The government has increased civil servants’ salaries effective September 1, 2024, along with assurances that bonuses will be paid in November.
The salary increase is US$40, payable in local currency at the prevailing official exchange rate.
This follows a National Joint Negotiating Council (NJNC) meeting on Monday, where the government presented the offer, which was accepted by civil servants.
According to Cecelia Alexander, president of the Zimbabwe Confederation of Public Sector Trade Unions (ZCPSTU), the lowest-paid civil servant will now receive the equivalent of $364, up from $324. Said Alexander:

Following a series of meetings by the NJNC, the two parties later met this day the 14th of October 2024 at Kaguvi building, Harare and agreed to the following: Review of the salary by US$40 payable in local currency at the prevailing official exchange rate, across the board for the Grades of Deputy Director and below with effect from 1 September 2024. This will result in the lowest Grade B1 getting a total package of USD364.45 from USD324.45.

She said the Government has also reviewed bus fares effective October 1.
The Government has pledged to pay the 2024 Annual Bonus in November and December, with specific payment details to be provided soon.
Alexander added that the Government is expected to present the findings of the employees’ job evaluation exercise by Monday next week.

Zimbabwean Civil Servants Get Salary Increase

Civil servants’ representatives have expressed satisfaction with the new salary offer tabled by the Government during a National Joint Negotiating Council (NJNC) held on Thursday.
During the negotiations, the Government offered to raise civil servants’ salaries to US$320, up from US$300, and indexing the Zimbabwe dollar component to the prevailing official exchange rate.
Zimbabwe Confederation of Public Sector Trade Unions president Cecilia Alexander commended the Government for making the adjustments. She said:

We had a fruitful meeting with the employer. Indexation of the local currency component to the prevailing exchange rate is a testimony that the Government is now committed to keeping the value of the worker’s salary.
On top of that, a raise to US$320 is a positive move towards what we want.
However, from what we agreed, we will be sitting soon so that we iron out what is left out because our position is to ensure that the employer raises the salary to afford the worker a decent lifestyle, affording all the basics.

The NJNC is expected to meet again in April to chart the way forward.
Alexander said they were pushing for the latest adjustment to be backdated to January this year. She said:

We want to push for a backdated payment to January 1, 2024, so that the employees recover what was lost for the past months due to inflation.
For now, the employer cited that it is still the start of the year and revenues are still low but promised to improve the salaries in line with our requests.

Meanwhile, teacher unions have criticized civil servants’ negotiators for accepting what they deem a “paltry offer” which they said falls short of addressing their financial hardships.
Amalgamated Rural Teachers of Zimbabwe president Obert Masaraure singled out Alexander (pictured) for criticism. He said:

Government is offering a paltry US$20 as an increment. This is pathetic because at this time, teachers were waiting for a genuine review of their salaries and government gave this token.
What is more surprising is that those people who call themselves negotiators as led by one Cecilia Alexander will try to play Public Relations for the employer, but we know that she is an imposter; she does not have a mandate from anyone to be a negotiator at the table.
Government has been renewing its team of negotiators but the team from the civil servants’ side is never renewed.
Alexander is now a lifetime negotiator for civil servants and always brings back rotten deals and has taken into her armpits a bunch of greedy individuals who want to benefit from lying that they represent us.
We are glad that as the Federation of Zimbabwe Educators Unions, there is consensus that we are rejecting the paltry increment and we demand a US$1 260 as the minimum salary for a teacher and there is no time to be issuing threats.
We are on the ground right now finalising a solid mass action that is coming soon to force the government to meet our demand.

Progressive Teachers Union of Zimbabwe (PTUZ) secretary-general Raymond Majongwe concurred with Masaraure, adding that cases of suicides, drug abuse, sudden deaths, stress and divorces have tremendously increased among teachers as a result.

Civil Servants' Representatives Welcome USD Pay Rise

The Zimbabwean government recently adjusted teachers’ salaries, but the move has left educators dissatisfied.
The offer was tabled on Thursday, March 14, during the National Joint Negotiating Council (NJNC) meeting.
The Cost of Living Adjustment (COLA) for the US dollar salary increased by 6.66%, taking the total US dollar salary to US$320.
The Zimbabwe dollar component rose by 49.6%, reaching US$119.73 (inflation-tracked ZWL).
Despite the adjustments, the overall raise amounts to a modest US$39.73. This amount will be converted to ZWL at the prevailing bank rate on the date of salary payment.
According to <a href="https://www.zimlive.com/teacher-unions-chide-civil-servants-negotiators-for-betrayal/">ZimLive</a>, the new wage hikes will be backdated to January 1, 2024, and implemented this month.

