube-led CCC announced on Monday that reshuffled members would return to their original positions.
In October 2023, a CCC faction, not the one led by Ncube, filed a court application arguing that Tshabangu was an imposter with no authority to make recalls. That case is pending.
Justice Tawanda Chitapi granted an order interdicting Tshabangu from making further recalls until the main matter’s determination on his legal basis to initiate recalls. This order underpinned the present application by Ncube’s faction.

Tshabangu, who claims to serve as the party’s interim secretary general, argues that the High Court misinterpreted his parliamentary reshuffles as recalls, which he contends they were not.
The ruling, which Tshabangu is challenging, was issued by High Court Judge Justice Neville Wamambo on January 8, 2025, in case HCH 5606/24. The court determined that Tshabangu lacked the authority to reassign Members of Parliament.
The decision followed an urgent application by CCC faction leader Welshman Ncube, who argued that Tshabangu’s actions were “unlawful and invalid.”
Justice Wamambo also referred to a prior High Court judgment by Justice Tawanda Chitapi in case HC 6872/23, which had previously invalidated Tshabangu’s recall actions.
In his Supreme Court filing made on January 9, 2025, by Ncube Attorneys Legal Practitioners, Tshabangu has asked for the High Court ruling to be set aside and replaced with a judgment striking the application off the roll with costs or, alternatively, dismissing it on jurisdictional grounds.
His appeal listed seven grounds of appeal, stating how the High Court erred by joining two parties named “Citizens Coalition for Change” as respondents but failing to address the implications of this duplication in its judgment.
Tshabangu said the court “misdirected itself in rendering a judgement that neither refers to nor speaks to such a joined party.”
Two, he said the “court erred in not finding, as it ought to have done, that the matter before it, as pleaded, was a constitutional matter in respect of which its jurisdiction was expressly excluded by section 167 of the Constitution.”
Three, he said Ncube’s application was defective due to non-compliance with Rule 107 of the High Court Rules 2021.
Four, Tshabangu noted the High Court misinterpreted Section 151 of the Constitution by asserting that individual members of the Committee on Standing Rules and Orders are appointed for the life of each Parliament.
Five, he said the High Court failed to acknowledge that the contested respondents were not part of the Committee’s initial appointment, making their positions invalid.
Six, Tshabangu argued the High Court wrongly equated his parliamentary leadership reshuffles with recalls as defined under section 129(1)(k) of the Constitution.
Seven, Tshabangu said the ruling incorrectly declared the position of Chief Whip unlawful and invalidated the appointment of the third respondent as the overall Chief Whip.
In his appeal, Tshabangu is seeking relief in the form of an order allowing the appeal, setting aside the High Court judgment, and dismissing the original application with costs.
Since the August 2023 harmonised elections, CCC has fragmented into three factions: one led by Tshabangu, another by Ncube, and a third composed of supporters of former party president Nelson Chamisa, led by Jameson Timba.

The Ncube-led faction purportedly suspended Tshabangu on Thursday, just hours after High Court judge Justice Neville Wamambo ruled that Tshabangu had no authority to make changes in Parliament.
The ruling was based on Tshabangu’s alleged violation of a previous High Court order (HH 652/23), initially secured by Timba’s faction, which barred Tshabangu from making recalls pending the resolution of cases HC 6872/23 and HH 652/23.
Timba accused Ncube of exploiting his party’s ongoing legal battles against Tshabangu, arguing that Ncube’s reliance on cases initiated by his faction proved they were the only legal and legitimate authority for the CCC MPs and councillors.
However, in an interview with <a href="https://www.newsday.co.zw/local-news/article/200036851/tshabangu-labels-suspension-a-sideshow-null-void">NewsDay</a> on Friday, Ncube’s spokesperson Willias Madzimure dismissed Timba’s claims, asserting that Ncube’s faction is the bona fide CCC. Said Madzimure:

We categorically dismiss and refute the claims made in that statement. There is no position of party leader and administrator under the CCC party constitution.
For the record, Nelson Chamisa resigned as president of the CCC party over twelve months ago and was replaced by acting president Welshman Ncube, whose position has been confirmed by the latest High Court ruling.
The High Court decision, the day before yesterday confirmed that there is only one CCC, led by acting president Professor Welshman Ncube.

However, Tshabangu, through his spokesperson Nqobizitha Mlilo, told <a href="https://www.newsday.co.zw/local-news/article/200036851/tshabangu-labels-suspension-a-sideshow-null-void">NewsDay</a> that he had not received any suspension letter. Said Mlilo:

Mlilo added that Tshabangu is focused on addressing serious political issues facing the country and will not be distracted by “sideshows.”
He also said that Ncube’s 90-day term as acting president has expired, rendering him unable to suspend anyone.
Since CCC’s founding president Nelson Chamisa left the party in early 2024, the party has split into three factions, each claiming to be the legitimate authority.
One faction is led by Tshabangu, another by Ncube, and a third by Jameson Timba, the self-proclaimed Chief Administrator of the party.

