Opposition leader Nelson Chamisa’s Blue Movement is using Citizens Coalition for Change (CCC) structures to galvanise his support base.
Former CCC Members of Parliament Amos Chibaya and Gift Siziba have been holding rallies across the country updating the party’s grassroots supporters on the state of the new political movement which will have blue as its colour.
Chibaya and Siziba notified the police of their intentions to hold a rally at Mkoba Golf Course, Mkoba North Constituency in Gweru on Sunday, 10 March.
They applied to hold the rally using the CCC name and structures. Speaking to <a href="https://www.newsday.co.zw/local-news/article/200024220/chamisa-turns-to-ccc-structures">NewsDay</a>, Siziba said:

Police have banned our rally in Mkoba which was slated for this afternoon on the basis that there was not sufficient information about the venue when the letter clearly stated that it will be held at Mkoba 4 Golf Course.
</blockquote>
According to a letter dated 09 March 2024, addressed to “The Convener, CCC Midlands Province”, by the Officer Commanding Police, Gweru Urban District, Chief Superintendent T.B Gumpo, the rally could not go ahead “in the interest of public safety.”
Chief Superintendent T.B Gumpo said that the convener did not specify the venue for the rally and that there was a real threat of violence breaking out.
Speaking to NewsDay, political analyst Rashweat Mukundu said Chamisa’s political movement might be thwarted given the “politicised Judiciary”. Said Mukundu:

We are aware of the fact that we have a hugely politicised and ineffective Judiciary of course (it) can be abused for the political gain of ZANU PF but even stretching this far makes a mockery of our Judiciary and political systems.
The way forward for Chamisa is to launch a new party that tries to be foolproof from ZANU PF infiltration and the likes of Tshabangu.
What we are seeing more broadly in the political space in Zimbabwe is undermining of the democratic political practices in the sense that you cannot have impostors like Tshabangu who never campaigned for CCC and are not known come out and claim that they are leaders. 
Regardless, the opposition forces must maintain pressure on ZANU PF, must maintain mobilisation and hopefully be in a position to contest again.

Chamisa's Key Allies Turn To CCC "Structures"

The Zimbabwe Republic Police (ZRP) has blocked planned protests by “Concerned Citizens”, who are members of the Citizens Coalition for Change (CCC) led by Nelson Chamisa.
Concerned Citizens had notified the ZRP of their intentions to hold peaceful protests on Tuesday across the country over the recall of CCC legislators and ZANU PF’s victory in the August 2023 elections.
Police said the applications failed to meet the provisions of the Maintenance of Peace and Order (MOPO) Act.
In a letter dated 03 January 2024, Officer Commanding Hurungwe District, Superintendent Kezias Karuru advised the convener of the demonstrations, Mathew Chapfura to comply with the law in his application. He wrote:

Reference is made to your notification dated December 30, 2023 on the above subject. This office is not able to take action on your notice as it lacks the requisite averments.
The Maintenance of Peace and Order Act is explicit on what constitutes a notice and averments required of the notice. Please comply with the law.
</blockquote>
ZRP spokesperson Assistant Commissioner Paul Nyathi told <a href="https://www.newsday.co.zw/local-news/article/200021918/police-block-anti-ed-protests">NewsDay</a> in an interview on Wednesday, 10 January, that the approval of notifications to conduct demonstrations is usually determined by the “existing situation” on the ground and by the security assessment of the regulating authority. Said Asst Comm Nyathi:

Organisations and entities intending to conduct processions or demonstrations should comply in full with the provisions of The Maintenance of Peace and Order Act Chapter 11:23.
This includes the official appointment of a convener, engagement with local regulating authority and interaction with other stakeholders among other requirements which include the safety and security of the community especially other people not involved in the procession or gathering.
In this regard, the Zimbabwe Republic Police implores organisations and their entities to fully familiarise themselves with the provisions of the Maintenance of Peace and Order Act Chapter 11:23 and to notify the regulatory authority about their gathering.
The approval of notifications will be determined by the existing situation on the ground and by the security assessment of the regulating authority.