Teachers Accuse Civil Servants’ Negotiators Of Greed And Betrayal

The Zimbabwe Confederation of Public Sector Trade Unions (ZCPSTU), formerly the Civil Service Apex Council, has pleaded with the Government to restore civil servants’ United States dollar earnings to $300.
This comes after the Government introduced deductions on the US$300 COVID-19 allowance following its conversion to a pensionable salary with effect from this month.
<a href="https://www.newzimbabwe.com/civil-servants-call-out-governments-double-standards-as-us300-addition-is-unfairly-deducted/">NewZimbabwe.com</a> reported ZCPSTU president Cecilia Alexander as saying civil servants are now earning less than what they were getting last year. Said Alexander:

While the ZCPSTU appreciates the noble gesture by the employer to make the US$300 the salary, there is however an outcry from all public sector employees regards the new salary structure.
It is the workers’ experience that the deductions on the USD have left them with inadequate disposable income constituting unfair labour practice on the part of the employer.
It is a trite labour principle that an employee’s salary shall not be subject to reduction for any reason.
In light of the above, ZCPSTU expects the employer to restore the workers’ take home to more than USD 300 without compromising the principle of USD as the salary.

The decision to turn the US$300 allowance into a salary was announced by the Minister of Finance, Economic Development, and Investment Promotion, Mthuli Ncube during the 2024 National Budget presentation.
Over the past several years, civil servants have been demanding that the Government raise workers’ salaries to pre-October 2018 levels of US$540 per month for the least-paid employee.

Civil Servants Demand Restoration Of Their US$300 Earnings

Civil servants have started receiving their annual bonus’s second and final payment.
Members of the uniformed forces received the second and final payment of their 13th cheque on Tuesday, 12 December.
The health sector is getting paid next followed by teachers and the rest of the civil servants.
The bonuses just like salaries are being paid in both Zimbabwe dollars and USD.
In an interview with <a href="https://www.chronicle.co.zw/civil-servants-get-final-bonus-payment/">State media</a> on Tuesday, the Zimbabwe Confederation of Public Sector Trade Unions (ZCPSTU) president Cecilia Alexander, said:
<blockquote>
The government paid the first portion last month as agreed and is now paying the second which is the final bonus payment. The soldiers have already received their second portion as we speak.
So far all is well, the employer is always sincere with the workers even on issues we do not want to hear about. 
When the Government cannot meet our demands, it does not hesitate to tell us that it does not have the money as opposed to giving empty promises.
</blockquote>
She added that the unions will soon engage the Government on the issue of converting civil servants’ forex allowances into salaries as announced by Finance, Economic Development and Investment Promotion Minister Mthuli Ncube in the 2024 national budget.
Alexander said the Government should increase the forex allowances before converting them into salaries.
Ncube proposed to raise the monthly tax-free threshold from $500 000 to $750 000 and tax-free bonus from $500 000 to $7.5 million.
The proposed tax-free threshold will be effective from 1 January but the $7.5 million tax-free bonus was effected last month.

Civil Servants Get Final Bonus Payment

Cecilia Alexander, the chairperson of the Zimbabwe Confederation of Public Sector Trade Unions (ZCPSTU), said that civil servants are happy after the Government awarded them bonuses.
The Government has traditionally awarded its workforce the 13th cheque, but in recent years, the payments have been staggered due to lack of funds with some sectors getting the bonuses earlier than others.
Speaking to <a href="https://www.newsday.co.zw/local-news/article/200019967/civil-servants-scoff-at-split-bonus-payments">NewsDay</a>, Alexander said civil servants are happy because this year the Government treated them equally and the larger chunk of the bonus is in US dollars. She said:

They are happy because this year there has been some improvement. Firstly, all the workers have been treated the same unlike before when some sectors would be paid earlier while others received the 13th cheque late.
Secondly, the larger chunk of the bonus is in US dollars so at least it’s better as the majority of their income is not affected by inflation.
The government has been very responsible this year and we commend it for its efforts.

However, the Amalgamated Rural Teachers Union of Zimbabwe (ARTUZ), and the Zimbabwe Nurses Association (ZINA) said their salaries are meagre and the splitting of bonuses makes planning difficult.