Tshabangu Dismisses Suspension From CCC As Null And Void

Jameson Timba, leader of one Citizens Coalition for Change (CCC) faction, accused his former colleague, Welshman Ncube, of capitalising on his party’s ongoing legal battles against self-proclaimed interim secretary-general Sengezo Tshabangu.
On Wednesday, High Court judge Justice Neville Wamambo granted Ncube’s faction an interdict preventing Tshabangu from making parliamentary appointments.
The ruling hinged on Tshabangu’s alleged violation of a previous High Court order (HH 652/23) which, initially secured by Timba’s faction, barred Tshabangu from making recalls pending the resolution of cases HC 6872/23 and HH 652/23.
Timba told NewsDay that Ncube’s court action relied on cases initiated by his faction, saying he had not pursued both cases because he had been in jail. Said Timba:

As CCC, we are still studying the judgment. What I seem to get for now is that Professor Welshman Ncube went to court purporting to represent the CCC and based his challenge on an interdict we secured for our party against Tshabangu.
This matter confirms the position we have always held that the only legal and legitimate authority for the CCC MPs and councillors is the CCC led by president Nelson Chamisa, which sponsored the candidates, for which I am currently the interim leader.

Timba said the CCC’s citizens national assembly shall meet soon to deliberate on Justice Wamambo’s ruling and other issues affecting the party. He said:

The judgment, in its current form and context, restores authority to CCC and the citizens national assembly shall meet soon to deliberate on this and other issues affecting the party.
In this regard, we will be pursuing our two cases in HH 652/23 and HC 6872/23 for the benefit of our members, MPs and councillors.

While not denying that Timba’s previous court applications formed the basis of their latest action, Ncube-led CCC spokesperson Willias Madzimure implied that both Timba and Ncube were part of the same party. He said:

He did well by approaching the courts. We appreciate what the party gained.
However, this was ignored by Tshabangu, and the same CCC party leadership had to approach the courts again. This must be celebrated.
Meanwhile, Ncube on Thursday announced Tshabangu’s suspension from the CCC pending a disciplinary hearing.
In a statement, the faction said Tshabangu had ceased to be the party’s interim secretary-general or leader of the opposition in the Senate and Parliament but would keep his position as Senator for Matabeleland North Province.

Timba Slams Ncube In CCC Internal Power Play

Sengezo Tshabangu, the “interim secretary general” of the Citizens Coalition for Change (CCC), has rejected his suspension by Acting party President Welshman Ncube.
Tshabangu, who dismissed dozens of CCC legislators after the 2023 general elections and installed himself and his colleagues in the Senate, argued that Ncube is merely an ordinary party member without the authority to make such leadership decisions.
Tshabangu’s suspension was announced shortly after a High Court ruling against him on Wednesday. The ruling, delivered on January 8, 2025, by Judge Justice Neville Wamambo in case HCH 5606/24, barred Tshabangu from making changes to the party’s parliamentary leadership.
The ruling followed an urgent application filed by Ncube, who contended that Tshabangu lacked the authority to reassign Members of Parliament and accused him of backdoor recalls.
Justice Wamambo noted that Ncube’s application relied on an earlier High Court case, HC 6872/23, where Justice Tawanda Chitapi had declared Tshabangu’s recall actions “unlawful and invalid.”
Following the ruling, Ncube swiftly moved to suspend Tshabangu, accusing him of violating the party’s constitution.
However, in an interview with <a href="https://cite.org.zw/tshabangu-fights-back-rejects-suspension-and-dismisses-ncubes-authority/">CITE</a>, Tshabangu’s legal representative, Nqobani Sithole, said they had received no formal communication about the suspension. Sithole remarked:

What I know is there is a legal opinion that we communicated with the party to the extent that there is no president in the meantime because Prof Ncube’s term of office expired.

Sithole said they had conveyed a “very comprehensive and well-reasoned opinion” to the CCC, asserting that Ncube is not the party president. He added:

Welshman was also included when we communicated. He is not the acting president but masquerading as one.
As it stands, Tshabangu is still the secretary general of the party and leader of the opposition in Parliament for all we know.
We are going to get formal instructions but the position as we communicate it is there is no acting president.

Sithole said that Ncube was initially appointed in February 2024 to serve as the party president on a rotational basis for three months. He said:

The rotation never happened and the five years for holding the party’s congress have expired and surely he cannot all by himself purport to continue in contravention of their own constitution.
It is not a wise idea to purport to suspend somebody whilst you are also limping in terms of your position. His standing is limping.

Sithole also said they are planning to appeal Justice Wamambo’s High Court ruling at the Supreme Court. He said:

Tshabangu Defies Welshman Ncube

Self-exiled former ZANU PF Politburo member Jonathan Moyo has criticised Welshman Ncube, the leader of a Citizens Coalition for Change (CCC) faction, for suspending self-proclaimed interim Secretary-General Sengezo Tshabangu.
On January 8, 2025, Kurauone Chihwayi, Ncube’s spokesperson, issued a statement announcing Tshabangu’s suspension for allegedly violating the party’s constitution.
Tshabangu’s suspension was announced on the same day High Court judge Justice Neville Wamambo blocked him from making changes to the party’s parliamentary leadership.
The judge made the ruling after Ncube filed an urgent application arguing that Tshabangu did not have the authority to reassign MPs and was carrying out back-door recalls, which he was previously barred from doing by an earlier High Court judgment.
Justice Wamambo granted an interim order sought by Ncube, reversing the changes announced by Tshabangu last month.
However, Moyo, who fled the country during the November 2017 military coup, criticized Ncube’s response to the judgment, describing it as irresponsible and likening Ncube to “an infant who has been given a lollipop for the first time.” Below are Moyo’s comments as shared on his X page this Thursday:

This recklessness is mind blogging for anyone familiar with this case. Just what exactly is Prof Welshman Ncube trying to achieve by being this excitable like an infant who has been given a lollipop for the first time?
In fact, the court order that Prof Ncube and his faction won yesterday is not a lollipop. Not at all. It very well be a deadly a boomerang.
The order is so controversial and so seriously flawed that it needs sober and cool heads to understand before deciding what to do with it.
In any event, the order is unimplementable. It does not order Parliament or the Speaker to do anything whatsoever.
So, the status quo will remain. Full stop.
Prof Welshman Ncube’s childish excitement is surprising and disappointing – for a person of his experience, stature, and scholarship – given that what he has is actually a pyrrhic order.
Besides, Prof Ncube and his colleagues have never recognised Tshabangu as a member of their Gweru 2019 faction; and in the application that they are celebrating to have one yesterday, they present Tshabangu as an ordinary person out there; who is not a member of their “party”.
In fact, since February 2024 when Prof Ncube purported to have been appointed an Acting President of a Gweru 2019 CCC, strangely appointed by a National Standing Committee (NSC) – which has no such appointing powers under the Gweru 2019 constitution that they invoke – he and his Gweru 2019 colleagues have never ever invited Tshabangu to a single official meeting, as one of theirs. Instead, they barred Tshabangu from all their meetings from day one to this day.
How then do they suddenly, from nowhere, today issue a media statement purporting to suspend someone they have never been in association with at any point or time? Someone whom they have never recognised as their member, in the first place?
The case decided yesterday did not deal with or resolve the question as to which is the real CCC. Is it the Blue Movement led by Jameson Timba or Is it the Gweru 2019 faction led by Prof Ncube or is it the original CCC formed on 22 January 2022, as represented by Tshabangu, as its Interim Secretary General?
This is the 64 million dollar question, yet to be determined in court. Prof Ncube should know better, and he should take it easy, lest his trigger-happy behaviour boomerangs while he is enjoying his lollipop judgment!

Tshabangu’s suspension was announced on the same day High Court judge Justice Neville Wamambo blocked him from making changes to the party’s parliamentary leadership.

CCC Suspends Tshabangu For Violating Party Rules

Welshman Ncube and Sengezo Tshabangu’s relationship has reportedly become “irreconcilable” as they tussle for control of the opposition party.
The situation worsened after Tshabangu unilaterally reshuffled parliamentary committee chairpersons and ordered CCC MPs to visit President Emmerson Mnangagwa’s Precabe Farm in Kwekwe, Midlands Province.

So long as whatever action is taken is done within the framework of the constitution of the party, the action taken will be answered comprehensively, verse and chapter.

Ncube-led CCC spokesperson Willias Madzimure told NewsDay that the party was still consulting within its organs on how best to deal with Tshabangu. Said Madzimure:

We are in the process of reaching a decision. We rely on the organs of the party to make decisions. Party organs will finalise how we are going to deal with matters.
It’s difficult to try to amicably solve issues when someone continues to err and making unilateral decisions.
So I don’t think it’s possible. From the time we made that decision (to reconcile) until today, we should have found each other, but it seems it’s now difficult, especially when dealing with an individual.
If you look at the planned Precabe Farm tour, it’s purely a ZANU PF programme. Where do we get in there and you wonder why someone would rally opposition legislators and senators to attend.

Welshman Ncube, Tshabangu Relationship "Irretrievably" Broken Down

This warning follows Tshabangu’s announcement on Thursday of the members of the party’s local government caucus, headed by Harare mayor Jacob Mafume.
The Ncube faction has declared these appointments null and void.

Welshman Ncube Warns Tshabangu Over "Unilateral" Appointments

The High Court on Monday heard the case in which Welshman Ncube seeks to reverse changes in the CCC’s office holders in Parliament made by Sengezo Tshabangu. Tshabangu’s legal team is seeking to have the matter dropped.
Ncube claims to be CCC’s acting president, while Tshabangu claims to be the party’s interim secretary-general.
Ncube accuses Tshabangu of unlawfully making changes, including the dismissal of party legislators from Parliamentary posts earlier this month, which he claims violates the party’s constitutional processes.
The urgent application before the High Court seeks to bar the Speaker of the National Assembly, Jacob Mudenda, from implementing the changes made by Tshabangu.
Tshabangu’s lawyers argued that the Speaker does not have discretion and that the changes have already been made.
The Tshabangu team wants the matter dropped from the High Court and resubmitted to the Constitutional Court if Ncube wishes to continue.
According to <a href="https://www.herald.co.zw/high-court-reserves-ncube-tshabangu-ruling/">The Herald</a>, High Court Judge Justice Neville Wamambo on Monday reserved judgment on whether the lawsuit can proceed to substantive issues.
Among the five CCC legislators dropped from formal Parliamentary posts through Tshabangu’s changes was Chikanga MP Lynette Karenyi-Kore, who served as the Leader of the Opposition in Parliament, but was replaced by Sunningdale MP Maureen Kademaunga.
Tshabangu’s lawyers, Lewis Uriri and Nqobani Sithole argued that the case brought before the High Court lacks legal standing and falls outside the court’s jurisdiction.
They contended that the matter is constitutional in nature and should be heard by the Constitutional Court.
Uriri argued that the application was improperly brought before the High Court under the guise of urgency, despite the matter being moot. He said:

The juristic act had already taken place. All the Speaker of Parliament does is to inform them that changes have been made.
They cannot interrupt what has already been done. This is a constitutional question, not a matter for the High Court.