Convener of the planned demonstrations in Hurungwe District, Chapfura told NewsDay that they intended to march peacefully in protest over the recalls and the “sham” 23 August 2023 elections. He said:
<blockquote>
We intended to march along the streets with placards to register our disgruntlement over the unlawful recalls of elected legislators from Parliament.
We are in protest of the by-elections. They are illegal. If we are to have an election we have to start afresh under free and fair conditions. We wanted to protest against Mr Mnangagwa’s victory because the election was a sham.
We wanted it to be a peaceful protest in full compliance with the law, that is, with the presence of the security officers, and marshals among other things.

Dozens of CCC legislators and councillors were recalled by Sengezo Tshabangu, a controversial party activist who claims to be CCC’s interim secretary general.
Tshabangu initiated the recalls on the pretext that the elected officials were imposed on the electorate and had subsequently ceased to be CCC members.
Meanwhile, the ZRP has reportedly blocked more than 100 of the opposition party’s planned gatherings for allegedly failing to comply with the MOPO Act.

Police Block CCC Marches Against Tshabangu Recalls

A Citizens Coalition for Change (CCC) rally scheduled for Sunday in Cowdray Park suburb, Bulawayo, has reportedly been cancelled to pave the way for a ZANU PF rally.
The CCC leader Nelson Chamisa was expected to grace the rally to drum up support for the party’s candidates in the 09 December by-election, but the rally will not happen today.
Instead, Vice President and ZANU PF second secretary Constantino Chiwenga will address party supporters in the suburb to drum up support for party candidates Arthur Mujeyi and Kidwell Mujuru.
Mujeyi is standing in for the national assembly while Mujuru is running for Ward Six council seat in next weekend’s by-elections.
The CCC rally was expected to be held at a popular meeting point known as “eboosteni”.
The opposition party had notified the police on 28 November 2023 as required under the MOPO Act and the rally was expected to take place from 12 noon to 2 PM.
Speaking to <a href="https://cite.org.zw/police-block-ccc-cowdray-park-rally-to-pave-way-for-zanu-pf/">CITE</a>, CCC National Assembly candidate Pashor Sibanda said on Saturday, the police notified them their rally had been cancelled to pave the way for ZANU PF’s rally. Said Sibanda:

The Police have cancelled our by-election rally which was scheduled for tomorrow (Sunday). They have cancelled because ZANU PF has also scheduled their rally at the same venue.
</blockquote>
Contacted for comment by CITE, ZRP spokesperson, Assitant Commissioner Paul Nyathi said he was not aware of the scheduled rally. He said:

As far as we are concerned here, we are not aware of the so-called rally. As far as I am concerned, we don’t have any information at national level because these are the issues handled at local level or at district level and normally they are not obliged to inform us at national level when some of these things happen.
</blockquote>
Meanwhile, Police in Masvingo have reportedly surrounded the venue for a CCC scheduled for this Sunday, despite granting the opposition party the green light to host the event just two days ago.
Armed anti-riot police officers were reportedly deployed outside Masvingo Car Park Grounds where recalled Ward 2 councillor and former Masvingo Mayor Shantiel Yeukai Chiwara was scheduled to hold her last by-election rally.

Police "Block" CCC Cowdray Park Rally To Allow ZANU PF To Hold Its Election Campaign

Police have barred CCC from holding cluster rallies at Kandeya Village business center and Dotito in Mt Darwin, which were scheduled for 18 August.
In a statement, CCC said they were advised by the Police that the rallies cannot go ahead because the venues have already been booked. Reads the statement:
<blockquote>
Our cluster rallies, which were scheduled to take place on Friday, August 18, 2023, at Kandeya Village business center and Dotito in Mt Darwin, have been denied by the [Zimbabwe Republic Police].
These denials come under controversial reasons, as they claim that the venues are already occupied on the same date.
It is evident that this is a systematic approach employed by the regime in Harare to prevent the Citizens movement and its President, Nelson Chamisa, from engaging with the people.
Sadly, these are just some of over 105 rallies and meetings that have been banned on false pretenses and yet we are in the election season.
ZANU PF is running scared and can never win a free and fair election in Zimbabwe.