Civil Servants Happy With Bonus Payment - Alexander

The Government is “looking at all possibilities” of cushioning civil servants, with a salary increase in Zimbabwe dollars and an adjustment of the US dollar allowance “imminent”.
This was said by Public Service, Labour and Social Welfare Minister Paul Mavima in an interview with <a href="https://www.sundaynews.co.zw/more-usd-for-civil-servants-government-to-adjust-salary-tax-bands/">State media</a>. Mavima said:

As has always been the case with the Government, our workers are important to us. As we speak, Treasury is working on the issue.
We are looking at all possibilities, including effecting an increase of the US dollar, as well as a pay increase in local currency. The consultations I am talking about do not take a long time.
Once we have our numbers from Treasury, we will immediately submit them to the President for his consideration and adjustment before the National Joint Negotiation Council convenes for negotiations.
A pay rise is imminent; public service workers need to be paid handsomely so that they do their job well.
We, as Government, have an obligation to meet the needs of our workers so that they will not engage in corruption and “kungwavha-ngwavha” (hustling).
We expect workers to discharge their duties diligently.

Zimbabwe Confederation of Public Sector Trade Unions (ZCPSTU) president Cecilia Alexander said negotiations with Government for a pay rise will resume soon. She said:

As you may be aware, our salaries, especially the local currency component, have been wiped away by inflation, and that alone calls for a salary increase.
However, what is on the ground is that both the US dollar component and the local component need adjustment.
The Government seems to be promising a good package that will be enough to cater for workers’ needs and they are also saying there is room for backdating the salaries.

In April, the Government awarded its workers a 100 percent salary increment in Zimbabwe dollars, and increased their COVID-19 allowance from US$200 to US$250, except for health sector workers.
Teachers were also awarded an additional US$80 monthly teaching allowance payable in local currency at the prevailing exchange rate.

Pay Rise For Civil Servants Imminent - Minister Mavima

Civil servants union leaders held a meeting with President Emmerson Mnangagwa at State House in Harare on Tuesday where they discussed issues revolving around their working conditions.
Speaking to <a href="https://www.chronicle.co.zw/president-mnangagwa-meets-civil-servants-leaders/">State media</a> on Wednesday, Zimbabwe Confederation of Public Sector Trade Unions (ZCPSTU) president Cecilia Alexander said Mnangagwa promised to look into issues raised. She said:

ZCPSTU met His Excellency President Mnangagwa on Tuesday during which we articulated issues to do with our conditions of service and other matters, which unfortunately we cannot share with the public.
His Excellency took note of our presentations and made an undertaking to attend to them.
What I want to appreciate in public too is the President’s open-door policy and him being able to listen to the worker, and for that, we want to thank him wholeheartedly.

In April this year, the Government awarded a 100 percent salary increase to its workers with the foreign component being increased from US$200 to US$250.
Teachers were also awarded an US$80 teaching allowance payable in Zimbabwe dollars at the prevailing interbank rate.
However, on Wednesday the Progressive Teachers Union of Zimbabwe (PTUZ) said the RTGS salary of teachers was worth about US$30.
Some unions representing civil servants want the lowest-paid Government worker to earn US$840 per month.

Civil Servants Union Leaders Meet Mnangagwa

Civil servants rejected a salary offer tabled by the government during a National Joint Negotiation Council (NJNC) meeting held in Harare on Thursday.
Zimbabwe Congress of Public Sector Trade Unions (ZCPSTU) chairperson Cecilia Alexander told <a href="https://www.newsday.co.zw/local-news/article/200008230/no-joy-for-civil-servantsas-govt-tables-paltry-offer">NewsDay</a> that what the government had offered was too little and embarrassing.
She said the parties agreed not to publicise the offer until an agreement has been reached. Said Alexander:

We agreed with the government not to publicise the offer in order for negotiations to proceed in good faith. We outrightly rejected the offer from the government.
What government offered as increments were too little from what we are asking. However, we agreed on further engagements.
We allowed the government to make further consultations so that it comes up with meaningful proposals at the negotiation table.
In other issues, we deliberated on the issue of school fees payment for teachers’ children, to which we agreed that both parties (government and ZCPSTU) should follow up on the matter to ensure that every eligible teacher benefits from the incentive.

The NJNC will meet again on Thursday next week for further deliberations.
Under the NJNC, civil servants are demanding a salary increment that will see the least-paid worker earning US$840.
Currently, teachers are earning at least $36 000 and US$120, plus a US$75 COVID-19 allowance.