Method Ndlovu, representing Ncube, argued that the Speaker acted unlawfully by endorsing Tshabangu’s letter, given that a legal battle over Tshabangu’s rise to the position of secretary-general was still pending. He said:

He (Tshabangu) cannot just wake up and pen a letter, and the Speaker acts on it. What he did violates the Constitution.

Tshabangu replaced Marondera Central MP Caston Matewu with Zivai Mhetu as chairperson of the committee on Media, Information, and Broadcasting Services.
Minenhle Ntandoyenkosi Gumede was replaced by Thokozani Khupe as chairperson of the committee on Higher and Tertiary Education, Innovation, Science, and Technology.
Sithabisiwe Moyo, who was chairperson of the Thematic Committee on Indigenisation, was replaced by Maxwell Mdhluri.
Takudzwa Ngadziore was replaced by Richard Tsvangirai as deputy chairperson of the Youth Caucus.

High Court Reserves Judgment In Ncube, Tshabangu Dispute

The High Court will hear next Monday a case where Welshman Ncube, leader of a faction of the Citizens’ Coalition for Change (CCC), is challenging a decision made by Sengezo Tshabangu to remove party members from their parliamentary positions, <a href="https://www.chronicle.co.zw/citizens-coalition-for-change-legal-disputes-to-be-heard-at-the-high-court/">reported Chronicle</a>.
Tshabangu, a former MDC activist, seized CCC after the August 2023 elections and fired several legislators and councillors.
Recently, Tshabangu removed Lynette Karenyi-Kore, the CCC’s leader of the opposition in Parliament, and Edwin Mushoriwa, the chief whip, from their positions though they remained in Parliament.
Ncube, through his law firm, filed an urgent application at the Bulawayo High Court seeking an order to cancel Tshabangu’s decision to fire Karenyi-Kore and Mushoriwa.
He also wants Tshabangu to be stopped from making further changes to the CCC’s representatives in Parliament.
Ncube argues that Tshabangu has no authority to make such changes without approval from CCC’s decision-making bodies.
He is asking the court to prevent the Speaker of the National Assembly, Advocate Jacob Mudenda, from announcing any of Tshabangu’s changes. Said Ncube:

I contend that neither first respondent (Mr Tshabangu) nor second respondent (Adv Mudenda) has the authority to remove the fifth applicant (Mr Mushoriwa) from his position as opposition chief whip in the National Assembly without a resolution of the organs of 1st applicant, (CCC party).
I must state that the fifth applicant was appointed democratically to that position by the CCC party following a formal resolution of the Parliamentary Caucus of the first applicant, which resolved at a formal meeting of the Caucus, to recommend the fifth applicant as chief whip of the party in the National Assembly.
</blockquote>
Ncube said the recommendation was accepted and subsequently implemented by the party.
He contested the appointment of Mlotshwa as the opposition chief whip, arguing that the position does not exist under the National Constitution or the standing orders of Parliament. Said Ncube:
<blockquote>
In appointing himself the overall leader of the opposition in Parliament, the first respondent has placed himself above his seniors in the hierarchy of the party thereby disrespecting the organisational integrity of the party.
</blockquote>
Ncube argued that, from his self-appointed and non-existent position, Tshabangu has imposed a reign of terror on party members in Parliament, frequently threatening them with recalls, despite a High Court order prohibiting him from doing so.
In response, Tshabangu, through his lawyer Nqobani Sithole of Ncube Attorneys, filed a notice of opposition, claiming that Ncube has no authority to represent or act on behalf of the CCC party. He argued:

The second applicant (Prof Ncube) has not been able to demonstrate a real and substantial interest in the declaratory in his personal capacity, which is the first requirement for any person to bring a declaratory.
On that basis, the second applicant is non-suited and his affidavit must be struck off together with its annexures. As such, the entire application must be dismissed with costs.
</blockquote>
Tshabangu further argued that the matter is not urgent, saying the urgency claimed by Ncube arises solely from his desire to prevent announcements of changes that had already been implemented. Said Tshabangu:
<blockquote>
In any event, the attempt to interdict the announcement is inconsequential and irrelevant as the announcement was meant for information purposes only.
Moreover, the third respondent (Ms Mlotshwa) is and has always been the chief whip in the senate before the alleged changes and deployment.
The so-called resolution authorising the party to bring this lawsuit does not speak to this issue at all. It is dated 23 January 2022 long before this legal dispute could have been envisaged, and at a time when Nelson Chamisa was president of the party.
</blockquote>
Tshabangu also disputed Ncube’s claim that he was the acting president of the CCC party. He said:
<blockquote>
He was not appointed to act in that capacity in perpetuity by the party. In any event, his term of office and that of the entire executive along with him has expired.
</blockquote>
CCC’s founding president, Nelson Chamisa, left the party in January this year after both the courts and Parliament consistently sided with Tshabangu, despite him not being part of the opposition’s leadership and being a largely unknown figure.