Police Block CCC Rally Scheduled For Mt Darwin

Masvingo High Court Judge Justice Sunsley Zisengwe has ordered the release of eight Chiredzi residents including lawyer Farai Chauke.
They spent nearly two weeks in prison after they were denied bail for allegedly violating provisions of the Maintenance of Peace and Order Act (MOPA) Act.
The eight are: Chauke (42) of Chauke and Associates Legal Practitioners was with Mollen Shonhai (27), Gladmore Gungubu (18), Kudzai Madyira (27), Charles Mungate (50), Lloyd Mushari (26), Agrippa Dhambureni (29) and Simon Hlomani (56).
They were arrested on 05 July 2023 for allegedly disobeying police instructions to disperse from Tshovani Stadium, the venue for a CCC that had not been approved by the police.
According to Zimbabwe Lawyers for Human Rights (ZLHR), released the suspects on Monday and ordered them to return for trial on 21 July 2023. <a href="https://twitter.com/ZLHRLawyers/status/1680902207955419138?s=20">Said ZLHR</a>:

In Masvingo, High Court Judge Justice Zisengwe has ordered the release from prison on bail of 8 Chiredzi residents including lawyer, Farai Chauke, on charges of contravening the MOPO Act. They all return to court on 21 July for trial.

Following the arrest of the nine by the police, <a href="https://twitter.com/ZLHRLawyers/status/1678712138746167298?s=20">ZLHR tweeted on 11 July</a>:

In Chiredzi, a lawyer &amp; 8 residents are in prison as they were denied bail last week after they were arrested &amp; charged with contravening provisions of the repressive Maintenance of Peace &amp; Order (MOPO) Act, which is being abused to ban opposition political parties’ pre-election campaign activities.
Farai Chauke, a 42-year-old lawyer, of Chauke &amp; Associates Legal Practitioners, was arrested on Wednesday 5 July 2023 together with 7 Chiredzi residents namely Mollen Shonhai aged 27 years, Gladmore Gungubu aged 18 years, Kudzai Madyira aged 27 years, Charles Mungate aged 50 years, Lloyd Mushari aged 26 years, Agrippa Dhambureni aged 29 years &amp; Simon Hlomani aged 56 years after some @PoliceZimbabwe officers threw teargas canisters at some opposition @CCCZimbabwe political party supporters, who were reportedly gathered outside Tshovani Stadium in Chiredzi in Masvingo province.
Chauke, Shonhai, Gungubu, Madyira, Mungate, Mushari, Dhambureni &amp; Hlomani were charged with failure to comply with conditions under which a meeting is authorised as defined in section 8(ii) of the MOPO Act.
Prosecutors alleged that the 8 Chiredzi residents refused to comply with an order in which they were told to disperse from Tshovani Stadium after law enforcement agents prohibited @CCCZimbabwe from holding a campaign rally that had been scheduled for Wednesday 5 July 2023.
Prosecutors claimed that Chauke, Shonhai, Gungubu, Madyira, Mungate, Mushari, Dhambureni &amp; Hlomani, who were represented by Ross Chavi of @ZLHRLawyers, started singing some political songs &amp; threw stones towards ZRP officers after being told to disperse.
On Friday, Chiredzi Magistrate Vimbai Mutukwa denied bail to the eight residents after ruling that Zimbabwe was now in pre-election season and that there would be a propensity among them to commit similar offences.
Magistrate Mutukwa then remanded Chauke, Shonhai, Gungubu, Madyira, Mungate, Mushari, Dhambureni and Hlomani to 14 July, where their trial is scheduled to commence.

Lawyer, Eight Chiredzi Residents Granted Bail By Masvingo High Court

Police in Gokwe South District have banned a Citizens’ Coalition for Change (CCC) rally that was scheduled to take place at Nyaradza Grounds on 13 July 2023.
The ban comes barely hours after Police General Headquarters (PGHQ) issued an order instructing provincial commanders to clear rallies by opposition parties to make the upcoming general elections appear free and fair.
In banning the CCC rally, ZRP Officer Commanding Gokwe District, Superintendent A. Zimbili said there will be other political activities near the venue.
This means that the activities by other political parties have been given the green light to go ahead but only CCC cannot hold its rally.
In a letter dated July 10 addressed to CCC provincial administrator, Joseph Madyegwayi, Superintendent Zimbili said:

Kindly be informed that on the said date there will be political activities by other political parties, including yours at CMB (Cotton Marketing Board) Open Space opposite Madzore Bottle Store, Gokwe South which (have potential to) strain our human resources base in the event of any public disorder…
</blockquote>
CCC national spokesperson, Fadzayi Mahere confirmed the latest development. She tweeted:

Our Gokwe South rally has been banned by [the Police] because ZANU PF is scared of [CCC]! 6 rallies were banned over a one-week period.
Chivi, Chiredzi Central, Chikombedzi, Mazowe Central, Bindura and Gokwe South. ZANU PF can never win a free and fair election in Zimbabwe!
</blockquote>
In 2018, the then main opposition party, MDC Alliance, was allowed to campaign without hindrance but its successor, CCC has been blocked from holding rallies dozens of times since its formation over a year ago.
On 25 February 2022, ZRP banned a CCC rally in Gokwe that was to be addressed by the party’s leader Nelson Chamisa.
The letter was written by the Officer-In-Charge Gokwe District, Chief Superintendent T Chikono, to the Organising Secretary CCC Gokwe Central Constituency, Agnes Limbani Jumo, and dated 25 February. It read in part:

SUBJECT: PROHIBITION NOTICE FOR A BY-ELECTION CAMPAIGN LAUNCH
It is your submission that you intend to conduct a by-election campaign launch rally at Open Space opposite Runganga Service Station, Gokwe South on the 26th day of February 2022 from 1000 hours to 1700 hours.
Your notification has been noted and this office does have reservations due to the following:
a) Reference to our discussion conducted on the 23rd day of February 2022 at Officer Commanding Police, Gokwe District office and in accordance to Section 8[3] of the Maintenance of Peace and Order Act, Chapter 11:23, in which I invited you in order to discuss the amendment of the contents of your convening notice in good faith.
b) I Indicated that I have received credible information that there is a threat that the proposed by-election campaign launch rally will result in serious disruption of vehicular or pedestrian traffic, injury to participants attending the rally or other person, or extensive damage to property or public disorder since there shall also be a ZANU PF rally in Kwekwe on the same day and times since participants are going to utilise the same Kwekwe-Gokwe highway.
c) The police will not be able to provide adequate protection for the persons participating in the by-elections campaign launch since the police officers have been deployed to cover the star rally in Kwekwe District.
d) Based on the above so as to ensure the prevention of injury to persons or damage to property and in accordance with the provisions of Section 8[9] of the Maintenance of Peace and Order Act, Chapter 11:23, I have issued a prohibition notice and allowed you to defer your by-elections campaign launch to another date.

Police Block CCC From Holding Campaign Rally In Gokwe, Again

Police reportedly arrested eight CCC Chiredzi members at Tshovani Stadium on Wednesday where the opposition party’s leader, Nelson Chamisa, was scheduled to conduct a campaign rally.
According to <a href="https://changeradiozimbabwe.com/2023/07/05/eight-ccc-chiredzi-members-arrested-at-tshovani-stadium/">Change Radio</a>, eight CCC members (one female and seven males) were taken to Chiredzi Police Station where they were detained.
The eight are Farai Chauke, Kudzanai Madyira, Charles Mungati, Gladmore Gunguwo, Shonhai Mollen, Loyd Mucharu, Agrippa Dhambureni, and Simon Hlomani.
Commenting on the ban on the CCC rally, Chiredzi Mugwazo cluster leader, one Mugidho, said:

We are highly disappointed by police brutality and the reason for stopping our Presidential rally. ZANU PF is campaigning without any police disruptions.
</blockquote>
Human rights lawyer Advocate Martin Mureri was tasked with assisting the CCC members in securing their freedom.
CCC Chiredzi Central’s aspiring member of parliament, Ropafadzo Makumire, condemned the arrest of CCC members saying they did not provoke the police. He said:

The arrest of our peaceful and law-abiding CCC members breaches citizens’ bill of rights, particularly the rights to peaceful assembly, freedom of expression, as well as political participation…
Asthmatic residents have been greatly affected. A child from the community has been hospitalized because of tear gas exposure.
Even those who were not part of the rally suffered from the careless behavior of the police.

Police officers fired tear gas to disperse CCC members who had gathered at Tshovani stadium for Chamisa’s rally.