Civil Servants Reject Latest Government Salary Increment Offer

The Progressive Teachers Union of Zimbabwe (PTUZ) has scoffed at the US$25 increment to public sector workers’ allowances by the government, describing it as too little.
On Tuesday, the government and public sector unions met under the National Joint Negotiating Forum where the new offer was tabled. 
Posting on Twitter on Tuesday, PTUZ said the paltry increment will lead to industrial action by teachers. It said:

The govt, as usual, thinks it’s all a joke. An increment of only $25 when service providers have already wiped out more than that, really?
It would seem that govt is pushing teachers towards real action. It’s a dog’s breakfast.

In a letter updating public sector workers on Tuesday on the outcome of the NJNC, Apex Council chairperson Cecelia Alexander said the wage increase is with effect from 1 September 2022. She wrote:

Teachers Union Say US$25 Pay Rise Is "A Joke"

The government has increased USD allowances for civil servants by 25% from the current US$175 to US$200 with effect from 1 September 2022. However, there has been no increment in civil servants’ Zimbabwe dollar salaries.
The government and civil servants representatives met on Tuesday, 20 September 2022 under the National Joint Negotiating Council (NJNC) to deliberate on the latter’s salaries and conditions of service.
In a statement issued after the NJNCmeeting, the chairperson of the Zimbabwe Confederation of Public Sector Trade Unions (ZCPSTU), Cecilia Alexander, said the parties deliberated on the cost of living adjustment (COLA), Sector Specific Allowances and Performance Awards, and the 2022 Bonus. Reads the statement:

<h2>Specific Allowances</h2>
The workers advised the employer to resuscitate already agreed sector-specific allowances so as to bring all government workers to the same level to which the government committed to speedily work on the implementation modalities.
On the school fees assistance for teachers, the government indicated that they had faced challenges again with payment modalities, but it was acknowledged by both parties that most of the bottlenecks have now been addressed.
The workers then felt that the ZWL20 000 per child was no longer enough given the latest school fees increase and that government should consider indexing the figure to USD50 value.
<h2>2022 Bonus</h2>
Government committed to paying the 2022 bonus in USD but did not provide any figures and again asked for time to consult on the payment details and the total offer thereof.

The parties agreed to adjourn the meeting to allow for the government side to consult with their principals and to reconvene in the shortest time possible, possibly within the week to finalise on the aforementioned outstanding issues.

Govt Increases USD Allowances For Civil Servants

The government has reportedly decided to revive the National Joint Negotiating Council (NJNC) after civil servants threatened to go on strike on 26 September 2022.
The NJNC brought together the government and unions representing civil servants for negotiations on the latter’s salaries and conditions of service.
In July this year, <a href="https://zero.pindula.co.zw/civil-servants-quit-national-joint-negotiating-council/">the Federation of Zimbabwe Educators Union (FOZEU) advised the Minister of Public Service, Labour and Social Welfare, Paul Mavima, that they had quit the NJNC.</a>
Meanwhile, in a letter dated 19 September 2022 and addressed to the chairperson of the Zimbabwe Confederation of Public Sector Trade Unions (ZCPSTU), Cecilia Alexander, one S Tarupuwa, writing on behalf of the NJNC chairman, invited civil servants’ leaders to a meeting this Tuesday.
The letter, which was copied to Mavima and the Permanent Secretary for Public Service, Labour and Social Welfare, read in part:

The matters on the agenda included the Cost of Living Adjustment (COLA) and the 2023 Annual Bonuses.
The Amalgamated Rural Teachers Union of Zimbabwe (ARTUZ) said instead of trying to revive NJNC, the government should simply fulfil the September salary review pledge or face the wrath of the workers on 26 September.

Govt In Bid To Revive National Joint Negotiating Council

The government has urged its workers to wait until next month for a possible cost of living adjustment.
On Monday, Finance and Economic Development Minister Mthuli Ncube met with representatives of civil servants to discuss salaries and conditions of service.
During the meeting, Ncube said the government will consider increasing the US dollar component paid to public workers in September.
Speaking during an interview with The Sunday Mail, Zimbabwe Confederation of Public Sector Trade Unions (ZCPSTU) president Cecilia Alexander, said:

Government said it will review the situation in September to see if there is scope to increase the US dollar, as well as the Zimbabwe dollar components of our salary, premised on revenue inflows.
The Minister of Finance was unequivocal that Government does not yet have the capacity to pay the entire salary bill in US dollars.
As a way forward, Government asked workers to wait for September to meet workers’ expectations in terms of the cost of living and related issues.