Ncube, Tshabangu Legal Dispute To Be Heard At The High Court

The opposition Citizens Coalition for Change (CCC) party has expressed frustration over Parliament’s decision to implement changes based on a directive from disputed Secretary General Sengezo Tshabangu, who reshuffled the opposition’s parliamentary leadership.
Tensions are rising within the CCC, led by Welshman Ncube, following Tshabangu’s unilateral demotion of the Chief Whip and the Leader of the Opposition in the National Assembly.
The party has approached the High Court in Bulawayo to contest the reshuffle, arguing that Tshabangu lacks the authority to make such changes without party approval.
However, despite the legal challenge, Parliament announced the changes, appointing Maureen Kademaunga as the new Leader of the Opposition, replacing Lynnette Karenyi Kore, while Nonhlahla Mlotshwa was appointed as the overall Chief Whip of the opposition.
CCC spokesperson Willias Madzimure condemned Parliament’s decision to implement the changes. He said (via <a href="https://www.newzimbabwe.com/opposition-ccc-shocked-as-parliament-ignores-court-challenge-effects-changes-made-by-tshabangu/">NewZimbabwe.com</a>):

Tshabangu assumed control of the party in October 2023 and began recalling dozens of elected representatives, leveraging support from both Parliament and the Judiciary.

The CCC party is upset because Parliament is making changes based on Tshabangu's orders even though they are fighting in court against it. Tshabangu demoted some important leaders in the party without permission. The party is now challenging this in court. Parliament Acts On Tshabangu's Directive Amid Ongoing Court Challenge

Leaders from a faction of the Citizens Coalition for Change (CCC) party, who were recently removed from their positions in Parliament by the party’s disputed secretary general, Sengezo Tshabangu, have filed an urgent High Court application challenging his decision.
As reported by <a href="https://www.newzimbabwe.com/ccc-leaders-dismissed-from-parliamentary-posts-by-tshabangu-file-an-urgent-application-with-the-high-court/">NewZimbabwe.com</a>, leaders involved, including interim party leader Welshman Ncube, deputy leader Lynette Karenyi Kore, Sesel Zwidzai, and Edwin Mushoriwa, have named their party as the first applicant in the case.
Tshabangu, who assumed control of the CCC after the 2023 general elections, has been advocating for a reshuffle of chairpersons in parliamentary portfolio committees held by the party.
Some critics argue that this reshuffle seeks to replace current holders of influential positions with his supporters.
The Speaker of the National Assembly, Tshabangu, and Senator Nonhlahla Mlotshwa have been named as respondents in the court papers.
The applicants are requesting a court declaration that Tshabangu’s decision to remove them from the Standing Rules and Orders Committee (SROC) is unlawful and exceeds his constitutional authority.
They are also challenging the appointment of Mlotshwa as the CCC chief whip, claiming the position is not recognised under Section 151 (2) of the Constitution.
Further, they are contesting the reshuffling of various CCC members across parliamentary committees.
The applicants seek an order to prevent the Speaker from announcing these changes in the National Assembly.
In support of their application, Ncube filed an affidavit asserting that Tshabangu lacked the authority to make such decisions and that disciplinary action will be taken against him.
Ncube argued that Tshabangu violated a previous court order that barred him from recalling party members, claiming the reshuffle was effectively a recall.
Ncube’s affidavit further argued that Tshabangu’s actions were an overreach of power, and disciplinary proceedings would follow. Said Ncube:

He was on a frolic of his own and what he did does not reflect the collective and correct position of the 1 Applicant (CCC).
He is a non-entity and it is surprising that the Speaker keeps entertaining him instead of the party.
I firmly contend that Tshabangu has disguised recalls as redeployments in violation of a court ruling.

The matter is yet to be heard in court, and no official date has been set for the hearing. Until the case is heard, the status quo remains.

Ncube Sues Tshabangu Over Parliamentary Reshuffle

President Emmerson Mnangagwa expressed satisfaction in witnessing Zimbabwean opposition politicians engage in conflict, believing that such infighting weakens their ability to challenge ZANU PF.
Referring to Mnangagwa’s exclusive interview with “The Third Eye” magazine, <a href="https://www.herald.co.zw/president-speaks-on-opposition-fights-i-laugh-and-enjoy-their-internal-squabbles/">The Herald</a> quoted him as relishing the spectacle of opposition clashes. He believes this internal strife ensures a weakened opponent incapable of challenging ZANU PF. Said Mnangagwa:

Look, I am the head of a political party. If my opponents are fighting, I laugh and enjoy. Why would I bother to say I want a very strong opposition that can challenge me?
It’s good to have an opposition. Our laws allow opposition, that is why opposition parties are here. They have their internal conflicts and internal difficulties. It’s legitimate to them.
They must resolve their problems. They cannot expect ZANU PF to go and intervene and say, “Look, you are becoming weaker and weaker, and this is not good for us.” NO! We will not do that.

The country’s main opposition party, CCC, CCC has since splintered into four notable factions that now seek to access funds disbursed under the Political Parties (Finance) Act.
 CCC faced a significant setback soon after the August 2023 general elections when State institutions, including Parliament and the Judiciary, acknowledged the assertions made by an unidentified party activist named Sengezo Tshabangu.
According to Tshabangu, he held the position of interim secretary general and wielded the authority to dismiss elected representatives and appoint his own choices.
Subsequently, Tshabangu initiated the removal of numerous CCC MPs and Councillors, resulting in ZANU PF securing a two-thirds majority in the National Assembly.
Meanwhile, opposition activists, who are loyal to Tshabangu (including Tshabangu himself), assumed positions in the Senate.
CCC leader Nelson Chamisa abandoned the party in January this year, alleging that it had been infiltrated by ZANU PF.
However, Mnangagwa scoffed at infiltration claims, saying the party “should remove those who have infiltrated them (laughs). That is the only solution. Just remove them.”

Mnangagwa "Enjoyed" Witnessing Tshabangu Undermine CCC

Seven opposition CCC youths were arrested for assaulting Deputy Mayor Councillor John Manatsa. They accused him of sympathizing with the party’s disputed interim secretary general, Sengezo Tshabangu.
<a href="https://www.herald.co.zw/seven-ccc-youths-arrested-for-violence/">The Herald</a> reported that the assault occurred during a political meeting at the home of recalled Beitbridge West legislator Morgan Ncube, where the deputy mayor was present. The house serves as the opposition party’s district office.
Anthony Shoko (28), Winston Mugudo (25), Aaron Makumbe (24), Miller Kuwe (31), Decent Dube (35), Forget Chirenda (35), and Cosmas Chimonyo (23) have been charged with assault and theft of R2 500 and US$1 800 from the complainant during the assault.
The suspects were released on $300 000 bail pending trial when they appeared before Beitbridge resident magistrate Takudzwa Gwazemba on Monday.
They were ordered to report to the nearest police station once a week and not to interfere with State witnesses among other bail conditions.
Representing the State, Ronald Mugwagwa alleged that on March 6, the complainant was attending a CCC meeting at the party offices when the seven accused persons approached him.
Shoko allegedly instructed Councillor Manatsa to exit the house, asserting that he aligns with the faction led by Tshabangu rather than the one led by former CCC leader Nelson Chamisa.
Subsequently, the suspects forcibly lifted Manatsa from his seat, dragged him outside the house, and subjected him to physical assault, throwing him to the ground.
According to court testimony, the accused forcibly removed the complainant from the yard, and threw him onto the road, resulting in back injuries and a swollen left arm.
While assaulting him, the accused individuals reportedly confiscated his shoes, a small bag containing R2 500, US$1 800, and a cell phone.
They then discarded the items over the perimeter wall, having allegedly rummaged through the bag and taken the money.
A report was filed with the police, resulting in the subsequent arrest of the accused individuals a few days later.

Seven CCC Youths Arrested For Intra-party Violence

Sengezo Tshabangu has rejected his suspension from the post of “interim secretary-general” of the CCC party by his erstwhile colleagues saying he does not belong to the faction.
Tshabangu told <a href="https://www.herald.co.zw/tshabangu-dismisses-purported-suspension/">The Herald</a> that his faction will soon be in a position to sue individuals and political parties that will use the party name and logo [with Nelson Chamisa’s face] without authorisation. Said Tshabangu:

I don’t belong to that faction so it is a nullity. In no time we shall sue anyone who will use the party name and logo without authorisation from the leadership.
Remember we registered both and as soon as the deeds office advertises and publishes those articles it will mark the end of the road for many.

Last week, a CCC faction which had hitherto been working with Tshabangu announced his suspension for allegedly skipping meetings and hobnobbing with a faction fronted by Welshman Ncube and Jacob Mafume.
CCC’s self-appointed interim steering committee chaired by former Entumbane-Njube MP Dingilizwe Tshuma, said its original agenda was not to destroy the CCC but to deal with the imposition of candidates during the August 2023 general elections.
The committee running the CCC includes Tshuma, former legislator for Entumbane-Njube constituency in Bulawayo as chair; Mhlanga (ex-Pumula MP, Bulawayo deputy mayor and deputy chair deputy); Tshabangu (secretary-general); Khaliphani Phugeni (information); Sikhululekile Moyo (interim chairperson for women); Nomvula Mguni (ex-proportional representation MP), Mbuso Siso (treasurer) and Benoni Ncube (youth).
In a statement, interim deputy chairperson Albert Mhlanga said Tshabangu is now suspended and Ncube is not the CCC leader, but Tshuma is.

Tshabangu Dismisses Suspension By CCC "Interim Steering Committee"

A Citizens’ Coalition for Change (CCC) faction, which had hitherto been working with Sengezo Tshabangu, has suspended the controversial self-imposed secretary-general for allegedly skipping meetings and hobnobbing with a faction fronted by Welshman Ncube and Jacob Mafume.
CCC’s self-appointed interim steering committee chaired by former Entumbane-Njube MP Dingilizwe Tshuma, said its original agenda was not to destroy the CCC but to deal with the imposition of candidates during the August 2023 general elections.
The recalls committee which says is running the CCC includes Tshuma, former legislator for Entumbane-Njube constituency in Bulawayo as chair; Mhlanga (ex-Pumula MP, Bulawayo deputy mayor and deputy chair deputy); Tshabangu (secretary-general); Khaliphani Phugeni (information); Sikhululekile Moyo (interim chairperson for women); Nomvula Mguni (ex-proportional representation MP), Mbuso Siso (treasurer) and Benoni Ncube (youth).
In a statement issued on 22 February, Mhlanga said Tshabangu is now suspended and Ncube is not the CCC leader, but Tshuma is.
Apart from Welshman Ncube and Tshuma, others who claim to be leaders or are said to be the leaders of CCC after Nelson Chamisa left the party last month include Jameson Timba and Promise Mkhwananzi.
The CCC self-appointed interim steering committee also said Ncube’s claim to be the new interim leader is unfounded and rejected. Reads the statement:

The CCC party through its interim standing committee would like to update the citizens of the Zimbabwe International Community, all stakeholders of the change champions that is “Umgwazo” up to the street champions of the new development within the CCC party and in our space within the Governance structure of the country.
The National Assembly, the Lower House, the Upper House, the Ministry of Local Government, ZEC, and the Ministry of Justice Legal and Parliamentary Affairs.
The 2019 structure that was announced by Harare Mayor Jacob Mafume appointing Professor Welshman Ncube as an Interim President rotationally (2019 Congress Structure) is a new Party of their own (CCC-W).
While the formalized CCC that fielded double candidates, constitutionalised, recalled and the one that appointed the Interim SG Sengezo Tshabangu is the one that was led by the former President Nelson Chamisa who recently resigned from the CCC Party leaving us with the interim standing committee now led by the Interim Chairman Dingilizwe Tshuma who will lead the party for the next 90 days until a congress date has been set.
The CCC interim standing Committee sat on 21 February 2024 with great concern about the appointed CCC Interim Secretary General Sengezo Tshabangu for not attending our meetings on several occasions through invitations to him and further went on to submit a Bulawayo Senate and Proportional Representation Replacement list to ZEC.
That was not agreed upon by the Interim Standing committee in our last meeting but he submitted his own decided list.
He then went on to engage Jacob Mapfume (The Harare Mayor), Professor Welshman Ncube and Honourable Tendai Biti’s team who were not part of the Interim standing committee that appointed him (S. Tshabangu) as the CCC Interim Secretary General.
The CCC Interim Committee resolved the following in the 21st February 2024 meeting:
a) With immediate effect, the CCC Party has suspended the CCC Interim S. G. Sengezo Tshabangu pending a Disciplinary Hearing.
b) The CCC Interim Standing Committee is disassociating itself from the Professor Welshman Ncube CCC-led Party.
c) The CCC Party Interim standing committee again nullified the Bulawayo Senate and Proportional Representation Replacement List that was submitted by the CCC Interim Secretary General Sengezo Tshabangu to ZEC.
d) All elected members of Parliament, Council, and Senate on 23 August 2023 to remain in their mandated duty up to the end of the term of office.
e) To further consult the stakeholders and citizens on the way forward.

CCC's "Interim Steering Committee" Suspends Tshabangu

A CCC faction that is led by Jameson Timba has scoffed at pronouncements made by another faction that Welshman Ncube is now the party’s acting president.
In a statement issued this Wednesday, the CCC’s communications department headed by Promise Mkwananzi said the members of the faction led by Ncube are not bona fide CCC members as they derive their authority from the MDC Alliance’s Congress in Gweru of 2019 which was nullified by the courts.
The statement said CCC was formed in 2022 and has no link with MDC Alliance. It also said CCC has no Standing Committee, but its highest policy-making body is the Citizens National Assembly (CNA). Reads the statement:

CCC Leadership &amp; Court Update
The CCC has taken note of the desperate, malicious and fallacious claims by Welshman Ncube to the effect that he is now the Acting President of the party.
He claims to derive his “authority” from a defunct Standing Committee elected at a supreme court nullified Congress of the MDC of 2019.
Professor Ncube and Tendai Biti the Co-Vice Presidents of MDCA and Jacob Mafume are lawyers and should know better that they cannot claim legitimacy from a process that the Supreme Court nullified. You cannot put something on nothing and expect it to stand
The CCC want to categorically state that Prof. Welshman Ncube is not its Acting President and that he and his lot are caught in a time warp.
The lot is merely advancing a factional and divisive agenda aimed at disrupting the peace and progress of the Citizens movement.
The Citizens Coalition for Change was founded on January 24, 2022, as a new formation and legal entity, separate in structure, formulation and leadership from the MDC and/or MDC Alliance.
It is these fundamental distinctions between the CCC and the MDC-A which isolated these factional and divisive characters from the citizens’ project.
It must be stated for completeness that both Tendai Biti and Welshman Ncube have not been active members in good standing of the CCC having only attended not more than two of the 25 CNA meetings held to date.
The highest policy-making body of the Citizens Coalition for Change is the Citizens National Assembly (CNA) which is constituted of representatives from all the sixty-three districts in Zimbabwe plus Harare and Bulawayo.
The management of the party has always been through its bureaus, namely, Administration, Organising, Elections, Communications, International Relations, legal, Welfare, Youth and Women.
The Administration Bureau now led by Senator Jameson Timba and composed of all Bureau Chiefs plus ten Provincial representatives is in charge of the party following the resignation of the Change Champion In Chief.
There is no Standing Committee in the structure and anatomy of the CCC. The mandate of the Bureau of Administration and its leadership is derived from the Citizens National Assembly (CNA) as given on January 30, 2024.
We have taken note of the desperate and futile attempts at a reincarnation by the failed MDC-N and the PDP through public statements by Tendai Biti, Jacob Mafume and Welshman Ncube who now seek to claim paternity and leadership of the CCC.
It has now become clear to any reasonable person that these gentlemen and their cohorts have always been a part of the coordinated attack on the Citizens’ movement through the numerous recalls.
Their agenda is to reverse the democratic will of Zimbabweans across the country. And, as clearly articulated by Prof. Welshman Ncube, these are the handlers of Sengezo Tshabangu.
The apparent attacks directed at the CCC have been to the benefit of ZANU PF, which now holds a 2/3 majority in the Lower House.
This demonstrates beyond a shadow of a doubt that Welshman Ncube et al have become enemies of the citizens’ aspirations for democracy and prosperity in Zimbabwe.
We wish to assure the Citizens of Zimbabwe and all progressive forces that the leadership of CCC will defend the people’s project from the machinations of these characters.
They will not stop our march to freedom, democracy, prosperity and the transition to NEW POLITICS.
Further, our CCC Leadership, the CNA and all party deployees in Parliament and Councils are undeterred and remain focused on addressing the plight of citizens amidst a growing economic meltdown in the country.
In the meantime, citizens are advised that the Supreme Court will tomorrow, the 22nd of February 2024 at 9:30 am, sit to determine an appeal filed by our deployees against the decision of the High Court per Justice Mutevedzi which dismissed their application in October 2023.
The said application was filed challenging the authority of the imposter, Sengezo Tshabangu to effect recalls of CCC Members of Parliament.
Citizens are encouraged to come out in solidarity with their elected representatives and the party.