Wait For September, Govt Tells Restless Civil Servants

Civil servants have threatened to go on strike this week after the government refused to give in to their salary demand of US$840 for the lowest-paid worker.
They also accuse the government of trying to divide its workers after it emerged that those in the health sector received ZWL$180 000 in July while teachers were expected to get ZWL$50 000.
A fortnight ago, labour unions gave the government a 14-day notice to withdraw their labour unless their demands for US dollar salaries were met. The notice expires on Thursday this week.
Zimbabwe Congress of Public Sector Trade Unions (ZCPSTU) president Cecilia Alexander said:

It’s coming as a consequence of the employer’s dialogue platform where they announce their offer before coming to the National Joint Negotiating Council (NJNC).
They pay or implement unarmed adjustments to the salaries making the unions and NJNC as a whole irrelevant to the processes and outcomes of the engagement.
The 100% offer that we have flatly rejected but which the employer is sticking to, will put us in a worse situation than the ZWL offer we were awarded in January in terms of value.
The $18 000 of January 2022 had more value than the $36 000 of July 2022.
Who on earth has ever accepted an offer which results in the negative in the name of improved condition of service?

Progressive Teachers Union of Zimbabwe (PTUZ) president Takavafira Zhou added:

If the government does not come up with a US dollar component then we are simply going to declare incapacitation because people do not have the money to go to work.
There is also information filtering, l don’t know if it’s a divisive effort by the government, showing that there are others who have been paid $180 000 while teachers are earning below $50 000.
That in itself is an attempt by the government to divide workers but it will not divide workers. Workers will remain united.

Civil Servants Threaten Total Shutdown

The leaders of civil servants’ unions under the Apex Council, are meeting in Harare today, 7th of January 2020, to decide on going on strike to force the government to improve their salaries and working conditions.
Civil servants Apex Council chairperson <a href="https://www.pindula.co.zw/Cecilia_Alexander" rel="noopener noreferrer" target="_blank">Cecilia Alexander</a> told the Daily News that public sector workers are tired of the government’s dishonesty. She said:
<blockquote>Having engaged the government since October last year when we declared our incapacitation and having followed that up with several meetings from then up to December, it has become clear that the employer is largely ignoring us as there has been no movement.
… it (the strike), however, depends on what the unions will say … but we all agree that even some of our colleagues in the teaching profession who have said that they will not go back to work when schools open are right because the situation is no longer bearable.</blockquote>
Since the beginning of 2019, civil servants have been threatening industrial action. The government has responded by offering them token additional pay through what it calls Cost of Living Adjustments (COLA) and Cushioning Allowances.
The lowest-paid worker is now earning just above ZWL$1 000 per month which is equivalent to less than US$50. using black market rates.

Civil Servants Fed Up With Govt's Dishonesty, Now Planning Massive Strike

Civil servants under the Apex Council have written to their employer requesting a Cost of Living Adjustment (COLA) for the month of December.
A letter written by the Council’s chairperson Cecilia Alexander requesting the government for an urgent National Joint Negotiating Council meeting to discuss the proposal reads in part:
<blockquote>The Civil Service Apex Council would like to bring to your attention the further deteriorating value of civil service incomes in the light of spiralling inflation.
Civil servants are now severely incapacitated as the October salary of RTGS$1 023 for the lowest paid worker will not suffice for the December 2019 month end.</blockquote>
The lowest civil servant earns $1 023 per month which is a paltry figure considering runaway inflation.
Meanwhile, the Poverty Datum Line for a family of five persons for October was set at $3 160 by the Zimbabwe National Statistics Agency (Zimstat).

Civil Servants Request COLA Ahead Of Christmas

A report claims that if the government is to give in to civil servants’ demands to be paid $1 700 a month, the wage bill will rise three-fold. The Civil Service Apex Council (CSAC) demanded that the minimum salary of a civil servant should be pegged at $1 700. CSAC chairperson Cecilia Alexander said:
<blockquote>Yes, the government is broke, but we are workers of government. At the end of the day when we have provided a service, we also want to be able to earn something that will make us look after our families, at least to live a reasonable life.
Whether they are able to pay or not, we are now saying we are in a worse off situation and as workers, it is our right to demand the value of what we have been earning. It is not correct for any government whatsoever to remove a benefit or to give somebody less without even engaging them.
In fact, the $1 733 is not a figure that we came up with to get an increment, it is just a matter of asking the government to restore the value of what we were earning around September (2018). At the end of the day, all we want as civil servants is to have the value of what we earned restored, so it is up to the government to either look for the US dollars to pay us in hard currency or the other way round.</blockquote>