Welshman Ncube And His Colleagues Are Not CCC Members - Mkwananzi

Masvingo City councillors elected Ward 4 councillor Alec Tabe as the new mayor, in an act that has been referred to by party insiders as defiance of the Nelson Chamisa-led Citizens Coalition for Change (CCC) party position, reported <a href="https://tellzim.com/tabe-elected-new-mayor-of-masvingo/">TellZim News</a>.
Tabe won with 10 votes, ahead of Sharon Marombedze of ZANU PF, who garnered only two votes.
He took over from former Ward 2 councillor Shantiel Chiwara who was among the first batch of CCC MPs and councillors who were recalled by the party’s self-appointed interim secretary general <a href="https://pindula.co.zw/Sengezo_Tshabangu">Sengezo Tshabangu</a>.
Speaking to the press after the election, Tabe said there was no party defiance, and the councillors simply exercised their right to elect their preferred candidate. He said:

I am not replacing her but I am simply taking over from where she left. We are from the same party, and we are going to work together.
We will consult her when there is a need. The councillors elected me out of their own will, and there was no defiance of any party order.
</blockquote>
However, TellZim News reported party insiders as saying the result reflected a clash between party heavyweights Sesel Zvidzai, who is in charge of local government, and Amos Chibaya, the organising secretary of the party.
It was alleged that caucuses made before the vote failed to yield a consensus, leaving the local councillors divided on who should replace the shortest-serving mayor. Said a source:

Zvidzai, by virtue of being in charge of elections, gave a directive that Deputy Mayor Daniel Mberikunashe be mayor and would be deputised by Richard Musekiwa.
However, other councillors said they could not follow a directive that came through interested parties, saying it was supposed to have come through someone else.

It was further claimed that they called Chibaya, who said they were supposed to go by what the councillors wanted.
However, after failing to reach a consensus, local leaders Mandi Matutu and Jeffreyson Chitando proposed an internal election process to choose a mayor between them, resulting in Tabe’s election.
The councillors reportedly tried to delay the election, but the City Council’s chamber secretary said they couldn’t wait.
Chiwara’s lawyer also reportedly attempted to stop the election, saying her matter was still in court, but was again turned down by the chamber secretary, who said he could only be stopped by a court order.

Masvingo City Councillors Defy CCC Party Position On Mayoral Election | Report

The CCC leadership is reportedly divided on whether to accept or reject defectors from MDC-T led by Douglas Mwonzora.
Chamisa has extended the olive branch to former colleagues within MDC-T since the launch of CCC in January this year.
Reports suggest that more MDC-T members are keen on joining CCC after the Mwonzora-led party failed to win a single parliamentary seat or ward in the 26 March by-elections.
Mwonzora’s former close ally, Fungai Chiposi, recently defected to CCC, with other former MDC-T high-ranking officials willing to join CCC.
MDC-T former vice-president Thokozani Khupe has endorsed Chamisa and Abednico Bhebhe (ex-organising secretary) has already joined CCC.
However, CCC interim national chairperson Thabitha Khumalo has declared that she would not allow Khupe’s admission to the CCC, calling her a snake in the house.
In an interview with NewsDay, CCC spokesperson Fadzayi Mahere said the opposition did not discriminate against anyone and every citizen is free to join. Said Mahere:

We focus on values, actions and policies, not personalities. Chamisa said in his 2022 Agenda address that this is a year of action for change.
The guiding value is that we put the citizens first and they are at the centre of all decision-making.
The only qualification to join is that one is a citizen. The citizens will choose their leaders at the appropriate time.

Meanwhile, Khupe through her spokesperson Ntando Ndlovu, on Friday told NewsDay that she wants to join CCC as an ordinary member. Said Ndlovu:

The former Deputy Prime Minister is of the view that to defeat an authoritarian government like ZANU PF, the opposition political parties must unite and form a formidable force against ZANU PF.
As it currently stands, the only capable alternative to ZANU PF is the CCC party and, therefore, she believes that opposition political players must coalesce under CCC and rally behind Chamisa.
Alliances have caused problems before. People must join as opposed to forming alliances.
